You may click the link to switch the active language.<\/p><p><strong>EPDK y\u0131lba\u015f\u0131ndan itibaren benzin ve motorinde (her y\u0131l kademeli art\u0131r\u0131lmak \u00fczere) yerli katk\u0131\u00a0 (tar\u0131msal esasl\u0131 bio enerji \u00fcr\u00fcn\u00fc)\u00a0 ilave edilmesi zorunlulu\u011fu getirdi.<\/strong><\/p>\n<p>Resmi Gazete\u2019de yay\u0131mlanarak y\u00fcr\u00fcrl\u00fc\u011fe giren tebli\u011fe g\u00f6re;<\/p>\n<p>-Piyasaya akaryak\u0131t olarak arz edilen motorin t\u00fcrlerinin, yerli tar\u0131m \u00fcr\u00fcnlerinden \u00fcretilmi\u015f ya\u011f asidi metil esteri (YAME) i\u00e7eri\u011finin, 1 Ocak 2014 tarihi itibariyle en az y\u00fczde 1, 1 Ocak 2015 tarihi itibariyle en az y\u00fczde 2, 1 Ocak 2016 tarihi itibariyle en az y\u00fczde 3 olacak.<\/p>\n<p>-Piyasaya akaryak\u0131t olarak arz edilen benzin t\u00fcrlerinin, yerli tar\u0131m \u00fcr\u00fcnlerinden \u00fcretilmi\u015f etanol i\u00e7eri\u011finin, 1 Ocak 2013 tarihi itibariyle en az y\u00fczde 2, 1 Ocak 2014 tarihi itibariyle en az y\u00fczde 3 olmas\u0131 zorunlu hale getirildi.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-medium wp-image-6227\" title=\"biyotak\u0131t1-505x300\" src=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/biyotak\u0131t1-505x300-300x178.jpg\" alt=\"\" width=\"300\" height=\"178\" srcset=\"https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/biyotak\u0131t1-505x300-300x178.jpg 300w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/biyotak\u0131t1-505x300-500x297.jpg 500w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/biyotak\u0131t1-505x300-80x47.jpg 80w, https:\/\/www.enerjigazetesi.ist\/wp-content\/uploads\/2013\/02\/biyotak\u0131t1-505x300.jpg 505w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/>Bu karar yerli biyoyak\u0131tlar\u0131n \u00fcretiminin te\u015fvikini ama\u00e7l\u0131yor. Biyoyak\u0131t denilen enerji \u00fcr\u00fcn\u00fc ise m\u0131s\u0131r, pancar, ay\u00e7i\u00e7e\u011fi, kolza gibi tar\u0131m \u00fcr\u00fcnlerinden elde ediliyor.<\/p>\n<p>T\u00fcrkiye\u2019de bu tar\u0131m \u00fcr\u00fcnlerinin arz\u0131 talebi kar\u015f\u0131lamad\u0131\u011f\u0131ndan ithal ediyoruz.<\/p>\n<p>T\u00fcrkiye\u2019de 2010 y\u0131l\u0131nda yakla\u015f\u0131k 13,9 milyon ton motorin ve 2,1 milyon ton da benzin t\u00fcketimi yap\u0131ld\u0131. Motorinin yo\u011funlu\u011fu ortalama 0,845 gr\/cm3. 16,4 milyon metrek\u00fcp motorin, benzin yo\u011funlu\u011fu ortalama 0,775 gr\/cm3. 2,7 milyon metrek\u00fcp benzin t\u00fcketimi bulunuyor.<\/p>\n<p>Benzin ve motorinde y\u00fczde 3\u2032l\u00fck bir harmanlama yap\u0131lmas\u0131n\u0131n zorunlu hale getirilmesi durumunda 493 bin metrek\u00fcp biyodizel ve 80 bin metrek\u00fcp biyoetanol gere\u011fi ortaya \u00e7\u0131k\u0131yor.<\/p>\n<p>Bu da Tar\u0131m ve K\u00f6yi\u015fleri Bakanl\u0131\u011f\u0131 \u00fcr\u00fcn verimlilikleri de dikkate al\u0131nd\u0131\u011f\u0131nda 493 bin metrek\u00fcp biyodizel i\u00e7in 1 milyon 233 bin 728 ton kolza ve aspir ile 80 bin metrek\u00fcp biyoetanol i\u00e7in 945 bin 83 ton \u015fekerpancar\u0131 veya 223 bin 145 ton m\u0131s\u0131r \u00fcretimi gerekiyor.<\/p>\n<p>2010 y\u0131l\u0131 t\u00fcketimi sabit al\u0131nd\u0131\u011f\u0131nda bu rakama harmanlanmas\u0131 gereken biyodizel \u00fcretimi i\u00e7in gerekli yerli tar\u0131m \u00fcr\u00fcnlerinin \u00fcretiminin Tar\u0131m ve K\u00f6yi\u015fleri Bakanl\u0131\u011f\u0131 verilerine dayan\u0131larak, 2016 y\u0131l\u0131nda kar\u015f\u0131lanabilece\u011fi hesaplan\u0131yor. Benzin t\u00fcketimi daha az oldu\u011fu i\u00e7in de benzine etanol harmanlanmas\u0131nda herhangi bir sorun olmayaca\u011f\u0131 de\u011ferlendiriliyor<\/p>\n<p>Toprak Su Enerji Grubu y\u00f6neticisi Enerji Uzman\u0131 Dursun Y\u0131ld\u0131z, <a href=\"http:\/\/topraksuenerji.org\">http:\/\/topraksuenerji.org<\/a> sitesinde yay\u0131nlanan de\u011ferlendirme yaz\u0131s\u0131nda diyor ki<\/p>\n<p>\u201d EPDK tebli\u011fi ile benzin t\u00fcrlerine \u201cyerli tar\u0131m \u00fcr\u00fcnlerinden\u201d\u00a0 %2\u2032lik etanol harmanlanmas\u0131 kullan\u0131lmas\u0131 halinde petrol ithalat\u0131m\u0131z\u0131n 40 milyon dolar dolay\u0131nda azalaca\u011f\u0131 tahmin ediliyor.<\/p>\n<p>\u015eimdilik 52 bin metrek\u00fcp etenol gerekli. Bu da 612 bin ton \u015feker pancar\u0131 veya 144 bin ton m\u0131s\u0131r \u00fcretimi demek.<\/p>\n<p>Hesaplamalara g\u00f6re; bir litre biyoetenol\u00fcn \u00fcretilmesi i\u00e7in 14 kilogram \u015feker kam\u0131\u015f\u0131, 9 kilogram \u015feker pancar\u0131 veya 2,5-3 kilogram m\u0131s\u0131r\u2019a ihtiya\u00e7 var. Mazota kat\u0131lacak olan 1 kilogram biyodizelin \u00fcretilmesi i\u00e7in ise 2,2 kilogram kanola kullan\u0131lmas\u0131 gerekiyor.<\/p>\n<p>Halen T\u00fcrkiye\u2019de biyoetenol \u00fcreten 3 tesis var. Bursa\u2019da bu\u011fday ni\u015fastas\u0131ndan, Adana\u2019da m\u0131s\u0131r ni\u015fastas\u0131ndan, Konya\u2019daki de melastan biyoetenol \u00fcretiliyor. Bu \u00fc\u00e7 tesisin toplam kapasiteleri 160 bin ton.<\/p>\n<p>Biyoetenolle ilgili bir s\u0131k\u0131nt\u0131 yok. S\u0131k\u0131nt\u0131 Biyodizelde ya\u015fanacak. Genelde biyodizelin y\u00fczde 86\u2032s\u0131 kanoladan \u00fcretiliyor. Soya, aspir, ay\u00e7i\u00e7e\u011fi de biyodizel \u00fcretim hammaddeleri.<\/p>\n<p>T\u00fcrkiye\u2019de mazot t\u00fcketimi benzinin 5,5 kat\u0131. Y\u0131lda yakla\u015f\u0131k 16 milyon ton mazot t\u00fcketiyoruz. Dolay\u0131s\u0131yla 1 Ocak 2014\u2032e kadar 160 bin ton biyodizel \u00fcretilmesi gerekiyor. Talep 2015\u2032te 320 bin tona, 2016\u2032da 480 bin tona \u00e7\u0131kacak.<\/p>\n<p>EPDK tebli\u011fi uygulanacaksa 3 y\u0131l sonra ilave olarak 480.000 ton kanola, soya veya ay\u00e7i\u00e7e\u011fi ya\u011f\u0131na ihtiyac\u0131m\u0131z olacak. Bu da mevcut \u00fcretimimizin 3 y\u0131l i\u00e7inde ikiye katlanmas\u0131 demek. Halen 1,5 milyon ton civar\u0131ndaki ya\u011f t\u00fcketimimizin sadece 600 bin tonunu kendimiz \u00fcretiyoruz. 900 bin ton ya\u011f\u0131 da ithal ederek a\u00e7\u0131\u011f\u0131 kapatmaya \u00e7al\u0131\u015f\u0131yoruz.<\/p>\n<p>\u00dcretimi ya ikiye katlayaca\u011f\u0131z ya da mevcut \u00fcretimin t\u00fcm\u00fcn\u00fc biyodizelde kullan\u0131p ya\u011fl\u0131 tohumlarda net ithalat\u00e7\u0131 bir \u00fclke olaca\u011f\u0131z.<\/p>\n<p>Bu uygulama g\u0131da fiyatlar\u0131n\u0131 artt\u0131r\u0131r. D\u00fcnyadaki \u00f6rnekler de bunu g\u00f6steriyor. T\u00fcrkiye\u2019nin petrol ithalat\u0131 b\u00fct\u00e7esinin azalmas\u0131 \u00e7ok \u00f6nemli ama yeterli g\u0131daya ula\u015fma g\u00fcvencesi ondan daha \u00f6nemli.<\/p>\n<p>Tar\u0131m Bakan\u0131, \u201cTar\u0131m \u00fcr\u00fcn\u00fcn\u00fcn enerji hammaddesi olarak kullan\u0131lmas\u0131na kar\u015f\u0131y\u0131m\u201d diyor. Fakat tebli\u011f yay\u0131mland\u0131.
