Rapor, son 4 y\u0131ldaki \u00fcretim ger\u00e7ekle\u015fme oranlar\u0131 ve kapasite fakt\u00f6rlerinin\u00a0\u00e7ok d\u00fc\u015f\u00fck kald\u0131\u011f\u0131n\u0131; HES say\u0131s\u0131nda ve kurulu g\u00fc\u00e7teki art\u0131\u015f\u0131n yaratt\u0131\u011f\u0131 potansiyelin; gerek nehir ve kanal tipinde, gerekse rezervuarl\u0131 HES\u2019lerde enerji \u00fcretimine yeterince yans\u0131mad\u0131\u011f\u0131n\u0131 ortaya koyuyor.<\/p>\n<h2><strong>YAPILAN TESP\u0130TLER<\/strong><\/h2>\n<p>1- SPD\u2019nin \u00e7al\u0131\u015fmas\u0131nda incelenen 259 nehir ve kanal tipi santralin son 4 y\u0131ll\u0131k a\u011f\u0131rl\u0131kl\u0131 ortalama kapasite fakt\u00f6r\u00fc %29 oldu.<\/p>\n<p>2- \u0130ncelenen 41 adet rezervuarl\u0131 HES\u2019in son 4 y\u0131ll\u0131k ortalama kapasite fakt\u00f6r\u00fc ise %27 olarak ger\u00e7ekle\u015fti.<\/p>\n<p>3- 2018 y\u0131l\u0131nda t\u00fcm T\u00fcrkiye\u2019deki akarsu HES\u2019leri ortalama 2450 saat \u00e7al\u0131\u015ft\u0131, kapasite fakt\u00f6r\u00fc % 28 oldu; barajl\u0131 HES\u2019ler ise ortalama 2000 saat \u00e7al\u0131\u015ft\u0131 ve kapasite fakt\u00f6r\u00fc %23 oldu.<\/p>\n<p>4- Bu nehir ve kanal tipi HES\u2019lerde planlanan \u00fcretimin ger\u00e7ekle\u015fme oran\u0131 son 4 y\u0131lda ortalama %60 oldu.<\/p>\n<p>5- \u0130ncelenen rezervuarl\u0131 HES\u2019ler ise son 3 y\u0131lda planlad\u0131klar\u0131 \u00fcretimin ortalama %75\u2019ini ger\u00e7ekle\u015ftirdi.<\/p>\n<p>6- Kurulu g\u00fcc\u00fc yakla\u015f\u0131k 750 MW olan yakla\u015f\u0131k 50 adet HES, son 4 y\u0131lda; planlad\u0131klar\u0131n\u0131n ancak yar\u0131s\u0131na kadar bir \u00fcretim ger\u00e7ekle\u015ftirdi.<\/p>\n<p>7- \u0130ncelenen nehir ve kanal tipi ve rezervuarl\u0131 HES\u2019lerin ortalama %25 olan a\u011f\u0131rl\u0131kl\u0131 \u00fcretim verimlili\u011fi de\u011ferleri (a\u011f\u0131rl\u0131kl\u0131 ortalama kapasite fakt\u00f6rleri) d\u00fcnya ortalamas\u0131na g\u00f6re %50 daha d\u00fc\u015f\u00fck kald\u0131.<\/p>\n<p>8- \u0130ncelenen HES\u2019lerin planlanan y\u0131ll\u0131k \u00fcretimlerindeki ger\u00e7ekle\u015fme oranlar\u0131n\u0131n Akdeniz ve Ege b\u00f6lgelerinde daha d\u00fc\u015f\u00fck oldu\u011fu g\u00f6r\u00fcld\u00fc.<\/p>\n<p>9- Son d\u00f6nemde termik santrallerde \u00fcretime verilen al\u0131m garantisi baz enerji ihtiyac\u0131n\u0131n bu santrallerle kar\u015f\u0131lanmas\u0131n\u0131; barajl\u0131 HES\u2019lerin ise \u00fcretimlerini pik saatlerde yapmalar\u0131n\u0131 te\u015fvik etmi\u015ftir. Barajl\u0131 HES\u2019lerdeki \u00fcretim ger\u00e7ekle\u015fme oran\u0131nda ve kapasite fakt\u00f6r\u00fcndeki d\u00fc\u015f\u00fckl\u00fc\u011f\u00fcn bu nedenden kaynaklanabilece\u011fi de\u011ferlendirildi.<\/p>\n<p>10- Son d\u00f6nemde termik santrallerdeki \u00fcretime verilen al\u0131m garantisi enerji piyasas\u0131nda hidrolik ve termik santrallerin ikisine de sahip olan \u015firketlerin baz enerji ihtiyac\u0131n\u0131n do\u011falgaz ve\/veya yerli k\u00f6m\u00fcr santralleriyle kar\u015f\u0131lamalar\u0131n\u0131, barajl\u0131 HES\u2019lerin \u00fcretimlerini ise pik saatlerde yapmalar\u0131n\u0131 te\u015fvik etti. Barajl\u0131 HES\u2019lerdeki \u00fcretim ger\u00e7ekle\u015fme oran\u0131nda ve kapasite fakt\u00f6r\u00fcndeki d\u00fc\u015f\u00fckl\u00fc\u011f\u00fcn bu nedenden kaynaklanabilece\u011fi de\u011ferlendirildi.<\/p>\n<p>11- Son 10 y\u0131lda ger\u00e7ekle\u015ftirilen HES projelerinde planlamadan ba\u015flayan ve i\u015fletme verimsizli\u011fine d\u00f6n\u00fc\u015fen sorunlar i\u00e7in ard\u0131\u015f\u0131k HES\u2019lerden ba\u015flayarak, alt havza ve havza \u00f6l\u00e7e\u011finde \u201cDo\u011fal \u00c7evreyi Koruyarak Optimum \u0130\u015fletme Planlar\u0131\u201d haz\u0131rlanmal\u0131d\u0131r. HES\u2019lerimizdeki \u00fcretimin ger\u00e7ekle\u015fme oran\u0131n\u0131n d\u00fc\u015f\u00fckl\u00fc\u011f\u00fcnde daha \u00e7ok hidrolojik fakt\u00f6rler ve i\u015fletme fakt\u00f6rlerinin etkili oldu\u011fu de\u011ferlendirildi. Bu fakt\u00f6rler ise <span style=\"text-decoration: underline;\">\u015fu \u015fekildedir:<\/span><\/p>\n<p>&#8211; Planlama a\u015famas\u0131nda hidrolojik esaslara yeterince uyulmamas\u0131 ve m\u00fchendislik hidrolojisi \u00e7al\u0131\u015fmalar\u0131n\u0131n yetersiz kalmas\u0131.<\/p>\n<p>&#8211; Proje kesitinde yeterli say\u0131da ak\u0131m \u00f6l\u00e7\u00fcmleriyle ak\u0131\u015f rejiminin olabildi\u011fince kapsaml\u0131 olarak tespit edilmemesi.<\/p>\n<p>&#8211; Debinin y\u0131l i\u00e7inde ve uzun y\u0131llar i\u00e7indeki de\u011fi\u015fiminin sa\u011fl\u0131kl\u0131 incelenmemi\u015f olmas\u0131.<\/p>\n<p>&#8211; Ak\u0131m\u0131n zamansal de\u011fi\u015fiminin santralin yer ald\u0131\u011f\u0131 nehir havzas\u0131 b\u00fct\u00fcn\u00fc i\u00e7inde de\u011ferlendirilmemi\u015f olmas\u0131.<\/p>\n<p>&#8211; HES\u2019ler planlan\u0131rken ard\u0131\u015f\u0131k HES\u2019lerde senkronize i\u015fletme planlamas\u0131 yap\u0131lmam\u0131\u015f olmas\u0131.<\/p>\n<p>&#8211; Enerji \u00fcretimi optimizasyonu plan\u0131n\u0131n havza \u00f6l\u00e7e\u011finde yap\u0131lmam\u0131\u015f olmas\u0131.<\/p>\n<p>&#8211; \u0130klim de\u011fi\u015fiminin su kaynaklar\u0131 \u00fczerindeki etkisinin fizibilite raporlar\u0131nda yeterince dikkate al\u0131nmam\u0131\u015f olmas\u0131.<\/p>\n<h2><strong>\u00d6NER\u0130LER<\/strong><\/h2>\n<p>1- \u00dclke olarak planlama, y\u00f6netim ve denetleme konular\u0131ndaki kopukluklar\u0131n, faaliyetlerin s\u00fcrd\u00fcr\u00fclebilirli\u011fine engel olmayacak \u015fekilde giderilmesi gerekir.<\/p>\n<p>2- Havza baz\u0131nda yap\u0131lacak geli\u015ftirme faaliyetlerinin, havzan\u0131n i\u00e7inde yer ald\u0131\u011f\u0131 bir B\u00f6lge Plan\u0131 kapsam\u0131nda ele al\u0131nmas\u0131 ve \u00e7al\u0131\u015fmalar\u0131n \u00e7evre d\u00fczeni plan\u0131na uyumlu\u00a0olmas\u0131 gerekir.<\/p>\n<p>3- 2015 y\u0131l\u0131ndaki kurak d\u00f6nemde nehir ve kanal tipi HES\u2019lerin yan\u0131s\u0131ra rezervuarl\u0131 HES\u2019lerin de y\u0131ll\u0131k \u00fcretiminde ger\u00e7ekle\u015fme oranlar\u0131 %50\u2019nin alt\u0131nda kald\u0131. Sekt\u00f6rel ihtiya\u00e7lar\u0131n \u00e7at\u0131\u015fmas\u0131ndan kaynakland\u0131\u011f\u0131 de\u011ferlendirilen bu durum, sekt\u00f6rel su tahsisi konusunun \u00f6n\u00fcm\u00fczdeki d\u00f6nemde daha ger\u00e7ek\u00e7i \u015fekilde ele al\u0131nmas\u0131n\u0131 gerekli k\u0131lmaktad\u0131r.<\/p>\n<p>4- HES\u2019lerin kapasite fakt\u00f6r\u00fcnde ve \u00fcretimlerinin ger\u00e7ekle\u015fme oran\u0131ndaki farkl\u0131l\u0131klar\u0131n b\u00f6lgelere g\u00f6re detayl\u0131 olarak incelenmesi faydal\u0131 olacakt\u0131r. \u00dcretim ger\u00e7ekle\u015fme oran\u0131 s\u00fcrekli d\u00fc\u015f\u00fck olan HES\u2019ler o b\u00f6lgedeki ileriye y\u00f6nelik iklim de\u011fi\u015fimi etkisi de dikkate al\u0131narak yeniden incelenmeli ve alternatif \u00f6neriler geli\u015ftirilmelidir.<\/p>\n<p>5- Havza \u00f6l\u00e7e\u011finde haz\u0131rlanacak \u201cHavzalarda HES \u0130\u015fletme ve Enerji Optimizasyonu Planlama\u201d \u00e7al\u0131\u015fmas\u0131nda, Su Y\u00f6netimi Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc taraf\u0131ndan haz\u0131rlat\u0131lm\u0131\u015f \u0130klim De\u011fi\u015fiminin Su Kaynaklar\u0131 \u00dczerindeki Etkileri Raporu\u2019ndan yararlan\u0131lmas\u0131 uygun olacakt\u0131r.<\/p>\n<p>6- HES\u2019lerin ortalama \u00fcretim verimliliklerindeki d\u00fc\u015f\u00fckl\u00fck nedeniyle, \u00f6zellikle Akdeniz ve Ege b\u00f6lgesindeki santrallerden do\u011fal hayat i\u00e7in b\u0131rak\u0131lmas\u0131 gereken su miktar\u0131n\u0131n daha dikkatli denetlenmesi faydal\u0131 olacakt\u0131r.<\/p>\n<p>7- Do\u011fal hayat\u0131 koruyarak havzalar\u0131m\u0131z\u0131n ger\u00e7ek enerji potansiyelinin de\u011ferlendirilebilmesi amac\u0131yla mevcut santraller i\u00e7in havza \u00f6l\u00e7e\u011finde \u201c\u0130\u015fletme ve Enerji Optimizasyonu Planlar\u0131\u201d haz\u0131rlanmal\u0131d\u0131r.<\/p>","protected":false},"excerpt":{"rendered":"<p>Sorry, this entry is only available in Turkish.
