Enerji sekt\u00f6r\u00fcndeki bu hareketlilik geli\u015fmelerin h\u0131z kesmeden devam edece\u011fini g\u00f6stermektedir. Enerji Gazetesi&#8217;ndeki bu ilk yaz\u0131mda binalarda enerji verimlili\u011fi ile ilgili ge\u00e7ti\u011fimiz y\u0131l \u00fclkemizde at\u0131lan \u00e7ok \u00f6nemli iki ad\u0131ma dikkat \u00e7ekmek istiyorum.<\/strong><\/p>\n<p>Binalarda enerji verimlili\u011fi kapsam\u0131nda ge\u00e7ti\u011fimiz y\u0131l Enerji ve Do\u011fal Kaynaklar Bakanl\u0131\u011f\u0131, \u015eehircilik Bakanl\u0131\u011f\u0131, Milli E\u011fitim ve K\u00fclt\u00fcr Bakanl\u0131\u011f\u0131 ve Birle\u015fmi\u015f Milletler Kalk\u0131nma Program\u0131 (UNDP) ile <img loading=\"lazy\" class=\"alignright size-full wp-image-76693\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2018\/07\/enerji-sistemleri-y-muhendisi-elif-kucukkaya-yazilariyla-artik-enerji-gazetesinde.jpg\" alt=\"\" width=\"269\" height=\"209\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2018\/07\/enerji-sistemleri-y-muhendisi-elif-kucukkaya-yazilariyla-artik-enerji-gazetesinde.jpg 269w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2018\/07\/enerji-sistemleri-y-muhendisi-elif-kucukkaya-yazilariyla-artik-enerji-gazetesinde-64x50.jpg 64w\" sizes=\"(max-width: 269px) 100vw, 269px\" \/>y\u00fcr\u00fct\u00fclen \u201cT\u00fcrkiye\u2019 de Binalarda Enerji Verimlili\u011finin Artt\u0131r\u0131lmas\u0131 Projesi\u201d ger\u00e7ekle\u015ftirilmi\u015ftir. Bu proje kapsam\u0131nda geli\u015fmi\u015f \u00fclkelerde uygulanmakta olan fakat \u00fclkemizde pek bilinmeyen \u201cB\u00fct\u00fcnle\u015fik Bina Tasar\u0131m\u0131 Yakla\u015f\u0131m\u0131 (BBTY)\u201d g\u00fcndeme ta\u015f\u0131nm\u0131\u015ft\u0131r. BBTY\u2019 da \u201cbinan\u0131n ya\u015fam d\u00f6ng\u00fcs\u00fc boyunca rol oynayan ki\u015filerin minimum kaynak ile en etkili aksiyonun sa\u011flanmas\u0131\u201d ama\u00e7lamaktad\u0131r.<\/p>\n<p>Proje kapsam\u0131nda BBTY\u2019na dair kavramlar\u0131n ve hedeflerin ortaya koyuldu\u011fu, BBTY\u2019n\u0131n nas\u0131l uygulanaca\u011f\u0131na dair bir k\u0131lavuz ve BBTY uygulamalar\u0131na dair 3 adet kaynak kitap yay\u0131nlanm\u0131\u015ft\u0131r [1]. Bu kaynak kitaplar binan\u0131n yap\u0131m\u0131nda, i\u015fletilmesinde ve y\u0131k\u0131m\u0131nda s\u00f6z sahibi olan herkesin anlayaca\u011f\u0131 \u015fekilde haz\u0131rlanm\u0131\u015ft\u0131r. Bu \u015fekilde, \u00fclkemizdeki bilgi ve bilincin artt\u0131r\u0131larak \u00fclkemizdeki geleneksel yap\u0131m anlay\u0131\u015f\u0131ndan s\u00fcrd\u00fcr\u00fclebilirlik felsefesinin etkin oldu\u011fu BBTY\u2019 na ge\u00e7i\u015fin en k\u0131sa s\u00fcrede olmas\u0131 istenmektedir. B\u00f6ylece, ba\u015fta enerji olmak \u00fczere t\u00fcm kaynaklarda verimlili\u011fin sa\u011flanmas\u0131 hedeflenmektedir.<\/p>\n<p>BBTY\u2019 da enerji konusu detayl\u0131 bir \u015fekilde ele al\u0131nmaktad\u0131r. Binalarda enerji verimlili\u011finin tasar\u0131mda, yap\u0131mda, i\u015fletimde ve y\u0131k\u0131mda nas\u0131l sa\u011flanabilece\u011fine dair y\u00f6ntem ve tekniklerle ile ilgili genel bir \u00e7er\u00e7eve \u00e7izilmektedir. \u00d6rne\u011fin, BBTY\u2019 de enerji ile ilgili performans hedefleri \u015fu \u015fekilde belirtilmi\u015ftir: Performans hedefleri, bina kabu\u011fu, iklimlendirme sistemleri, s\u0131cak su sistemleri, ayd\u0131nlatma, elektrik sistemleri ve varsa di\u011fer sistemlerin verimlili\u011finden olu\u015fmaktad\u0131r. Enerji konusundaki performans \u00f6l\u00e7\u00fctleri ise, \u201cAlternatif enerji oran\u0131, Birincil enerji oran\u0131, Fosil yak\u0131t tasarruf oran\u0131, CO2 azalt\u0131m oran\u0131, Enerji\/ kullan\u0131lan m<sup>3<\/sup> alan\/ y\u0131l\/ derece-saat, Ekserji y\u00f6netimi ve verimi, G\u00fc\u00e7 ve enerji taleplerinde sal\u0131n\u0131m oran\u0131, G\u00fc\u00e7 ve enerji oranlar\u0131nda sal\u0131n\u0131m oran\u0131\u201d olarak tan\u0131mlanm\u0131\u015ft\u0131r [2].<\/p>\n<p>2017 y\u0131l\u0131nda at\u0131lan \u00f6nemli ad\u0131mlardan biri ise, <em>\u201cBinalar \u0130le Yerle\u015fmeler \u0130\u00e7in Ye\u015fil Sertifika Y\u00f6netmeli\u011fi\u201d<\/em> nin y\u00fcr\u00fcrl\u00fc\u011fe girmesidir. Bilindi\u011fi \u00fczere, s\u00fcrd\u00fcr\u00fclebilirlik felsefesi ile birlikte gelen ak\u0131m\u0131n in\u015faat sekt\u00f6r\u00fcne yans\u0131mas\u0131 ile ye\u015fil binalar kavram\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r. 1998 y\u0131l\u0131ndan bu yana D\u00fcnya\u2019 da \u00e7e\u015fitli \u00fclkelerde ye\u015fil bina sertifikasyon sistemleri uygulanmaktad\u0131r [3]. \u00dclkemizde genel olarak BREEAM, LEED ve DGNB gibi sertifikalar\u0131n uygulamas\u0131 yap\u0131lmaktad\u0131r fakat bu uygulamalar T\u00fcrkiye ko\u015fullar\u0131na uygun olmad\u0131\u011f\u0131 i\u00e7in uygulamada \u00e7e\u015fitli s\u0131k\u0131nt\u0131lar ortaya \u00e7\u0131kabilmektedir. Bu sebeple, \u015eehircilik Bakanl\u0131\u011f\u0131 T\u00fcrkiye\u2019 ye \u00f6zg\u00fc ye\u015fil sertifika olu\u015fturulmas\u0131 ad\u0131na bu y\u00f6netmelikle \u00e7ok g\u00fczel bir geli\u015fmeye imza atm\u0131\u015ft\u0131r.<\/p>\n<p><em>Binalar \u0130le Yerle\u015fmeler \u0130\u00e7in Ye\u015fil Sertifika Y\u00f6netmeli\u011fi<\/em> ile ba\u015fta enerji olmak \u00fczere binalarda kullan\u0131lan t\u00fcm do\u011fal kaynaklar\u0131n verimli kullanarak \u00e7evreye olan olumsuz etkilerini azaltmak istenmektedir. Bunun i\u00e7in de\u011ferlendirme ve belgelendirme sistemlerinin olu\u015fturulmas\u0131na, de\u011ferlendirme ve belgelendirme s\u00fcrecinde rol alacaklar\u0131n g\u00f6rev, nitelik ve sorumluluklar\u0131n\u0131n belirlenmesine ili\u015fkin usul ve esaslar da bu y\u00f6netmelik ile ilk kez ele al\u0131nm\u0131\u015ft\u0131r. G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere bu y\u00f6netmeli\u011fin amac\u0131 da BBTY ile paraleldir.<\/p>\n<p>Bu iki ad\u0131m ve bakanl\u0131\u011f\u0131n baz\u0131 sanayi sekt\u00f6rleri ile kamu binalar\u0131nda ger\u00e7ekle\u015ftirdi\u011fi \u00f6rnek enerji verimlili\u011fi uygulamalar\u0131 ile \u00fclkemizde enerji verimlili\u011fi \u00e7al\u0131\u015fmalar\u0131n\u0131n h\u0131z kazanaca\u011f\u0131na inan\u0131yorum.
