Uluslararas\u0131 Enerji Ajans\u0131 (UEA) verilerine g\u00f6re hali haz\u0131rda k\u00f6m\u00fcr %37\u2019lik pay\u0131 ile d\u00fcnya elektrik \u00fcretiminde en \u00e7ok kullan\u0131lan kaynak olarak g\u00f6ze \u00e7arpmaktad\u0131r. <\/strong><\/p>\n<p>Mevcut Politikalar senaryosuna g\u00f6re 2040 y\u0131l\u0131nda k\u00f6m\u00fcrden elektrik \u00fcretiminin %34\u2019l\u00fck pay ile yenilenebilir kaynaklar\u0131n (%31) \u00fczerinde bir paya sahip olaca\u011f\u0131 da \u00f6ng\u00f6r\u00fclmektedir. Yeni Politikalar Senaryosu kapsam\u0131nda \u00f6n\u00fcm\u00fczdeki 25 y\u0131ll\u0131k s\u00fcre\u00e7te d\u00fcnya genelinde 880 GW yeni k\u00f6m\u00fcr yak\u0131tl\u0131 termik santralin devreye girece\u011fi planlanmaktad\u0131r. D\u00fcnyadaki g\u00f6r\u00fcn\u00fcme bak\u0131ld\u0131\u011f\u0131nda \u00f6zellikle Hindistan ve <img loading=\"lazy\" class=\"alignleft wp-image-10482 size-medium\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/05\/komur-santrali-kose-yazisi-komurun-sonu-dogalgaza-benzemesin-300x201.jpg\" alt=\"komur-yakitli-santrallerden-kaynaklanan-emisyonlar-uzerine-degerlendirme\" width=\"300\" height=\"201\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/05\/komur-santrali-kose-yazisi-komurun-sonu-dogalgaza-benzemesin-300x201.jpg 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/05\/komur-santrali-kose-yazisi-komurun-sonu-dogalgaza-benzemesin-74x50.jpg 74w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/05\/komur-santrali-kose-yazisi-komurun-sonu-dogalgaza-benzemesin.jpg 473w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Pakistan gibi geli\u015fmekte olan \u00fclkelerde k\u00f6m\u00fcr\u00fcn pay\u0131 artmakta oldu\u011fu g\u00f6r\u00fclmekle birlikte AB \u00fclkeleri ve ABD\u2019de k\u00f6m\u00fcrden elektrik \u00fcretiminin \u00e7evresel kayg\u0131lar nedeniyle azalma trendinde oldu\u011fu ortaya \u00e7\u0131kmaktad\u0131r. AB \u00fcyesi \u00fclkeler de\u011ferlendirildi\u011finde k\u00f6m\u00fcr\u00fcn Birlik i\u00e7erisindeki gelece\u011fine iki \u00f6nemli k\u00f6m\u00fcr t\u00fcketicisi olan Polonya ve Almanya\u2019n\u0131n politikalar\u0131n\u0131n etkili olaca\u011f\u0131 belirtilmektedir.<\/p>\n<p>UEA taraf\u0131ndan yay\u0131mlanan D\u00fcnya Enerji G\u00f6r\u00fcn\u00fcm\u00fc 2017 (WEO 2017) raporuna g\u00f6re 2016 y\u0131l\u0131nda k\u00f6m\u00fcr yak\u0131tl\u0131 termik santrallerden atmosfere 9,5 milyar tonluk CO2 (karbon dioksit) sal\u0131m\u0131 ger\u00e7ekle\u015ftirildi\u011fi belirtilmektedir. Bu oran \u00e7evrim sekt\u00f6r\u00fc i\u00e7in sal\u0131nan emisyonun yakla\u015f\u0131k %70\u2019ine tekab\u00fcl etmektedir. K\u00f6m\u00fcr santrallerden yaln\u0131zca sera gazlar\u0131 de\u011fil ayn\u0131 zamanda s\u00fclf\u00fcr dioksit (SO2), partik\u00fcl madde ve azot oksitler (NOx) gibi \u00f6nemli yerel kirleticiler de atmosfere sal\u0131nmaktad\u0131r.<\/p>\n<p><strong>\u00dcLKEM\u0130ZDEK\u0130 MEVZUAT UYGULAMALARI<\/strong><\/p>\n<p>\u00dclkemizde, uygulamaya konan Milli Enerji ve Maden Politikas\u0131 ile enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131 azaltacak ve yerli kaynak kullan\u0131m\u0131n\u0131 artt\u0131racak politikalar\u0131n s\u00fcratle hayata ge\u00e7irilmesi hedeflenmektedir. \u00dclkemiz h\u0131zl\u0131 geli\u015fimine paralel olarak artan enerji ihtiyac\u0131n\u0131 \u00e7evreyle uyumlu bir \u015fekilde kar\u015f\u0131lanmas\u0131 noktas\u0131na b\u00fcy\u00fck \u00f6nem vermekte ve bu y\u00f6nde \u00e7al\u0131\u015fmalar\u0131na devam etmektedir. 30.03.2013 tarihli ve 28603 say\u0131l\u0131 Resmi Gazete\u2019de yay\u0131mlanan Elektrik Piyasas\u0131 Kanunu\u2019nun Ge\u00e7ici 8. Maddesi \u00f6zelle\u015ftirilen ve kamu uhdesinde bulunan termik santrallerin 31.12.2019 tarihine \u00e7evre mevzuat\u0131nda \u00f6ng\u00f6r\u00fclen gerekli \u00e7evre izin ve lisanslar\u0131n\u0131 almalar\u0131 \u00f6ng\u00f6r\u00fclmektedir. Bu \u00e7er\u00e7evede, Sanayi Kaynakl\u0131 Hava Kirlili\u011fi Kontrol\u00fc Y\u00f6netmeli\u011fi kapsam\u0131nda 08.06.2019 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girecek emisyon de\u011ferlerine t\u00fcm k\u00f6m\u00fcr yak\u0131tl\u0131 santrallerin uymas\u0131 gerekecektir. Bu ba\u011flamda gerek SO2 gerekse de NOX limit de\u011ferleri i\u00e7in hali haz\u0131rda uygulanmakta olan de\u011ferlerden daha d\u00fc\u015f\u00fck emisyon de\u011ferleri \u00f6ng\u00f6r\u00fclmektedir. 6446 say\u0131l\u0131 Elektrik Piyasas\u0131 Kanunu\u2019nun Ge\u00e7ici 8. Maddesine \u0130li\u015fkin Uygulama Y\u00f6netmeli\u011fi ile Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 ve \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 yetkililerinden olu\u015fan komisyon \u00e7al\u0131\u015fmalar\u0131na ba\u015flam\u0131\u015ft\u0131r. Bu kapsamda, gerekli \u00e7evre izinlerinin al\u0131nmas\u0131 ve ileride y\u00fcr\u00fcrl\u00fc\u011fe girecek daha s\u0131k\u0131 emisyon limit de\u011ferlerine uyulmas\u0131 amac\u0131yla baca gaz\u0131 ar\u0131tma sistemi bulunmayan santrallere gerekli sistemlerin kurulmas\u0131 ve var olan sistemlerin rehabilitasyonlar\u0131 ilgili komisyon taraf\u0131ndan takip edilmektedir. Bununla birlikte, AB \u00e7evre mevzuat\u0131na uyum kapsam\u0131nda, 2010\/75\/EU say\u0131l\u0131 End\u00fcstriyel Emisyonlar Direktifinin mevzuat\u0131m\u0131za aktar\u0131lmas\u0131 \u00e7al\u0131\u015fmalar\u0131 \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131 taraf\u0131ndan s\u00fcrd\u00fcr\u00fclmektedir.
