Ancak, fosil yak\u0131t altyap\u0131lar\u0131na yap\u0131lan yat\u0131r\u0131mlar y\u00fcksek emisyon tuza\u011f\u0131 riskini artt\u0131r\u0131yor.<\/p>\n<p>Mevcut durumdaki emisyon seviyeleri ile k\u00fcresel \u0131s\u0131nman\u0131n 2\u00b0C derecenin olduk\u00e7a alt\u0131nda, hatta 1,5\u00b0C derecede, tutulmas\u0131 i\u00e7in gerekli emisyon seviyeleri aras\u0131ndaki fark b\u00fcy\u00fcyor. \u00dclkelerin iklim rejimlerini g\u00fc\u00e7lendirmeleri gerekti\u011fi bir d\u00f6nemde, liderlik konusundaki a\u00e7\u0131\u011f\u0131n da b\u00fcy\u00fcd\u00fc\u011f\u00fcn\u00fc g\u00f6zlemliyoruz. \u0130klim De\u011fi\u015fikli\u011fi Performans Endeksi\u2019nin yay\u0131nc\u0131lar\u0131ndan \u0130klim Eylem A\u011f\u0131 CAN\u2019den Stephan Singer\u2019a g\u00f6re \u201cAB\u2019nin \u00f6nc\u00fcl\u00fck yaparak mevcut iklim taahh\u00fctlerini y\u00fckseltmesi \u015fu anda \u00e7ok \u00f6nemli.\u201d<\/p>\n<p><strong>CCPI 2019\u2019un temel bulgular\u0131<\/strong><\/p>\n<p>\u0130klim De\u011fi\u015fikli\u011fi Perfomans Endeksi 2019\u2019un ilk \u00fc\u00e7 s\u0131ras\u0131na hala hi\u00e7 \u00fclke lay\u0131k g\u00f6r\u00fclmedi zira ne incelenen 56 \u00fclke, ne de AB\u2019nin genel performans\u0131 k\u00fcresel \u0131s\u0131nmay\u0131 2\u00b0C derecenin olduk\u00e7a alt\u0131nda tutma patikas\u0131nda de\u011fil. Toplama bak\u0131ld\u0131\u011f\u0131nda, \u00fclkelerin ne sergiledikleri iddia d\u00fczeyinin ne de uygulama d\u00fczeyinin yeterli olmad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. Niklas H\u00f6hne\u2019ye g\u00f6re: \u201cHer kategoride parlak noktalar var ama hi\u00e7bir \u00fclke t\u00fcm kategorilerde iyi performans sergilemiyor. T\u00fcm \u00fclkeler liderleri takip etse, k\u00fcresel \u0131s\u0131nmay\u0131 2\u00b0C derecenin olduk\u00e7a alt\u0131nda tutma patikas\u0131nda \u00f6nemli yol kat ederiz.\u201d<\/p>\n<p>Emisyon ve yenilenebilir enerji performans\u0131 nispeten iyi olan \u0130sve\u00e7, d\u00f6rt numaraya yerle\u015ferek liste ba\u015f\u0131nda yer ald\u0131. \u0130sve\u00e7\u2019in ard\u0131ndan, yenilenebilir enerji kapasitesini \u00f6nemli \u00f6l\u00e7\u00fcde artt\u0131ran ve iddial\u0131 bir ulusal iklim hedefi belirleyen Fas geliyor. Yenilenebilir enerji alan\u0131nda performans\u0131n\u0131 iyile\u015ftiren, ki\u015fi ba\u015f\u0131na emisyonlar\u0131 nispeten d\u00fc\u015f\u00fck olan ve 2030 iklim hedefi nispeten iddial\u0131 olan Hindistan ise 11. s\u0131rada yer al\u0131yor.<\/p>\n<p>Almanya, 22. s\u0131radan 27. s\u0131raya inerek, bu y\u0131l da endekste d\u00fc\u015f\u00fc\u015f ya\u015f\u0131yor ve orta derecede performans sergileyen \u00fclkeler grubunda orta s\u0131ralara yerle\u015fiyor. Almanya\u2019n\u0131n bu y\u0131lki konumu \u0130klim De\u011fi\u015fikli\u011fi Performans Endeksi tarihindeki ikinci en d\u00fc\u015f\u00fck s\u0131ra. Almanya\u2019n\u0131n emisyon kategorisindeki performans\u0131, emisyonlar\u0131n\u0131n 2009 y\u0131l\u0131ndan beri azalmamas\u0131na ba\u011fl\u0131 olarak, nispeten d\u00fc\u015f\u00fck. Yenilenebilir enerji ve iklim politikalar\u0131 konusundaki performans\u0131 ise orta d\u00fczeyde olarak de\u011ferlendirilmi\u015f. Jan Burck\u2019 g\u00f6re: \u201cK\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f ya da ula\u015f\u0131m sekt\u00f6r\u00fcn\u00fcn karbonsuzla\u015ft\u0131r\u0131lmas\u0131 stratejileri hala eksik. ABD, sera gaz\u0131 emisyonlar\u0131 ve yenilenebilir enerji ve enerji kullan\u0131m\u0131 kategorilerindeki d\u00fc\u015f\u00fck ve \u00e7ok d\u00fc\u015f\u00fck d\u00fczeydeki performans\u0131na ba\u011fl\u0131 olarak, bir kez daha birka\u00e7 s\u0131ra alta indi.
