Birincisi, do\u011frudan enerji tasarruf eden ev, araba ve di\u011fer son teknolojileri kullanmak; al\u0131\u015fkanl\u0131klar\u0131 ve g\u00fcnl\u00fck davran\u0131\u015flar\u0131 enerjiyi daha verimli kullanacak bi\u00e7imde d\u00fczenlemek gibi somut \u00f6nlemlerden olu\u015fmaktad\u0131r. \u0130kincisi ise, dolayl\u0131 enerji tasarrufu olup mevcut mallar\u0131n daha uzun s\u00fcre kullan\u0131lmas\u0131n\u0131 sa\u011flayarak yeni mallar\u0131n \u00fcretimini azaltmak; enerji t\u00fcketimini minimize edecek bi\u00e7imde yerle\u015fim yerlerini d\u00fczenlemek, enerjiyi daha az t\u00fcketen teknolojiler kullanmak, ekonomide do\u011frudan materyal t\u00fcketiminin olmad\u0131\u011f\u0131 etkinliklere ge\u00e7i\u015f yapmak gibi \u00f6nlemlerdir.<\/p>\n<p align=\"justify\"><strong>Neden Enerji Verimlili\u011fi?<\/strong><\/p>\n<p align=\"justify\">Enerji, hayat\u0131m\u0131z\u0131n her y\u00f6n\u00fcn\u00fc etkilemektedir: bize \u0131\u015f\u0131k, \u0131s\u0131, ula\u015f\u0131m ve di\u011fer ara\u00e7lar i\u00e7in yak\u0131t sa\u011flar. Ancak, bug\u00fcn, enerji tedarikimizin g\u00fcvenli\u011fi ve fosil yak\u0131tlardan elde edilen enerjinin, \u00e7evre \u00fczerindeki etkisi konular\u0131n\u0131 her zaman oldu\u011fundan daha fazla d\u00fc\u015f\u00fcnmemiz gereken bir d\u00f6nemdeyiz.<\/p>\n<p align=\"justify\">Art\u0131k hepimiz enerjinin \u00fcretim ve t\u00fcketim \u015feklini de\u011fi\u015ftirmeye ba\u015flamad\u0131\u011f\u0131m\u0131z takdirde geri d\u00f6n\u00fc\u015f\u00fc olmayan bir \u00e7evre kriziyle kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fumuzu anlam\u0131\u015f bulunmaktay\u0131z; bunun anlam\u0131, gelecekte yenilenebilir enerji kaynaklar\u0131n\u0131 \u00e7ok daha fazla kullanmam\u0131z ve enerji verimlili\u011fine daha fazla odaklanmam\u0131z gerekti\u011fidir.<\/p>\n<p align=\"justify\">Ancak, enerjinin ak\u0131ll\u0131ca kullan\u0131lmas\u0131 konusunda mesaj\u0131n yay\u0131lmas\u0131 i\u00e7in daha i\u015fin ba\u015f\u0131nday\u0131z ve yapacak \u00e7ok i\u015fimiz var. Hem t\u00fcketicilerin hem de sosyal alanda s\u00f6z sahibi olan ki\u015filerin, s\u00fcrd\u00fcr\u00fclebilir enerji \u00fcretimi ve kullan\u0131m\u0131 konusunda ikna edilmeleri gerekmektedir.<\/p>\n<p align=\"justify\">Hedeflerimize varmak i\u00e7in birey, toplum, sanayi temsilcileri veya yetkili kamu kurulu\u015flar\u0131 olarak hepimizin bu \u00e7abaya kat\u0131lmas\u0131 gerekmektedir. Enerjinin kapsam\u0131n\u0131 de\u011fi\u015ftirme yolunda yap\u0131lacak olan en k\u00fc\u00e7\u00fck katk\u0131 dahi \u00f6nemsiz olmayacakt\u0131r.<\/p>\n<p align=\"center\"><img src=\"http:\/\/www.ibb.gov.tr\/sites\/aydinlatmaenerji\/PublishingImages\/pages_imj\/enerji_verimliligi.jpg\" alt=\"\" align=\"left\" border=\"0\" \/>Fosil kaynaklar her ge\u00e7en g\u00fcn azal\u0131yor, Artan talep nedeniyle fiyatlar t\u0131rman\u0131yor, Ekolojik denge alarm veriyor&#8230;<\/p>\n<p align=\"center\"><strong><span style=\"color: #800000; font-family: Verdana;\"><em>Ki\u015fi ba\u015f\u0131na enerji t\u00fcketimi y\u00fcksek ve enerji yo\u011funlu\u011fu d\u00fc\u015f\u00fck \u00fclkeler aras\u0131nda yer alan bir T\u00fcrkiye i\u00e7in, kaynak g\u00fcvenli\u011fi ve temiz \u00e7evre i\u00e7in kulland\u0131\u011f\u0131m\u0131z enerjinin tamam\u0131n\u0131 faydaya d\u00f6n\u00fc\u015ft\u00fcrelim!..<\/em><\/span><\/strong><\/p>\n<p align=\"justify\"><strong><span style=\"color: #000000; font-family: Trebuchet MS;\">Enerjide Genel Durum<\/span><\/strong><\/p>\n<p align=\"justify\">Halen h\u0131zl\u0131 kalk\u0131nma a\u015famas\u0131nda olan \u00fclkemizde sanayile\u015fme faaliyetleri, yeni teknolojilere y\u00f6nelim, hayat standartlar\u0131n\u0131n y\u00fckselmesi ve artan n\u00fcfus, her y\u0131l daha fazla enerji t\u00fcketimine neden olmaktad\u0131r. 2003 y\u0131l\u0131 itibar\u0131 ile birincil enerji t\u00fcketimimiz 83.3 milyon ton petrol e\u015fde\u011ferine ula\u015fm\u0131\u015f ve toplam enerji arz\u0131m\u0131z\u0131n % 70\u2019i ithalat yoluyla kar\u015f\u0131lanm\u0131\u015ft\u0131r. H\u0131zl\u0131 talep art\u0131\u015f\u0131 nedeniyle, 2020 y\u0131l\u0131nda toplam enerji arz\u0131n\u0131n ancak %22\u2019sinin yerli \u00fcretimle kar\u015f\u0131lanabilece\u011fi beklenmektedir. Enerji kaynaklar\u0131 a\u00e7\u0131s\u0131ndan k\u0131s\u0131tl\u0131 kaynaklara sahip ve d\u0131\u015fa ba\u011f\u0131ml\u0131 konumda olan \u00fclkemizde, enerji ihtiyac\u0131n\u0131n yeterli, g\u00fcvenilir ve ekonomik olarak sa\u011flanmas\u0131 temel hedeftir. Enerjinin verimli kullan\u0131m\u0131 bu hedefin ger\u00e7ekle\u015ftirilmesinde kullan\u0131lacak en \u00f6nemli ara\u00e7lardan birisidir.<\/p>\n<p align=\"justify\">Enerji Yo\u011funlu\u011fu kavram\u0131 geli\u015fmi\u015flik tan\u0131mlamas\u0131nda en sa\u011fl\u0131kl\u0131 ve do\u011fru parametre olup, birim enerjiden \u00fcretilen birim ekonomik de\u011fer aras\u0131ndaki ili\u015fkidir. Gayri safi yurti\u00e7i h\u00e2s\u0131la ba\u015f\u0131na t\u00fcketilen birincil enerji miktar\u0131n\u0131 temsil eden ve t\u00fcm d\u00fcnyada enerji verimlili\u011finin takip ve kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131nda yayg\u0131n olarak kullan\u0131lan bir ara\u00e7t\u0131r. Geli\u015fmi\u015flik, az enerji kullanarak \u00e7ok ekonomik de\u011fer yaratabilmekle \u00f6l\u00e7\u00fcmlenebilir.<\/p>\n<p align=\"justify\">Enerjinin verimli kullan\u0131m\u0131n\u0131n sa\u011flanmas\u0131nda en temel g\u00f6sterge enerji yo\u011funlu\u011funun d\u00fc\u015f\u00fcr\u00fclmesidir. \u00dclkemizde ki\u015fi ba\u015f\u0131na enerji t\u00fcketimi OECD \u00fclkeleri ortalamas\u0131n\u0131n yakla\u015f\u0131k 1\/5 \u2018i oran\u0131nda, enerji yo\u011funlu\u011fu ise OECD ortalamas\u0131n\u0131n iki kat\u0131 kadard\u0131r. Bug\u00fcne kadar y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalara ra\u011fmen enerji yo\u011funlu\u011fu, d\u00fc\u015fme e\u011filimine girmemi\u015ftir. Uluslararas\u0131 Enerji Ajans\u0131 verilerine g\u00f6re geli\u015fmi\u015f \u00fclkelerde enerji yo\u011funlu\u011fu 0.09-0.19 aras\u0131nda iken, \u00fclkemizde 0.38 olmas\u0131 ve azalma e\u011filimi g\u00f6stermemesi bu konunun ciddi olarak ele al\u0131nmas\u0131 gere\u011fini ortaya koymaktad\u0131r. Bu ba\u011flamda, 5627 say\u0131l\u0131 Enerji Verimlili\u011fi Kanunu, 02 May\u0131s 2007 tarih ve 26510 say\u0131l\u0131 Resmi Gazete\u2019de yay\u0131nlanarak y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir. Yasal d\u00fczenlemeler ve y\u00f6netmeliklerin y\u00fcr\u00fcrl\u00fc\u011fe girmesiyle birlikte a\u015fa\u011f\u0131da belirtilen \u00f6nemli de\u011fi\u015fiklikler g\u00f6zlenecektir:<\/p>\n<p>&#8211; Binalar\u0131n y\u0131ll\u0131k maksimum enerji t\u00fcketim miktarlar\u0131 (kWh\/m2) belirlenecek. &#8211; Yap\u0131 tesisatlar\u0131 d\u00fczenli olarak denetlenecek. &#8211; Yap\u0131larda \u0131s\u0131 yal\u0131t\u0131m\u0131 standartlar\u0131 yasaya g\u00f6re de\u011fi\u015fecek. &#8211; Her binan\u0131n bir enerji pasaportu olacak. &#8211; Binalarda enerji izleme y\u00f6ntem ve sistemleri kullan\u0131lmaya ba\u015flanacak. &#8211; Kanun kapsam\u0131na giren end\u00fcstriyel i\u015fletmelerde ve binalarda enerji y\u00f6netimi ile ilgili faaliyetleri yerine getiren enerji y\u00f6neticileri bulundurulacak.<\/p>\n<p align=\"justify\"><strong><span style=\"color: #000000; font-family: Trebuchet MS;\">Tasarruf Potansiyeli<\/span><\/strong><\/p>\n<p align=\"justify\">\u00dclkemizde, enerjinin yo\u011fun kullan\u0131ld\u0131\u011f\u0131 sekt\u00f6rlerde %20-30 dolay\u0131nda enerji tasarruf potansiyeli oldu\u011fu bilinmektedir. (Sanayi \u2265 %20, Bina ve Hizmet \u2265 %30, Ula\u015f\u0131m \u2265 %20) % 15\u2019lik elektrik tasarruf potansiyeli geri kazan\u0131ld\u0131\u011f\u0131nda 6,5 milyar YTL\u2019lik do\u011fal gazl\u0131 santral yat\u0131r\u0131m\u0131 \u00f6nlenebilir. Y\u0131lda 3,0 milyar USD\u2019l\u0131k do\u011fal gaz ithal edilmeyebilir.<\/p>\n<p align=\"justify\">Binalar\u0131n ve i\u015fletmelerin \u0131s\u0131tma ve so\u011futmas\u0131nda % 35 ve ula\u015f\u0131mda % 15 tasarruf sa\u011fland\u0131\u011f\u0131nda y\u0131lda 1,4 milyar USD\u2019l\u0131k petrol ve do\u011fal gaz ithal edilmeyebilir.<\/p>\n<p align=\"justify\"><strong><span style=\"color: #000000; font-family: Trebuchet MS;\">Hedef<\/span><\/strong><\/p>\n<p align=\"justify\">Enerji Verimlili\u011fi Kanunu ile Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 taraf\u0131ndan belirlenen hedef, T\u00fcrkiye&#8217;nin enerji yo\u011funlu\u011funu 2020 y\u0131l\u0131na kadar %15 azaltmakt\u0131r. Bu hedef, ayn\u0131 enerji ile daha fazla \u00fcretimin \u00f6n\u00fcn\u00fc a\u00e7acak, enerji yat\u0131r\u0131m ihtiya\u00e7lar\u0131m\u0131z\u0131 ve ithalat ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131 azaltacak, ayr\u0131ca temiz \u00e7evrenin korunmas\u0131na \u00f6nemli katk\u0131larda bulunacakt\u0131r.<\/p>\n<p align=\"justify\"><strong><span style=\"color: #000000; font-family: Trebuchet MS;\">Enerji Verimlili\u011fini Artt\u0131rmaya Y\u00f6nelik \u00c7al\u0131\u015fmalar<\/span><\/strong><\/p>\n<p align=\"justify\">Bir\u00e7ok cihaz, ekipman, bina ve enerji hizmeti i\u00e7in m\u00fcmk\u00fcn en az enerji t\u00fcketimi, verimli olmayan \u00fcr\u00fcnlerin piyasadan \u00e7ekilmesi amac\u0131 ile performans derecelendirmesi ve etiketleme, daha fazla enerji verimlili\u011fi sa\u011flayan \u00fcr\u00fcnler i\u00e7in finans mekanizmalar\u0131 olu\u015fturulmas\u0131 ve t\u00fcketicinin en verimli \u00fcr\u00fcnler hakk\u0131nda bilgilendirilmesi \u00f6nerilen \u00f6ncelikler aras\u0131nda yer al\u0131yor.
