Di\u011fer alternatif yak\u0131tlarda \u00e7al\u0131sanlar i\u00e7in motoru d\u00f6n\u00fc\u015ft\u00fcrmeye gerek yoktur. Bu basit i\u015flem sayesinde de dizel motorlar kal\u0131n yak\u0131tlarda \u00e7al\u0131\u015fabilir.[i]<\/p>\n<p>Biyodizel kimyasal olarak dizel yak\u0131tlara benzedi\u011fi i\u00e7in herhangi bir dizel arac\u0131n yak\u0131t deposuna do\u011frudan biyodizel kat\u0131labilir. Bununla birlikte\u00a0 uzmanlar yeni nesil multijet ve yak\u0131t tan\u0131ma sistemli \u00a0motorlu ara\u00e7larda kesinlikle kullan\u0131lmamas\u0131 ve denenmemesi gerekti\u011fini s\u00f6ylemektedirler.<\/p>\n<p>Biyodizel\u00a0 petrol dizelinin depoland\u0131\u011f\u0131 her yerde depolanabilir. Pompalar, depolar ve ta\u015f\u0131ma ara\u00e7lar\u0131 dahil t\u00fcm dizel yak\u0131tl\u0131 altyap\u0131lar herhangi bir de\u011fi\u015fikli\u011fe gerek kalmadan biyodizel kullanabilir. Ayr\u0131ca ta\u015f\u0131nmas\u0131 da daha g\u00fcvenlidir zira biyodizelde yakla\u015f\u0131k 300 F derecelik y\u00fcksek alevlenme noktas\u0131 veya tutu\u015fma s\u0131cakl\u0131\u011f\u0131 vard\u0131r oysa petrol dizelde ise bu alevlenme noktas\u0131 125 F derecedir.<\/p>\n<p>Biyolojik olarak par\u00e7alanabildi\u011fi ve zehirsiz oldu\u011fu i\u00e7in biyodizelin kullan\u0131m\u0131 g\u00fcvenlidir. Uluslararas\u0131 Biyodizel Kuruluna g\u00f6re \u201ctemiz biyodizel, \u015feker kadar kolay ayr\u0131\u015f\u0131r, tuzdan daha az zehir i\u00e7erir.<\/p>\n<p>Biyodizel tek ba\u015f\u0131na yada istenen miktarda petrol dizel yak\u0131t\u0131 ile harmanlanarak\u00a0 kullan\u0131labilir. Biyodizelin % 20 dizel yak\u0131t\u0131 ile kar\u0131\u015f\u0131m\u0131na \u201cB20,\u201d % 5 kar\u0131\u015f\u0131m\u0131na da \u201cB5\u201d ad\u0131 verilir ve buna g\u00f6re adland\u0131r\u0131l\u0131r.<\/p>\n<p>Biyodizel Sera Etkisinin as\u0131l nedeni olan Karbon Dioksit emisyonlar\u0131n\u0131 % 100 azalt\u0131r. Biyodizel bitkilerden geldi\u011fi i\u00e7in ve bitkiler de CO2\u00a0 solunumu yapt\u0131\u011f\u0131ndan biyodizel kullan\u0131larak CO2 etkisi azalt\u0131l\u0131r.<\/p>\n<p>Bir ta\u015f\u0131t yak\u0131t\u0131 olarak biyodizel kullanman\u0131n bir\u00e7ok avantajlar\u0131 vard\u0131r. Biyodizelde daha az emisyon bulunur, d\u0131\u015fa ba\u011f\u0131ml\u0131 olmadan kendi \u00fclke kaynaklar\u0131 ile \u00fcretilebilir, motorun performans\u0131n\u0131 etkilemez ve bitkilerden elde edilir. Bitkiler g\u00fcne\u015f enerjisi ile b\u00fcy\u00fcd\u00fc\u011f\u00fc i\u00e7in biyodizel g\u00fcne\u015f enerjili s\u0131v\u0131 yak\u0131tlar olarak tan\u0131mlanabilir.\u00a0 Bu anlamda\u00a0 biyodizel yenilenebilir enerji kaynaklar\u0131 i\u00e7erisinde de ayr\u0131 bir yere ve konuma sahiptir.<\/p>\n<p>Biodizelin Emisyon Avantajlar\u0131n\u0131, Do\u00e7.Dr. S\u0131rr\u0131 S. G\u00dcRLEY\u00dcK[ii] Biodizel \u00dcretim Tekni\u011fi ba\u015fl\u0131kl\u0131 bir ara\u015ft\u0131rma derlemesi olarak nitelendirdi\u011fi ve biodizel \u00fcretim tekni\u011fi konusunda bilgilendirici \u00e7al\u0131\u015fmas\u0131nda\u00a0 \u015fu \u015fekilde s\u0131ralam\u0131\u015ft\u0131r<\/p>\n<p>&#8211; Karbondioksit emisyonundaki azalma %100,<br \/>\n&#8211; K\u00fck\u00fcrt dioksit emisyonundaki azalma %100,<br \/>\n&#8211; Ara\u00e7 ya\u015f\u0131na ve motor ayar\u0131na ba\u011fl\u0131 olarak, azot oksit emisyonundaki azalma %5-10,<br \/>\n&#8211; \u0130s ve kurum miktar\u0131ndaki azalma %40-60,<br \/>\n&#8211; Karbon monoksit emisyonundaki azalma %10-50,<br \/>\n&#8211; Hidrokarbon emisyonundaki azalma %10-50,<br \/>\n&#8211; B\u00fct\u00fcn hidrokarbon \u00e7e\u015fitlerinde azalma,<br \/>\n&#8211; Dizel kokusu yerine ho\u015f bir patates k\u0131zartma kokusu yaymas\u0131.<\/p>\n<p>Bu nevi kimyasal i\u015flemler\u00a0 sonucu ortaya \u00e7\u0131kan ve\u00a0 bir akaryak\u0131t t\u00fcr\u00fc olan biodizelin, motorin ile \u00e7e\u015fitli oranlarda harmanlanarak kullan\u0131m\u0131 tercih\u00a0edilmektedir ve harmanlanarak uygulamas\u0131nda AB \u00fclkeleri \u00f6ne \u00e7\u0131karken, birli\u011fin bir\u00e7ok \u00fclkesinde y\u00fczde 7\u2019ye varan oranlarda motorine biodizel kat\u0131lmas\u0131 uygulamas\u0131 halen devam etmektedir.<\/p>\n<p>Biyodizel normal dizel yak\u0131t\u0131ndan daha da ya\u011flay\u0131c\u0131d\u0131r ve motorun \u00f6mr\u00fcn\u00fc artt\u0131r\u0131r, ayr\u0131ca yand\u0131\u011f\u0131nda \u2013 asit ya\u011fmurlar\u0131n\u0131n ana bile\u015feni olan- s\u00fclf\u00fcr dioksiti \u00fcreten s\u00fclf\u00fcr\u00fc -ya\u011fl\u0131 bir \u00fcniteyi- de\u011fi\u015ftirmek i\u00e7in de kullan\u0131labilir. Fransa\u2019da sat\u0131lan t\u00fcm dizel yak\u0131tlarda s\u00fclf\u00fcr\u00fcn yerine % 5 biyodizel kullan\u0131l\u0131r.<\/p>\n<p>Enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n azalt\u0131lmas\u0131, kaynak \u00e7e\u015fitlili\u011finin artt\u0131r\u0131lmas\u0131, bitkisel at\u0131k ya\u011flar\u0131n etkin olarak geri kazan\u0131m\u0131n\u0131n sa\u011flanmas\u0131, \u00e7evre kirlili\u011finin minimize edilmesi ve Avrupa Birli\u011finin yenilenebilir enerji politikalar\u0131na uyum sa\u011flanmas\u0131 gayesiyle\u00a0 Enerji Piyasas\u0131 D\u00fczenleme Kurumu (EPDK) Motorin T\u00fcrlerine Biodizel Harmanlanmas\u0131 Hakk\u0131nda Tebli\u011f yay\u0131nlad\u0131. Buna g\u00f6re akaryak\u0131t da\u011f\u0131t\u0131m firmalar\u0131, satt\u0131klar\u0131 motorine 1 Ocak 2018 tarihinden itibaren y\u00fczde 0.5 oran\u0131nda biyodizel eklemek zorunda.\u00a0\u00a0\u00a0 16 Haziran\u00a0 2017 de Resmi Gazete\u2019de [iii] yay\u0131nlanan bu Tebli\u011f\u00a0\u00a0\u00a0 (30098),\u00a0 1\/1\/2018 tarihinde y\u00fcr\u00fcrl\u00fc\u011fe girecek.<\/p>\n<p>4 Aral\u0131k 2003\u00a0tarihli ve 5015 say\u0131l\u0131 Petrol Piyasas\u0131 Kanununa [iv]ve 10 Eyl\u00fcl 2004 tarihli ve 25579 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Petrol Piyasas\u0131nda Uygulanacak Teknik Kriterler Hakk\u0131nda Y\u00f6netmeli\u011fe dayan\u0131larak haz\u0131rlanm\u0131\u015f olan tebli\u011fe g\u00f6re da\u011f\u0131t\u0131c\u0131 lisans\u0131 sahipleri taraf\u0131ndan, bir takvim y\u0131l\u0131 i\u00e7erisinde, ithal edilen ve kara tankeri dolum \u00fcniteleri hari\u00e7 rafinericiden temin edilen motorininin toplam\u0131na, en az y\u00fczde 0,5 (V\/V) oran\u0131nda yerli tar\u0131m \u00fcr\u00fcnlerinden ve\/veya bitkisel at\u0131k ya\u011flardan \u00fcretilmi\u015f biodizelin harmanlanm\u0131\u015f olmas\u0131 zorunlu hale getirildi. Harmanlama y\u00fck\u00fcml\u00fc\u011f\u00fc kapsam\u0131nda eklenecek biodizelin teknik d\u00fczenlemelere uygun olmas\u0131 \u015fart ko\u015fuldu.<\/p>\n<p>Takibe konu takvim y\u0131l\u0131n\u0131n tamam\u0131nda faaliyette bulunmayan da\u011f\u0131t\u0131c\u0131 lisans\u0131 sahipleri i\u00e7in harmanlama y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc aranmayacak. Motorine biodizel harmanlama i\u015flemi tankta ve\/veya sat\u0131\u015f esnas\u0131nda ger\u00e7ekle\u015ftirilebilecek. \u0130hrakiye amac\u0131yla ikmal edilen motorin, biodizel harmanlama y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc d\u0131\u015f\u0131nda tutuldu.<\/p>\n<p>EPDK\u2019n\u0131n Biodizel \u00fcretiminin g\u0131da g\u00fcvenli\u011fini tehdit etmeyecek \u015fekilde ve dengede art\u0131r\u0131lmas\u0131 gere\u011fini dikkate alarak ger\u00e7ekle\u015ftirdi\u011fi yeni d\u00fczenlemeyle biodizel \u00fcretim kapasitesinin etkin \u015fekilde kullan\u0131lmas\u0131, bu konuda yeni yat\u0131r\u0131mlar\u0131n \u00a0te\u015fvik edilmesini, yerli tar\u0131m\u0131n desteklenmesini ve bitkisel at\u0131k ya\u011f toplay\u0131c\u0131l\u0131\u011f\u0131n\u0131n da \u00f6zendirilmesi hedeflenmekte.<\/p>\n<p>Piyasada biodizel arz s\u0131k\u0131nt\u0131s\u0131 ya\u015fand\u0131\u011f\u0131n\u0131n veya biodizel fiyat olu\u015fumunda rekabeti ve piyasay\u0131 bozucu durumlar\u0131n Kurum taraf\u0131ndan tespiti halinde, Kurul bu Tebli\u011fin 5\u2019inci maddesinde yer alan harmanlama oran\u0131n\u0131 yeniden belirleyebilecek.
