TSKB Ekonomik Ara\u015ft\u0131rmalar Ekonomisti Can Hakyemez taraf\u0131ndan kaleme al\u0131nan <strong>\u2019\u2019SU: Yeni Elmas\u2019\u2019<\/strong> ba\u015fl\u0131kl\u0131 raporda, artan talebe g\u00f6re suyun gittik\u00e7e daha zor bulunur bir hale geldi\u011fi ve su g\u00fcvenli\u011fini sa\u011flamak i\u00e7in su kaynaklar\u0131n\u0131 geli\u015ftirme ve y\u00f6netmenin b\u00fcy\u00fcme, s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma ve yoksullukla m\u00fccadelenin merkezinde yer ald\u0131\u011f\u0131na dikkat \u00e7ekiliyor. D\u00fcnya genelinde, su kullan\u0131m\u0131n\u0131n yakla\u015f\u0131k y\u00fczde 20\u2019si ticari ve end\u00fcstriyel sekt\u00f6rlerde ger\u00e7ekle\u015fiyor. Tar\u0131m sekt\u00f6r\u00fcne benzer \u015fekilde, end\u00fcstriyel sekt\u00f6rlerdeki su kullan\u0131m\u0131 da \u00fclkeden \u00fclkeye de\u011fi\u015fiklik g\u00f6steriyor.\u201d<\/p>\n<p>Yery\u00fcz\u00fcndeki su miktar\u0131 y\u0131llar i\u00e7inde sabit kal\u0131rken, artan ihtiyaca ba\u011fl\u0131 olarak su kaynaklar\u0131 \u00fczerindeki bask\u0131n\u0131n daha da derinle\u015fti\u011finin belirtildi\u011fi raporda, bunun su k\u0131tl\u0131\u011f\u0131 sorununu ortaya \u00e7\u0131kard\u0131\u011f\u0131na vurgu yap\u0131l\u0131yor.<\/p>\n<p>T\u00fcrkiye\u2019deki g\u00fcncel durumla ilgili ise \u015fu ifadelere yer veriliyor: \u201c\u00dc\u00e7 taraf\u0131 sularla \u00e7evrili olmas\u0131na ra\u011fmen, T\u00fcrkiye\u2019nin su stresli bir \u00fclke oldu\u011fu biliniyor. T\u00fcrkiye, a\u015f\u0131r\u0131 s\u0131cakl\u0131klara sahip \u201cyar\u0131 kurak\u201d bir b\u00f6lgede yer al\u0131yor. 2004 ve 2016 y\u0131llar\u0131 aras\u0131nda su kullan\u0131m\u0131nda y\u00fczde 50\u2019den fazla art\u0131\u015f ger\u00e7ekle\u015fti. N\u00fcfus ve ekonomik b\u00fcy\u00fcme oran\u0131n\u0131n etkileri de dikkate al\u0131nd\u0131\u011f\u0131nda, mevcut kaynaklar\u0131n 20 y\u0131l i\u00e7inde t\u00fckenmemesi \u00f6n ko\u015fuluyla, gelecekte T\u00fcrkiye&#8217;nin su kaynaklar\u0131 \u00fczerindeki bask\u0131n\u0131n artmas\u0131 bekleniyor. Gelecek nesillere sa\u011fl\u0131kl\u0131 ve yeterli miktarda su aktar\u0131lmas\u0131 i\u00e7in kaynaklar\u0131n korunmas\u0131 ve verimli kullan\u0131lmas\u0131 gerekiyor. <strong>Artan enerji talebiyle birlikte, enerji \u00fcretimi i\u00e7in su kullan\u0131m\u0131 art\u0131yor<\/strong>. T\u00fcrkiye&#8217;de sanayide su kullan\u0131m\u0131n\u0131n pay\u0131, y\u0131llar ilerledik\u00e7e %11\u2019den %18\u2019e kadar y\u00fckselirken, en \u00e7ok su kullanan sanayi sekt\u00f6rleri aras\u0131nda kimya, petrokimya, demir \u00e7elik, tekstil, k\u00e2\u011f\u0131t ve g\u0131da bulunuyor.\u201d<\/p>\n<h2>T\u00fcrkiye ve D\u00fcnya\u2019da net su potansiyeli seviyeleri d\u00fc\u015f\u00fc\u015f g\u00f6steriyor<\/h2>\n<p>Devlet Su \u0130\u015fleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne g\u00f6re, T\u00fcrkiye\u2019nin halen t\u00fcketilebilecek y\u00fczey suyu potansiyelinin 98 milyar metrek\u00fcp oldu\u011fu belirtilen raporda, 14 milyar metrek\u00fcp g\u00fcvenli yeralt\u0131 suyunun da eklenmesiyle net su potansiyelinin 112 milyar metrek\u00fcp oldu\u011fu ifade ediliyor. Raporda, \u015fu bilgilere yer veriliyor: \u201cT\u00fcrkiye, 2023 y\u0131l\u0131na kadar net su potansiyelini tam rand\u0131manl\u0131 \u015fekilde kullanmay\u0131 ama\u00e7lamaktad\u0131r. 2015 y\u0131l\u0131nda 1.422 metrek\u00fcp olarak hesaplanan ki\u015fi ba\u015f\u0131na d\u00fc\u015fen su miktar\u0131, 2017 y\u0131l\u0131 itibariyle, 1.386 metrek\u00fcp olarak hesaplanmaktad\u0131r. Avrupa&#8217;daki ve D\u00fcnyadaki di\u011fer \u00fclkeler incelendi\u011finde, T\u00fcrkiye, ki\u015fi ba\u015f\u0131na kullan\u0131labilir su miktar\u0131 a\u00e7\u0131s\u0131ndan su s\u0131k\u0131nt\u0131s\u0131 \u00e7eken \u00fclkelerden biri olarak g\u00f6ze \u00e7arpmaktad\u0131r. Genel bir kural olarak, ki\u015fi ba\u015f\u0131na y\u0131ll\u0131k 5.000 metrek\u00fcpten fazla su potansiyeli olan bir \u00fclke su zengini olarak kabul edilmektedir. 2023 y\u0131l\u0131nda 87 milyon n\u00fcfusa sahip olmas\u0131 beklenen su stresli T\u00fcrkiye\u2019nin, 2023 y\u0131l\u0131ndaki su potansiyeli 1.289 m3\/ki\u015fi seviyesine d\u00fc\u015fecektir.\u201d<\/p>\n<h2>Su stresinin \u00f6n\u00fcne nas\u0131l ge\u00e7ilir?<\/h2>\n<p>Su stresiyle m\u00fccadele konusunda \u00f6nerilerin de yer ald\u0131\u011f\u0131 raporda \u015f\u00f6yle deniyor: \u201cT\u00fcrkiye su y\u00f6netiminde merkezi bir yap\u0131ya sahiptir. Su stresi, esasen kamu ve \u00f6zel sekt\u00f6r\u00fcn senkronize olmu\u015f eylemleriyle azalt\u0131labilir. Yap\u0131lmas\u0131 gereken temel eylemler aras\u0131nda kolektif \u00f6nlemler almak ve su t\u00fcketiminde tasarruflar\u0131 art\u0131rmak i\u00e7in fark\u0131ndal\u0131k yaratmak bulunmaktad\u0131r. Sanayi istihdam\u0131n\u0131n n\u00fcfusu fazla olan b\u00f6lgelerden n\u00fcfus yo\u011funlu\u011fu daha az b\u00f6lgelere ta\u015f\u0131nmas\u0131n\u0131 hedefleyen d\u00fc\u015f\u00fck n\u00fcfuslu b\u00f6lgelere g\u00f6\u00e7, b\u00f6lgesel sorunu azaltabilir.\u201d<\/p>\n<h2>\u201cH\u0131zla aksiyon almak b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor\u201d<\/h2>\n<p>\u0130klim de\u011fi\u015fikli\u011fi ve su s\u0131k\u0131nt\u0131s\u0131n\u0131n yarataca\u011f\u0131 sorunlarla ilgili al\u0131nacak \u00f6nlemler ise \u015f\u00f6yle s\u0131ralan\u0131yor: \u201cAr\u0131tma ve ar\u0131nd\u0131rma tesisleri, su \u015febekelerinin ve boru hatlar\u0131n\u0131n iyile\u015ftirilerek kay\u0131p oranlar\u0131n\u0131n azalt\u0131lmas\u0131 politika yap\u0131c\u0131lar, belediyeler ve \u015firketleri taraf\u0131ndan at\u0131labilecek \u00f6nemli ad\u0131mlar aras\u0131nda say\u0131labilir.
