D\u00fcnyada g\u00fcne\u015ften elektrik \u00fcretiminde kurulu g\u00fc\u00e7, bu y\u0131l ger\u00e7ekle\u015fen en az 51 bin MW yeni kurulumla 228 bin MW\u2019\u0131 a\u015farken, \u00fclkemizde 249 MW\u2019a hen\u00fcz ula\u015f\u0131ld\u0131.<\/p>\n<p>2014 y\u0131l\u0131n\u0131 40 MW kurulu g\u00fc\u00e7 ile T\u00fcrkiye elektrik \u00fcretim kurulu g\u00fcc\u00fcn\u00fcn onbinde 6\u2019s\u0131 olarak tamamlayan g\u00fcne\u015f enerjisi, 2015\u2019te %519 b\u00fcy\u00fcme ile 249 MW kurulu g\u00fcce eri\u015fti.Bu h\u0131zl\u0131 b\u00fcy\u00fcme toplam kurulu g\u00fc\u00e7 i\u00e7inde g\u00fcne\u015f enerjisinin oran\u0131n\u0131 da binde 3,4\u2019e ta\u015f\u0131d\u0131. Toplam kurulu g\u00fc\u00e7 i\u00e7inde g\u00fcne\u015f enerjisi \u00e7ok k\u00fc\u00e7\u00fck bir oran\u0131 te\u015fkil etse de i\u015fletmeye al\u0131nan toplam bin 481 adet enerji santrali i\u00e7inde 362 adet santralle g\u00fcne\u015f enerjisi %24,4 pay ald\u0131. G\u00fcne\u015f enerjisinde ge\u00e7en seneye g\u00f6re i\u015fletmeye al\u0131nan enerji santrali say\u0131s\u0131nda b\u00fcy\u00fcme ise %223 olarak ger\u00e7ekle\u015fti. B\u00fcy\u00fcmenin tamam\u0131 lisanss\u0131z g\u00fcne\u015f enerjisi yat\u0131r\u0131mlar\u0131 ile sa\u011fland\u0131. 2015 sonu itibariyle toplam 2 bin 345 MW g\u00fcc\u00fcnde 2 bin 750 adet lisanss\u0131z g\u00fcne\u015f enerjisi santral projesi onaylan\u0131rken, 249 MW g\u00fcc\u00fcnde 362 lisanss\u0131z g\u00fcne\u015f enerjisi santrali projesi kurularak i\u015fletmeye al\u0131nd\u0131.<\/p>\n<p>Geli\u015fen sanayi ve artan yetkinlikler, \u00e7ok y\u00f6nl\u00fc y\u00fckselen bilin\u00e7, lisanss\u0131z g\u00fcne\u015f enerjisi yat\u0131r\u0131mlar\u0131nda devam eden olumlu geli\u015fme, 2015\u2019te tamamlanan 600 MW\u2019l\u0131k lisansl\u0131 g\u00fcne\u015f enerjisi yat\u0131r\u0131mlar\u0131n\u0131n \u00f6nlisanslama s\u00fcreci, YEGM\u2019nin e\u015fg\u00fcd\u00fcm\u00fcnde 100.000 \u00e7at\u0131 projesi ve IPARD-2 Program\u0131 kapsam\u0131nda g\u00fcne\u015f enerjisinin hibe ve deste\u011fi, 2016 i\u00e7in daha da umut vermektedir. 2016 y\u0131l\u0131n\u0131n Ocak ay\u0131 itibariyle i\u015fletmeye al\u0131nan 47 lisanss\u0131z g\u00fcne\u015f enerjisi santrali ile 41,2 MW yeni kurulan g\u00fc\u00e7 de iyi bir destekleyici kan\u0131tt\u0131r. 2016\u2019da d\u00fc\u015f\u00fck geli\u015fim senaryosunda 600 MW, orta geli\u015fim senaryosunda 800 MW, y\u00fcksek geli\u015fim senaryosunda ise 1.000 MW kurulu g\u00fcce ula\u015faca\u011f\u0131m\u0131z\u0131 \u00f6ng\u00f6rmekteyiz.<\/p>\n<p><strong>ELEKTR\u0130K ENERJ\u0130S\u0130 \u00dcRET\u0130M POTANS\u0130YEL\u0130 EN AZ 500 B\u0130N MW<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin ve b\u00f6lgenin gelece\u011finde g\u00fcne\u015f enerjisi \u00e7ok \u00f6nemli bir rol oynayacak. H\u0131zl\u0131 ve kolay eri\u015filebilirli\u011fi ve uygulanabilirli\u011fi, \u0131s\u0131dan elektri\u011fe depolama dahil teknolojik eri\u015filebilirli\u011fin m\u00fcmk\u00fcn ve uygun olmas\u0131, \u00e7ok y\u00f6nl\u00fc sekt\u00f6relentegrasyon ve istihdama katk\u0131s\u0131 g\u00fcne\u015f enerjisini ayr\u0131cal\u0131kl\u0131 k\u0131lmaktad\u0131r. \u00d6zellikle kentsel d\u00f6n\u00fc\u015f\u00fcm\u00fc h\u0131zla uygulamaya alm\u0131\u015f olan \u00fclkemizin, yeniden yap\u0131la\u015fma s\u00fcrecini enerji etkin tasar\u0131ml\u0131, g\u00fcne\u015f odakl\u0131 binalar ve yerle\u015fim alanlar\u0131 ile s\u00fcrd\u00fcrebilme f\u0131rsat\u0131n\u0131 ka\u00e7\u0131rmamas\u0131 gerekir. T\u00fcrkiye\u2019nin g\u00fcne\u015ften elektrik enerjisi \u00fcretim potansiyeli en az 500 bin MW\u2019dir. Bu da g\u00fcne\u015fi yenilebilir enerji kaynaklar\u0131 i\u00e7inde eri\u015filebilir en y\u00fcksek potansiyel kaynak yapmaktad\u0131r. G\u00fcne\u015f enerjisinin en yak\u0131n takip\u00e7isi 87 bin MW ile r\u00fczgar enerjisidir. 2015 sonu itibariyle T\u00fcrkiye\u2019nin toplam elektrik enerjisi kurulu g\u00fcc\u00fcn\u00fcn 73 bin 148 megavata ula\u015ft\u0131\u011f\u0131 g\u00f6z\u00f6n\u00fcnde bulundurulursa, \u00fclkemizde g\u00fcne\u015f enerjisinden sadece elektrik \u00fcretme potansiyelinin \u00f6nemi ve hem \u00fclkemize hem de b\u00f6lgemize sunabilece\u011fi f\u0131rsatlar daha da iyi anla\u015f\u0131lmaktad\u0131r.<\/p>\n<p>Kulland\u0131\u011f\u0131m\u0131z suyun \u0131s\u0131t\u0131lmas\u0131nda, ya\u015fad\u0131\u011f\u0131m\u0131z ve \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z hacimlerin \u0131s\u0131t\u0131lmas\u0131nda ve so\u011futulmas\u0131nda, sanayimizin ihtiya\u00e7 duyaca\u011f\u0131 \u00fcretim \u0131s\u0131s\u0131n\u0131n te\u015fkilinde, binalar\u0131n ve \u015fehirlerin tasar\u0131m\u0131nda g\u00fcne\u015f en \u00f6nemli katk\u0131y\u0131 sa\u011flamaktad\u0131r. Ne yaz\u0131k ki, \u015fu an \u00fclkemizde en temel kullan\u0131m s\u0131cak su eldesi olup, g\u00fcne\u015f enerjisinden ba\u015fta hacim \u0131s\u0131tma ve so\u011futmas\u0131 ile sanayinin \u00fcretim \u0131s\u0131s\u0131 alanlar\u0131nda yararlanma h\u0131zla geli\u015fim g\u00f6sterecektir. G\u00fcne\u015ften 2014 sonu itibariyle d\u00fcnyada g\u00fcne\u015ften \u0131s\u0131 enerjisi \u00fcretiminde kurulu kapasite 406.000 megavat\u0131 (580 milyon m2 kollekt\u00f6r alan\u0131) a\u015ft\u0131. Bu de\u011fer, d\u00fcnya r\u00fczgar enerjisi kurulu g\u00fcc\u00fc olan 370 bin megavattan da y\u00fcksek\u2026 G\u00fcne\u015ften elektrik \u00fcretiminde kurulu g\u00fc\u00e7 249 megavata hen\u00fcz ula\u015f\u0131rken, \u00fclkemiz g\u00fcne\u015f enerjisinden \u0131s\u0131 \u00fcretilmesinde 11 bin megavat kurulu g\u00fc\u00e7 ile d\u00fcnyada d\u00f6rd\u00fcnc\u00fc, Avrupa\u2019da ise Almanya\u2019n\u0131n ard\u0131ndan ikinci s\u0131rada bulunmakta ve y\u0131ll\u0131k yeni kurulum kapasitesi a\u00e7\u0131s\u0131ndan ise \u00c7in\u2019in ard\u0131ndan d\u00fcnyada ikinci s\u0131radad\u0131r. 2015 y\u0131l\u0131nda da 1,9 milyon m2 yeni kollekt\u00f6r kurulumu ile g\u00fcne\u015f \u0131s\u0131l sekt\u00f6r\u00fc geli\u015fimini s\u00fcrd\u00fcrmektedir.<\/p>\n<p>D\u00fcnya toplam kurulu kapasitesinden 341 TWh\u2019l\u0131k g\u00fcne\u015f enerjisi ile s\u0131cak su elde edilmesi, 36,7 milyon TEP (ton e\u015fde\u011feri petrol) tasarrufa ve 118,6 milyon ton CO2 sal\u0131m azalt\u0131m\u0131na e\u015fde\u011fer olup, d\u00fcnya genelinde 460.000 ki\u015filik istihdam sa\u011flam\u0131\u015ft\u0131r. G\u00fcne\u015ften \u0131s\u0131 \u00fcretiminde 16 milyon m2\u2019yi a\u015fan monte edilmi\u015f g\u00fcne\u015f kollekt\u00f6rleri ile \u015fu anda \u00fclkemiz \u00e7at\u0131lar\u0131nda da \u0131s\u0131 enerjisi toplanmakta ve s\u0131cak su elde edilmektedir. Bu \u00e7er\u00e7evede \u00fclkemizde kurulu g\u00fcne\u015ften \u0131s\u0131 \u00fcreten g\u00fcc\u00fcm\u00fcz\u00fcn de yakla\u015f\u0131k 1,6 milyon ton CO2azalt\u0131m\u0131na ve en az 1 milyon TEP tasarrufa katk\u0131 sa\u011flad\u0131\u011f\u0131 \u00f6ng\u00f6r\u00fclebilir.<\/p>\n<p><strong>ENERJ\u0130 BA\u011eIMSIZLI\u011eI \u0130\u00c7\u0130N G\u00dcNE\u015e ENERJ\u0130S\u0130<\/strong><\/p>\n<p>WWF G\u00fcne\u015f Atlas\u0131\u2019na g\u00f6re, toplam 790 km\u00b2\u2019lik bir alana yay\u0131lacak g\u00fcne\u015f mod\u00fclleriyle T\u00fcrkiye\u2019nin \u015fu andaki elektrik ihtiyac\u0131n\u0131n tamam\u0131n\u0131 kar\u015f\u0131lamak m\u00fcmk\u00fcn. N\u00fcfus ve ki\u015fi ba\u015f\u0131na d\u00fc\u015fen elektrik t\u00fcketiminin artaca\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, 2050 y\u0131l\u0131nda T\u00fcrkiye\u2019nin elektrik ihtiyac\u0131n\u0131n tamam\u0131n\u0131 kar\u015f\u0131lamak i\u00e7in g\u00fcne\u015f enerjisi teknolojisine dair en \u0131l\u0131ml\u0131 tahminler \u00e7er\u00e7evesinde bile, T\u00fcrkiye\u2019nin toplam alan\u0131n\u0131n on binde 25\u2019inden daha dar bir alan\u0131n di\u011fer bir deyi\u015fle ile bin 600 km\u00b2\u2019lik bir alan\u0131 g\u00fcne\u015f mod\u00fclleriyle kaplamak yeterli olmaktad\u0131r. T\u00fcrkiye\u2019nin fosil kaynaklar\u0131 yok denecek kadar az. Bug\u00fcn enerji ihtiyac\u0131n\u0131n %95\u2019i de fosil yak\u0131tlardan kar\u015f\u0131lanmaktad\u0131r. Enerji ithalat\u0131 toplam ithalat\u0131n %25\u2019ini te\u015fkil ederken, cari a\u00e7\u0131\u011f\u0131m\u0131zda da \u00f6nemli etkisi bulunmaktad\u0131r. B\u00f6yle olunca enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131nda her g\u00fcne\u015f \u0131\u015f\u0131\u011f\u0131n\u0131 \u00fclke ekonomisine kazand\u0131rmak, hepimizin sorumlulu\u011fudur.<\/p>\n<p><strong>S\u00dcRD\u00dcR\u00dcLEB\u0130L\u0130R KALKINMADA B\u00d6LGESEL G\u00dc\u00c7 OLAB\u0130L\u0130R\u0130Z<\/strong><\/p>\n<p>Geli\u015fmi\u015f \u00fclkelerde oldu\u011fu gibi, T\u00fcrkiye de g\u00fcne\u015fin g\u00fcc\u00fcn\u00fc g\u00f6rmeye ba\u015flad\u0131. Kurulu \u00fcretim kapasiteleri ve enerjide risk te\u015fkil eden d\u0131\u015f ba\u011f\u0131ml\u0131l\u0131k g\u00f6z\u00f6n\u00fcnde bulundurulursa, belirlenen hedeflerin b\u00fcy\u00fct\u00fclmesi ve verilen desteklerin artmas\u0131yla h\u0131zl\u0131 bir b\u00fcy\u00fcme i\u00e7inde olan g\u00fcne\u015f enerjisi sekt\u00f6r\u00fcn\u00fcn mevcudiyeti kuvvetlenecek, teknolojik yetkinli\u011fi ve d\u00fcnyada rekabet g\u00fcc\u00fc daha da artacakt\u0131r. \u00dclkemizin ihtiya\u00e7lar\u0131 ve yenilenebilir enerji potansiyeli d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, hedefli \u00e7al\u0131\u015fmalarla g\u00fcne\u015f enerjisinde ba\u015far\u0131m\u0131n daha da y\u00fcksek seviyelerde sa\u011flanabilece\u011fi kolayl\u0131kla belirtilebilir. Toplumun t\u00fcm kesiminde uluslararas\u0131, ulusal, yerel, kurumsal ve bireysel hedefler i\u00e7selle\u015ftirilerek sahiplenilmeli, d\u00fczenli de\u011ferlendirmelerle sonu\u00e7 odakl\u0131 ve e\u015fg\u00fcd\u00fcm i\u00e7inde \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r. Yenilenebilir Enerji Hedeflerinde politika yap\u0131c\u0131lar\u0131n, merkezi y\u00f6netimin duyurumlar\u0131 ve vizyon ifadeleri, enerji stratejileri ve senaryolar\u0131, detayland\u0131r\u0131lm\u0131\u015f yol haritalar\u0131 ve faaliyet planlar\u0131, yasal ba\u011flay\u0131c\u0131l\u0131\u011f\u0131 olu\u015fturulmu\u015f yenilenebilir enerji hedefleri ba\u015far\u0131n\u0131n temelini te\u015fkil edecektir. B\u00fcrokratik i\u015flemlerde kaybedilen zaman\u0131n \u00f6nlenmesi ve s\u00fcre\u00e7lerin h\u0131zland\u0131r\u0131lmas\u0131, kurumlar aras\u0131 (kamu, da\u011f\u0131t\u0131m \u015firketleri, yerel y\u00f6netimler) ileti\u015fimin ve e\u015fg\u00fcd\u00fcml\u00fc \u00e7al\u0131\u015fmalar\u0131n \u00e7\u00f6z\u00fcm odakl\u0131 art\u0131r\u0131lmas\u0131, y\u00fcksek teminat zorunluluklar\u0131n\u0131n yeniden de\u011ferlendirilmesi, gerekli desteklerin etkin sunumu ve yerli \u00fcretici ve teknolojilerin yurtd\u0131\u015f\u0131 etkenlere kar\u015f\u0131 haks\u0131z rekabetten korunup desteklenmesi, binalarda \u0131s\u0131tma ve so\u011futmadan elektrik \u00fcretimine geni\u015f bir \u00e7er\u00e7evede g\u00fcne\u015f enerjisinden yararlanmaya odaklanacak mevzuat geli\u015ftirme ve h\u0131zla uygulamalarda yer almas\u0131n\u0131 sa\u011flama, sekt\u00f6rler aras\u0131 b\u00fct\u00fcnle\u015fik Ar-Ge \u00e7al\u0131\u015fmalar\u0131n\u0131n sistemli yap\u0131lanmas\u0131, b\u00f6lgesel d\u00fczeyde mevzuat ve altyap\u0131 geli\u015ftirme f\u0131rsatlar\u0131 b\u00f6lgesel boyutta geli\u015fime d\u00f6n\u00fc\u015ft\u00fcrecektir.<\/p>\n<p>T\u00fcrkiye\u2019nin g\u00fcne\u015f enerjisine dayal\u0131 elektrik ve \u0131s\u0131 \u00fcretim tesisi yat\u0131r\u0131mlar\u0131na en \u00f6nemli ev sahibi olma ve bu yat\u0131r\u0131mlar i\u00e7in ihtiya\u00e7 duyulan mallar\u0131n, hizmetlerin ve teknolojilerin \u00fcretildi\u011fi, yeni ve ileri g\u00fcne\u015f enerjisi teknolojilerinin geli\u015ftirildi\u011fi ve geli\u015ftirilen teknolojilerin ihra\u00e7 edildi\u011fi bir \u00fclke olmas\u0131 eri\u015filebilir bir hedeftir\u2026 \u00c7\u00fcnk\u00fc \u00fclkemiz sanayisiyle sadece g\u00fcne\u015ften elektrik \u00fcretim teknolojileri de\u011fil, g\u00fcne\u015ften \u0131s\u0131 \u00fcreterek binalardan sanayiye geni\u015f bir uygulama alan\u0131na hizmet verebilecek \u00fcr\u00fcn ve sistemleri sunan altyap\u0131ya hali haz\u0131rda sahiptir. Kurulu sistem \u00fcretim kapasiteleri ve enerjide risk te\u015fkil eden d\u0131\u015f ba\u011f\u0131ml\u0131l\u0131k g\u00f6z\u00f6n\u00fcnde bulundurulursa, belirlenen hedeflerin y\u00fckseltilmesi, h\u0131zla ivmelenmekte olan g\u00fcne\u015f enerjisi sekt\u00f6r\u00fcn\u00fcn mevcudiyetini kuvvetlendirecek, teknolojik yetkinli\u011fi ve d\u00fcnyayla rekabet g\u00fcc\u00fcn\u00fc daha da art\u0131racakt\u0131r.<br \/>\nYerli \u00fcreticilerimiz de kendilerini s\u00fcrekli geli\u015ftirmektedir. T\u00fcrkiye\u2019de y\u0131ll\u0131k 1,6 milyon m2\u2019yi a\u015fan g\u00fcne\u015f kolekt\u00f6r\u00fc \u00fcretimi ile 90\u2019dan fazla \u00fcretici, 800\u2019\u00fc a\u015fk\u0131n sat\u0131c\u0131 ve 3000\u2019i a\u015fan montajc\u0131 g\u00fcne\u015ften \u0131s\u0131 enerjisi \u00fcretimine hizmet vermektedir. G\u00fcne\u015f zengini \u00fclkemiz, g\u00fcne\u015f enerjisi teknolojilerinde \u00fcretimden tasar\u0131m ve taahh\u00fcde \u00f6nemli bir b\u00f6lgesel g\u00fc\u00e7 olmaktad\u0131r.Yenilenebilir Enerji Eylem Plan\u0131nda 2023 y\u0131l\u0131 itibariyle \u0131s\u0131tma ve so\u011futmada enerji ihtiyac\u0131n\u0131n en az %15\u2019inin yenilenebilir enerjiden kar\u015f\u0131lanmas\u0131n\u0131n hedeflenmesi ve bu alanda g\u00fcne\u015f enerjisi sekt\u00f6r\u00fcm\u00fcz\u00fcn t\u00fcm disiplinleriyle haz\u0131r olmas\u0131 \u00f6nemli bir motivasyon unsurudur. \u00dclkemiz i\u00e7in 2023 hedeflerine eri\u015fimde, k\u00fcresel \u0131s\u0131nma ile m\u00fccadelede sal\u0131mlar\u0131n\u0131 azaltma ve d\u00fc\u015f\u00fck karbon (s\u0131f\u0131r karbon) ekonomisine ge\u00e7i\u015f s\u00fcre\u00e7lerinde y\u00fczde 100 yenilenebilir enerjiden ve \u00f6zellikle g\u00fcne\u015ften yararlanmay\u0131 hedefleme; istihdama, \u00fcretime ve ihracata \u00f6nemli katk\u0131n\u0131n yan\u0131nda, etkin bir kalk\u0131nma rol modeli olarak da \u00f6rnek te\u015fkil edebilecektir. Ulusal Enerji Verimlili\u011fi Eylem Plan\u0131 ile enerji tasarrufu hedefleri ve COP 21 Paris Anla\u015fmas\u0131 sonras\u0131 sal\u0131m azalt\u0131m hedefleri eri\u015fiminde g\u00fcne\u015f, \u00fclkemizin enerji gelece\u011fidir.<\/p>\n<p>En d\u00fc\u015f\u00fck senaryoda bile g\u00fcne\u015f elektri\u011finde y\u0131ll\u0131k 35.000 MWe yeni kurulu g\u00fc\u00e7 geli\u015fimi \u00f6ng\u00f6r\u00fclen d\u00fcnya pazar\u0131na k\u0131yasla, (ki bu 2019 itibariyle 368.000 MWe kurulu g\u00fc\u00e7 eri\u015fimini i\u015faret etmektedir) \u00fclkemizde 2019\u2019da g\u00fcne\u015f enerjisiyle elektrik \u00fcretiminde 3.000 MW\u2019a, 2023\u2019te ise en az 5.000 MW\u2019a ula\u015f\u0131m hedeflenmi\u015ftir. Pratikte bunun \u00e7ok daha \u00fcst\u00fcnde ger\u00e7ekle\u015fece\u011fi \u015f\u00fcphesizdir.<\/p>\n<p><strong>PAR\u0130S ANLA\u015eMASI B\u0130ZE G\u00dcNE\u015e\u0130 G\u00d6STER\u0130YOR<\/strong><\/p>\n<p>Paris\u2019te ger\u00e7ekle\u015ftirilen Birle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi \u00c7er\u00e7eve S\u00f6zle\u015fmesi 21. Taraflar Konferans\u0131 tarihi bir anla\u015fma ile sonu\u00e7land\u0131. 195 \u00fclkenin yer ald\u0131\u011f\u0131 anla\u015fma, i\u015f d\u00fcnyas\u0131na ve yat\u0131r\u0131mc\u0131lara fosil yak\u0131t d\u00f6neminin sonuna geldi\u011fimiz i\u015faretini verdi. Karbon b\u00fct\u00e7esini 1,5 derece hedefiyle s\u0131n\u0131rlayan bu anla\u015fma \u00fclkemizin enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcnde temiz enerji teknolojilerinin \u00f6nemini ortaya koydu. T\u00fcrkiye\u2019deki g\u00fcne\u015f enerjisi sekt\u00f6r\u00fc, \u00fczerine d\u00fc\u015fen g\u00f6revin bilincindedir. T\u00fcrkiye karbon sal\u0131mlar\u0131n\u0131 azaltmak ve d\u00fc\u015f\u00fck karbonlu ekonomiye ge\u00e7mek i\u00e7in yeterli kayna\u011fa sahiptir. Gerek uluslararas\u0131 konjekt\u00fcr, gerekse \u00fclkemizdeki sanayici bu zorunlu d\u00f6n\u00fc\u015f\u00fcm\u00fc ger\u00e7ekle\u015ftirme sorumlulu\u011funu yerine getirmeye haz\u0131r. Karar vericilerimizin de bu sorumluluk ve f\u0131rsata uygun olarak daha iddial\u0131 hedefler belirlemesi, sekt\u00f6r\u00fcn geli\u015fimini h\u0131zland\u0131r\u0131c\u0131 tedbirler almas\u0131 gerekiyor. \u00dclkemizin gelece\u011fi g\u00fcne\u015ftedir. G\u00dcNDER Y\u00f6netim Kurulu olarak g\u00fcne\u015fin \u00f6n\u00fcn\u00fcn a\u00e7\u0131lmas\u0131 i\u00e7in karar vericilere \u00f6nerilerimiz \u015fu \u015fekildedir:<\/p>\n<p>\u2022 2023 y\u0131l\u0131na kadar en az 20.000 MW yeni lisans kapasitesi ihdas edilmeli, bununla ilgili ba\u015fvuru b\u00f6lgeleri ve \u015fartlar\u0131 acilen a\u00e7\u0131klanmal\u0131d\u0131r.<br \/>\n\u2022 \u00d6zellikle enerji ihtisas b\u00f6lgeleri ile ilgili lisans ba\u015fvuru \u015fartlar\u0131 \u015feffaf ve adil olmal\u0131, \u00f6nlisans ba\u015fvuru y\u00f6netmeli\u011fi \u00f6l\u00e7\u00fcm \u015fart\u0131 gibi gereksiz b\u00fcrokrasiden ar\u0131nd\u0131r\u0131larak yeniden olu\u015fturulmal\u0131d\u0131r. Karap\u0131nar, Karaman, Ni\u011fde ve Van gibi g\u00fcne\u015f enerjisi yat\u0131r\u0131m alanlar\u0131 ile ilgili mevzuat bir an \u00f6nce tamamlanmal\u0131, bu b\u00f6lgelerle ilgili altyap\u0131 eksiklikleri tamamlanmal\u0131d\u0131r.<br \/>\n\u2022 Lisanss\u0131z kapasitelerin yat\u0131r\u0131ma en k\u0131sa s\u00fcrede d\u00f6n\u00fc\u015fmesi i\u00e7in gerekli tedbirler al\u0131nmal\u0131, k\u0131sa s\u00fcrede yat\u0131r\u0131ma d\u00f6n\u00fc\u015fme ihtimali olmayan kapasiteler d\u00fc\u015f\u00fcr\u00fclerek ger\u00e7ek yat\u0131r\u0131mc\u0131ya tahsis edilmelidir.<br \/>\n\u2022 Lisanss\u0131z \u00fcretimle ilgili imar ve enerji nakil hatt\u0131 gibi problemli konular\u0131n haline y\u00f6nelik iyile\u015ftirme tedbirleri al\u0131nmal\u0131d\u0131r.<br \/>\n\u2022 Yerli \u00fcr\u00fcn kullan\u0131m\u0131na y\u00f6nelik te\u015fvikler g\u00f6zden ge\u00e7irilmeli ve bu katk\u0131lar\u0131n al\u0131nma s\u00fcre\u00e7leri basitle\u015ftirilmelidir.<br \/>\n\u2022 \u201cG\u00fcne\u015f kentleri\u201d konseptiyle, belediyelere hibe destekleri verilerek, t\u00fcketimlerini bu kaynaktan kar\u015f\u0131lamalar\u0131 sa\u011flanmal\u0131d\u0131r.<br \/>\n\u2022 Binalar\u0131n ve \u015fehirlerin tasar\u0131m\u0131nda g\u00fcne\u015ften yararlanma \u00f6ncelikli olmal\u0131, binalar\u0131n g\u00fcne\u015fle enerji verimli yenilenmesi ve b\u00fct\u00fcnle\u015fik g\u00fcne\u015f enerjisi sistemleri kullan\u0131m\u0131 ilgili mevzuatlar \u00e7er\u00e7evesinde g\u00fcvence alt\u0131na al\u0131nmal\u0131d\u0131r.<br \/>\n\u2022 Ulusal enerji t\u00fcketiminin en az \u00fc\u00e7te birini olu\u015fturan \u0131s\u0131tma ve so\u011futma ihtiya\u00e7lar\u0131n\u0131n giderilmesinde \u00f6ncelikli olarak g\u00fcne\u015f \u0131s\u0131l teknolojilerinden yararlan\u0131lmas\u0131na ve bu sayede kademeli olarak do\u011fal gaz t\u00fcketiminin azalt\u0131lmas\u0131na y\u00f6nelik eylem plan\u0131 olu\u015fturulmal\u0131d\u0131r.<br \/>\n\u2022 G\u00fcne\u015fle \u0131s\u0131tma ve so\u011futma, b\u00f6lgesel \u0131s\u0131tma ve so\u011futma, g\u00fcne\u015fle proses \u0131s\u0131s\u0131 \u00fcretimi ve \u0131s\u0131 depolama alanlar\u0131nda da \u00f6rneklerle uygulamalar yayg\u0131nla\u015ft\u0131r\u0131lmal\u0131d\u0131r. Is\u0131tma, so\u011futma ve proses \u0131s\u0131s\u0131 \u00fcretiminde g\u00fcne\u015ften yararlanma, karbon sal\u0131m\u0131n\u0131 azaltmada ve enerji ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131m\u0131z\u0131 sa\u011flamada \u00f6nemli bir kald\u0131ra\u00e7t\u0131r.
