G\u00dcNDER Ba\u015fkan\u0131 Dr. Kemal Gani Bayraktar \u201cT\u00fcrkiye\u2019nin g\u00fcne\u015f enerjisindeki potansiyeli, \u00fclke ihtiya\u00e7lar\u0131 ve enerji yat\u0131r\u0131mc\u0131lar\u0131n\u0131n g\u00fcne\u015fe olan ilgisini g\u00f6z \u00f6n\u00fcne al\u0131nca bu hedef rahatl\u0131kla \u00e7ok daha y\u00fcksek olarak ger\u00e7ekle\u015febilir\u201d dedi.<\/p>\n<p><strong>HIZLI VE KOLAY ER\u0130\u015e\u0130LEB\u0130L\u0130R<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin co\u011frafi konumu gere\u011fi g\u00fcne\u015f a\u00e7\u0131s\u0131ndan \u00e7ok \u00f6nemli bir potansiyele sahip oldu\u011funa dikkat \u00e7eken Bayraktar, \u201cT\u00fcrkiye\u2019nin ve B\u00f6lge\u2019nin gelece\u011finde g\u00fcne\u015f enerjisi \u00e7ok \u00f6nemli bir rol oynayacak G\u00fcne\u015f enerjisi h\u0131zl\u0131, kolay eri\u015filebilir, \u0131s\u0131nmadan elektri\u011fe kadar bir \u00e7ok alanda kullan\u0131labilir, y\u00fcksek istihdam yaratan bir sekt\u00f6r olarak hem d\u00fc\u015f\u00fck karbonlu geli\u015febilecek ekonomimize hem de enerji ihtiyac\u0131m\u0131za katk\u0131 sa\u011flayacak temiz ve yerli bir enerji kayna\u011f\u0131\u201d diye konu\u015ftu.<\/p>\n<p><strong>KARAR VER\u0130C\u0130LER G\u00d6REVE<\/strong><\/p>\n<p>Paris \u0130klim Anla\u015fmas\u0131\u2019n\u0131 de\u011ferlendiren G\u00dcNDER Ba\u015fkan\u0131 Bayraktar \u015funlar\u0131 ifade etti:<br \/>\n\u201cT\u00fcm d\u00fcnyada fosil yak\u0131tlardan ka\u00e7\u0131\u015f ve enerjide d\u00f6n\u00fc\u015f\u00fcm ba\u015flad\u0131. Bu d\u00f6n\u00fc\u015f\u00fcm, T\u00fcrkiye i\u00e7in \u00f6nemli bir f\u0131rsat penceresi a\u00e7\u0131yor. G\u00fcne\u015f potansiyeli ile T\u00fcrkiye bu s\u00fcreci ka\u00e7\u0131rmamal\u0131 ve harekete ge\u00e7irmeli. \u00dclkemizin enerji gelece\u011fi g\u00fcne\u015ftedir. G\u00fcne\u015f sekt\u00f6r\u00fcn\u00fcn temsilcileri olarak bizler, \u00fclkemizin d\u00fc\u015f\u00fck karbonlu ekonomiye ge\u00e7i\u015fi i\u00e7in elindeki potansiyelini harekete ge\u00e7irmede \u00fczerimize d\u00fc\u015fen sorumlulu\u011fu yerine getirmeye haz\u0131r\u0131z. Karar vericilerimizin de bu sorumluluk ve f\u0131rsata uygun olarak daha iddial\u0131 hedefler belirlemesi, kentsel d\u00f6n\u00fc\u015f\u00fcmden sanayiye g\u00fcne\u015f enerjisinde yararlanmak \u00fczere uygulamalar\u0131 yayg\u0131nla\u015ft\u0131rmas\u0131, sekt\u00f6r\u00fcn geli\u015fimini h\u0131zland\u0131r\u0131c\u0131 tedbirler almas\u0131 ve geli\u015ftirilen politikalar\u0131 istikrarl\u0131 uygulamas\u0131 gerekiyor. B\u00f6ylelikle T\u00fcrkiye g\u00fcne\u015f enerjisi potansiyelini de\u011ferlendirebilece\u011fi \u00f6l\u00e7\u00fcde enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 sa\u011flaman\u0131n yan\u0131nda, k\u00fcresel iklim de\u011fi\u015fikli\u011fi m\u00fccadelesinin \u00f6nemli akt\u00f6rlerinden biri olabilir.\u201d<\/p>\n<p><strong>G\u00dcNE\u015e EN UCUZ ENERJ\u0130 KAYNA\u011eI<\/strong><\/p>\n<p>Aral\u0131k ay\u0131nda Paris\u2019te ger\u00e7ekle\u015fen COP21 iklim g\u00f6r\u00fc\u015fmeleri s\u0131ras\u0131nda g\u00fcne\u015f enerjisi alan\u0131nda d\u00fcnyan\u0131n \u00f6nde gelen sivil toplum kurulu\u015flar\u0131 birle\u015ferek K\u00fcresel G\u00fcne\u015f Enerjisi Konseyi\u2019ni kurmu\u015ftu. Kurulu\u015fu destekleyenler aras\u0131nda G\u00dcNDER\u2019in de oldu\u011fu Konsey taraf\u0131ndan yap\u0131lan ilk a\u00e7\u0131klamada g\u00fcne\u015f enerjisinin hali haz\u0131rda en h\u0131zl\u0131 ve kolay eri\u015filebilir enerji kaynaklar\u0131ndan biri oldu\u011fu ve teknoloji fiyatlar\u0131n\u0131n h\u0131zla gerilemeye devam etti\u011fi ifade edilmi\u015fti. Uluslararas\u0131 Enerji Ajans\u0131 ve Uluslararas\u0131 Yenilenebilir Enerji Ajans\u0131 2015 y\u0131l\u0131 istatistiklerine g\u00f6re, 2015 y\u0131l\u0131nda g\u00fcne\u015f kapasitesi 50 GW (%29) artarken, maliyetler ise 2010 y\u0131l\u0131na g\u00f6re yakla\u015f\u0131k y\u00fczde 80 d\u00fc\u015fm\u00fc\u015f durumda.<\/p>\n<p>2015\u2019te Avrupa Birli\u011fi \u00fclkeleri elektrik talebinin y\u00fczde 4\u2019\u00fcn\u00fc g\u00fcne\u015ften (Fotovoltaik &#8211; PV) kar\u015f\u0131lad\u0131. Ko\u015fullar sa\u011fland\u0131\u011f\u0131 takdirde g\u00fcne\u015f enerjisinin k\u00fcresel elektrik \u00fcretimindeki mevcut y\u00fczde 1\u2019lik pay\u0131n\u0131n 2030\u2019da y\u00fczde 10\u2019a \u00e7\u0131kabilece\u011fi hesaplan\u0131yor.<\/p>\n<p><strong>G\u00dcNDER\u2019\u0130N POL\u0130T\u0130KA \u00d6NER\u0130LER\u0130<\/strong><\/p>\n<p>G\u00dcNDER Y\u00f6netim Kurulu, g\u00fcne\u015f yat\u0131r\u0131mlar\u0131n\u0131n \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131 ve h\u0131zland\u0131r\u0131lmas\u0131 i\u00e7in karar vericilere sundu\u011fu \u00f6neriler \u015f\u00f6yle:<\/p>\n<p>&#8211; 2023 y\u0131l\u0131na kadar en az 20,000 MW yeni lisans kapasitesi ihdas edilmeli, bununla ilgili ba\u015fvuru b\u00f6lgeleri ve \u015fartlar\u0131 acilen a\u00e7\u0131klanmal\u0131.<\/p>\n<p>&#8211; Karap\u0131nar, Karaman, Ni\u011fde ve Van gibi g\u00fcne\u015f enerjisi ihtisas yat\u0131r\u0131m alanlar\u0131 ile ilgili mevzuat bir an \u00f6nce tamamlanmal\u0131, bu b\u00f6lgelerle ilgili altyap\u0131 eksiklikleri tamamlanmal\u0131.<\/p>\n<p>&#8211; \u00d6zellikle ihtisas b\u00f6lgeleri ile ilgili lisans ba\u015fvuru \u015fartlar\u0131 \u015feffaf ve adil olmal\u0131, \u00f6nlisans ba\u015fvuru y\u00f6netmeli\u011fi \u00f6l\u00e7\u00fcm \u015fart\u0131 gibi gereksiz b\u00fcrokrasiden ar\u0131nd\u0131r\u0131larak yeniden olu\u015fturulmal\u0131.<\/p>\n<p>&#8211; Lisanss\u0131z kapasitelerin yat\u0131r\u0131ma en k\u0131sa s\u00fcrede d\u00f6n\u00fc\u015fmesi i\u00e7in gerekli tedbirler al\u0131nmal\u0131, lisanss\u0131z \u00fcretimle ilgili imar ve enerji nakil hatt\u0131 gibi problemli konulara y\u00f6nelik iyile\u015ftirme tedbirleri al\u0131nmal\u0131, geli\u015ftirilen politikalar istikrarla uygulanmal\u0131.<\/p>\n<p>&#8211; Yerli \u00fcr\u00fcn kullan\u0131m\u0131na y\u00f6nelik te\u015fvikler g\u00f6zden ge\u00e7irilmeli ve bu katk\u0131lar\u0131n al\u0131nma s\u00fcre\u00e7leri basitle\u015ftirilmeli.<\/p>\n<p>&#8211; \u201cG\u00fcne\u015f kentleri\u201d konseptiyle, belediyelere hibe destekleri verilerek, t\u00fcketimlerini bu kaynaktan kar\u015f\u0131lamalar\u0131 sa\u011flanmal\u0131.<\/p>\n<p>&#8211; Binalar\u0131n ve \u015fehirlerin tasar\u0131m\u0131nda g\u00fcne\u015ften yararlanma \u00f6ncelikli olmal\u0131, binalar\u0131n g\u00fcne\u015fle enerji verimli renovasyonu ve b\u00fct\u00fcnle\u015fik g\u00fcne\u015f enerjisi sistemleri kullan\u0131m\u0131 ilgili mevzuatlar \u00e7er\u00e7evesinde g\u00fcvence alt\u0131na al\u0131nmal\u0131.<\/p>\n<p>&#8211; Ulusal enerji t\u00fcketiminin en az \u00fc\u00e7te birini olu\u015fturan \u0131s\u0131tma ve so\u011futma ihtiya\u00e7lar\u0131n\u0131n giderilmesinde \u00f6ncelikli olarak g\u00fcne\u015f \u0131s\u0131l teknolojilerinden yararlan\u0131lmas\u0131na ve bu sayede kademeli olarak do\u011fal gaz t\u00fcketiminin azalt\u0131lmas\u0131na y\u00f6nelik bir eylem plan\u0131 olu\u015fturulmal\u0131.<\/p>\n<p>&#8211; G\u00fcne\u015fle \u0131s\u0131tma ve so\u011futma, b\u00f6lgesel \u0131s\u0131tma ve so\u011futma, g\u00fcne\u015fle proses \u0131s\u0131s\u0131 \u00fcretimi ve \u0131s\u0131 depolama alanlar\u0131nda da \u00f6rnek uygulamalarla kullan\u0131m yayg\u0131nla\u015ft\u0131r\u0131lmal\u0131.<\/p>\n<p>&#8211; Is\u0131tma, so\u011futma ve proses \u0131s\u0131s\u0131 \u00fcretiminde g\u00fcne\u015ften yararlanma karbon sal\u0131m\u0131n\u0131 azaltmada ve enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131m\u0131z\u0131 sa\u011flamada \u00f6nemli bir kald\u0131ra\u00e7t\u0131r.
