Jeotermal enerjinin kullan\u0131m alanlar\u0131 kayna\u011f\u0131n s\u0131cakl\u0131\u011f\u0131na g\u00f6re de\u011fi\u015fiklik g\u00f6stermektedir. T\u00fcrkiye y\u00fcksek oranda jeotermal kaynak potansiyeline sahip olmas\u0131na ra\u011fmen yakla\u015f\u0131k %3\u2019\u00fcn\u00fc kullanabilmektedir. \u00dclkemizin tahmin edilen jeotermal \u0131s\u0131 potansiyeli 31500 MWt\u2019dur.<sup>[2]<\/sup> Jeotermal enerji potansiyeli y\u00fcksek oldu\u011fu halde yeterince kullan\u0131lamamas\u0131n\u0131n ve son y\u0131llara kadar T\u00fcrkiye\u2019nin kendini geli\u015ftirememesinin \u00f6nemli sebeplerinden biri ise 2007 y\u0131l\u0131na kadar jeotermal enerji arama ve kullan\u0131m\u0131na te\u015fvik edebilecek kapsaml\u0131 bir yasan\u0131n olmamas\u0131d\u0131r.<sup> [3]<\/sup> \u00a0Uzun y\u0131llar y\u00fcr\u00fcrl\u00fckte olan tek yasal d\u00fczenleme sadece kapl\u0131ca ama\u00e7l\u0131 kullan\u0131lan sular\u0131 kapsamaktad\u0131r ve mevcut h\u00fck\u00fcmet taraf\u0131ndan ger\u00e7ekle\u015ftirilen d\u00fczenlemeler jeotermal enerjinin di\u011fer kullan\u0131m alanlar\u0131na yap\u0131lan yat\u0131r\u0131mlar\u0131n h\u0131zlanmas\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7m\u0131\u015ft\u0131r.<\/p>\n<h2><strong>Jeotermal Kaynak Aramalar\u0131nda Olu\u015fan Riskler ve Belirsizlikler<\/strong><\/h2>\n<p>Jeotermal enerji, yap\u0131s\u0131 gere\u011fi, ara\u015ft\u0131rma ve geli\u015ftirme safhalar\u0131nda y\u00fcksek risk i\u00e7eren bir yat\u0131r\u0131md\u0131r. Yat\u0131r\u0131m\u0131n risklerini azaltmak i\u00e7in maliyeti y\u00fcksek olan jeolojiksel, jeokimyasal ve jeofiziksel arama metotlar\u0131 kullan\u0131lmaktad\u0131r. \u00d6n arama safhas\u0131ndan sonra arama sondaj\u0131n\u0131n yap\u0131lmas\u0131 evresinde artan belirsizlikler, risk ve maliyetleri daha da artmaktad\u0131r.<sup>[4]<\/sup><\/p>\n<p>Kaynak aramalar\u0131nda kar\u015f\u0131la\u015f\u0131lan risk iki ana ba\u015fl\u0131kta incelenebilir. Bunlardan ilki arama safhas\u0131nda k\u0131sa s\u00fcreli etkisi olan yeterli kayna\u011f\u0131n bulunamamas\u0131, di\u011feri ise uzun vadede kar\u015f\u0131la\u015f\u0131lmas\u0131 m\u00fcmk\u00fcn olan kayna\u011f\u0131n zamanla azalmas\u0131 riskidir.<sup> [4]<\/sup> \u00dcretim esnas\u0131nda olu\u015fan ani d\u00fc\u015f\u00fc\u015fler, rezervuarda zamans\u0131z so\u011fumalar ve kaynakta bulunan kimyasal maddelerden dolay\u0131 olu\u015fabilecek riskler yat\u0131r\u0131mc\u0131y\u0131 zor durumda b\u0131rakan etkilerdir.<\/p>\n<p>T\u00fcm bu risklerin azalmas\u0131 ve yat\u0131r\u0131mc\u0131lar\u0131n desteklenmesi amac\u0131yla, T\u00fcrkiye Kalk\u0131nma Bankas\u0131 (TKB) b\u00fcnyesinde \u00f6zel bir birim olan Risk Payla\u015f\u0131m Mekanizmas\u0131 (RPM Birimi) olu\u015fturulmu\u015f ve IGC 2018 T\u00fcrkiye de tan\u0131t\u0131lm\u0131\u015ft\u0131r.<\/p>\n<h2><strong>Risk Payla\u015f\u0131m Mekanizmas\u0131- RPM<\/strong><\/h2>\n<p>Risk Payla\u015f\u0131m Mekanizmas\u0131, \u00f6zel sekt\u00f6r yat\u0131r\u0131mc\u0131lar\u0131n\u0131n T\u00fcrkiye\u2019de yat\u0131r\u0131m yapmalar\u0131n\u0131 kolayla\u015ft\u0131rmay\u0131 ama\u00e7lamaktad\u0131r. Bir ke\u015fif sondaj\u0131n\u0131n ba\u015far\u0131s\u0131z olmas\u0131 durumunda, sondaj maliyetinin belirli bir \u00f6l\u00e7\u00fcde kar\u015f\u0131land\u0131\u011f\u0131 bir programd\u0131r.<\/p>\n<p>T\u00fcrkiye Jeotermal Risk Payla\u015f\u0131m Mekanizmas\u0131n\u0131n internet sitesinde belirtildi\u011fi \u00fczere \u201cYat\u0131r\u0131mc\u0131lar, RPM\u2019ye kat\u0131l\u0131mlar\u0131n\u0131 ba\u015fvuruda bulunarak sa\u011flarlar ve sondaj program\u0131 kapsam\u0131nda ba\u015far\u0131s\u0131z olan kuyular\u0131n %40\u2019\u0131 (Ayd\u0131n, Denizli ve Manisa\u2019daki baz\u0131 il\u00e7e i\u00e7inde kuyular i\u00e7in) veya %60\u2019\u0131 (ba\u015fka yerlerdeki kuyular i\u00e7in), 4 milyon USD\u2019yi ge\u00e7memek kayd\u0131yla RPM taraf\u0131ndan kar\u015f\u0131lan\u0131r. Yat\u0131r\u0131mc\u0131, RPM\u2019ye tahmini kuyu masraf\u0131n\u0131n %10\u2019una tekab\u00fcl eden ba\u015far\u0131 primini \u00f6nceden \u00f6deyecektir (veya banka garantisi verecektir).
