<p>The report highlights that new <strong>renewable power generation projects</strong> now increasingly undercut existing coal-fired plants. On average, new <strong>solar photovoltaic (PV)</strong> and <strong>onshore wind power</strong> cost less than keeping many existing <strong>coal plants</strong> in operation, and auction results show this trend accelerating – reinforcing the case to phase-out coal entirely.</p>

And every energy source has its drawbacks. It’s easy to point out the downsides of a given energy source and call for it to be banned. But if we’re not careful about weighing costs against benefits, we’re liable to end up with something even worse.</p>
<p>This is becoming painfully evident in the case of Japan. In 2011, a nuclear power plant in northeast Japan&#8217;s Fukushima prefecture was damaged by a huge tsunami and had multiple meltdowns.</p>

<p>Total coal mining capacity in the country was at 3.53 billion tonnes per year by the end of 2018, according to a statement from the National Energy Administration (NEA). That compares to 3.34 billion tonnes at the end of 2017.</p>
<p>However, the total amount of coal mines in China declined to 3,373 in 2018 from 3,907 in 2017, the NEA said in the statement, as Beijing has been phasing out small and ineffective coal mines in eastern regions and expanding capacity in the west</p>
<p>The increasing coal capacity has stirred concerns it will undermine efforts to cut the share of coal in total energy use, and that China will be unable to keep its commitment of capping climate-warming carbon emissions by around 2030.</p>

The commission’s conclusions push the end of coal use out to 2038. The plan is cautious enough to have secured the support even of those members of the commission representing the coal industry and the main coal producing regions.</p>
<p>Criticism of the report has predictably come from groups such as Climate Alliance Germany and Friends of the Earth, which have said that the plan will not meet the Paris climate agreement targets, and that the phasing of the reduction through the 2020s needs to be defined in detail.</p>

That’s a hard task in a country where coal is now 60% of its electricity base and renewables are 20% — and poised to be 35% in 2030. </p>
<p class="p1">Its goal is to clean its cities and to comply with the Paris climate agreement. In its latest five-year plan that outlines its energy goals, China has set a cap on on coal-fired generation at about 1,100 gigawatts — a hard task, given that it already has about 1,000 GW with another 250 GW under construction.</p>

Another 200GW is being built and 450GW is planned. More recently, 200GW has closed due to a wave of retirements across the EU and US. Another 170GW is set to retire by 2030 and 13 of the world’s 77 coal-powered countries plan a total phaseout.</p>
<p>Meanwhile, electricity generated from coal peaked in 2014, so the expanding fleet is running fewer hours than ever.</p>
