T\u00fcrkiye i\u00e7in \u00f6nemli bir sorun haline gelen enerji kullan\u0131m\u0131n\u0131n art\u0131k \u00e7\u00f6z\u00fcm noktas\u0131na geldi\u011fine vurgu yapan Hakan G\u00fcr, &#8220;Yeni bina tasar\u0131mlar\u0131nda mevcut binalar\u0131n proje de\u011fi\u015fikli\u011fini gerektiren \u00f6nemli tadilat belgelerinde, mekanik elektronik tesisat de\u011fi\u015fikli\u011finde y\u00f6netmelikte bulunan esaslar g\u00f6z \u00f6n\u00fcne al\u0131n\u0131p binalara enerji tasarrufu yap\u0131l\u0131r. Enerji kullan\u0131m\u0131n\u0131n minimuma indirilmesi ekonomik a\u00e7\u0131dan vatanda\u015flara katk\u0131s\u0131 b\u00fcy\u00fck olacak. 2000 y\u0131l\u0131ndan \u00f6nce yap\u0131lm\u0131\u015f bina stoku, sadece ge\u00e7erli in\u015faat standartlar\u0131 a\u00e7\u0131s\u0131ndan kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda bile bug\u00fcnk\u00fc y\u00f6netmeli\u011fe g\u00f6re en az iki misli enerji harcamaktad\u0131r.&#8221; dedi.<\/p>\n<p><strong>&#8220;Y\u00d6NETMEL\u0130\u011eE UYGUN OLMAYAN B\u0130NALARA RUHSAT VER\u0130LMEYECEK&#8221;<\/strong><\/p>\n<p>Y\u00f6netmeli\u011fe uygun olmayan binalara yap\u0131m ruhsat\u0131 verilmeyece\u011fini a\u00e7\u0131klayan G\u00fcr, yeni yap\u0131lacak olan binalar\u0131n projesinin &#8216;Bina Enerji Tasarrufu Y\u00f6netmeli\u011fi&#8217;ne uymak zorunda oldu\u011funu ifade etti. Projeler y\u00f6netmeli\u011fe uymad\u0131\u011f\u0131 takdirde yap\u0131m ruhsat\u0131 verilmedi\u011fini ifade eden G\u00fcr, bunun, enerji tasarrufunun asgariye indirilmesi i\u00e7in devletin att\u0131\u011f\u0131 kesin bir ad\u0131m oldu\u011funu s\u00f6yledi. G\u00fcr, &#8220;Bina yapacak olan m\u00fcteahhitler, projelerini \u00e7izdirirken bu y\u00f6netmeli\u011fe g\u00f6re \u00e7izdirmek zorundad\u0131r. Aksi halde binan\u0131n yap\u0131m ruhsat\u0131 verilmeyecek. Yine y\u00f6netmeli\u011fe uygun projesine g\u00f6re uygulama yap\u0131lmayan binalara ilgili idarelerce, yap\u0131 kullan\u0131m izin belgesi verilmeyecek. Yani vatanda\u015f, yap\u0131lan binay\u0131 kullanamayacak. \u0130mar ve ada parsel durumu dikkate al\u0131narak \u0131s\u0131tma, so\u011futma, do\u011fal havaland\u0131rma, ayd\u0131nlatma gibi ihtiya\u00e7lar asgari seviyede tutulmas\u0131 gerekiyor. Mimari uygulama projesi ve sistem detaylar\u0131 \u0131s\u0131 yal\u0131t\u0131m raporu ile uyumlu olmal\u0131d\u0131r. Yenilebilir enerji kaynaklar\u0131n\u0131n kullan\u0131m\u0131 ara\u015ft\u0131rmal\u0131, bina i\u00e7erisinde s\u00fcrekli kullan\u0131lan ya\u015fam alanlar\u0131, g\u00fcne\u015f \u0131\u015f\u0131\u011f\u0131 ve \u0131s\u0131s\u0131, do\u011fal havaland\u0131rmadan en uygun faydalanabilecek \u015fekilde yerle\u015ftirilmedir.&#8221; diye ifade etti.<\/p>\n<p><strong>&#8220;SICAK SU S\u0130STEMLER\u0130N\u0130N D\u00dcZENL\u0130 KULLANILMASI \u00c7OK \u00d6NEML\u0130&#8221;<\/strong><\/p>\n<p>S\u0131cak su kullan\u0131m\u0131n, yeni uygulamada proje y\u00f6netmeli\u011fine esas olarak yap\u0131lmas\u0131 zorunlu olan yap\u0131lardan biri oldu\u011funa dikkat \u00e7eken \u0130l M\u00fcd\u00fcr\u00fc Hakan G\u00fcr, \u015f\u00f6yle konu\u015ftu: &#8220;Yap\u0131 ruhsat\u0131n\u0131 esas alan kullan\u0131m alan\u0131, 2 bin metrekarenin \u00fczerinde olan oteller, hastaneler, yurtlar gibi, konaklama ama\u00e7l\u0131 konut hari\u00e7 binalar ile spor merkezlerinde merkezi s\u0131hhi s\u0131cak su sisteminin planlanmas\u0131 \u015fartt\u0131r. Mevcut olan binalar ile in\u015faat\u0131 devam edip hen\u00fcz yap\u0131 kullan\u0131m izni almam\u0131\u015f olan binalar da bu uygulamaya ge\u00e7mek zorundad\u0131r. Merkezi \u0131s\u0131tma ve s\u0131hhi s\u0131cak su sistemlerinde \u0131s\u0131nma ve s\u0131hhi s\u0131cak su giderlerinin payla\u015ft\u0131r\u0131lmas\u0131na ili\u015fkin y\u00f6netmeli\u011fin amac\u0131, mevcut ya da yeni, birden fazla ba\u011f\u0131ms\u0131z b\u00f6l\u00fcme sahip, merkezi ya da b\u00f6lgesel \u0131s\u0131tma ve s\u0131hhi s\u0131cak su sistemli binalarda, \u0131s\u0131tma ve s\u0131hhi s\u0131cak su giderlerinin, ba\u011f\u0131ms\u0131z b\u00f6l\u00fcm kullan\u0131c\u0131lar\u0131na payla\u015ft\u0131r\u0131lmas\u0131na ili\u015fkin usul ve esaslar\u0131 belirlemektir. Otomatik kontrol sistemleri ve ayd\u0131nlatma projeleri, enerjinin tasarruflu kullan\u0131lmas\u0131nda \u00f6nemli derecede katk\u0131 sa\u011fl\u0131yor. Bina projeleri haz\u0131rlan\u0131rken, kullan\u0131c\u0131n\u0131n g\u00fcn \u0131\u015f\u0131\u011f\u0131ndan yeterince faydalanabilece\u011fi bir \u015fekilde haz\u0131rlanmal\u0131d\u0131r. Genel ayd\u0131nlatmada kullan\u0131lacak lambalar\u0131n \u00f6zellikleri prosed\u00fcrlere uygun olmal\u0131d\u0131r.
