Bu sebeple, nitelikli ara elemanlar\u0131n mesleki ve teknik e\u011fitimlerinde donan\u0131ml\u0131 olarak yeti\u015febilmesi i\u00e7in mesleki ve teknik e\u011fitim sistemleri meydana getirilmi\u015ftir. Asl\u0131nda T\u00fcrkiye gibi geli\u015fmekte olan \u00fclkelerde nitelikli i\u015f g\u00fcc\u00fcn\u00fcn yeti\u015ftirilmesi i\u00e7in mesleki ve teknik e\u011fitime ayr\u0131 bir \u00f6nem verilmesi gerekmektedir. \u00dclkemizde \u00f6\u011frencilerin okuduklar\u0131 b\u00f6l\u00fcm hakk\u0131nda her konuya y\u00f6nelik <strong>teorik<\/strong> ve <strong>uygulamal\u0131<\/strong> e\u011fitim alamamas\u0131, \u00f6\u011frencilerin sekt\u00f6rde bilinmemesi ve mesleki e\u011fitim kapsam\u0131nda staj imkanlar\u0131n\u0131n d\u00fc\u015f\u00fck olmas\u0131 gibi sorunlar\u0131 da meydana getirmektedir.<\/p>\n<p>D\u00fcnya\u2019m\u0131zda mesleki e\u011fitime en \u00e7ok de\u011fer veren \u00fclkelerden birisi Almanya\u2019d\u0131r. AB i\u00e7inde en geli\u015fmi\u015f mesleki e\u011fitim sistemlerinden birini meydana getiren Alman sistemini g\u00fc\u00e7l\u00fc k\u0131lan unsur, e\u011fitim ile istihdam aras\u0131nda geli\u015ftirilmi\u015f olan s\u0131k\u0131 uyumdur. Almanya, gen\u00e7leri <strong>\u00e7\u0131rakl\u0131k e\u011fitimine<\/strong> y\u00f6nlendirerek hem gelir sa\u011flama suretiyle kendilerine g\u00fcvenlerini art\u0131rmalar\u0131n\u0131 hem de \u00e7al\u0131\u015fma deneyimi kazanmalar\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. \u00c7\u0131rakl\u0131k e\u011fitimini ba\u015far\u0131yla tamamlayan gen\u00e7ler isterlerse e\u011fitimlerine devam edip daha \u00fcst pozisyonlarda \u00e7al\u0131\u015fma \u015fans\u0131n\u0131 da sa\u011flayabilmektedir.<\/p>\n<p>T\u00fcrkiye ve Almanya mesleki e\u011fitim sistemini kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda;<\/p>\n<p>T\u00fcrkiye\u2019de mesleki e\u011fitim sisteminde zorunluluk vard\u0131r. \u0130\u015fletmeler i\u00e7in mesleki e\u011fitim sa\u011flamak bir y\u00fck\u00fcml\u00fcl\u00fckt\u00fcr. Beceri e\u011fitimi k\u0131sa s\u00fcrelidir. Meslek liselerinde; i\u015fletmelerde beceri e\u011fitimi olarak 12&#8217;inci s\u0131n\u0131f s\u00fcresince, 2 g\u00fcn okulda 3 g\u00fcn i\u015fletmelerde (toplam 864 saat) uygulanmaktad\u0131r. Teknik liselerde; yaz boyunca staj olarak (toplam 300 saat) uygulanmaktad\u0131r. Bu sebeple \u00f6\u011frenci ile i\u015fletme aras\u0131ndaki adaptasyon s\u00fcreci k\u0131sa s\u00fcrelidir. Kalite G\u00fcvencesi yoktur. \u0130\u015fletme, \u00f6\u011frencilere beceri e\u011fitiminde b\u00f6l\u00fcm\u00fc d\u0131\u015f\u0131nda her i\u015fi yapt\u0131r\u0131labilmektedir.<\/p>\n<p>Almanya\u2019da mesleki e\u011fitim sisteminde g\u00f6n\u00fcll\u00fcl\u00fck esast\u0131r. Mesleki e\u011fitim sa\u011flamak bir y\u00fck\u00fcml\u00fcl\u00fck de\u011fildir. \u0130\u015fletmeler, \u00f6\u011frencilere beceri e\u011fitimi yapt\u0131rmakta tamamen \u00f6zg\u00fcrd\u00fcr. Beceri e\u011fitimi uzun s\u00fcrelidir. 2,5- 3,5 y\u0131l aras\u0131ndad\u0131r. Bu s\u00fcre\u00e7te \u00f6\u011frenci ile i\u015fletme aras\u0131nda adaptasyon s\u00fcreci uzun s\u00fcrelidir. Kalite G\u00fcvencesi vard\u0131r. Her meslek i\u00e7in haz\u0131rlanan e\u011fitim direktifi ve odalarca uygulanmas\u0131 denetlenen e\u011fitim plan\u0131 ile kalite g\u00fcvence alt\u0131na al\u0131nmaktad\u0131r.<\/p>\n<p>\u0130\u015fsizlik oranlar\u0131n\u0131n y\u00fcksek olmas\u0131 ve e\u011fitimli i\u015f g\u00fcc\u00fcn\u00fcn i\u015fsiz kalmas\u0131 \u00fclkemizin \u00f6nemli sorunlar\u0131ndan birisidir. Bu nedenle g\u00fcn\u00fcm\u00fcz i\u015f g\u00fcc\u00fc piyasalar\u0131n\u0131n ihtiya\u00e7lar\u0131 g\u00f6z \u00f6n\u00fcne al\u0131narak \u00f6\u011frencilere teknik becerilerin kazand\u0131r\u0131lmas\u0131 gerekmektedir. Bu durum sayesinde de mesleki e\u011fitimin \u00f6nemi bir kez daha ortaya \u00e7\u0131kmaktad\u0131r.
