Buna ilaveten\u00a0 G\u00fcne\u015f enerjisi yat\u0131r\u0131m maliyetlerinin 2017-2020 aras\u0131nda da yine yar\u0131ya inece\u011fini vurgulayan Fatih Birol \u201cBu y\u00fczden g\u00fcne\u015f enerjisi yat\u0131r\u0131mlar\u0131 giderek daha yayg\u0131n hale geliyor. G\u00fcne\u015f yat\u0131r\u0131mlar\u0131 \u00e7evreyle ilgili kayg\u0131lardan de\u011fil, ucuz oldu\u011fu i\u00e7in yayg\u0131nla\u015f\u0131yor. Yenilenebilir enerjinin \u00e7evreye de b\u00fcy\u00fck bir avantaj\u0131 var\u201d ifadelerini kulland\u0131 ve \u00a0konu\u015fmas\u0131n\u0131 \u201cBunlar\u0131 a\u015fabilmek i\u00e7in \u00e7ok kapsaml\u0131 \u00e7aba sarfetmek gerekiyor. \u0130\u015fte bu nedenle bu t\u00fcr \u00e7abalar\u0131n uluslararas\u0131 d\u00fczeyde koordine edilmesi laz\u0131m. Burada bir\u00e7ok \u00fclkeden gelen meslekta\u015flar olarak akademisyenler olarak bir araya gelmemiz \u00e7ok \u00f6nemli \u015feklinde konu\u015fmu\u015ftu. Ayn\u0131 Forum\u2019da Enerji ve Tabii Kaynaklar Bakan\u0131 Albayrak ise Milli Enerji ve Maden Politikas\u0131 kapsam\u0131nda gerek arz g\u00fcvenli\u011fi gerekse yerlile\u015fme hedeflerine eri\u015fmek i\u00e7in olu\u015fturduklar\u0131 yol haritas\u0131nda en \u00f6nem verdikleri konunun \u201cs\u00fcrd\u00fcr\u00fclebilirlik\u201d oldu\u011funa i\u015faret ederken , \u00fclke olarak karbon ayak izini azaltt\u0131klar\u0131n\u0131 ifade etti. Albayrak, bu kapsamda 2016\u2019da kurulu g\u00fcce eklenen kapasitenin y\u00fczde 55\u2019ini yenilenebilir enerji kaynaklar\u0131n\u0131n olu\u015fturdu\u011funu belirterek, \u201cBu y\u0131l\u0131n da 8 ay\u0131nda devreye ald\u0131\u011f\u0131m\u0131z enerji \u00fcretim tesislerimizin y\u00fczde 64\u2019\u00fc yine yenilenebilir enerji kaynaklar\u0131na dayal\u0131 elektrik tesisleri oldu. T\u00fcrkiye olarak devreye al\u0131nan r\u00fczgar enerjisi kapasitesi b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re 2016\u2019da d\u00fcnyada 7\u2019inci, 2017\u2019de ise Avrupa\u2019da \u00fc\u00e7\u00fcnc\u00fc \u00fclke olduk. T\u00fcrkiye\u2019nin 2017 A\u011fustos sonu itibar\u0131yla 81 bin 355 megavatl\u0131k kurulu g\u00fcc\u00fcn\u00fcn 35 bin 874 megavat\u0131n\u0131, yani, kapasitesinin y\u00fczde 44,8\u2019ini yenilenebilir enerji kaynaklar\u0131 olu\u015fturuyor. Bu oran\u0131n Avrupa Birli\u011fi (AB) \u00fclkeleri ortalamas\u0131 ise y\u00fczde 42 civar\u0131nda.\u201d dedi. Buna ilaveten\u00a0 2016 rakamlar\u0131na g\u00f6re AB\u2019de \u00fcretilen toplam elektri\u011fin y\u00fczde 29\u2019u yenilenebilir enerji kaynaklar\u0131ndan sa\u011flan\u0131rken, T\u00fcrkiye\u2019nin\u00a0bu alanda da AB\u2019yi\u00a0geride b\u0131rakarak, elektri\u011finin y\u00fczde 33\u2019\u00fcn\u00fc yenilenebilir kaynaklardan \u00fcretti\u011fine de dikkati \u00e7ekti. Bu verilerin bile ba\u015fl\u0131 ba\u015f\u0131na T\u00fcrkiye\u2019nin\u00a0ne kadar \u00e7evreyle bar\u0131\u015f\u0131k, s\u00fcrd\u00fcr\u00fclebilir ve iklim de\u011fi\u015fikli\u011fiyle m\u00fccadelede \u00f6rnek bir enerji \u00fcretim portf\u00f6y\u00fcne sahip oldu\u011funu g\u00f6sterdi\u011finin alt\u0131n\u0131 \u00e7izen\u00a0 Albayrak,\u00a0 Yenilenebilir Enerji Kaynak Alanlar\u0131 (YEKA) modelinin de T\u00fcrkiye\u2019nin temiz enerji yat\u0131r\u0131mlar\u0131na ne kadar \u00f6nem verdi\u011finin bir i\u015fareti oldu\u011funu vurgulam\u0131\u015ft\u0131..\u00a0Gelecek 10 sene i\u00e7inde 10 bin megavat g\u00fcne\u015f ve 10 bin megavat r\u00fczgar enerjisi ba\u015fta olmak \u00fczere yenilenebilir enerji kaynaklar\u0131n\u0131n azami oranda enerji sepetine giri\u015fini sa\u011flayaca\u011f\u0131n\u0131 da dile getiren Albayrak YEKA modeliyle 10 y\u0131l Ar-Ge yapma \u015fart\u0131 da getirdiklerini aktarar\u0131rken\u00a0 \u201cYEKA stratejimiz, T\u00fcrkiye\u2019nin s\u00fcrd\u00fcr\u00fclebilirlik ve iklim de\u011fi\u015fikli\u011fiyle m\u00fccadele alan\u0131nda \u00fcstlendi\u011fi sorumlulu\u011fu ortaya koymaktad\u0131r demi\u015fti.<\/p>\n<p>D\u00fcnya\u00a0genelinde\u00a0yenilenebilir enerji\u00a0kurulu kapasitesinin 2022&#8217;ye kadar\u00a0y\u00fczde 43\u00a0artarak\u00a0920 bin megavata\u00a0ula\u015faca\u011f\u0131 \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fc bir ortamda .k\u00fcresel yat\u0131r\u0131mlar d\u00fcnya \u00e7ap\u0131nda artan enerji talebini kar\u015f\u0131lama yolunda ilerlerken , daha az emisyon \u00fcretmesi \u00a0gereklili\u011fi ka\u00e7\u0131n\u0131lmaz bir ger\u00e7ek ve yenilenebilir enerji yat\u0131r\u0131mar\u0131n\u0131n bu ba\u011famda\u00a0 \u00f6nemi de \u00a0yad\u0131snamaz. Bu minvalde , son bir hafta icinde bu konuda ne t\u00fcr geli\u015fmeler oldu\u011funa bakt\u0131\u011f\u0131m\u0131zda ise \u015f\u00f6yle bir tablo \u00e7\u0131kmakta kar\u015f\u0131m\u0131za. AB(Avrupa Birli\u011fi) \u00a0\u0130ran ile 2015 senesinde\u00a0 yap\u0131lan n\u00fckleer anla\u015fmaya ba\u011fl\u0131 kal\u0131nmas\u0131n\u0131 isterken\u00a0 Amerika Birle\u015fik Devletleri Ba\u015fkan\u0131 Donald Trump anla\u015fmay\u0131 onaylamayaca\u011f\u0131n\u0131 a\u00e7\u0131klayarak kat\u0131l\u0131m ko\u015fullar\u0131n\u0131n sertle\u015ftirmesi i\u00e7in topu Kongre\u2019ye paslamas\u0131n\u0131n ard\u0131ndan L\u00fcksemburg\u2019da toplanan Avrupa Birli\u011fi D\u0131\u015fi\u015fleri Bakanlar\u0131 konuyu ele al\u0131rken bunun yan\u0131s\u0131ra\u00a0 Pyongyang\u2019\u0131n d\u00fcnyaya meydan okuyan n\u00fckleer f\u00fcze denemeleri\u00a0 Birli\u011fi\u2019ni endi\u015felendirmesine binaen\u00a0 Avrupal\u0131 yetkililer halka daha fazla zarar vermemek amac\u0131yla \u00f6zellikle rejime ve Kuzey Koreli yetkililere kar\u015f\u0131 yapt\u0131r\u0131mlar\u0131n uygulanmas\u0131 fikrini benimsemekteler .<\/p>\n<p>\u00d6te yandan Avrupa Parlamentosu, \u00fcye \u00fclkelerinden yenilenebilir enerji hedeflerini y\u00fckseltmesini talep etti\u011fine y\u00f6nelik yap\u0131lan a\u00e7\u0131klamas\u0131nda , g\u00fcne\u015f enerjisi ya da r\u00fczgar enerjisi gibi alternatif kaynaklar\u0131n toplam enerji i\u00e7indeki pay\u0131 a\u00e7\u0131s\u0131ndan Birli\u011fin 2030 y\u0131l\u0131ndaki nihai t\u00fcketiminin minimum y\u00fczde otuzbe\u015f \u00a0olmas\u0131 gerekti\u011fini \u00a0belirtiti. \u00a0<a href=\"#_edn2\" name=\"_ednref2\">[ii]<\/a>Parlamento \u00fcyeleri, bu ba\u011flamda AB&#8217;nin y\u00fczde 35&#8217;lik bir hedefini tutturmak \u00e7in zorunlu ulusal hedefleri yeniden belirlenmesini istedi. Bu \u00f6neriyle kanun tasar\u0131s\u0131 da , biyoyak\u0131tlar\u0131n kara ve demiryolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda nihai enerji t\u00fcketimindeki pay\u0131n\u0131n y\u00fczde 7&#8217;yi a\u015fmamas\u0131n\u0131n \u00f6ng\u00f6rmekte. Konuya ili\u015fkin ge\u00e7mi\u015fe bakt\u0131\u011f\u0131m\u0131zda ,AB, 2009 y\u0131l\u0131nda 2020 y\u0131l\u0131 i\u00e7in y\u00fczde 20 hedefi koymu\u015ftu. Avrupa Komisyonu, daha sonra yeniledi\u011fi 2030 i\u00e7in iklim ve enerji hedeflerinde yenilenebilir enerji i\u00e7in en az y\u00fczde\u00a0 27 \u00f6nermi\u015f ancak tam bir ba\u011flay\u0131c\u0131l\u0131\u011f\u0131 olmayaca\u011f\u0131n\u0131 belirtmi\u015fti. Tabi her AB \u00fcyesi \u00fclke \u00a0i\u00e7in ayr\u0131 hedefler bulundu\u011fu g\u00f6z\u00f6nnde bulundurulursa bu hedefin nas\u0131l tam tutturulaca\u011f\u0131 merak konusu olmakla birlikte oransal anlamda bir \u00f6nceki hedeflerde revizonun amaca hizmet edece\u011fi anla\u015f\u0131lmakta.<\/p>\n<p>Avrupa Komisyonu, 2030 iklim ve enerji hedeflerine ula\u015fmak i\u00e7in yenilenebilir enerjinin pay\u0131n\u0131n en az y\u00fczde 35 olmas\u0131 gerekti\u011fini belirterek, \u00fcye \u00fclkelerden hedef y\u00fckseltmelerini istemesi ba\u011flam\u0131nda Fransa taraf\u0131na bakt\u0131\u011f\u0131m\u0131zda, T\u00fcrkiye taraf\u0131nda geli\u015fmeler dikkat \u00e7ekici. Zira \u00a0\u00a0T\u00fcrkiye ve Fransa, i\u00e7inde bulundu\u011fumuz 2017 y\u0131l\u0131n\u0131n Ekim ay\u0131 sonlar\u0131nda \u00a0yenilenebilir ve temiz enerji, enerji verimlili\u011fi, n\u00fckleer enerji, madencilik, hidrokarbonlar ve petrokimyasallar, elektrik iletimi ve ekipman imalat\u0131 alanlar\u0131nda i\u015fbirli\u011fi yapma karar\u0131 ald\u0131 . .T\u00fcrkiye Cumhuriyeti H\u00fck\u00fcmeti ve Fransa Cumhuriyeti H\u00fck\u00fcmeti Aras\u0131nda Enerji Alan\u0131nda \u0130\u015fbirli\u011fi ile \u0130lgili Anla\u015fman\u0131n Onaylanmas\u0131 Hakk\u0131nda Karar bug\u00fcnk\u00fc Resmi Gazete&#8217;de yay\u0131mlanarak y\u00fcr\u00fcrl\u00fc\u011fe girdi.\u00a0Bakanlar Kurulu\u2019nun 1 May\u0131s 2017 tarihinde onaylad\u0131\u011f\u0131 anla\u015fma, e\u015fitlik, egemenli\u011fe kar\u015f\u0131l\u0131kl\u0131 sayg\u0131 ve kar\u015f\u0131l\u0131kl\u0131 menfaatler temel al\u0131narak, enerji alan\u0131nda, \u00f6zellikle yenilenebilir ve temiz enerji, enerji verimlili\u011fi, n\u00fckleer enerji, madencilik, hidrokarbonlar ve petrokimyasallar, elektrik iletimi ve ekipman imalat\u0131 alanlar\u0131nda olmak \u00fczere\u00a0 ulusal mevzuatlar\u0131 \u00e7er\u00e7evesinde ikili bilimsel, teknik, teknolojik, hukuki, idari ve ticari i\u015fbirli\u011finin geli\u015ftirilmesini te\u015fvik etmeyi hedeflemekte ve bu kapsamda \u00a0T\u00fcrkiye ve Fransa enerjinin bu alanlar\u0131nda ortak e\u011fitim programlar\u0131 d\u00fczenleyecek, bilgi tecr\u00fcbe ve uzmanl\u0131k payla\u015f\u0131m\u0131 yapacak, ortak yat\u0131r\u0131mlar\u0131 te\u015fvik edecek, tecr\u00fcbe ve uzmanl\u0131k de\u011fi\u015fimi yapacak.
