Bu \u00e7al\u0131\u015fmalar yap\u0131l\u0131rken Avrupa Birli\u011fi\u2019ne \u00fcye \u00fclkelerin sanayi sekt\u00f6rleri ile de k\u0131yaslamalar yap\u0131ld\u0131. Buna g\u00f6re sanayi sekt\u00f6r\u00fcm\u00fczde yakla\u015f\u0131k %15-20 civar\u0131nda enerji tasarruf potansiyeli mevcuttur. Alt sekt\u00f6rler baz\u0131nda bak\u0131ld\u0131\u011f\u0131nda \u00f6rne\u011fin demir-\u00e7elik sekt\u00f6r\u00fcnde ton ham \u00e7elik ba\u015f\u0131na Avrupa Birli\u011fi\u2019nde 0.209 tep enerji t\u00fcketilirken \u00fclkemizde bu rakam 0.227 tep civar\u0131ndad\u0131r. Ka\u011f\u0131t sekt\u00f6r\u00fc i\u00e7in yine bir kar\u015f\u0131la\u015ft\u0131rma yap\u0131ld\u0131\u011f\u0131nda; Avrupa Birli\u011fi\u2019nde 0.168 tep enerji t\u00fcketilirken \u00fclkemizde bu rakam 0.191 tep civar\u0131ndad\u0131r.<\/p>\n<p>Enerji ihtiyac\u0131n\u0131n yakla\u015f\u0131k %72.4\u2019\u00fcn\u00fc ithalatla kar\u015f\u0131layan \u00fclkemizde 2010 y\u0131l\u0131nda 83 Mtep nihai enerji t\u00fcketiminin yakla\u015f\u0131k %35\u2019i bina sekt\u00f6r\u00fcnde ger\u00e7ekle\u015fti. %30\u2019dan fazla enerji tasarrufu potansiyelinin bulundu\u011fu bina sekt\u00f6r\u00fcnde, bu potansiyelin \u00fclke ekonomisine geri kazand\u0131r\u0131lmas\u0131 amac\u0131yla bug\u00fcne kadar \u00e7e\u015fitli d\u00fczenlemeler yap\u0131ld\u0131. Sanayi ve bina sekt\u00f6r\u00fcn\u00fcn yan\u0131 s\u0131ra ula\u015ft\u0131rma sekt\u00f6r\u00fcnde de en az %15 civar\u0131nda enerji potansiyeli bulunmaktad\u0131r.<\/p>\n<p>Uygulamaya konulan tedbirler sonucunda, 2000 y\u0131l\u0131 baz al\u0131nd\u0131\u011f\u0131nda 2009 y\u0131l\u0131na kadar k\u00fcm\u00fclatif olarak imalat sanayiinde 6.4 mtep, ula\u015ft\u0131rma sekt\u00f6r\u00fcnde 10.7 mtep ve konut sekt\u00f6r\u00fcnde 8.3 mtep olmak \u00fczere toplam 25.4 mtep tasarruf sa\u011fland\u0131. S\u00f6z konusu tasarruf miktarlar\u0131 ve mevcut enerji tasarruf potansiyelleri g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda enerji verimlili\u011fi \u00e7al\u0131\u015fmalar\u0131n\u0131n \u00f6n\u00fcm\u00fczdeki y\u0131llarda \u00fclkemize sa\u011flayaca\u011f\u0131 katk\u0131n\u0131n ne kadar b\u00fcy\u00fck oldu\u011fu ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p><strong><em>Enerji Verimlili\u011fi Kanunu ve Enerji Kaynaklar\u0131n\u0131n ve Enerjinin Kullan\u0131m\u0131nda Verimlili\u011fin Art\u0131r\u0131lmas\u0131na Dair Y\u00f6netmelik kapsam\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren ve end\u00fcstriyel i\u015fletmelerde verimlilik art\u0131r\u0131c\u0131 projelerin desteklenmesini \u00f6ng\u00f6ren uygulama ile bug\u00fcne kadar verilen desteklerden s\u00f6z eder misiniz?<\/em><\/strong><\/p>\n<p>Enerji verimli ekipman ve sistem kullan\u0131m\u0131, onar\u0131m, yal\u0131t\u0131m, modifikasyon, rehabilitasyon ve proses d\u00fczenleme gibi yollarla; gereksiz enerji kullan\u0131m\u0131n\u0131n, at\u0131k enerjinin, enerji kay\u0131p ve ka\u00e7aklar\u0131n\u0131n \u00f6nlenmesi veya en aza indirilmesi ile birlikte at\u0131k enerjinin geri kazan\u0131lmas\u0131 gibi konulardaki \u00e7\u00f6z\u00fcmleri i\u00e7ine alan ve Yenilenebilir Enerji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcm\u00fcz taraf\u0131ndan tebli\u011f olarak yay\u0131mlanan usul ve esaslara uygun olarak haz\u0131rlanan projeler, Verimlilik Art\u0131r\u0131c\u0131 Proje (VAP) olarak de\u011ferlendirilir. VAP ba\u015fvurular\u0131 2009 y\u0131l\u0131nda al\u0131nmaya ba\u015fland\u0131. 2009 ve 2010 y\u0131l\u0131 i\u00e7in toplam 25 end\u00fcstriyel i\u015fletmeye ait 32 VAP\u2019\u0131n desteklenmesine karar verildi.\u00a0 VAP\u2019lar\u0131n toplam yat\u0131r\u0131m tutar\u0131 10.8 milyon TL olup, bu bedelin 2.1 Milyon TL\u2019nin i\u015fletmelere hibe \u015feklinde devlet deste\u011fi olarak verilmesi \u00f6ng\u00f6r\u00fcld\u00fc. VAP\u2019lar\u0131n uygulamalar\u0131n\u0131n tamamlanmas\u0131 ile yakla\u015f\u0131k olarak y\u0131ll\u0131k 13.100 TEP ve 11.3 milyon TL tasarruf sa\u011flanacakt\u0131r.\u00a0\u00a0 <strong><em><\/em><\/strong><\/p>\n<p>Destek \u00f6demeleri; projelerin uygulamalar\u0131 tamamland\u0131ktan sonra yerinde yap\u0131lan \u00f6l\u00e7\u00fcm ve kontroller neticesinde projesine uygun olarak tamamlanan projeler i\u00e7in yap\u0131lmaktad\u0131r. Bu g\u00fcn itibariyle 20 VAP\u2019\u0131n uygulamas\u0131 projelerine uygun olarak tamamland\u0131 ve i\u015fletmelere 1.1 milyon<img loading=\"lazy\" class=\"alignright size-medium wp-image-6961\" title=\"ampul\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/ampul-300x206.png\" alt=\"\" width=\"300\" height=\"206\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/ampul-300x206.png 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/ampul-72x50.png 72w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/ampul.png 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/> TL destek \u00f6demesi yap\u0131ld\u0131. Uygulamas\u0131 devam eden VAP\u2019lar\u0131n projelerine uygun bir \u015fekilde uygulamalar\u0131n\u0131n tamamlanmas\u0131n\u0131 m\u00fcteakip destek \u00f6demeleri yap\u0131lacakt\u0131r.<\/p>\n<p>Yap\u0131lan y\u00f6netmelik de\u011fi\u015fikli\u011fi ile \u00f6ng\u00f6r\u00fclen proje bedeli 500 bin TL\u2019den 1 milyon TL\u2019ye,\u00a0 \u00f6denecek destek miktar\u0131 ise en fazla 100 bin TL\u2019den 300 bin TL\u2019ye \u00e7\u0131kart\u0131ld\u0131. Ayr\u0131ca end\u00fcstriyel i\u015fletmelerin enerji ihtiyac\u0131n\u0131n bir b\u00f6l\u00fcm\u00fcn\u00fc kar\u015f\u0131lamak maksad\u0131yla tesislerine en fazla on kilometre mesafe i\u00e7erisinde kurulan yenilenebilir enerji kaynaklar\u0131na dayal\u0131 elektrik \u00fcretim sistemlerini veya toplam \u00e7evrim verimi en az y\u00fczde seksen ve \u00fczeri olan kojenerasyon veya mikrokojenerasyon sistemlerinin bedeli, proje bedelinin en fazla %50\u2019si olu\u015fturacak \u015fekilde proje bedeli kapsam\u0131na dahil edilerek destek kapsam\u0131na al\u0131nd\u0131. VAP destekleri; elektrik \u00fcretim faaliyeti g\u00f6steren lisans sahibi t\u00fczel ki\u015filer d\u0131\u015f\u0131ndaki, y\u0131ll\u0131k toplam enerji t\u00fcketimleri bin TEP ve \u00fczeri olan ticaret ve sanayi odas\u0131, ticaret odas\u0131 veya sanayi odas\u0131na ba\u011fl\u0131 olarak faaliyet g\u00f6steren ve her t\u00fcrl\u00fc mal \u00fcretimi yapan i\u015fletmelere y\u00f6nelik uygulanmakta, KDV hari\u00e7 toplam bedeli en fazla 1 milyon TL ve geri \u00f6deme s\u00fcresi 5 y\u0131ldan az olan projeleri kapsamaktad\u0131r. VAP ba\u015fvurular\u0131 her y\u0131l Ocak ay\u0131 i\u00e7erisinde Yenilenebilir Enerji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne yap\u0131lmaktad\u0131r.<\/p>\n<p><strong>G\u00d6N\u00dcLL\u00dc ANLA\u015eMALARLA 33 M\u0130LYON TL KAZAN\u00c7<\/strong><strong> <\/strong><\/p>\n<p><strong><em>Bir di\u011fer destek program\u0131 da g\u00f6n\u00fcll\u00fc anla\u015fma kapsam\u0131nda y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalar. Bu \u00e7al\u0131\u015fma kapsam\u0131nda nas\u0131l destekler veriliyor? <\/em><\/strong><\/p>\n<p>G\u00f6n\u00fcll\u00fc anla\u015fmalar yoluyla i\u015fletmelerin ge\u00e7mi\u015f 5 y\u0131ll\u0131k enerji yo\u011funluklar\u0131n\u0131n ortalamas\u0131 olan referans enerji yo\u011funlu\u011funa g\u00f6re, 3 y\u0131ll\u0131k izleme d\u00f6nemi sonunda ortalama en az %10 olmak kayd\u0131yla taahh\u00fct edilen oranda enerji yo\u011funlu\u011funu azaltan i\u015fletmelere hibe \u015feklinde devlet deste\u011fi verilmektedir. G\u00f6n\u00fcll\u00fc anla\u015fma ba\u015fvurular\u0131 2009 y\u0131l\u0131nda ba\u015flad\u0131 ve 2009-2010 y\u0131l\u0131 i\u00e7in toplam 22 adet end\u00fcstriyel i\u015fletme ile g\u00f6n\u00fcll\u00fc anla\u015fma yap\u0131ld\u0131. \u00dc\u00e7 y\u0131ll\u0131k izleme d\u00f6nemi i\u00e7erisinde i\u015fletmelerin taahh\u00fct etti\u011fi oranlarda enerji yo\u011funluklar\u0131n\u0131 azaltmas\u0131 durumunda 2.2 milyon TL destek \u00f6demesi yap\u0131lacakt\u0131r. Yap\u0131lan bu g\u00f6n\u00fcll\u00fc anla\u015fmalar ile yakla\u015f\u0131k olarak y\u0131ll\u0131k 44.500 TEP ve 33 milyon TL tasarruf sa\u011flanacak. Yap\u0131lan y\u00f6netmelik de\u011fi\u015fikli\u011fi ile \u00f6denecek destek miktar\u0131 100 bin TL\u2019den 200 bin TL\u2019ye \u00e7\u0131kar\u0131ld\u0131.<\/p>\n<p>G\u00f6n\u00fcll\u00fc anla\u015fma yapan t\u00fczel ki\u015filerin end\u00fcstriyel i\u015fletme i\u00e7inde t\u00fckettikleri enerjiden; at\u0131klar\u0131 modern yakma teknikleri ile \u0131s\u0131 ve elektrik enerjisine d\u00f6n\u00fc\u015ft\u00fcren tesislerinde, toplam \u00e7evrim verimi y\u00fczde seksen ve \u00fczeri olan ve yurti\u00e7inde imal edilen kojenerasyon tesislerinde veya hidrolik, r\u00fczgar, jeotermal, g\u00fcne\u015f veya biyok\u00fctle kaynaklar\u0131n\u0131 kullanarak \u00fcrettikleri enerji, bu tesislerin anla\u015fma d\u00f6nemi i\u00e7inde i\u015fletmeye al\u0131nmas\u0131 halinde, bir defaya mahsus olmak \u00fczere, enerji yo\u011funlu\u011fu hesab\u0131nda end\u00fcstriyel i\u015fletmenin y\u0131ll\u0131k toplam enerji t\u00fcketimi miktar\u0131ndan d\u00fc\u015f\u00fclmektedir. Bu durumda yenilenebilir enerji ve kojenerasyon tesisleri de dolayl\u0131 olarak desteklenmektedir. G\u00f6n\u00fcll\u00fc anla\u015fma ba\u015fvurular\u0131 her y\u0131l Ekim ay\u0131 i\u00e7erisinde Yenilenebilir Enerji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019ne yap\u0131lmaktad\u0131r.<\/p>\n<p><strong><em>T\u00fcrkiye\u2019de en<\/em><\/strong><strong><em>erji verimlili\u011fi alan\u0131nda ya\u015fanan temel sorunlar ve \u00e7\u00f6z\u00fcm \u00f6nerileriniz neler? <\/em><\/strong><\/p>\n<p>Enerji verimlili\u011fi \u00e7al\u0131\u015fmalar\u0131 ba\u015fl\u0131ca sanayi, ula\u015ft\u0131rma, konut ve hizmetler olmak \u00fczere nihai t\u00fcketim sekt\u00f6rlerinde y\u00fcr\u00fct\u00fclmektedir. S\u00f6z konusu sekt\u00f6rlerdeki istatistiki bilgilerin daha yeterli olmas\u0131 karar alma s\u00fcre\u00e7lerini ve konulan hedeflerin izlenmesini daha olumlu y\u00f6nde etkileyecektir. \u00d6rne\u011fin, bina sekt\u00f6r\u00fcnde bina stokunun tam olarak tespit edilmesi, konut ve hizmet sekt\u00f6rlerinin t\u00fcm\u00fcn\u00fcn enerji t\u00fcketimlerinin bilinmesi, ula\u015ft\u0131rma sekt\u00f6r\u00fcnde t\u00fcm ara\u00e7 modlar\u0131na g\u00f6re yak\u0131t miktar\u0131 ve enerji t\u00fcketimlerinin bilinmesi vb. T\u00dc\u0130K\u2019in mevcut durumda t\u00fcm nihai enerji t\u00fcketen sekt\u00f6rler i\u00e7in periyodik envanter \u00e7al\u0131\u015fmalar\u0131n\u0131n kapsamlar\u0131n\u0131n geni\u015fletilmesi ve \u00e7al\u0131\u015fmalar\u0131n h\u0131zland\u0131rmas\u0131 gerekmektedir. Enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131na kredi veren bankalar\u0131n enerji verimlili\u011fi projelerine y\u00f6nelik olarak; projenin enerji verimlili\u011fi kapsam\u0131nda de\u011ferlendirilebilmesi i\u00e7in halen uygulad\u0131klar\u0131 \u00e7ok kat\u0131 olarak nitelenebilecek de\u011ferlendirme kriterleri bulunmaktad\u0131r. Bu kat\u0131 kriterler \u00e7o\u011fu zaman bir\u00e7ok enerji verimlili\u011fi projesinin finansman\u0131n\u0131 zorla\u015ft\u0131rmaktad\u0131r. Bu nedenle projelerin kolayca desteklenmesi i\u00e7in prosed\u00fcrlerin basitle\u015ftirilmesi, yeni finansal enstr\u00fcmalar\u0131n geli\u015ftirilmesi ve bankalar\u0131n istedikleri garantiler i\u00e7in destekleme fonlar\u0131 olu\u015fturulmas\u0131 yararl\u0131 olacakt\u0131r.
