DS\u0130 26\u2019nc\u0131 B\u00f6lge M\u00fcd\u00fcr\u00fc Muammer Kele\u015f\u2019ten \u00f6\u011frendi\u011fime g\u00f6re, enerji \u00fcretilebilecek toplam d\u00fc\u015f\u00fc (\u00fcst ve alt y\u00fckseklik fark\u0131) 1.420 m. olan \u00c7oruh, \u00fclkemizin en h\u0131zl\u0131 akan nehri. 1962 y\u0131l\u0131nda (Planl\u0131 d\u00f6nemde) ba\u015flayan et\u00fct \u00e7al\u0131\u015fmalar\u0131 sonucu, \u00c7oruh \u00fczerinde 10 baraj, yan kollar \u00fczerinde 17 baraj ve Nehir tipi H.E.S. in\u015faat\u0131 planlanm\u0131\u015f, toplam 27 tesisten y\u0131lda 10,3 milyar KWh y\u0131ll\u0131k enerji \u00fcretimi ger\u00e7ekle\u015ftirilmesi hedef al\u0131nm\u0131\u015f. Bu da T\u00fcrkiye\u2019de \u00fcretilen toplam elektri\u011fin y\u00fczde 2.5\u2019i, hidroelektrik enerjinin ise y\u00fczde 5\u2019i kadar bir g\u00fcc\u00fc ifade ediyor . G\u00fcn\u00fcm\u00fczde derelerin \u00fczerine elektrik elde etmek i\u00e7in in\u015fa edilen k\u00fc\u00e7\u00fck bentler de HES diye adland\u0131r\u0131ld\u0131\u011f\u0131ndan ger\u00e7ek anlamda b\u00fcy\u00fck-ciddi HES (Hidro Elektrik Santral) projeleri i\u00e7in in\u015fa edilen barajlar k\u00fc\u00e7\u00fcmsenmeye ba\u015fland\u0131. Bent ba\u015fka, baraj ba\u015fkad\u0131r. Deriner Baraj\u0131 yat\u0131r\u0131m\u0131 260 k\u00fc\u00e7\u00fck HES\u2018e bedel bir yat\u0131r\u0131m.<\/p>\n<h2>B\u00fcy\u00fck Yat\u0131r\u0131m<\/h2>\n<p>Artvin ili s\u0131n\u0131rlar\u0131 i\u00e7erisinde, A\u015fa\u011f\u0131 \u00c7oruh Projesi\u2019nde 5 baraj var. Bunlar Muratl\u0131, Bor\u00e7ka, Deriner, Artvin ve Yusufeli Baraj ve H.E.S. tesisleri. Berta \u00e7ay\u0131 kolu \u00fczerinde ise Bayram ve Ba\u011fl\u0131k barajlar\u0131n\u0131n in\u015fas\u0131 projelendirilmi\u015f. Muratl\u0131 Baraj\u0131, Bor\u00e7ka, Deriner barajlar\u0131 tamamland\u0131. Artvin Baraj\u0131\u2019n\u0131n in\u015faat\u0131na devam ediliyor. Yusufeli Baraj\u0131\u2019n\u0131n ihalesi yap\u0131ld\u0131. Deriner, \u00c7oruh \u00fczerinde in\u015fa edilecek barajlar\u0131n en b\u00fcy\u00fc\u011f\u00fc. Y\u0131lda 2.3 milyar kWh elektrik \u00fcretecek. (Bilgi i\u00e7in :T\u00fcrkiye\u2019de kurulu g\u00fc\u00e7 55 bin MW, y\u0131ll\u0131k elektrik \u00fcretimi 230 milyar kWh.d\u0131r. Elektri\u011fin y\u00fczde 23\u2019e yak\u0131n k\u0131sm\u0131 sudan \u00fcretiliyor. Deriner 670 MW. g\u00fcce sahip. Y\u0131lda 2.3 milyar kWh elektrik \u00fcretecek. G\u00f6r\u00fcl\u00fcyor ki, \u00fcretimi y\u00fczde 1 art\u0131rmak i\u00e7in ne b\u00fcy\u00fckl\u00fckte yat\u0131r\u0131m yap\u0131l\u0131yor. Yat\u0131r\u0131m\u0131n devreye girmesi ne kadar uzun s\u00fcre al\u0131yor.) Deriner\u2019in in\u015faat\u0131n\u0131 ger\u00e7ekle\u015ftiren ERG \u0130n\u015faat\u2019\u0131n Ba\u015fkan Yard\u0131mc\u0131s\u0131 Mahmut G\u00f6rg\u00fcl\u00fc\u2019den ald\u0131\u011f\u0131m bilgiye g\u00f6re, beton kemer g\u00f6vde dolgu tipi olan baraj\u0131n g\u00f6vde hacmi ve ba\u011fl\u0131 di\u011fer yap\u0131lar\u0131n toplam beton sarfiyat\u0131 5 milyon m3 (Bana, harcanan \u00e7imento ile yap\u0131lacak 30 m. geni\u015fli\u011finde 25 cm kal\u0131nl\u0131\u011f\u0131nda beton yolun T\u00fcrkiye\u2019yi bir ba\u015ftan \u00f6b\u00fcr\u00fcne ba\u011flayabilece\u011fi anlat\u0131ld\u0131). Normal su kotunda 26 km2. b\u00fcy\u00fckl\u00fc\u011f\u00fcnde g\u00f6l alan\u0131 olu\u015fuyor.<\/p>\n<h2>En Y\u00fcksek Beton Baraj<\/h2>\n<p>Deriner Baraj\u0131, 249 metre y\u00fcksekli\u011fi ile bug\u00fcne kadar T\u00fcrkiye\u2019de in\u015fa edilmi\u015f en y\u00fcksek beton baraj, kendi alan\u0131nda d\u00fcnyan\u0131n da 3. en y\u00fcksek baraj\u0131. Gelelim in\u015faat s\u00fcresine ve de maliyete. Bizde b\u00f6yle b\u00fcy\u00fck projelerde sorun, b\u00fct\u00e7eden her y\u0131l d\u00fczenli \u00f6deneklerin ayr\u0131lamamas\u0131 nedeniyle ve de projede \u00f6ng\u00f6r\u00fclmeyen sorunlar nedeniyle s\u00fcrenin uzamas\u0131 ve maliyetin artmas\u0131d\u0131r. Baraj, DS\u0130\u2019nin resmi verilerine g\u00f6re 1998 y\u0131l\u0131nda 711 milyon dolara mal olacak ve 2005 y\u0131l\u0131nda bitecek \u015fekilde ihale edilmi\u015f idi. Ne var ki, DS\u0130\u2019nin resmi verilerine g\u00f6re 2 milyar dolara tamamlanabiliyor. Say\u0131\u015ftay taraf\u0131ndan yap\u0131lan incelemeye g\u00f6re ise projenin toplam maliyeti faiz \u00f6demeleri hari\u00e7 3,2 milyar dolar\u0131 buluyor. \u00c7\u00fcnk\u00fc bu t\u00fcr projelerde istimlak harcamalar\u0131 ve yol harcamalar\u0131 da var. Barajn sular\u0131 alt\u0131nda kalan Zeytinlik (Sirya), Kalburlu (\u0130\u015fhabil) ve Oru\u00e7lu (Or\u00e7uk) k\u00f6yleri t\u00fcm\u00fcyle, baz\u0131 k\u00f6yler ise k\u0131smen kamula\u015ft\u0131r\u0131lm\u0131\u015f.
