BM\u0130D\u00c7S ve KP, bir yandan insan kaynakl\u0131 sera gaz\u0131 emisyonlar\u0131n\u0131 s\u0131n\u0131rland\u0131rmaya ve azaltmaya y\u00f6nelik yasal d\u00fczenlemeler getirirken, bir yandan da, uluslararas\u0131 emisyon ticareti, teknoloji ve sermaye hareketleri konusunda giderek etkin olmaya ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<h2>\u0130klim De\u011fi\u015fikli\u011fi \u00c7er\u00e7eve S\u00f6zle\u015fmesi<\/h2>\n<p>3-14 Haziran 1992 y\u0131l\u0131nda toplanan Birle\u015fmi\u015f Milletler \u00c7evre ve Kalk\u0131nma Konferans\u0131\u2019nda (Rio D\u00fcnya Zirvesi) Birle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi \u00c7er\u00e7eve S\u00f6zle\u015fmesi (BM\u0130D\u00c7S) imzaya a\u00e7\u0131lm\u0131\u015ft\u0131r. Taraflar Konferans\u0131 sonucunda \u201cT\u00fcrkiye\u2019nin isminin Ek-II\u2019den silinece\u011fi ve \u00f6zel \u015fartlar\u0131 tan\u0131narak di\u011fer EK-I \u00fclkelerinden farkl\u0131 bir konumda Ek-I\u2019de yer alaca\u011f\u0131\u201d y\u00f6n\u00fcnde karar al\u0131nmas\u0131n\u0131n ard\u0131ndan T\u00fcrkiye, 24 May\u0131s 2004 tarihinde 189. Taraf olarak BM\u0130D\u00c7S\u2019ne kat\u0131lm\u0131\u015ft\u0131r. BM\u0130D\u00c7S Ek-I Taraf\u0131 olarak T\u00fcrkiye\u2019nin iklim de\u011fi\u015fikli\u011fi ile m\u00fccadele etmek i\u00e7in politika geli\u015ftirmek ve uygulamak ile mevcut sera gaz\u0131 emisyonlar\u0131n\u0131 ve emisyonlarla ilgili verileri BM\u0130D\u00c7S\u2019ye bildirme y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc bulunmaktad\u0131r.<\/p>\n<h2>Kyoto Protokol\u00fc<\/h2>\n<p>Japonya&#8217;n\u0131n Kyoto kentinde 11 Aral\u0131k 1997 y\u0131l\u0131nda yap\u0131lan 3. Taraflar Konferans\u0131\u2019nda (COP3), d\u00fcnya \u00e7ap\u0131nda sera gazlar\u0131n\u0131n azalt\u0131lmas\u0131 i\u00e7in ba\u011flay\u0131c\u0131 hedefler i\u00e7eren \u201cBirle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi \u00c7er\u00e7eve S\u00f6zle\u015fmesi\u2019ne \u0130li\u015fkin Kyoto Protokol\u00fc\u201d imzalanm\u0131\u015ft\u0131r.<\/p>\n<p>Bu protokolde, Ek-I\u2019de yer alan taraflar; 2008-2012 y\u0131llar\u0131n\u0131 kapsayan taahh\u00fct d\u00f6neminde insan faaliyetlerinin neden oldu\u011fu CO<sub>2<\/sub>\u00a0e\u015fde\u011feri toplam sera gaz\u0131 emisyonlar\u0131n\u0131n, 1990 y\u0131l\u0131 seviyelerinin en az %5 a\u015fa\u011f\u0131s\u0131na indirmek i\u00e7in say\u0131salla\u015ft\u0131r\u0131lm\u0131\u015f emisyon s\u0131n\u0131rland\u0131rma ve azaltma taahh\u00fctlerine uygun hesapla tayin edilmi\u015f miktar\u0131 a\u015fmamas\u0131n\u0131 sa\u011flayacaklar\u0131 ve bu taraflar\u0131n, 2005 y\u0131l\u0131na kadar bu protokoldeki taahh\u00fctlerini ger\u00e7ekle\u015ftirme konusunda kan\u0131tlanabilir bir ilerleme kaydetmi\u015f olacaklar\u0131 belirtilmektedir.<\/p>\n<p>Kyoto Protokol\u00fc\u2019n\u00fcn y\u00fcr\u00fcrl\u00fc\u011fe girebilmesi i\u00e7in, 1990 y\u0131l\u0131 toplam CO<sub>2<\/sub>\u00a0emisyonlar\u0131n\u0131n en az %55&#8217;ine sahip olan Ek-I taraflar\u0131n\u0131n protokol\u00fc onaylamas\u0131 gerekti\u011finden, son olarak 18 Kas\u0131m 2004 tarihinde Rusya Federasyonu\u2019nun da onaylamas\u0131yla Kyoto Protokol\u00fc 16 \u015eubat 2005 tarihinde fiilen y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir.<\/p>\n<p>T\u00fcrkiye 1992 y\u0131l\u0131nda imzaya a\u00e7\u0131lan BM\u0130D\u00c7S\u2019nin orijinal metninde hem Ek-1 (tarihsel sorumluk), hem de Ek-2 (maddi sorumluluk) listesinde yer alm\u0131\u015ft\u0131r. T\u00fcrkiye, 1995 y\u0131l\u0131nda ger\u00e7ekle\u015ftirilen COP1\u2019den 2000 y\u0131l\u0131nda ger\u00e7ekle\u015ftirilen COP6\u2019ya kadar ge\u00e7en s\u00fcre i\u00e7erisinde geli\u015fmekte olan bir \u00fclke olmas\u0131 nedeniyle BM\u0130D\u00c7S\u2019nin Ek\u2019lerinden \u00e7\u0131kmak i\u00e7in giri\u015fimlerde bulunmu\u015ftur. 2000 y\u0131l\u0131nda tutum de\u011fi\u015fikli\u011fi yap\u0131larak Ek II\u2019den \u00e7\u0131kmam\u0131z ve Ek I\u2019de \u00f6zel \u015fartlar\u0131 tan\u0131nm\u0131\u015f \u00fclke olarak yer almam\u0131za ili\u015fkin \u00f6nerimiz sunulmu\u015ftur.<\/p>\n<p>29 Ekim-6 Kas\u0131m 2001 tarihlerinde Fas\u2019\u0131n Marake\u015f kentinde yap\u0131lan 7. Taraflar Konferans\u0131\u2019nda (COP 7) T\u00fcrkiye\u2019nin, Ek II\u2019den \u00e7\u0131k\u0131p \u00f6zel \u015fartlar\u0131 tan\u0131nm\u0131\u015f bir Ek I \u00fclkesi olarak BM\u0130D\u00c7S\u2019ye taraf olma iste\u011fi kabul edilmi\u015f ve 24 May\u0131s 2004 tarihinde T\u00fcrkiye resmen s\u00f6zle\u015fmeye kat\u0131lan 189. taraf olmu\u015ftur. \u00dclkemiz halen S\u00f6zle\u015fme\u2019nin Ek-I listesinde \u00f6zel \u015fartlara sahip \u00fclke olarak yer almaktad\u0131r.<\/p>\n<p>Kyoto Protokol\u00fc\u2019n\u00fcn y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi 2005 y\u0131l\u0131ndan itibaren COP toplant\u0131lar\u0131 kapsam\u0131nda Protokol\u00fc kabul etmi\u015f taraflar\u0131n da toplant\u0131lar\u0131 d\u00fczenlenmeye ba\u015flam\u0131\u015ft\u0131r. 2007 y\u0131l\u0131ndaki Bali Yol Haritas\u0131 ile birlikte 2012 sonras\u0131 s\u00fcre\u00e7 belirleme \u00e7al\u0131\u015fmalar\u0131 ba\u015flad\u0131\u011f\u0131ndan T\u00fcrkiye\u2019nin de masada yer alarak s\u00f6z sahibi olabilmesi i\u00e7in Kyoto Protokol\u00fc\u2019ne Kat\u0131lmam\u0131z\u0131n Uygun Bulundu\u011funa Dair Kanun Tasar\u0131s\u0131\u201d 05 \u015eubat 2009 tarihinde T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi Genel Kurulu\u2019nda kabul edilmi\u015ftir. T\u00fcrkiye\u2019nin Kyoto Protokol\u00fc\u2019ne taraf olu\u015funu bildiren \u201cKat\u0131l\u0131m Belgesi\u201d ilgili Bakanlar Kurulu Karar\u0131\u2019n\u0131n 13 May\u0131s 2009 tarihli Resmi Gazete\u2019de yay\u0131mlanmas\u0131n\u0131 m\u00fcteakip, 28 May\u0131s 2009 tarihinde s\u00f6z konusu Protokol\u2019\u00fcn uygulay\u0131c\u0131s\u0131 BM Genel Sekreteri\u2019ne tevdi edilmi\u015ftir. T\u00fcrkiye, Kyoto Protokol\u00fc\u2019n\u00fcn 25\u2019inci maddesi uyar\u0131nca \u201cKat\u0131l\u0131m Belgesi\u201dnin tevdi tarihini izleyen doksan\u0131nc\u0131 g\u00fcn olan 26 A\u011fustos 2009 tarihinde Protokol\u2019e resmen taraf olmu\u015ftur. Protokol kabul edildi\u011finde BM\u0130D\u00c7S taraf\u0131 olmayan T\u00fcrkiye, EK-I Taraflar\u0131n\u0131n say\u0131salla\u015ft\u0131r\u0131lm\u0131\u015f sal\u0131m s\u0131n\u0131rlama veya azalt\u0131m y\u00fck\u00fcml\u00fcl\u00fcklerinin tan\u0131mland\u0131\u011f\u0131 Protokol EK-B listesine d\u00e2hil edilmemi\u015ftir. Dolay\u0131s\u0131yla, Protokol\u2019\u00fcn 2008-2012 y\u0131llar\u0131n\u0131 kapsayan birinci y\u00fck\u00fcml\u00fcl\u00fck d\u00f6neminde ve 2012-2020 y\u0131llar\u0131n\u0131 kapsayan ikinci y\u00fck\u00fcml\u00fcl\u00fck d\u00f6neminde T\u00fcrkiye\u2019nin herhangi bir say\u0131salla\u015ft\u0131r\u0131lm\u0131\u015f sal\u0131m s\u0131n\u0131rlama veya azalt\u0131m y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc bulunmamaktad\u0131r.<\/p>\n<p>2010 y\u0131l\u0131nda Meksika\u2019n\u0131n Kankun \u015fehrinde d\u00fczenlenen 16. Taraflar Konferans\u0131 kararlar\u0131 aras\u0131nda yer alan \u00fclkemize ili\u015fkin b\u00f6l\u00fcmde, T\u00fcrkiye\u2019nin di\u011fer Ek-I \u00fclkelerinden farkl\u0131 bir konumda bulundu\u011fu ve \u00f6zel ko\u015fullar\u0131n\u0131n mevcut oldu\u011fu BM\u0130D\u00c7S\u2019ye taraf \u00fclkelerce tan\u0131nm\u0131\u015ft\u0131r. Ayr\u0131ca, finansman ve teknoloji transferi sa\u011flama y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcm\u00fcz\u00fcn bulunmad\u0131\u011f\u0131 teyit edilmi\u015f ve \u00fclkemizin finansman, kapasite geli\u015ftirme ve teknoloji transferi imkanlar\u0131ndan yararlanmas\u0131 hususunun gelecek toplant\u0131larda de\u011ferlendirilece\u011fi kaydedilmi\u015ftir.<\/p>\n<p>2011 y\u0131l\u0131nda G. Afrika\u2019n\u0131n Durban kentinde d\u00fczenlenen 17. Taraflar Konferans\u0131\u2019nda, \u00fclkemize emisyon azalt\u0131m\u0131, iklim de\u011fi\u015fikli\u011fine uyum, teknoloji geli\u015ftirilmesi ve transferi, kapasite geli\u015ftirme ve finansman alanlar\u0131nda sa\u011flanacak deste\u011fin modellerinin belirlenmesine ili\u015fkin g\u00f6r\u00fc\u015fmelerin s\u00fcrd\u00fcr\u00fclmesi karara ba\u011flanm\u0131\u015ft\u0131r.<\/p>\n<p>2012 y\u0131l\u0131nda Doha\u2019da ger\u00e7ekle\u015fen (COP 18) \u0130klim Zirvesi\u2019nde Kyoto Protokol\u00fc\u2019n\u00fcn ikinci sorumluluk d\u00f6neminin 2013 y\u0131l\u0131nda ba\u015flay\u0131p 2020 y\u0131l\u0131nda sona ermesine karar verilmi\u015ftir. Doha\u2019da T\u00fcrkiye\u2019nin m\u00fczakerelerde \u00f6zel durumuna at\u0131fta bulunulmu\u015f, T\u00fcrkiye\u2019de d\u00fc\u015f\u00fck karbonlu kalk\u0131nma stratejilerinin geli\u015ftirebilmesi i\u00e7in Ek-2 \u00fclkelerinin, \u00f6zel \u015fartlar\u0131 tan\u0131nan \u00fclkelere teknoloji, kapasite geli\u015ftirme ve finans deste\u011fini vermesi y\u00f6n\u00fcnde karar al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>2013 y\u0131l\u0131nda Polonya\u2019n\u0131n Var\u015fova kentinde yap\u0131lan (COP 19) \u0130klim De\u011fi\u015fikli\u011fi Zirvesi\u2019nde, T\u00fcrkiye\u2019nin teknoloji, kapasite geli\u015ftirme ve finans deste\u011fini alabilmesi i\u00e7in m\u00fczakerelere devam edilmi\u015ftir.<\/p>\n<p>2014 y\u0131l\u0131nda Peru\u2019nun Lima kentinde yap\u0131lan (COP20) \u0130klim De\u011fi\u015fikli\u011fi Zirvesi\u2019nde, T\u00fcrkiye\u2019nin teknoloji, kapasite geli\u015ftirme ve finans deste\u011fini alabilmesi i\u00e7in COP karar\u0131 tekrarlanm\u0131\u015ft\u0131r. Mevcut karara g\u00f6re T\u00fcrkiye en az 2020 y\u0131l\u0131na kadar iklim de\u011fi\u015fikli\u011fi ile m\u00fccadele yolunda teknoloji, kapasite geli\u015ftirme ve finans deste\u011fi alabilecek olup, bu kapsamda, BM Sekretaryas\u0131 ile g\u00f6r\u00fc\u015fmeler devam etmektedir.<\/p>\n<p>Peru\u2019da t\u00fcm taraflar\u0131n iklim de\u011fi\u015fikli\u011fi ile m\u00fccadele i\u00e7in \u201cUlusal Olarak Belirlenmi\u015f Katk\u0131lar\u0131n\u0131\u201d (INDC) 2015 y\u0131l\u0131 Paris Konferans\u0131\u2019ndan \u00f6nce sunmalar\u0131 y\u00f6n\u00fcnde karar al\u0131nm\u0131\u015ft\u0131r. Bu kapsamda, T\u00fcrkiye 2020- 2030 y\u0131llar\u0131n\u0131 kapsayan \u201cUlusal Katk\u0131\u201ds\u0131n\u0131 Birle\u015fmi\u015f Milletler Sekretaryas\u0131\u2019na sunmu\u015ftur. T\u00fcrkiye 2020- 2030 y\u0131llar\u0131 aras\u0131nda art\u0131\u015ftan azal\u0131\u015f y\u00f6ntemi ile (BAU-Business as Usual) sera gaz\u0131 emisyonlar\u0131n\u0131 y\u00fczde 21\u2019e kadar azaltaca\u011f\u0131n\u0131 bildirmi\u015ftir.<\/p>\n<h2>Paris Anla\u015fmas\u0131<\/h2>\n<p>2015 y\u0131l\u0131 Aral\u0131k ay\u0131nda Fransa\u2019n\u0131n Paris kentinde d\u00fczenlenen 21. Taraflar Konferans\u0131\u2019nda, 2020 y\u0131l\u0131nda devreye girecek olan yeni anla\u015fman\u0131n m\u00fczakerelerine ba\u015flanm\u0131\u015ft\u0131r. M\u00fczakereler sonunda yeni anla\u015fma nihai hale getirilmi\u015f, \u201cParis Anla\u015fmas\u0131\u201d ad\u0131yla kabul edilmi\u015ftir.<\/p>\n<p>Paris Anla\u015fmas\u0131 22 Nisan 2016-21 Nisan 2016 tarihleri aras\u0131nda New York\u2019taki Birle\u015fmi\u015f Milletler Genel Merkezinde imzaya a\u00e7\u0131lm\u0131\u015ft\u0131r. 22 Nisan 2016 tarihinde T\u00fcrkiye Paris Anla\u015fmas\u0131n\u0131 imzalam\u0131\u015ft\u0131r. Paris Anla\u015fmas\u0131n\u0131n y\u00fcr\u00fcrl\u00fc\u011fe girebilmesi i\u00e7in, k\u00fcresel sera gaz\u0131 emisyonlar\u0131n\u0131n en az %55\u2019ini kapsayan en az 55 Taraf \u00fclke taraf\u0131ndan kendi meclislerince onaylanmas\u0131 gerekmekteydi. Paris Anla\u015fmas\u0131 5 Kas\u0131m 2016 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015f ve g\u00fcn\u00fcm\u00fcz itibariyle 197 taraf \u00fclkeden 187\u2019si Paris anla\u015fmas\u0131n\u0131 onaylam\u0131\u015f bulunmaktad\u0131r.<\/p>\n<p>Paris Anla\u015fmas\u0131, kabul\u00fcnden 1 y\u0131l ge\u00e7meden y\u00fcr\u00fcrl\u00fc\u011fe giren ilk k\u00fcresel anla\u015fmad\u0131r. Paris Anla\u015fmas\u0131\u2019n\u0131n, BM\u0130D\u00c7\u015e ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda en belirgin \u00f6zelli\u011fi, t\u00fcm \u00fclkelerin katk\u0131lar\u0131na dayanan bir sistem \u00f6ng\u00f6r\u00fclm\u00fc\u015f olmas\u0131d\u0131r. Geli\u015fmi\u015f\/geli\u015fmekte olan \u00fclke s\u0131n\u0131fland\u0131rmas\u0131n\u0131n yap\u0131labilmesi i\u00e7in bir k\u0131stas belirlenmemi\u015f; herhangi bir farkl\u0131la\u015ft\u0131rmaya da gidilmemi\u015ftir.<\/p>\n<p>Anla\u015fma\u2019n\u0131n, k\u00fcresel \u0131s\u0131nmay\u0131 sanayi devrimi \u00f6ncesine g\u00f6re 2\u00b0C\u2019nin olduk\u00e7a alt\u0131nda tutan ve hatta 1.5\u00b0C ile s\u0131n\u0131rlamay\u0131 ama\u00e7layan uzun vadeli bir hedefi vard\u0131r. T\u00fcm emisyonlar\u0131n yakla\u015f\u0131k % 98\u2019inden sorumlu 189 \u00fclkenin sundu\u011fu ulusal iklim planlar\u0131 (INDC) ile iklim de\u011fi\u015fikli\u011fi ile m\u00fccadele ger\u00e7ek bir k\u00fcresel \u00e7aba haline gelmi\u015ftir.<\/p>\n<p>2016 y\u0131l\u0131nda Fas\u2019\u0131n Marake\u015f kentinde d\u00fczenlenen COP22 toplant\u0131s\u0131nda, Paris Anla\u015fmas\u0131 ile \u00e7\u00f6z\u00fclemeyen ve eksik kalan konular\u0131n g\u00f6r\u00fc\u015f\u00fclmesi i\u00e7in m\u00fczakereler devam etmi\u015ftir.<\/p>\n<p>2017 y\u0131l\u0131nda Almanya\u2019n\u0131n Bonn Kentinde Fiji Ba\u015fkanl\u0131\u011f\u0131\u2019nda 23. Taraflar Konferans\u0131 (COP23) d\u00fczenlenmi\u015ftir.
