Bu y\u00fcksek talep art\u0131\u015f\u0131n\u0131n g\u00fcvenli bir bi\u00e7imde kar\u015f\u0131lanabilmesi, enerji politikam\u0131z\u0131n temel \u00f6nceli\u011fidir.<\/p>\n<p>Fosil yak\u0131tlar bak\u0131m\u0131ndan linyit hari\u00e7 zengin rezervlere sahip olmayan T\u00fcrkiye\u2019de, 2016 y\u0131l\u0131nda birincil enerji kaynaklar\u0131nda ithalat\u0131n oran\u0131 y\u00fczde 74 seviyesindedir. 2016 y\u0131l\u0131nda birincil enerji kaynaklar\u0131 t\u00fcketimi i\u00e7erisinde k\u00f6m\u00fcr\u00fcn pay\u0131 y\u00fczde 28, petrol\u00fcn pay\u0131 y\u00fczde 31 ve yenilenebilir kaynaklar\u0131n pay\u0131 y\u00fczde 13\u2019t\u00fcr. 2008 \u2013 2015 y\u0131llar\u0131 aras\u0131nda birincil enerji t\u00fcketiminde en b\u00fcy\u00fck paya sahip olan do\u011falgaz\u0131n 2016 y\u0131l\u0131nda \u00fclkemiz birincil enerji t\u00fcketimindeki pay\u0131 y\u00fczde 28 seviyesindedir.<\/p>\n<p>2016 y\u0131l\u0131nda 46,5 milyar metrek\u00fcp olan do\u011falgaz t\u00fcketimi, 2017 y\u0131l\u0131nda y\u00fczde 15,9 artarak 53,9 milyar metrek\u00fcp olarak ger\u00e7ekle\u015fmi\u015ftir. 2017 y\u0131l\u0131nda t\u00fcketilen do\u011falgaz\u0131n y\u00fczde 38\u2019i elektrik \u00fcretiminde, y\u00fczde 25\u2019i sanayide ve kalan y\u00fczde 37\u2019si bina ve di\u011fer alanlarda \u0131s\u0131nma ama\u00e7l\u0131 olarak kullan\u0131lm\u0131\u015ft\u0131r. 2018 y\u0131l\u0131nda do\u011falgaz t\u00fcketiminin yakla\u015f\u0131k 51 milyar metrek\u00fcp olaca\u011f\u0131 tahmin edilmektedir.<\/p>\n<p>D\u00fcnyada toplam elektrik \u00fcretiminde do\u011falgaz\u0131n pay\u0131 2001 y\u0131l\u0131nda y\u00fczde 18\u2019den 2016 y\u0131l\u0131nda y\u00fczde 23,6 seviyesine \u00e7\u0131km\u0131\u015ft\u0131r. \u00dclkemizde bu oran 2001 \u2013 2017 d\u00f6neminde y\u00fczde 32 ile 50 aras\u0131nda seyretmi\u015ftir. 2017 y\u0131l\u0131nda y\u00fczde 37,2 olarak ger\u00e7ekle\u015fen elektrik \u00fcretimindeki do\u011falgaz\u0131n pay\u0131n\u0131n, 2018 y\u0131l\u0131nda azalarak y\u00fczde 31,2 olarak ger\u00e7ekle\u015fece\u011fi tahmin edilmektedir.<\/p>\n<p>Birincil enerji kaynaklar\u0131 i\u00e7erisinde do\u011falgazda yakla\u015f\u0131k y\u00fczde 98, petrolde ise yakla\u015f\u0131k y\u00fczde 91 oran\u0131ndaki d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131k \u00f6nemli bir arz g\u00fcvenli\u011fi riski olu\u015fturmaktad\u0131r. Arz g\u00fcvenli\u011fi sorununun a\u015f\u0131lmas\u0131 i\u00e7in petrol ve do\u011falgaz aramalar\u0131na devam edilmesi, e\u015f zamanl\u0131 olarak mevcut yerli kaynaklar\u0131n daha fazla de\u011ferlendirilmesi gerekmektedir. Arz g\u00fcvenli\u011finin di\u011fer \u00f6nemli boyutu ise kaynak ve g\u00fczergah \u00e7e\u015fitlili\u011finin sa\u011flanmas\u0131 ile ilave giri\u015f noktalar\u0131n\u0131n olu\u015fturulmas\u0131d\u0131r.<\/p>\n<p>Rusya\u2019da \u00fcretilecek do\u011falgaz\u0131n T\u00fcrkiye\u2019ye ve T\u00fcrkiye \u00fczerinden Avrupa\u2019ya uzanan, her biri 15,75 milyar metrek\u00fcp kapasiteli iki boru hatt\u0131yla ta\u015f\u0131nmas\u0131n\u0131n planland\u0131\u011f\u0131 T\u00fcrk Ak\u0131m\u0131 Projesinde deniz k\u0131sm\u0131na y\u00f6nelik iletim hatt\u0131 yap\u0131m \u00e7al\u0131\u015fmalar\u0131 devam etmekte olup, 2019 y\u0131l\u0131nda \u00fclkemize do\u011falgaz arz\u0131na ba\u015flanmas\u0131 planlanmaktad\u0131r.<\/p>\n<p>Do\u011falgaz\u0131n \u00fclke geneline yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 hedefine y\u00f6nelik \u00e7al\u0131\u015fmalar devam etmektedir. Bu \u00e7er\u00e7evede, do\u011falgaza sahip olmayan, merkez n\u00fcfusu en az 20.000 olan ve mevcut do\u011falgaz da\u011f\u0131t\u0131m b\u00f6lgeleri lisans kapsam\u0131 d\u0131\u015f\u0131ndaki il\u00e7eler ile belirli kriterlere haiz OSB\u2019lere do\u011falgaz ula\u015ft\u0131r\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar devam etmektedir.<\/p>\n<p>Arz g\u00fcvenli\u011fi hususu ve mevsimsel talep dalgalanmalar\u0131 do\u011falgaz depolama kapasitesinin art\u0131r\u0131lmas\u0131n\u0131 zorunlu k\u0131lm\u0131\u015ft\u0131r. Avrupa \u00fclkelerinin depolama kapasitelerinin y\u0131ll\u0131k t\u00fcketimi kar\u015f\u0131lama oran\u0131 ortalama y\u00fczde 20 d\u00fczeyinde olup, \u00fclkemizde bu oran yakla\u015f\u0131k y\u00fczde 6 seviyesindedir.<\/p>\n<p>2021 y\u0131l\u0131nda tamamlanmas\u0131 planlanan ve b\u00f6lgedeki toplam depolama kapasitesinin 4,3 milyar metrek\u00fcpe, geri \u00fcretim kapasitesinin 75 milyon metrek\u00fcp\/g\u00fcn\u2019e y\u00fckseltilmesi hedeflenen Kuzey Marmara ve De\u011firmenk\u00f6y Yer Alt\u0131 Depolama (Faz 3) Projesi ve 2023 y\u0131l\u0131nda tamamlanmas\u0131 planlanan ve depolama kapasitesinin 5,4 milyar metrek\u00fcpe, geri \u00fcretim kapasitesinin ise 80 milyon metrek\u00fcp\/g\u00fcne \u00e7\u0131kar\u0131lmas\u0131 hedeflenen Tuz G\u00f6l\u00fc Do\u011falgaz Yeralt\u0131 Depolama Projesi ile birlikte, 2023 y\u0131l\u0131nda T\u00fcrkiye\u2019nin toplam do\u011falgaz depolama kapasitesinin 9,7 milyar metrek\u00fcpe ula\u015fmas\u0131 \u00f6ng\u00f6r\u00fclmektedir.<\/p>\n<p>Milli Enerji ve Maden Politikas\u0131 kapsam\u0131nda, yerli k\u00f6m\u00fcr\u00fcn kullan\u0131m\u0131n\u0131n art\u0131r\u0131lmas\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar devam etmektedir. Bu \u00e7er\u00e7evede, Eski\u015fehir \u2013 Alpu sahas\u0131nda termik santral kurulmas\u0131na y\u00f6nelik \u00f6zelle\u015ftirme ihalesi kapsam\u0131nda teklifler al\u0131nmaya devam etmektedir. Bu sahan\u0131n yan\u0131nda Trakya \u2013 Ergene, Afyon \u2013 Dinar, Af\u015fin \u2013 Elbistan ve Karap\u0131nar \u2013 Ayranc\u0131 sahalar\u0131nda ise ihale \u00f6ncesi \u00e7al\u0131\u015fmalar s\u00fcrd\u00fcr\u00fclmektedir.<\/p>\n<p>T\u00fcrkiye\u2019de yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131 te\u015fvik politikas\u0131 kapsam\u0131nda, b\u00fcy\u00fck \u00f6l\u00e7ekli yenilenebilir enerji kaynak alanlar\u0131 (YEKA) olu\u015fturularak\u00a0 yenilenebilir enerji kaynaklar\u0131n\u0131n etkin ve verimli kullan\u0131lmas\u0131 ve \u00fcretim tesislerinde kullan\u0131lan ekipman\u0131n yurt i\u00e7inde \u00fcretilmesi ya da yurt i\u00e7inden temin edilmesi hedeflenmektedir. \u015eanl\u0131urfa, Hatay ve Ni\u011fde\u2019de kurulmas\u0131 planlanan toplam 1.000 MW g\u00fcc\u00fcndeki g\u00fcne\u015f enerjisi santrallerine y\u00f6nelik ihale teklifleri 5 Ekim 2018 tarihi itibariyle al\u0131nmaya ba\u015flanm\u0131\u015ft\u0131r. Ayr\u0131ca, 1.200 MW g\u00fcc\u00fcndeki deniz \u00fcst\u00fc r\u00fczgar enerjisi santrallerinin kurulmas\u0131na y\u00f6nelik ihale \u00e7al\u0131\u015fmalar\u0131 devam etmektedir.<\/p>\n<p>Rusya ile imzalanan anla\u015fma uyar\u0131nca, her biri 1.200 MW g\u00fcce sahip olan 4 \u00fcniteyle toplam 4800 MW kurulu g\u00fcce sahip n\u00fckleer santralin Akkuyu\u2019da kurulmas\u0131 kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. Akkuyu N\u00fckleer Santrali\u2019nin temeli 3 Nisan 2018 tarihinde at\u0131larak T\u00fcrkiye\u2019nin ilk n\u00fckleer santralinin in\u015fas\u0131na ba\u015flanm\u0131\u015ft\u0131r. Akkuyu N\u00fckleer Santrali\u2019nin ilk \u00fcnitesinin 2023 y\u0131l\u0131nda, di\u011fer \u00fcnitelerin de birer y\u0131l arayla 2026 y\u0131l\u0131 sonuna kadar i\u015fletmeye al\u0131nmas\u0131 planlanmaktad\u0131r.<\/p>\n<p>702 say\u0131l\u0131 N\u00fckleer D\u00fczenleme Kurumu\u2019nun Te\u015fkilat ve G\u00f6revleri ile Baz\u0131 Kanunlarda De\u011fi\u015fiklik Yap\u0131lmas\u0131 Hakk\u0131nda Kanun H\u00fckm\u00fcnde Kararname 9 Temmuz 2018 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. S\u00f6z konusu KHK ile n\u00fckleer alandaki faaliyetlerin g\u00fcvenli ve emniyetli bir \u015fekilde y\u00fcr\u00fct\u00fclmesini sa\u011flamak i\u00e7in ba\u011f\u0131ms\u0131z, g\u00fc\u00e7l\u00fc ve yetkin bir n\u00fckleer d\u00fczenleme ve denetleme sistemi olu\u015fturulmas\u0131 ama\u00e7lanm\u0131\u015ft\u0131r. Bu kapsamda T\u00fcrkiye Atom Enerjisi Kurumu Ba\u015fkanl\u0131\u011f\u0131n\u0131n d\u00fczenlemeye ili\u015fkin g\u00f6revleri, yeni kurulan N\u00fckleer D\u00fczenleme Kurumu\u2019na devredilmi\u015ftir.<\/p>\n<p>2017 \u2013 2023 y\u0131llar\u0131n\u0131 kapsayan Ulusal Enerji Verimlili\u011fi Eylem Plan\u0131 2 Ocak 2018 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Plan kapsam\u0131ndaki eylemler i\u00e7in 2023 y\u0131l\u0131na kadar 10,9 milyar ABD dolar\u0131 d\u00fczeyinde yat\u0131r\u0131m yap\u0131lmas\u0131 ve enerji t\u00fcketiminde 23,9 MTEP tasarruf sa\u011flanmas\u0131 hedeflenmektedir.<\/p>\n<p><strong>Elektrik Enerjisinde Kaynak Cinsine G\u00f6re Kurulu G\u00fc\u00e7, \u00dcretim Kapasitesi ve \u00dcretim De\u011feri<\/strong><\/p>\n<p>\u00dclkemizde 2017 y\u0131l\u0131nda toplam elektrik \u00fcretimi i\u00e7indeki pay\u0131 y\u00fczde 29,6 olan yenilenebilir enerji kaynaklar\u0131ndan 88,1 milyar kWh elektrik \u00fcretimi ger\u00e7ekle\u015fmi\u015ftir. 2018 y\u0131l\u0131nda bu pay\u0131n y\u00fczde 31,3 ve yenilenebilir enerji kaynaklar\u0131ndan elektrik \u00fcretiminin 96,3 milyar kWh olmas\u0131 beklenmektedir.<br \/>\n2017 y\u0131lsonu itibariyle 85.200 MW olan elektrik santralleri toplam kurulu g\u00fcc\u00fcn\u00fcn a\u011f\u0131rl\u0131kl\u0131 olarak g\u00fcne\u015f, hidrolik ve do\u011falgaz santrallerinin eklenmesiyle 2018 y\u0131l\u0131 sonunda y\u00fczde 5,9 artarak 90.233 MW\u2019a ula\u015faca\u011f\u0131 tahmin edilmektedir.<\/p>\n<p>2017 y\u0131l\u0131nda 296,7 milyar kWh olan elektrik t\u00fcketiminin, 2018 y\u0131l\u0131nda y\u00fczde 3,6 art\u0131\u015fla 307,5 milyar kWh olarak ger\u00e7ekle\u015fece\u011fi tahmin edilmektedir. 2017 y\u0131l\u0131nda 3.672 kWh olan ki\u015fi ba\u015f\u0131 elektrik t\u00fcketiminin, 2018 y\u0131l\u0131nda 3.756 kWh olmas\u0131 beklenmektedir.<\/p>\n<p>Enerjinin her alan\u0131nda verimlili\u011fin art\u0131r\u0131lmas\u0131, israf\u0131n \u00f6nlenmesi ve enerji yo\u011funlu\u011funun azalt\u0131lmas\u0131 \u00f6nem arz etmektedir. 2000 \u2013 2015 y\u0131llar\u0131 aras\u0131nda T\u00fcrkiye\u2019nin birincil enerji yo\u011funlu\u011fu y\u0131ll\u0131k ortalama y\u00fczde 1,5 oran\u0131nda azalmakla birlikte, OECD ortalamas\u0131na k\u0131yasla hala y\u00fcksek d\u00fczeyde bulunmaktad\u0131r.<\/p>","protected":false},"excerpt":{"rendered":"<p>Sorry, this entry is only available in Turkish.
