T\u00fcrkiye\u2019deki 2018 sonu itibariyle, 9,5 milyonun \u00fczerindeki bina stokunun iyimser bir tahminle sadece y\u00fczde 15,8\u2019i TS 825 Binalarda Is\u0131 Yal\u0131t\u0131m Kurallar\u0131na uygun yal\u0131t\u0131lm\u0131\u015f durumda\u2026 Bu rakam 24,2 milyon \u00fczerindeki mevcut konut say\u0131s\u0131nda % 33\u2019\u00fcn\u00fc kaps\u0131yor. Kentsel d\u00f6n\u00fc\u015f\u00fcm bu rakam\u0131n daha da y\u00fckselmesine katk\u0131da bulunurken, gelece\u011fin ihtiya\u00e7lar\u0131na g\u00f6re \u015fekillenmi\u015f y\u00f6netmeliklerle bug\u00fcnden ya\u015fam alanlar\u0131m\u0131z\u0131 tasarlamak \u00f6nemli olacak\u201d<\/p>\n<p><strong>\u00d6zcan<\/strong>, mevcut binalar i\u00e7in &#8220;binalar veya ba\u011f\u0131ms\u0131z b\u00f6l\u00fcmlere ili\u015fkin al\u0131m, sat\u0131m ve kiraya verme ile ilgili i\u015f ve i\u015flemlerde EKB (Enerji Kimlik Belgesi) d\u00fczenlenmi\u015f olmas\u0131 \u015fart\u0131n\u0131n aranmas\u0131na&#8221; ili\u015fkin uygulama zorunlulu\u011funun 1 Ocak 2020&#8217;ye ertelenmesinin ise, enerji verimlili\u011fi uygulamalar\u0131n\u0131n sahada geli\u015fimini geciktirece\u011fine dikkat \u00e7ekti.<\/p>\n<p>D\u00fc\u015f\u00fck karbon ekonomisine ge\u00e7i\u015fte Ulusal Enerji Verimlili\u011fi Eylem Plan\u0131 2017-2023\u2019\u00fcn \u00f6nemini vurgulayan <strong>Doruk \u00d6zcan<\/strong>, \u201cKamu binalar\u0131nda enerji verimlili\u011finin art\u0131r\u0131lmas\u0131 i\u00e7in y\u0131ll\u0131k hedeflerin tan\u0131mlanmas\u0131, Belediyelerin enerji verimlili\u011fine ili\u015fkin f\u0131rsatlar\u0131 belirlemesi ve \u00f6nlemleri uygulamas\u0131, bina sekt\u00f6r\u00fcnde \u0131s\u0131 yal\u0131t\u0131m\u0131 ile enerji verimlili\u011finin art\u0131r\u0131lmas\u0131 i\u00e7in son kullan\u0131c\u0131lar\u0131n bilin\u00e7lendirilmesi, do\u011frudan ya da dolayl\u0131 olarak desteklenmesi ve y\u00fck\u00fcml\u00fcl\u00fckler getirilmesi, Enerji Kimlik Belgesi d\u00fczenlenmesine y\u00f6nelik teknik ve idari kapasitenin geli\u015ftirilmesi ve bilin\u00e7lendirme \u00e7al\u0131\u015fmalar\u0131 yap\u0131larak mevcut binalarda enerji kimlik belgesi sahiplik oran\u0131n\u0131n art\u0131r\u0131lmas\u0131, S\u00fcrd\u00fcr\u00fclebilir ye\u015fil binalar ile yerle\u015fmelerin sertifikaland\u0131r\u0131lmas\u0131 ve \u00e7evresel etkileri kapsayan ye\u015fil sertifika kullan\u0131m\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131, Mevcut durumda yeni ve sat\u0131n al\u0131nacak\/kiralanacak binalar\u0131n C olan asgari enerji performans s\u0131n\u0131f\u0131n\u0131n B veya A s\u0131n\u0131f\u0131na y\u00fckseltilebilmesi i\u00e7in yap\u0131lacak yat\u0131r\u0131mlar\u0131n \u00f6zendirilmesi, bina sahiplerine do\u011frudan ya da dolayl\u0131 destekler sa\u011flanmas\u0131, Enerji verimlili\u011fi \u00f6nlemleri i\u00e7in gerekli yat\u0131r\u0131mlar\u0131n tasarruflar ile kar\u015f\u0131lanmas\u0131na olanak sa\u011flayan Enerji Performans S\u00f6zle\u015fmeleri (EPS) kullanarak kamu binalar\u0131nda enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131n\u0131n art\u0131r\u0131lmas\u0131, KOSGEB taraf\u0131ndan KOB\u0130\u2019lere uygulanan et\u00fct deste\u011finin kamu d\u0131\u015f\u0131ndaki belirli b\u00fcy\u00fckl\u00fcklerdeki et\u00fct yapt\u0131rma zorunlulu\u011fu bulunmayan ticari ve hizmet binalar\u0131nda da uygulanacak \u015fekilde geni\u015fletilmesi, Enerji verimlili\u011fi projelerinin destekler veya d\u00fc\u015f\u00fck faizli kredilerle uygulanmas\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131, Sekt\u00f6r i\u015fbirlikleri ile her bir sanayi alt sekt\u00f6r\u00fcndeki enerji yo\u011funluklar\u0131n\u0131n en az %10 oran\u0131nda azalt\u0131lmas\u0131, Verimlilik art\u0131r\u0131c\u0131 proje uygulama s\u00fcre\u00e7lerinin iyile\u015ftirilerek tasarruf potansiyeli y\u00fcksek olan projelerin desteklenmesi enerji verimlili\u011fi sekt\u00f6r\u00fc i\u00e7in \u00f6nemli kald\u0131ra\u00e7 vazifesi g\u00f6recektir\u201d dedi.<\/p>\n<p>BM\u2019ye sunulan Ulusal Katk\u0131 Beyan\u0131 (NDC) hedeflerine ancak yal\u0131t\u0131m ile ula\u015f\u0131labilece\u011fine de de\u011finen <strong>Doruk \u00d6zcan<\/strong> \u201cBeyanda yeni yap\u0131lan konut ve hizmet binalar\u0131n\u0131n Binalarda Enerji Performans Y\u00f6netmeli\u011fi\u2019ne uygun \u015fekilde, enerji etkin olarak in\u015fa edilmesinin gereklili\u011fi yer al\u0131yor. Di\u011fer yandan binalarda Enerji Kimlik Belgesi olu\u015fturularak sera gaz\u0131 sal\u0131mlar\u0131n\u0131n kontrol alt\u0131nda tutulmas\u0131 ve enerji t\u00fcketimlerinin y\u0131llara ba\u011fl\u0131 olarak azalt\u0131lmas\u0131 zorunlulu\u011fu da vurgulan\u0131yor. NDC beyan\u0131nda yeni ve mevcut binalar\u0131n enerji verimli hale getirilmesinde vergi azalt\u0131m\u0131, kredi gibi te\u015fvik kanallar\u0131n\u0131n geli\u015ftirilmesi gereklili\u011fi ise bir kez daha hat\u0131rlat\u0131l\u0131yor. NDC\u2019de yer alan hedeflere ula\u015f\u0131lmas\u0131 i\u00e7in ye\u015fil bina, pasif ev, s\u0131f\u0131r enerjili ev tasar\u0131mlar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ile enerji ihtiyac\u0131n\u0131n minimuma indirilmesi \u00f6nem ta\u015f\u0131yor. NDC\u2019nin Binalar ve Kentsel D\u00f6n\u00fc\u015f\u00fcm b\u00f6l\u00fcm\u00fcnde yer alan pasif evlere ula\u015f\u0131lmas\u0131 sadece do\u011fru tasar\u0131m ve kal\u0131n yal\u0131t\u0131m uygulamas\u0131 ile m\u00fcmk\u00fcn olabilir\u201d \u015feklinde konu\u015ftu.<\/p>\n<p>54 y\u0131ll\u0131k tecr\u00fcbesiyle yal\u0131t\u0131m \u00fcr\u00fcnleri tasarlayan, \u00fcreten ve kullan\u0131ma sunan \u0130zocam, bu s\u00fcre boyunca 200 milyon ton petrole e\u015fde\u011fer (TEP) enerji tasarrufunun ger\u00e7ekle\u015fmesine katk\u0131da bulundu. \u0130stanbul iklim \u015fartlar\u0131nda, 15 milyar m\u00b2 \u00e7at\u0131n\u0131n 100 mm kal\u0131nl\u0131\u011f\u0131nda \u0130zocam Camy\u00fcn\u00fc \u015filte ile yal\u0131t\u0131lmas\u0131nda sa\u011flanacak tasarrufa e\u015fde\u011fer olan bu rakam, ayn\u0131 zamanda 12 bin 500 hastane, 29 adet Marmaray (ilk hat a\u00e7\u0131l\u0131\u015f\u0131 ve istasyonlar\u0131n maliyeti 3,3 milyar dolar) ve 3 y\u0131ll\u0131k turizm gelirimize de e\u015fde\u011ferdir. 15 milyar m\u00b2 ise 2 milyon 300 bin futbol sahas\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcne ya da KKTC\u2019nin 5 kat\u0131 bir alana e\u015fittir.<\/p>","protected":false},"excerpt":{"rendered":"<p>Sorry, this entry is only available in Turkish.
