Instead, with Brexit delayed and in doubt, the summit will be marked by a fierce debate over the EU\u2019s ambition on fighting climate change. And the \u201cb-word\u201d has been banned.<\/h1>\n<p>Eight of the 28 EU countries have circulated a paper to national capitals ahead of the summit, leaked to the press, demanding that the bloc commit to phasing out carbon emissions by 2050 and dedicating 25% <img loading=\"lazy\" class=\"alignright size-medium wp-image-92726\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak-300x200.jpg 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak-768x512.jpg 768w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak-500x333.jpg 500w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak-75x50.jpg 75w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak-450x300.jpg 450w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2019\/05\/sekiz-ab-ulkesi-2050ye-kadar-dekarbonizasyon-talebinde-bulunacak.jpg 960w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>of the EU\u2019s next long-term budget to projects fighting climate change.<\/p>\n<p>The paper is signed by France, Spain, Belgium, Denmark, Luxembourg, the Netherlands, Portugal and Sweden.<\/p>\n<p>The paper also says the bloc should rapidly integrate its fragmented energy market. \u201cA well-functioning and more integrated internal energy market will be key to the energy security in every region,&#8221; it reads. &#8220;The optimal use of existing infrastructure and the development of a more interconnected energy market are important tools to this end.&#8221;<\/p>\n<h2>Franco-German Climate Fight<\/h2>\n<p>But not everyone agrees. The European Commission put forward\u00a0last year\u00a0a proposal suggesting to lower emissions down to \u2018net zero\u2019 \u2013 a roughly 95% reduction with the remaining 5% made up for by funding emissions reduction outside Europe \u2013 by 2050. But the plan needs to be approved by all 28 EU member states, and while France\u2019s Emmanuel Macron enthusiastically supports it, Germany\u2019s Angela Merkel is more sceptical.\u00a0Paris and Berlin clashed over the 2050 plan\u00a0at a March European Council summit in Brussels, and it is set for a vote at the next summit in June.<\/p>\n<p>However the eight pro-decarbonization countries want the leaders to agree to the plan\u2019s headline 2050 target earlier, at this week\u2019s Sibiu summit. \u201cTo create a positive momentum, the EU must make ambitious announcements during the Sibiu Summit, preferably on setting a target for the EU to reach net-zero greenhouse gas emissions by 2050 at the latest, and on the principle of enhancing the ambition of its current NDC by 2020,\u201d they write.<\/p>","protected":false},"excerpt":{"rendered":"<p>A planned \u2018Future of Europe\u2019 summit of European Union national leaders starting in Sibiu, Romania tomorrow was supposed to chart a course for the EU following Brexit.
