E\u011fer linyit santrallerinde \u00fcretilen elektrik miktar\u0131 resmi hedeflerdeki 57 teravatsaate ula\u015f\u0131rsa, te\u015fviklerin y\u0131ll\u0131k maliyeti 2 milyar ABD Dolar\u0131\u2019n\u0131 a\u015farken, piyasadaki elektrik fiyatlar\u0131ndaki art\u0131\u015f y\u00fczde 29 seviyesine ula\u015fabilir.\u201d<\/p>\n<p><strong>Yenilenebilir enerji ucuzluyor<\/strong><\/p>\n<p>A\u00e7\u0131klama \u015f\u00f6yle devam ediyor:<\/p>\n<p>\u201cSon y\u0131llarda elektrik piyasalar\u0131nda olu\u015fan arz fazlas\u0131 ve yenilenebilir enerji kaynaklar\u0131n\u0131n elektrik \u00fcretimindeki pay\u0131n\u0131n artmas\u0131 sonucunda serbest piyasada elektrik fiyatlar\u0131 bir s\u00fcredir t\u00fcketici lehine d\u00fc\u015f\u00fc\u015f e\u011filimi g\u00f6steriyor. Bu d\u00fc\u015f\u00fc\u015f sonucunda ba\u015fta \u00f6zelle\u015ftirilen termik santraller olmak \u00fczere yerli linyit ile \u00e7al\u0131\u015fan santrallerin elektrik \u00fcretim maliyetleri piyasadaki elektrik fiyatlar\u0131n\u0131n \u00fczerinde kald\u0131. S\u00f6z konusu santrallerin bankalara kredi bor\u00e7lar\u0131n\u0131 \u00f6demekte zorland\u0131\u011f\u0131 bu d\u00f6nemde k\u00f6m\u00fcrden \u00fcretilen elektrik i\u00e7in \u015febekeye eri\u015fim \u00f6nceli\u011fi ve al\u0131m garantisi verilmesini de \u00f6ng\u00f6ren bir kanun teklifi TBMM genel kuruluna sunuldu.<\/p>\n<p>2014 ve 2015 y\u0131llar\u0131 k\u00fcresel \u00f6l\u00e7ekte yenilenebilir enerji kaynaklar\u0131n\u0131n y\u0131l\u0131 oldu. Her iki y\u0131l i\u00e7erisinde de devreye al\u0131nan yeni elektrik kurulu g\u00fcc\u00fcn\u00fcn yar\u0131dan fazlas\u0131n\u0131 yenilenebilir enerji santralleri olu\u015fturdu. Beklentiler ve piyasa ko\u015fullar\u0131 bu gidi\u015fat\u0131n g\u00fc\u00e7lenerek devam edece\u011fini g\u00f6steriyor. Uluslararas\u0131 Enerji Ajans\u0131 2015 D\u00fcnya Enerji G\u00f6r\u00fcn\u00fcm\u00fc raporunda, 2015 \u2013 2040 aras\u0131nda elektrik sekt\u00f6r\u00fcnde yeni kurulu g\u00fc\u00e7 i\u00e7in yap\u0131lacak yat\u0131r\u0131m\u0131n y\u00fczde 60&#8217;\u0131n\u0131n yenilenebilir enerji kaynaklar\u0131na dayal\u0131 projelere aktar\u0131laca\u011f\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor. Paris \u0130klim Anla\u015fmas\u0131 sonras\u0131nda k\u00f6m\u00fcr projelerinin finansman\u0131n\u0131n \u00f6n\u00fcnde \u00f6nemli engeller y\u00fckseliyor. B\u00fct\u00fcn bu d\u00f6n\u00fc\u015f\u00fcm ve T\u00fcrkiye\u2019nin zengin yenilenebilir enerji potansiyeline ra\u011fmen, k\u00f6m\u00fcre agresif te\u015fvikler sunulmas\u0131 kabul edilemez.\u201d<\/p>\n<p><strong>Yeni Kanunla Neler De\u011fi\u015fecek?<\/strong><\/p>\n<p><strong>&#8211; K\u00f6m\u00fcr te\u015fvikleri fiyatlar\u0131 art\u0131rabilir<\/strong><\/p>\n<p>Yerli k\u00f6m\u00fcrden \u00fcretilen elektrik i\u00e7in verilecek al\u0131m garantisi, elektrik fiyatlar\u0131n\u0131 da etkileyecek. Bu etki, mevcut durumda \u00fcretim maliyetleri elektrik fiyat\u0131n\u0131n \u00fczerinde seyreden santrallerin, olu\u015fan y\u00fcksek fiyat ve \u015febekeye \u00f6ncelikli kabul avantajlar\u0131ndan m\u00fcmk\u00fcn oldu\u011funca fazla yararlanmak i\u00e7in \u00fcretimi art\u0131rmas\u0131yla ger\u00e7ekle\u015fecek. Y\u00fcksek te\u015fvik fiyat\u0131yla al\u0131nan bu elektrik miktar\u0131 artt\u0131k\u00e7a elektrik fiyat\u0131 da artacak.<\/p>\n<p>Enerji Ekonomisi ve Finansal Analiz Enstit\u00fcs\u00fc uzmanlar\u0131 taraf\u0131ndan yap\u0131lan ara\u015ft\u0131rmaya g\u00f6re kanun tasla\u011f\u0131nda linyit santrallerinden elde edilen elektrik i\u00e7in al\u0131m fiyat\u0131n\u0131n nas\u0131l belirlenece\u011fi hakk\u0131nda detay bulunmad\u0131\u011f\u0131 g\u00f6r\u00fcld\u00fc. Serbest piyasada elektrik fiyat\u0131n\u0131n kilovatsaat ba\u015f\u0131na 4,5 ABD Dolar\u0131 sent oldu\u011fu g\u00f6z \u00f6n\u00fcne al\u0131n\u0131r, al\u0131m fiyat\u0131n\u0131n kilovatsaat ba\u015f\u0131na 8 ABD Dolar\u0131 sent civar\u0131nda olaca\u011f\u0131 varsay\u0131l\u0131rsa, al\u0131m garantisinin y\u0131ll\u0131k toplam maliyetinin 1,1 milyar ABD Dolar\u0131 d\u00fczeyinde olaca\u011f\u0131 s\u00f6ylenebilir. Bu maliyet t\u00fcketicilere yans\u0131t\u0131ld\u0131\u011f\u0131 takdirde, elektri\u011fin piyasa fiyat\u0131 %19 artabilir. E\u011fer linyit santrallerinde \u00fcretilen elektrik miktar\u0131 resmi hedeflerdeki 57 teravatsaate ula\u015f\u0131rsa, te\u015fviklerin y\u0131ll\u0131k maliyeti 2 milyar ABD Dolar\u0131\u2019n\u0131 a\u015farken, piyasadaki elektrik fiyatlar\u0131ndaki art\u0131\u015f ise %29 oran\u0131nda y\u00fckselebilir.<\/p>\n<p><strong>&#8211; Linyit santralleri ani de\u011fi\u015fimlere ayak uyduramaz<\/strong><\/p>\n<p>G\u00fcn\u00fcm\u00fcz \u015febekeleri, gerekti\u011finde a\u00e7\u0131l\u0131p kapanacak, talepteki art\u0131\u015f ve d\u00fc\u015f\u00fc\u015flere h\u0131zl\u0131 tepki verecek esnek kaynaklara ihtiya\u00e7 duyar. Sistemdeki kay\u0131plar\u0131 s\u0131f\u0131ra yakla\u015ft\u0131rmak i\u00e7in talep taraf\u0131 y\u00f6netimi ve \u00e7e\u015fitli depolama sistemleri vas\u0131tas\u0131yla talep ve arz\u0131n birbirini kar\u015f\u0131lamas\u0131 hedeflenir. Linyit santralleri do\u011falar\u0131 gere\u011fi olduk\u00e7a hantal tesislerdir. Ani de\u011fi\u015fimlere ayak uydurmalar\u0131 olduk\u00e7a zordur ve kar elde edebilmek i\u00e7in talepten ba\u011f\u0131ms\u0131z d\u00fczenli \u00fcretime ihtiya\u00e7 duyarlar. G\u00fcne\u015f ve r\u00fczgar gibi yenilenebilir enerji kaynaklar\u0131ndan elektrik \u00fcretimi ise neredeyse s\u0131f\u0131r marjinal maliyetle ger\u00e7ekle\u015ftirildi\u011fi i\u00e7in \u00fcretilen elektri\u011fin maliyetini \u00f6nemli \u00f6l\u00e7\u00fcde d\u00fc\u015f\u00fcr\u00fcrler.<\/p>\n<p>&#8211;\u00a0<strong>Linyit santralleri yenilenebilir enerji kaynaklar\u0131n\u0131 tehdit ediyor<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin, 2023 y\u0131l\u0131na kadar devreye almay\u0131 planlad\u0131\u011f\u0131 18 bin 500 MW\u2019l\u0131k b\u00fcy\u00fck linyit kapasitesi ve enerji \u00fcretimini b\u00fcy\u00fck \u00f6l\u00e7\u00fcde k\u00f6m\u00fcre dayal\u0131 olarak planlamas\u0131n\u0131n \u015febekede ya\u015fanacak ciddi aksakl\u0131klar\u0131n da habercisi oldu\u011fu s\u00f6ylenebilir. Al\u0131m garantisine sahip olacak bu santrallerin ihtiya\u00e7tan ba\u011f\u0131ms\u0131z olarak elektrik \u00fcretilmesi \u00f6zellikle talebin d\u00fc\u015f\u00fck oldu\u011fu zamanlarda; neredeyse s\u0131f\u0131r marjinal maliyetle \u00fcretim yapan g\u00fcne\u015f, r\u00fczgar ve di\u011fer yenilenebilir enerji tesislerinin \u00e7al\u0131\u015fmas\u0131n\u0131 engelleyecek, \u00fcretilen elektri\u011fin maliyetini ciddi oranda art\u0131racakt\u0131r. \u00d6rne\u011fin bug\u00fcn \u00c7in\u2019in bir\u00e7ok b\u00f6lgesinde k\u00f6m\u00fcr santrallerinin kar edebilmesi i\u00e7in r\u00fczgar santralleri yasal olmayan bir bi\u00e7imde \u00fcretimlerinin \u00fc\u00e7te birini engelleyecek d\u00fczeyde durdurulmaktad\u0131r. Yine Almanya\u2019da, yasalar yenilenebilir enerjinin \u015febeke eri\u015fim \u00f6nceli\u011fi oldu\u011funu belirtmesine ra\u011fmen, kojenerasyondaki \u0131s\u0131 yahut yan hizmetler bahane edilerek konvansiyonel yak\u0131tlara \u00f6ncelik tan\u0131nabilmektedir. Yasa tasar\u0131s\u0131, linyite getirdi\u011fi \u00f6ncelik nedeniyle ayn\u0131 sorunlar\u0131n \u00fclkemizde de ya\u015fanmas\u0131na neden olaca\u011f\u0131 gibi, yenilenebilir alan\u0131nda ya\u015fanan geli\u015fmeleri ka\u00e7\u0131rmam\u0131za da neden olacakt\u0131r.<\/p>\n<p>Esnek olmayan yak\u0131tlardan olu\u015fan bir enerji kar\u0131\u015f\u0131m\u0131, yenilenebilir enerji ve \u015febeke entegrasyonu alan\u0131nda ya\u015fanan geli\u015fme ve uygulamalar\u0131n gerisinde kal\u0131nmas\u0131na neden olacak, altyap\u0131 yat\u0131r\u0131mlar\u0131n\u0131n ak\u0131ll\u0131 \u015febeke gibi stratejik alanlar yerine konvansiyonel teknolojilere yap\u0131lmas\u0131na neden olacak.<\/p>\n<p>&#8211;\u00a0<strong>Hektarlarca tar\u0131m alan\u0131 yok olabilir<\/strong><\/p>\n<p>Son 13 y\u0131lda yeni konut ve sanayi alanlar\u0131n\u0131n in\u015fas\u0131yla 2,4 milyon hektar tar\u0131m arazisini, enerji ve madencilik yat\u0131r\u0131mlar\u0131yla ise 400 bin hektar orman alan\u0131 yok olan T\u00fcrkiye\u2019nin daha fazla tar\u0131m ve orman arazisini kaybetmeye art\u0131k tahamm\u00fcl\u00fc yok. Linyite sa\u011flanacak al\u0131m garantileri sonucunda yeni k\u00f6m\u00fcr sahalar\u0131n\u0131n i\u015fletmeye a\u00e7\u0131lmas\u0131 bu kayb\u0131 art\u0131racakt\u0131r. Sadece Konya-Karaman\u2019daki k\u00f6m\u00fcr sahas\u0131 \u00fczerine yap\u0131lacak bir de\u011ferlendirme etkinin boyutunu g\u00f6zler \u00f6n\u00fcne serebilir. Konya Karap\u0131nar ve Karaman Ayranc\u0131\u2019da tespit edilen 1,8 milyar tonluk k\u00f6m\u00fcr sahas\u0131n\u0131n geli\u015ftirilmesi, Konya Havzas\u0131\u2019nda 20.000 hektar tar\u0131m alan\u0131nda verimli \u00fcst topra\u011f\u0131n s\u0131yr\u0131l\u0131p yok edilmesi, s\u00f6z konusu alandan \u00e7\u0131kacak hafriyat\u0131n ba\u015fka tar\u0131m alanlar\u0131 \u00fczerine d\u00f6k\u00fclmesiyle hektarlarca tar\u0131m alan\u0131n\u0131n yok olmas\u0131na neden olabilir.<\/p>\n<p><strong>&#8211; K\u00f6m\u00fcr santrallerine yak\u0131n t\u00fcm tar\u0131m alanlar\u0131 tehdit alt\u0131nda<\/strong><\/p>\n<p>Olu\u015fumu on binlerce y\u0131l s\u00fcren tar\u0131ma elveri\u015fli bu topraklar k\u00f6m\u00fcr, k\u00fck\u00fcrt, asit a\u011f\u0131r metal i\u00e7eren kaz\u0131 alanlar\u0131na ve dekapaj y\u0131\u011fma sahalar\u0131na d\u00f6n\u00fc\u015f\u00fcrken r\u00fczgarlar ile di\u011fer verimli tar\u0131m alanlar\u0131na do\u011fru da\u011f\u0131lacak. Karap\u0131nar-Ayranc\u0131 sahas\u0131nda ger\u00e7ekle\u015ftirilecek k\u00f6m\u00fcr yat\u0131r\u0131mlar\u0131, yeralt\u0131 su kaynaklar\u0131 \u00fczerinde de \u00e7ok ciddi bir bask\u0131ya yol a\u00e7acak.
