You may click the link to switch the active language.<\/p><p><strong>Elektrik enerjisi talep art\u0131\u015f s\u0131ralamas\u0131nda, \u00c7in\u2019den sonra ikinci \u00fclke T\u00fcrkiye. 2002 y\u0131l\u0131ndan bu yana ortalama y\u0131ll\u0131k y\u00fczde 7 artarak ger\u00e7ekle\u015fen talep art\u0131\u015f\u0131 i\u00e7in, gelecek 10 y\u0131lda da bu talep art\u0131\u015f\u0131n\u0131n artarak devam etmesi \u00f6ng\u00f6r\u00fcl\u00fcyor. 2023 hedefleri de g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda enerji yat\u0131r\u0131mlar\u0131 gelecek on y\u0131l boyunca g\u00fcndemdeki yerini koruyacak gibi.<\/strong><\/p>\n<p>Konu ile ilgili de\u011ferlendirmelerde bulunan F\u0131rat \u00dcniversitesinden Y.Do\u00e7.Dr. M. Cihat Tuna, \u201cT\u00fcrkiye\u2019nin elektrik enerjisi kurulu g\u00fcc\u00fc son 10 y\u0131lda, iki kattan fazla bir art\u0131\u015fla, 28 bin megavattan 58 bin megavata, 120 milyar kilovatsaat olan y\u0131ll\u0131k enerji t\u00fcketimi ise 242 milyar kilovatsaate ula\u015ft\u0131. Yani 80 y\u0131lda yap\u0131lan toplam yat\u0131r\u0131m\u0131n iki kat\u0131 yat\u0131r\u0131m son on y\u0131lda yap\u0131ld\u0131.<\/p>\n<p>\u00dclkemizde h\u0131zla b\u00fcy\u00fcmeye devam eden ekonomi, artan milli gelir ve artan n\u00fcfusa paralel olarak enerji ihtiyac\u0131m\u0131z her ge\u00e7en g\u00fcn art\u0131rmakta. T\u00fcm bunlarla birlikte Sn. Ba\u015fbakan\u0131n a\u00e7\u0131klam\u0131\u015f oldu\u011fu 2023 hedefleri ve 500 Milyar dolar ihracat i\u00e7in kararl\u0131 ve planl\u0131 enerji politikalar\u0131 uygulamak gerekiyor. Ge\u00e7ti\u011fimiz on y\u0131la bakarsak 4628 Say\u0131l\u0131 Kanun uygulamalar\u0131 kapsam\u0131nda \u00f6zel sekt\u00f6r, \u00fcretime y\u00f6nelik 50 milyar dolar civar\u0131nda yat\u0131r\u0131m ger\u00e7ekle\u015ftirdi. Bu Devlet-\u00f6zel sekt\u00f6r i\u015fbirli\u011finin \u00e7ok b\u00fcy\u00fck bir ba\u015far\u0131s\u0131d\u0131r\u201d dedi. Dr. Tuna \u201c2023\u2019de gerekli enerji hesab\u0131 i\u00e7in; 2012 y\u0131l\u0131 toplam ihracat\u0131 150 Milyar Dolar, 2023 hedefi 500 Milyar Dolar. Yakla\u015f\u0131k \u00fc\u00e7 kat. 2023\u2019de kurulu g\u00fcc\u00fcm\u00fcz\u00fcn de bug\u00fcnk\u00fcn\u00fcn \u00fc\u00e7 kat\u0131 yani 150.000 MW civar\u0131nda olmas\u0131 gerekir. Yani \u00f6n\u00fcm\u00fczdeki on y\u0131lda toplam 100.000 MW yeni yat\u0131r\u0131m yapmak zorunday\u0131z. Bu g\u00fcc\u00fcn ne kadarl\u0131k k\u0131sm\u0131n\u0131 yenilenebilir kaynaklar\u0131n\u0131zdan kar\u015f\u0131lad\u0131\u011f\u0131n\u0131z da son derece \u00f6nemli. Gelecek on y\u0131l i\u00e7in yap\u0131lmas\u0131 gereken \u00e7ok i\u015f var\u201d dedi.<\/p>\n<h2>Yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131n \u00f6n\u00fc acilen a\u00e7\u0131lmal\u0131<\/h2>\n<p>Dr. Tuna a\u00e7\u0131klamas\u0131n\u0131n devam\u0131nda, \u201c2023\u2019e kadar her y\u0131l yakla\u015f\u0131k 10.000 MW ilave yat\u0131r\u0131m yapmam\u0131z gerekiyor. Ancak \u015fuan \u00f6zel sekt\u00f6r\u00fcn yeni proje geli\u015ftirmesine izin verilmiyor. Bu \u00e7ok b\u00fcy\u00fck bir tezat ve bunu anlamak m\u00fcmk\u00fcn de\u011fil. \u00d6zellikle hidroelektrik ve r\u00fczgar enerjisi konusunda \u00e7ok b\u00fcy\u00fck bir potansiyele sahip \u00fclkemizde yeni d\u00fczenlemeler ve yakla\u015f\u0131mlarla bu yat\u0131r\u0131mlar\u0131n \u00f6n\u00fc tekrar a\u00e7\u0131lmal\u0131d\u0131r. Ekonomik g\u00f6stergelerimiz bu kadar iyi, enerji yat\u0131r\u0131mlar\u0131 D\u00fcnyada y\u00fckselen trend ve \u00f6zel sekt\u00f6r bu kadar i\u015ftahl\u0131yken f\u0131rsatlar yat\u0131r\u0131ma d\u00f6n\u00fc\u015ft\u00fcr\u00fclmelidir. Halk ve yat\u0131r\u0131mc\u0131 cephesinde hukuki manada b\u00fcy\u00fck problemler ya\u015fand\u0131. HES\u2019ler aleyhinde b\u00fcy\u00fck bir kamuoyu olu\u015ftu. Bunun en b\u00fcy\u00fck sebebi planlama s\u0131k\u0131nt\u0131s\u0131d\u0131r. Havza bazl\u0131 planlama \u00e7al\u0131\u015fmalar\u0131 ivedilikle yap\u0131lmal\u0131d\u0131r. Havza planlamas\u0131, bir havzadaki t\u00fcm su kaynaklar\u0131 ve arazilerinin tespit edilerek bunlar\u0131n ihtiyaca g\u00f6re s\u0131n\u0131fland\u0131r\u0131lmas\u0131d\u0131r. \u00d6rne\u011fin havzadaki t\u00fcm su kaynaklar\u0131n\u0131, i\u00e7me suyu, sulama suyu, enerji i\u00e7in kullan\u0131lacak su diye kay\u0131t alt\u0131na al\u0131nmal\u0131 ayn\u0131 \u015fekilde araziler de kullan\u0131m durumuna g\u00f6re s\u0131n\u0131fland\u0131r\u0131lmal\u0131d\u0131r. E\u011fer bu yap\u0131l\u0131rsa HES kavgalar\u0131n\u0131n hi\u00e7biri olmayacak ve enerji yat\u0131r\u0131mlar\u0131n\u0131n da \u00f6n\u00fc t\u0131kanmayacakt\u0131r\u201d dedi.<\/p>\n<h2>R\u00fczgar enerjisindeki m\u00fcthi\u015f potansiyel<\/h2>\n<p>T\u00fcrkiye\u2019nin r\u00fczgar enerjisi a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemli bir potansiyeli bulundu\u011funu ve bu potansiyelin tam olarak de\u011ferlendirilmesi konusunda somut ad\u0131mlar\u0131n bir an \u00f6nce tamamlanmas\u0131 gerekti\u011fi ifade eden Dr. Tuna, \u201c1 Kas\u0131m 2007 tarihinde bir g\u00fcnl\u00fc\u011f\u00fcne a\u00e7\u0131lan ba\u015fvuruda EPDK\u2019ya yap\u0131lan r\u00fczgar enerjisi lisans ba\u015fvurular\u0131n\u0131n toplam\u0131 78.000 MW olarak ger\u00e7ekle\u015fti. Ancak iletim-da\u011f\u0131t\u0131m hatlar\u0131 ve trafo merkezlerinin yetersizli\u011fi gibi gerek\u00e7elerle yap\u0131lan lisans ba\u015fvurular\u0131 ihaleler ile 7500 MW gibi bir de\u011fere \u00e7ekildi. Bu rakamlar r\u00fczgar enerjisini potansiyelimizi en iyi \u015fekilde ifade etmektedir. \u00d6zetle; Devlet, r\u00fczgar enerjisi iletimi noktas\u0131nda gerekli alt yap\u0131 hizmetlerini te\u015fkil edecek olursa \u00f6zel sekt\u00f6rde r\u00fczgarda b\u00fcy\u00fck bir yat\u0131r\u0131m yapma imk\u00e2n\u0131 bulacakt\u0131r. Ancak alt yap\u0131 noktas\u0131nda bir iyile\u015ftirme hen\u00fcz yap\u0131lm\u0131\u015f de\u011fil\u201d dedi.<\/p>\n<h2>Acilen enerji depolama sistemleri yap\u0131lmal\u0131<\/h2>\n<p>Dr. Cihat Tuna \u201cSu ve r\u00fczgar, zamana ve iklimsel de\u011fi\u015fimlere ba\u011fl\u0131 olarak etkilenmektedirler. Dolay\u0131s\u0131yla bu kaynaklardan \u00fcretilen enerji, zamana ba\u011fl\u0131 olarak de\u011fi\u015febilmektedir. \u00d6zellikle barajs\u0131z HES ve r\u00fczgar santrallerinde, emre amadelik ve g\u00fcvenilir \u00fcretim miktarlar\u0131 k\u0131s\u0131tl\u0131. Bir enerji sistemindeki enerji azl\u0131\u011f\u0131 e\u011fer zamana ba\u011fl\u0131 olarak geli\u015fiyorsa depolama sistemleri yaparak oradaki problemi \u00e7\u00f6zebilirsiniz. Enerji, elektrik formunda depolanamamaktad\u0131r. Ancak pompaj depolamal\u0131 hidroelektrik santraller ve s\u0131k\u0131\u015ft\u0131r\u0131lm\u0131\u015f hava depolamal\u0131 santraller vas\u0131tas\u0131yla, talebin az fiyat\u0131n d\u00fc\u015f\u00fck oldu\u011fu saatlerde elektrik kullan\u0131larak su veya hava formunda depolanabilmektedir.<\/p>\n<p>Bu yap\u0131lar sayesinde ihtiyac\u0131n y\u00fcksek oldu\u011fu saatlerde ise uygun yap\u0131lar ile elektri\u011fe d\u00f6n\u00fc\u015ft\u00fcr\u00fclerek kullan\u0131ma sokulabilir. B\u00f6ylece elektrik arz \u2013 talebindeki dalgalanmalar dengelemi\u015f ve arz g\u00fcvenli\u011fi sa\u011flanm\u0131\u015f olur. Bu sistemler t\u00fcm D\u00fcnya\u2019da etkin olarak kullan\u0131lmakta ve \u00fclkelerin enerji sistemleri a\u00e7\u0131s\u0131ndan adeta bir sigorta rol\u00fc \u00fcstlenmektedirler. \u00dclke olarak hen\u00fcz sahip olmad\u0131\u011f\u0131m\u0131z bu sistemlerden de her da\u011f\u0131t\u0131m b\u00f6lgesine en az iki tane in\u015fa ederek enerji iletim sistemlerini g\u00fc\u00e7lendirmeliyiz. Bu alanda da \u00f6zel sekt\u00f6r yat\u0131r\u0131m yapmak i\u00e7in haz\u0131r bekliyor. Ancak bu sistemlere uygun y\u00f6netmelik ve usuller hen\u00fcz haz\u0131rlanm\u0131\u015f de\u011fil. Bu sistemleri de vakit kaybetmeden yapmal\u0131y\u0131z \u201d dedi.<\/p>\n<h2>Ter\u00f6r biterse Do\u011fu ve G\u00fcneydo\u011fu Anadolu enerji merkezi olur<\/h2>\n<p>B\u00f6lgenin ba\u015fta enerji ve maden kaynaklar\u0131 olmak \u00fczere, b\u00fct\u00fcn potansiyellerinin ter\u00f6r y\u00fcz\u00fcnden y\u0131llarca at\u0131l vaziyette bekletildi\u011fini ifade eden Dr. Tuna, \u201cDo\u011fu ve G\u00fcneydo\u011fu Anadolu B\u00f6lgesi zengin su kaynaklar\u0131 ile \u00f6zellikle hidroelektrik a\u00e7\u0131dan \u00fclkemizin en b\u00fcy\u00fck potansiyeline sahip b\u00f6lgesi. \u015eu ana kadar ter\u00f6r nedeniyle g\u00fcvenli\u011fin s\u0131k\u0131nt\u0131l\u0131 olmas\u0131 bu potansiyelleri de\u011ferlendirmemize engel oldu.
