Bu noktada Enerji \u0130zleme sistemi ile AG ve OG enerji sistemleri izleme ve kontrollerinin\u00a0 sa\u011fland\u0131\u011f\u0131na ve SCADA\u2019n\u0131n da minimum maliyette daha \u00e7ok ve daha kaliteli \u00fcr\u00fcn \u00fcretmek, insan g\u00fcc\u00fcne ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltmak, can ve mal g\u00fcvenli\u011fi temini ve kaynaklar\u0131 verimli olarak kullanmaya y\u00f6nelik bir i\u015fletme arac\u0131 oldu\u011fundan da bahsedebiliriz.<\/p>\n<p>Hat\u0131rlarsak yak\u0131n zamanda bir geli\u015fme olmas\u0131 a\u00e7\u0131s\u0131ndan i\u00e7inde bulundu\u011fumuz 2017 senesinin A\u011fustos ay\u0131 ikinci haftas\u0131nda,\u00a0 2020 y\u0131l\u0131na kadar dijitalle\u015fme alan\u0131nda yat\u0131r\u0131mlar\u0131n\u0131 tamamlayarak \u015febeke izleme ve y\u00f6netimini ak\u0131ll\u0131 sistemler \u00fczerinden y\u00fcr\u00fctmeyi hedefleyen \u00a0Ye\u015fil\u0131rmak Elektrik Da\u011f\u0131t\u0131m A.\u015e (YEDA\u015e) AGIS projesi \u00f6zeline dikkat \u00e7ekebiliriz. YEDA\u015e , dijitalle\u015fme yat\u0131r\u0131mlar\u0131 kapsam\u0131nda y\u00fczde 100 yerli bir proje olan ve tamamen T\u00fcrk m\u00fchendislerin yaz\u0131l\u0131m\u0131 ve yerli donan\u0131mla geli\u015ftirilen ve 10 milyon dolarl\u0131k bir yat\u0131r\u0131m olan,\u00a0 Ak\u0131ll\u0131 \u00d6l\u00e7\u00fc Devreleri ve Al\u00e7ak Gerilim \u015eebeke \u0130zleme Sistemi (AG\u0130S) projesi\u00a0 ile geli\u015ftirdi\u011fi uygulamalara bir yenisini daha eklemi\u015f ve projeyi devreye alm\u0131\u015ft\u0131. T\u00fcrkiye\u2019de ilk olma \u00f6zelli\u011fine sahip AG\u0130S, ar\u0131zan\u0131n yer tespitini ve ar\u0131zaya m\u00fcdahale s\u00fcresini k\u0131saltmakla kalmay\u0131p, mevcut Otomatik Saya\u00e7 Okuma Sistemi (OSOS) ile bir b\u00fct\u00fcn haline getirilerek, 12 bin 500 da\u011f\u0131t\u0131m trafosu ve \u00e7\u0131k\u0131\u015f kollar\u0131nda, yakla\u015f\u0131k 150 bin noktada anl\u0131k enerji durumunu takip edebiliyordu. YEDA\u015e, ayr\u0131ca 5 ilde 13 bin 500 noktadan olu\u015fan ayd\u0131nlatma tesislerini ana izleme merkezinden y\u00f6netecek. Buna g\u00f6re zaman\u0131ndan \u00f6nce devreye giren ya da \u00e7\u0131kan sistemleri uzaktan izleyerek m\u00fc\u015fteri memnuniyeti, kaynak tasarrufu hedeflenmekteydi Buna ilaveten YEDA\u015e proje kapsam\u0131nda 3 bin 500 noktada kurdu\u011fu telemetri sistemi ile faaliyet b\u00f6lgesinde s\u0131cakl\u0131k, nem gibi hava durumuna ili\u015fkin verileri ger\u00e7ek zamanl\u0131 izleyerek sahadan al\u0131nan elektriksel bilgilerle ili\u015fkilendirebilecek. Bu sayede yapaca\u011f\u0131 analizlerle daha etkin talep tahmini yapacak ve ayr\u0131ca d\u00fczenli bak\u0131m planlar\u0131 ger\u00e7ekle\u015ftirebilecek. Ayr\u0131ca ar\u0131za tahminleri ile ar\u0131za olu\u015fmamas\u0131 i\u00e7in \u00f6nleyici tedbirler alabilecek. Da\u011f\u0131t\u0131m trafosu baz\u0131nda t\u00fcketim de\u011ferleri analiz edilerek k\u0131sa ve uzun d\u00f6nemde kay\u0131plar daha sa\u011fl\u0131kl\u0131 takip edilebilecek ve \u015febeke ihtiya\u00e7lar\u0131 belirlenebilecek.Bu konuya dair a\u00e7\u0131klamalara y\u00f6nelik \u00a0haberlerde \u00e7ok dikkat \u00e7ekici olan husus siber g\u00fcvenlik ve siber sald\u0131r\u0131ya dayan\u0131kl\u0131 \u00f6nlemler\u00a0 konusuna \u00a0pek de yer verilmemi\u015f olmas\u0131yd\u0131.<\/p>\n<p>Siber sald\u0131r\u0131larda\u00a0 santrale uzak komutla ula\u015fma ve m\u00fcdahale m\u00fcmk\u00fcn. Esasen enerji santralleri ba\u011flam\u0131nda bilnen en eski sald\u0131r\u0131n\u0131n milad\u0131 2010 senesindeki \u0130randaki n\u00fckleer santral uranyum geli\u015firme program\u0131yla ba\u015flam\u0131\u015ft\u0131. Vir\u00fcs\u00a0 \u0130ran&#8217;\u0131n gizli n\u00fckleer tesisinde kullan\u0131lm\u0131\u015f ve tesisin be\u015fte biri \u00e7al\u0131\u015famaz hale gelmi\u015fti. Pars Ajans\u0131na g\u00f6re ABD istihbarat\u0131 taraf\u0131ndan \u00f6zel olarak haz\u0131rlanan <a href=\"#_edn1\" name=\"_ednref1\">[i]<\/a>Stuxnet isimli vir\u00fcs\u00fc,santrif\u00fcjlerin kapasitesinin \u00fczerinde h\u0131zl\u0131 d\u00f6nerek par\u00e7alanmas\u0131na ve tesise zarar vermesine neden olmu\u015ftu. Ayr\u0131ca n\u00fckleer alanda \u00e7al\u0131\u015fmalar yapan \u0130ran&#8217;l\u0131 m\u00fchendisler ve bilim insanlar\u0131 ard\u0131 ard\u0131na suikasta u\u011frayarak \u015fehid edilmi\u015flerdi. Resmi IRNA ajans\u0131 haberine g\u00f6re 2010 Haziranda ortaya \u00e7\u0131kan Stuxnet vir\u00fcs\u00fcn\u00fcn, petrol ve do\u011falgaz boru hatlar\u0131, petrol platformlar\u0131, elektrik santralleri ve di\u011fer sanayi kurulu\u015flar\u0131n\u0131 kontrol etmekte kullan\u0131lan Alman Siemens \u015firketinin program\u0131n\u0131 hedefledi\u011fi kaydedilmi\u015fti \u00d6zellikle \u0130ran&#8217;da etkili olan Stuxnet vir\u00fcs\u00fcn\u00fcn, Hindistan, Endonezya ve Pakistan&#8217;da bilgisayarlara da bula\u015fm\u0131\u015ft\u0131. Baz\u0131 bat\u0131l\u0131 uzmanlar, vir\u00fcs\u00fcn o d\u00f6nem yak\u0131nda hizmete girmesi planlanan Bu\u015fehr n\u00fckleer santralini hedeflemi\u015f olabilece\u011fini belirtirken, \u0130ranl\u0131 yetkililer, bu haberi yalanlam\u0131\u015ft\u0131. Haziran 2012&#8217;de New York Times, o zaman\u0131n ABD Ba\u015fkan\u0131 Barack Obama&#8217;n\u0131n \u00fclkenin n\u00fckleer enerji program\u0131n\u0131 sabote etmek i\u00e7in Stuxnet bilgisayar vir\u00fcs\u00fc ile \u0130ran&#8217;a kar\u015f\u0131 bir siber sald\u0131r\u0131 d\u00fczenlenmesi y\u00f6n\u00fcnde gizli emir verdi\u011fini duyurmu\u015ftu ve yine Haziran 2012&#8217;de Washington Post taraf\u0131ndan yay\u0131mlanan bir haber \u00a0Amerika Birle\u015fik Devletleri ve \u0130srail&#8217;in birlikte, \u00a0\u0130ran hakk\u0131nda casusluk yapmak \u00fczere, Flame isminde \u2013Stuxnet benzeri istihbarat yaz\u0131l\u0131m\u0131- \u00a0bir bilgisayar vir\u00fcs\u00fc yaratt\u0131klar\u0131n\u0131n\u00a0 s\u00f6ylendi\u011fine y\u00f6nelik idi. \u0130ranl\u0131 uzmanlar \u00fclkenin end\u00fcstriyel tesislerine ve kaynaklar\u0131na \u00a0hasar verebilecek nitelikteki vir\u00fcs\u00fc tam zaman\u0131nda tespit etme konusunda bir hayli ba\u015far\u0131l\u0131yd\u0131lar.\u00a0 Bu nevi \u00a0sald\u0131r\u0131lara cevaben \u0130ran, kendi n\u00fckleer tesisleri, enerji santralleri, veri merkezleri ve bankalar\u0131 da dahil olmak \u00fczere \u00fclkenin maksimum g\u00fcvenlik gerektiren a\u011flar\u0131na veri giri\u015fine veyahut veri \u00e7al\u0131nmas\u0131na neden olan bilgisayar solucanlar\u0131n\u0131 \u00a0\u00f6nlemek i\u00e7in \u00a0bir siber savunma merkezini devreye soktu ve .ge\u00e7en seneler boyunca\u00a0\u00a0 2010\u2019daki Stuxnet Sald\u0131r\u0131s\u0131ndan Sonra Siber Kapasitesini bir hayli g\u00fc\u00e7lendirdi<\/p>\n<p>Bir di\u011fer dikkat \u00e7ekici sald\u0131r\u0131 2012\u2019de\u00a0\u00a0 Aramco\u00a0 Suudi Arabistan, \u015eimon\u00a0 sald\u0131r\u0131s\u0131yd\u0131.
