Raporun iklim ve enerji uzman\u0131 yazar\u0131 \u201cT\u00fcrkiye\u2019de ithal k\u00f6m\u00fcr kullan\u0131m\u0131n\u0131n 2002\u2019den beri termik santraller y\u00fcz\u00fcnden artt\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. 2002 y\u0131l\u0131ndan beri eklenen 9 GWl\u0131k kurulu g\u00fcc\u00fcn 6 GWt\u0131 ithal k\u00f6m\u00fcrl\u00fc termik santral\u201d\u00a0oldu\u011funu belirtiyor.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">T\u00fcrkiye\u2019deki <strong>d\u00fc\u015f\u00fck kaliteli linyitlerin<\/strong> elektrik \u00fcretiminde kullan\u0131lmas\u0131na ili\u015fkin devam eden <strong>yo\u011fun tart\u0131\u015fmalara<\/strong> da de\u011finen Algedik \u201cSon d\u00f6nemlerde yetkilerden enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 i\u00e7in<strong> yerli k\u00f6m\u00fcr\u00fc destekleyen a\u00e7\u0131klamalar<\/strong> duyuyoruz. Hatta, Tufanbeyli \u0130thal K\u00f6m\u00fcr Santrali a\u00e7\u0131l\u0131\u015f\u0131nda Cumhurba\u015fkan\u0131 ithal k\u00f6m\u00fcre kar\u015f\u0131 oldu\u011funu beyan etti. Ancak, veriler T\u00fcrkiye\u2019nin hem ithal k\u00f6m\u00fcr\u00fc hem de yerli k\u00f6m\u00fcr\u00fcn kullan\u0131m\u0131n\u0131 <strong>artt\u0131rma arzusunda oldu\u011funu<\/strong> g\u00f6steriyor. \u00dcstelik, \u00f6ncelik ithal k\u00f6m\u00fcre verilmi\u015f durumda. T\u00fcrkiye\u2019de kurulmak istenilen ithal k\u00f6m\u00fcrl\u00fc termik santrallerin kapasitesi, planlanan yerli k\u00f6m\u00fcrl\u00fc termik santrallerin 6 kat\u0131! 2002\u2019den beri bu h\u00fck\u00fcmet d\u00f6neminde her ge\u00e7en g\u00fcn k\u00f6m\u00fcre ba\u011f\u0131ml\u0131 hale geliyoruz dedi.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\"><strong>Sera Gaz\u0131 Emisyonlar\u0131ndaki Art\u0131\u015f\u0131 Enerji Kaynakl\u0131!<\/strong><\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">T\u00fcrkiye\u2019nin atmosfere sald\u0131\u011f\u0131 sera gazlar\u0131 1990\u2019da 207,8 milyon tondan 2014\u2019de 467,6 milyon tona \u00e7\u0131kt\u0131. B\u00f6ylece 24 y\u0131lda %125 art\u0131\u015f ger\u00e7ekle\u015fti. Enerji sekt\u00f6r\u00fc kaynakl\u0131 sera gazlar\u0131 1990-2014 aras\u0131 %156 art\u0131\u015f g\u00f6sterdi. B\u00f6ylece toplam emisyonlarda %64 olan pay\u0131 2014\u2019de %73\u2019e \u00e7\u0131kt\u0131. Giderek artan enerji sekt\u00f6r\u00fc kaynakl\u0131 emisyonlar\u0131n \u00f6nemli pay\u0131n\u0131 ise k\u00f6m\u00fcrl\u00fc termik santraller olu\u015fturuyor. Enerji sekt\u00f6r\u00fc, 1990-2014 aras\u0131 259,8 milyon ton olan art\u0131\u015f\u0131n 206,6 milyon tondan sorumlu.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\"><span style=\"text-decoration: underline;\"><strong>Rapordaki 10 Temel Veri \u0130se:<\/strong><\/span><\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">T\u00fcrkiye\u2019nin <strong>sera gaz\u0131 sal\u0131mlar\u0131ndaki<\/strong> art\u0131\u015f\u0131n en kritik sorumlusu <strong>k\u00f6m\u00fcr<\/strong> ve <strong>do\u011falgazd\u0131r.<\/strong> 1990-2014 aras\u0131 259,8 milyon ton emisyon art\u0131\u015f\u0131n\u0131n 167,2 milyon tonu k\u00f6m\u00fcr ve do\u011falgaz\u0131n yak\u0131lmas\u0131 ile ortaya \u00e7\u0131kan karbondioksit kaynakl\u0131d\u0131r.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">Bu art\u0131\u015flara gerek\u00e7e g\u00f6sterilen \u201cenerji ihtiyac\u0131\u201d asl\u0131nda sadece fosil yak\u0131tlar\u0131n \u00fcretimini ve t\u00fcketimine artt\u0131rmaya y\u00f6neliktir. Bu nedenle, 1990\u2019da %18,6 olan fosil yak\u0131t d\u0131\u015f\u0131 enerji kaynaklar\u0131n\u0131n pay\u0131, 2014\u2019de %9,9\u2019un alt\u0131na d\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">K\u00f6m\u00fcr t\u00fcketimindeki art\u0131\u015f\u0131n belirleyicisi 1990-2014 y\u0131l\u0131 aras\u0131ndaki 42,5 milyon ton art\u0131\u015f\u0131n 41,5 milyon tonundan <strong><span style=\"text-decoration: underline;\">sorumlu <\/span>termik santrallerdir<\/strong>.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">Termik santraller bir taraftan yerli k\u00f6m\u00fcr santralleri, di\u011fer taraftan ithal k\u00f6m\u00fcr santralleri ile \u00e7ift kulvarda b\u00fcy\u00fct\u00fclmektedir. T\u00fcrkiye toplam k\u00f6m\u00fcr t\u00fcketimini neredeyse ikiye katlama yolunda giderken, k\u00f6m\u00fcr ithalat\u0131 2014\u2019de 1990\u2019\u0131n 6 kat\u0131 mertebesine\u00a0ula\u015fm\u0131\u015ft\u0131r.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">Bug\u00fcn EPDK listelerine g\u00f6re 59 santral \u00e7al\u0131\u015fmakta olup, 16 GW kurulu g\u00fcce sahiptir. Kurulu g\u00fcc\u00fcn yakla\u015f\u0131k 6 GW\u2019\u0131 ithal k\u00f6m\u00fcr santralleri olup, elektrik \u00fcretimi ve k\u00f6m\u00fcr santralleri kaynakl\u0131 emisyonlar\u0131n yar\u0131s\u0131ndan sorumludur.<br \/>\nSadece k\u00f6m\u00fcr yakan termik santraller 1990\u2019da atmosfere 22 milyon ton karbondioksit salarken, bu miktar 2014\u2019de 76 milyon tona \u00e7\u0131km\u0131\u015ft\u0131r. 2014\u2019den sonra eklenen \u00fcniteler ile bu miktar daha da artacakt\u0131r.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">Lisans alm\u0131\u015f ama hi\u00e7bir \u00fcnitesi \u00e7al\u0131\u015fmaya ba\u015flamayan, \u00f6n lisans alm\u0131\u015f, yada \u00f6n lisans ba\u015fvurusu de\u011ferlendirilen 37 santral EPDK listelerinde aday olarak yer almaktad\u0131r. Bu aday santrallerin 14 tanesi linyit ve asfaltit yakacak olup, kalan 23 santral k\u00f6m\u00fcr\u00fc ithal edecektir. Bu santrallere r\u00f6dovans s\u00f6zle\u015fmesi olan 2 proje de dahil edildi\u011finde 29,4 GW aday santral bulunmaktad\u0131r.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">T\u00fcrkiye\u2019de y\u00fcksek karbon politikalar\u0131n\u0131n sonucunda kendi k\u00f6m\u00fcr\u00fcn\u00fc yakmak i\u00e7in 4 GW kurulu g\u00fcce, d\u00fcnyan\u0131n k\u00f6m\u00fcr\u00fcn\u00fc yakmak i\u00e7in ise 25 GW kurulu g\u00fc\u00e7 eklemesi yapma durumu s\u00f6z konusudur.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">T\u00fcrkiye\u2019nin k\u00f6m\u00fcr santralleri geli\u015ftirme program\u0131 sadece EPDK lisanslama s\u00fcre\u00e7leri ile s\u0131n\u0131rl\u0131 de\u011fil. 2005\u2019de tekrar ba\u015flad\u0131\u011f\u0131 k\u00f6m\u00fcr arama \u00e7al\u0131\u015fmalar\u0131 ile yeni 7,2 milyar ton rezerv eklemi\u015ftir. Mevcut ve yeni bulunan rezervlerin devlet eliyle geli\u015ftirilmesi s\u00fcrmektedir.<\/p>\n<p class=\"selectionShareable\" style=\"color: #0a0a0a;\">R\u00f6dovans modeliyle\u00a0 toplam 3 GW g\u00fcce sahip 9 santral kazan\u0131lm\u0131\u015f, bunlardan iki tanesinin ise hen\u00fcz lisanslama s\u00fcre\u00e7lerine ba\u015flanamam\u0131\u015ft\u0131r.
