B\u00f6ylelikle, sadece \u00fc\u00e7 y\u0131lda g\u00fcne\u015f kurulu g\u00fcc\u00fc yakla\u015f\u0131k 37 kat artt\u0131. Ge\u00e7ti\u011fimiz y\u0131l T\u00fcrkiye\u2019de hayata ge\u00e7en santrallerin % 38\u2019ini g\u00fcne\u015f santralleri meydana getirdi. Yani tarihte ilk defa bir y\u0131l i\u00e7inde en fazla kurulumu yap\u0131lan santral g\u00fcne\u015f santrali oldu.<\/p>\n<p>Ayr\u0131ca, 2017\u2019nin Mart ay\u0131nda ilk defa b\u00fcy\u00fck \u00f6l\u00e7ekli bir lisansl\u0131 g\u00fcne\u015f santrali kurulumu i\u00e7in yar\u0131\u015fma yap\u0131ld\u0131. Yenilenebilir Enerji Kaynak Alan\u0131 (YEKA) ihalesinde d\u00f6rt b\u00fcy\u00fck konsorsiyum yar\u0131\u015ft\u0131. Kalyon \u2013 Hanwa Enerji Ortak Giri\u015fim Grubu, kilovatsaat ba\u015f\u0131na 6,99 ABD dolar sent kar\u015f\u0131l\u0131\u011f\u0131nda, 1000 MW\u2019l\u0131k g\u00fcne\u015f santrali kurmay\u0131, g\u00fcne\u015f AR-GE merkezini hayata ge\u00e7irmeyi ve 500 MWp\/y\u0131l kapasiteli fotovoltaik g\u00fcne\u015f mod\u00fcl\u00fc \u00fcretim fabrikas\u0131 kurmay\u0131 taahh\u00fct ederek ihaleyi kazand\u0131. <strong>Tarihi ihale ile; temiz ve ucuz g\u00fcne\u015f enerjisi \u00fcretilmesi, kurulacak altyap\u0131 ile yerli panel montaj sanayinin geli\u015ftirilmesi ve yeni istihdam alanlar\u0131 yarat\u0131lmas\u0131 hedefleniyor.<\/strong><\/p>\n<p>Ancak bu heyecan verici geli\u015fmelere ra\u011fmen, T\u00fcrkiye\u2019nin halen yolun ba\u015f\u0131nda oldu\u011fu s\u00f6ylenebilir. \u00dclkenin elektrik ihtiyac\u0131n\u0131n % 75\u2019ini kar\u015f\u0131lama potansiyeli olan g\u00fcne\u015f enerjisi, \u015fu anda kurulu g\u00fcc\u00fcn sadece y\u00fczde 4\u2019\u00fcn\u00fc olu\u015fturuyor. YEKA ihalesi ve lisanss\u0131z \u00fcretim alan\u0131nda ya\u015fanan geli\u015fmeler ile birlikte \u015febeke \u00f6l\u00e7ekli g\u00fcne\u015f enerjisi kurulumlar\u0131 \u00f6nemli bir ivme kazanm\u0131\u015f g\u00f6r\u00fcn\u00fcyor.<\/p>\n<h2><strong>\u00c7at\u0131lar \u201cHen\u00fcz\u201d G\u00fcne\u015f Panellerine Tam Olarak Haz\u0131r De\u011fil<\/strong><\/h2>\n<p>\u00d6zellikle \u00e7at\u0131 \u00fcst\u00fc g\u00fcne\u015f potansiyelinin de\u011ferlendirilmesi konusunda \u00f6nemli ad\u0131mlara ihtiya\u00e7 var. 2017 y\u0131l\u0131ndaki \u201cPlanl\u0131 Alanlar \u0130mar Y\u00f6netmeli\u011fi\u201dnde yap\u0131lan de\u011fi\u015fiklikle birlikte <strong>18 Ocak 2018<\/strong>\u2019de yay\u0131nlanan\u00a0<strong>10kW alt\u0131 \u00e7at\u0131 kurulumlar\u0131<\/strong>n\u0131 konu alan y\u00f6netmelik, bu konuda at\u0131lm\u0131\u015f \u00f6nemli ad\u0131mlar say\u0131lsa da binalarda g\u00fcne\u015f sistemlerinin \u00f6n\u00fc tamamen a\u00e7\u0131lm\u0131\u015f de\u011fil.<\/p>\n<p><strong>Planl\u0131 Alanlar Y\u00f6netmeli\u011fi\u2019nde Temmuz 2017\u2019de yap\u0131lan de\u011fi\u015fiklikle binalar\u0131n kendi ihtiyac\u0131 i\u00e7in yap\u0131lacak g\u00fcne\u015f kaynakl\u0131 yenilenebilir enerji sistemleri i\u00e7in ruhsat zorunlulu\u011fu kald\u0131r\u0131ld\u0131.<\/strong> 18 Ocak 2018\u2019de Elektrik Piyasas\u0131 D\u00fczenleme Kurumu (EPDK) taraf\u0131ndan yay\u0131nlanan, \u201cElektrik Piyasas\u0131nda T\u00fcketim Tesisi ile Ayn\u0131 \u00d6l\u00e7\u00fcm Noktas\u0131ndan Ba\u011fl\u0131 ve G\u00fcne\u015f Enerjisine Dayal\u0131 \u00dcretim Tesisleri \u0130\u00e7in Lisanss\u0131z \u00dcretim Ba\u015fvurular\u0131na ve \u0130htiya\u00e7 Fazlas\u0131 Enerjinin De\u011ferlendirilmesine \u0130li\u015fkin Usul ve Esaslar\u201d y\u00f6netmeli\u011fi ile \u00e7at\u0131lar\u0131n \u015febekeye ba\u011flant\u0131s\u0131 konusunda baz\u0131 kolayla\u015ft\u0131r\u0131c\u0131 ad\u0131mlar at\u0131ld\u0131.<\/p>\n<p>Bu ad\u0131mlar, \u00e7at\u0131da elektrik \u00fcretiminin \u00f6n\u00fcn\u00fcn a\u00e7\u0131ld\u0131\u011f\u0131, \u00e7at\u0131s\u0131na g\u00fcne\u015f paneli kuran ki\u015finin kendi elektri\u011fini \u00fcretip fazlas\u0131n\u0131 sisteme satabilece\u011fi \u015feklinde yorumlan\u0131yor. Ancak ilgili y\u00f6netmelikler her ne kadar heyecan verici olsa da \u00e7at\u0131lar\u0131n g\u00fcne\u015f panelleriyle donat\u0131lmas\u0131na daha \u00e7ok yol var.<\/p>\n<p>\u00c7at\u0131 sistemleri ile birlikte hem \u00fcretici hem de t\u00fcketici olacak kullan\u0131c\u0131lar\u0131n, \u00e7at\u0131 \u00fcst\u00fc g\u00fcne\u015f enerjisi santrallerinden \u00fcretilen elektri\u011fin t\u00fcketilmeyen k\u0131sm\u0131n\u0131 nas\u0131l sisteme verece\u011fi konusu hala soru i\u015fareti. \u00d6zellikle fazla \u00fcretilen elektrik \u00fczerinden nas\u0131l mahsupla\u015f\u0131laca\u011f\u0131 sistemlerin yayg\u0131nla\u015fmas\u0131 i\u00e7in kritik \u00f6neme sahip.
