Bu tablolara \u00e7\u0131plak g\u00f6zle bakt\u0131\u011f\u0131n\u0131zda n\u00fckleer enerjinin maliyet a\u00e7\u0131s\u0131ndan asl\u0131nda k\u00f6m\u00fcr ve gaza g\u00f6re \u00e7ok b\u00fcy\u00fck bir avantaj ya da dezavantaj ortaya \u00e7\u0131karmad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. \u00d6rne\u011fin, iyi faiz (y\u00fczde 5) ko\u015fullar\u0131nda Akkuyu n\u00fckleer g\u00fc\u00e7 santrali benzer kapasiteye sahip do\u011fal gaz santrallerine g\u00f6re 1 milyar dolar \u00fcretim avantaj\u0131 ortaya \u00e7\u0131kar\u0131rken, y\u00fcksek (y\u00fczde 10) faiz ko\u015fullar\u0131nda do\u011fal gaz 250 milyon dolar civar\u0131nda avantajl\u0131 hale geliyor. Bu hesaplamalar\u0131 yaparken Uluslararas\u0131 Enerji Ajans\u0131\u2019n\u0131n (UEA) varsay\u0131mlar\u0131n\u0131 kulland\u0131k. Buna g\u00f6re UEA\u2019n\u0131n maliyet rakamlar\u0131n\u0131n ortalama de\u011feri s\u0131ras\u0131yla y\u00fczde 5 ve y\u00fczde 10 faiz oran\u0131 varsay\u0131m\u0131 alt\u0131nda n\u00fckleer i\u00e7in 5.9 ve 9.9 cent\/kWh, kombine \u00e7evrim gaz santrali i\u00e7in 8.6 ve 9.2 cent\/kWh, k\u00f6m\u00fcr i\u00e7in 6.2 ve 9.0 cent\/kWh olarak veriliyor.N\u00fckleer enerjinin bir di\u011fer avantaj\u0131 da d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n azalt\u0131lmas\u0131 ve \u00f6demeler dengesi \u00fcst\u00fcnde olacak.T\u00fcrkiye\u2019nin 2011 y\u0131l\u0131ndaki 54 milyar dolarl\u0131k enerji ithalat faturas\u0131 d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131n\u0131n yakla\u015f\u0131k yar\u0131s\u0131na tekab\u00fcl ediyor. N\u00fckleer enerji sayesinde elde edilecek kapasite bu d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltacak zira n\u00fckleer enerjide ithal yak\u0131t\u0131n toplam maliyet i\u00e7indeki pay\u0131 y\u00fczde 10\u2019un da alt\u0131nda. Dolay\u0131s\u0131yla n\u00fckleer santrallerde toplam elektrik \u00fcretimi i\u00e7inde ithal yak\u0131t\u0131n pay\u0131 do\u011fal gaz ve petrolden \u00e7ok daha d\u00fc\u015f\u00fck.\u201d<\/p>\n<p>Raporda n\u00fckler enerji b\u00f6l\u00fcm\u00fcnde, mevzuat eksikli\u011fine dikkat \u00e7ekilerek \u015fu g\u00f6r\u00fc\u015fler savunuldu:<\/p>\n<p>\u201cT\u00fcrkiye\u2019de n\u00fckleer enerjiye ili\u015fkin yasal ve d\u00fczenleyici \u00e7er\u00e7evede mevzuat ve d\u00fczenlemeler a\u00e7\u0131s\u0131ndan da \u00f6nemli eksiklikler oldu\u011fu bilinmektedir. N\u00fckleer at\u0131k sorunu n\u00fckleer enerjinin geli\u015ftirilmesinde en hassas konulardan biridir. Benzer bi\u00e7imde T\u00fcrkiye\u2019de mali y\u00fck\u00fcml\u00fcl\u00fckler ve sigorta konusunda da ciddi belirsizlikler vard\u0131r.T\u00fcrkiye\u2019deki halen d\u00fczenleyici otorite i\u015flevini y\u00fcr\u00fcten TAEK\u2019in hen\u00fcz ba\u011f\u0131ms\u0131z bir otorite olmad\u0131\u011f\u0131 genel kabul g\u00f6rmektedir. TAEK\u2019in n\u00fckleer enerjiyi geli\u015ftirme faaliyetleri i\u00e7inde ve reakt\u00f6r i\u015fletiyor olmas\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n \u00f6n\u00fcndeki engellerden sadece bir tanesidir. Ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n sa\u011flanmas\u0131 i\u00e7in en az\u0131ndan d\u00fczenleyici otoritenin karar alma s\u00fcrecinin siyasi etkiden korunmas\u0131, karar organlar\u0131nda yer alanlar\u0131n ola\u011fan d\u0131\u015f\u0131 durumlar d\u0131\u015f\u0131nda g\u00f6revden al\u0131namamalar\u0131, ve siyasi otoritenin,d\u00fczenleyici otoritenin b\u00fct\u00e7esi \u00fczerindeki kontrol\u00fcn\u00fcn azalmas\u0131 gerekir. Bu gibi ba\u011f\u0131ms\u0131zl\u0131\u011fa y\u00f6nelik \u00f6nlemlerin yan\u0131 s\u0131ra d\u00fczenleyici otoritenin \u00e7al\u0131\u015fmalar\u0131n\u0131n saydam ve kamuoyu taraf\u0131ndan izlenebilir olmas\u0131n\u0131 sa\u011flamak gerekmektedir. D\u00fczenleyici otoritenin kurulu\u015f kanununda saydaml\u0131k konusu ayr\u0131nt\u0131l\u0131 h\u00fck\u00fcmler yer almal\u0131 ve kurumun d\u00fczenleme faaliyetlerini saydam bir bi\u00e7imde yerine getirmesine y\u00f6nelik \u00f6nlemler al\u0131nmal\u0131d\u0131r.\u201d<\/p>\n<p>Raporda ayr\u0131ca T\u00fcrkiye\u2019nin n\u00fckleer enerji stratejisi bulunmad\u0131\u011f\u0131 ifade edilerek \u015f\u00f6yle denildi: \u201cT\u00fcrkiye\u2019nin hen\u00fcz n\u00fckleer enerji ile ilgili b\u00fct\u00fcnl\u00fckl\u00fc bir politikas\u0131 olu\u015fturulmam\u0131\u015ft\u0131r. Bizzat b\u00f6yle bir \u00e7al\u0131\u015fma yarat\u0131lmas\u0131 s\u00fcreci kamuoyu g\u00f6r\u00fc\u015flerinin al\u0131nd\u0131\u011f\u0131, bu g\u00f6r\u00fc\u015flere cevaplar\u0131n verildi\u011fi bir s\u00fcre\u00e7 \u015feklinde i\u015flemelidir. Bundan sonra n\u00fckleer politikan\u0131n nas\u0131l geli\u015ftirilece\u011fini, gerekli yasal ve d\u00fczenleyici altyap\u0131n\u0131n nas\u0131l olu\u015fturulaca\u011f\u0131n\u0131, g\u00fcvenlik k\u00fclt\u00fcr\u00fcn\u00fcn nas\u0131l yarat\u0131laca\u011f\u0131n\u0131, n\u00fckleer yak\u0131t, uranyum zenginle\u015ftirme, kullan\u0131lm\u0131\u015f yak\u0131t, devreden \u00e7\u0131karma gibi konularda nas\u0131l ad\u0131mlar at\u0131laca\u011f\u0131n\u0131 belirten bir politika dok\u00fcman\u0131na gereksinim vard\u0131r.
