Ulusal Katk\u0131 Niyeti Bildirimleri, \u00fclkelerin gelecek y\u0131llarda iklim de\u011fi\u015fikli\u011fi ile m\u00fccadelede ger\u00e7ekle\u015ftirmek istedikleri uygulamalara dair niyetlerini i\u00e7eriyor. 8 Ekim 2015 tarihi itibariyle, T\u00fcrkiye\u2019nin de aralar\u0131nda bulundu\u011fu 147 \u00fclke ulusal katk\u0131 niyetlerini kamuoyunun bilgisine sundu. Paris\u2019te yap\u0131lacak toplant\u0131da t\u00fcm \u00fclkeleri kapsayan Kyoto Protokol\u00fc benzeri yeni bir anla\u015fman\u0131n imzalanmas\u0131 bekleniyor.<\/p>\n<p style=\"color: #4d4e53;\">T\u00fcrkiye bildirimini 30 Eyl\u00fcl\u2019de a\u00e7\u0131klad\u0131. Bildirime g\u00f6re T\u00fcrkiye \u00f6n\u00fcm\u00fczdeki 15 y\u0131l i\u00e7inde sera gaz\u0131 emisyonlar\u0131n\u0131 iki kat daha art\u0131rmay\u0131 planl\u0131yor. Sunulan resmi bildirimde Referans Senaryo\u2019ya g\u00f6re T\u00fcrkiye sera gaz\u0131 emisyonlar\u0131nda 2030 y\u0131l\u0131nda y\u00fczde 21 oran\u0131na kadar azalt\u0131m \u00f6ng\u00f6r\u00fcyor ve 2012- 2030 y\u0131llar\u0131 aras\u0131nda toplam sera gaz\u0131 emisyonlar\u0131n\u0131 430 milyon tondan 929 milyon tona \u00e7\u0131karmay\u0131 planl\u0131yor. Haz\u0131rlanan bu indirim senaryosuna g\u00f6re bile emisyonlarda y\u00fczde 116 oran\u0131nda bir art\u0131\u015f planlan\u0131yor. Bu da y\u0131lda ortalama y\u00fczde 5\u2019lik bir art\u0131\u015fa denk geliyor. Konuyla ilgili konu\u015fan TEMA Vakf\u0131 Y\u00f6netim Kurulu Ba\u015fkan\u0131 Deniz Ata\u00e7 \u201cBu art\u0131\u015f oran\u0131 b\u00fcy\u00fcme stratejileri ve projeksiyonlar\u0131 ile yak\u0131n bir ili\u015fki d\u00fc\u015f\u00fcn\u00fclerek hesaplanm\u0131\u015f olabilir. Buradan anla\u015f\u0131laca\u011f\u0131 \u00fczere, enerji yo\u011fun, k\u00f6m\u00fcre ve di\u011fer fosil yak\u0131tlara dayal\u0131 ekonomik b\u00fcy\u00fcmenin devam edece\u011fi \u00f6ng\u00f6r\u00fcl\u00fcyor. Ye\u015fil ve karbonsuz bir b\u00fcy\u00fcmenin de m\u00fcmk\u00fcn oldu\u011fu tamamen g\u00f6z ard\u0131 ediliyor\u201d diyor<\/p>\n<p style=\"color: #4d4e53;\">Ata\u00e7 \u201cBildirimde T\u00fcrkiye\u2019nin 2012-2030 y\u0131llar\u0131 aras\u0131nda emisyonlar\u0131 i\u00e7in bir zirve y\u0131l da \u00f6ng\u00f6r\u00fclm\u00fcyor. Ne yaz\u0131k ki bu, T\u00fcrkiye\u2019nin 2030\u2019dan sonra bile emisyonlar\u0131n\u0131 art\u0131rmaya devam edece\u011finin d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fc anlam\u0131na geliyor. E\u011fer \u00fclke olarak emisyonlar\u0131m\u0131z\u0131 bu plandaki gibi art\u0131rmaya devam edersek, ki\u015fi ba\u015f\u0131na emisyonlar\u0131m\u0131z 2030 y\u0131l\u0131nda \u00fclke olarak girmeyi planlad\u0131\u011f\u0131m\u0131z ve aday \u00fclke olarak benzer stratejiler geli\u015ftirme sorumlulu\u011fumuz olan Avrupa Birli\u011fi \u00fclkelerinin ki\u015fi ba\u015f\u0131 emisyonlar\u0131n\u0131n neredeyse iki kat\u0131 olacak\u201d yorumlar\u0131n\u0131 yap\u0131yor. Ata\u00e7, \u201cBu bildirim ile T\u00fcrkiye, iklim de\u011fi\u015fikli\u011fiyle m\u00fccadele ve iklim de\u011fi\u015fikli\u011fine uyum konusunda herhangi bir sorumluluk almad\u0131\u011f\u0131n\u0131 a\u00e7\u0131k\u00e7a belirtmi\u015f oluyor. B\u00fct\u00fcn bunlar g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda, T\u00fcrkiye\u2019nin a\u00e7\u0131klad\u0131\u011f\u0131 \u0130klim De\u011fi\u015fikli\u011fiyle M\u00fccadele \u0130\u00e7in Ulusal Katk\u0131 Niyeti Bildirimi\u2019nin iklim de\u011fi\u015fikli\u011fiyle m\u00fccadeleye katk\u0131 sa\u011flayamayaca\u011f\u0131n\u0131, tam tersine iklim krizinin daha da derinle\u015fmesine yol a\u00e7aca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz. Bu bildirim bizler i\u00e7in b\u00fcy\u00fck bir hayal k\u0131r\u0131kl\u0131\u011f\u0131 oldu\u201d \u015feklinde konu\u015ftu.<\/p>\n<p style=\"color: #4d4e53;\"><span style=\"color: #0000ff;\"><strong>T\u00fcrkiye sera gaz\u0131 emisyonlar\u0131n\u0131 azaltarak b\u00fcy\u00fcyebilir<\/strong><\/span><\/p>\n<p style=\"color: #4d4e53;\">WWF-T\u00fcrkiye ve Sabanc\u0131 \u00dcniversitesi \u0130stanbul Politikalar Merkezi i\u015fbirli\u011fiyle haz\u0131rlanan \u201cT\u00fcrkiye i\u00e7in D\u00fc\u015f\u00fck Karbonlu Kalk\u0131nma Yollar\u0131 ve \u00d6ncelikleri\u201d raporu, T\u00fcrkiye\u2019nin karbon emisyonlar\u0131n\u0131 azaltabilece\u011fini, bunu yaparken ise ekonomik b\u00fcy\u00fcmenin devam\u0131n\u0131n m\u00fcmk\u00fcn oldu\u011funu g\u00f6steriyor.<\/p>\n<p style=\"color: #4d4e53;\">Ara\u015ft\u0131rmaya g\u00f6re, emisyon azalt\u0131m politikalar\u0131n\u0131n uygulanmas\u0131nda gecikilmesi halinde, T\u00fcrkiye\u2019nin iklim de\u011fi\u015fikli\u011fiyle m\u00fccadelede \u00fczerine d\u00fc\u015fen katk\u0131y\u0131 yerine getirmesi i\u00e7in \u201ceksi\u201d b\u00fcy\u00fcme oranlar\u0131na katlanmas\u0131 gerekebilir. T\u00fcrkiye, iklim de\u011fi\u015fikli\u011fine yol a\u00e7an sera gaz\u0131 emisyonlar\u0131 konusunda tarihsel ve g\u00fcncel olarak en b\u00fcy\u00fck kirleticiler aras\u0131nda yer alm\u0131yor. Ancak 1990\u2019dan bu yana sera gaz\u0131 emisyonlar\u0131n\u0131 y\u00fczde 110,4 oran\u0131nda art\u0131rd\u0131.<\/p>\n<p style=\"color: #4d4e53;\">WWF-T\u00fcrkiye ve \u0130stanbul Politikalar Merkezi i\u015fbirli\u011fiyle, Bilkent \u00dcniversitesi\u2019nden Prof. Dr. Erin\u00e7 Yeldan ve ODT\u00dc\u2019den Do\u00e7. Dr. Ebru Voyvoda taraf\u0131ndan ger\u00e7ekle\u015ftirilen analiz, T\u00fcrkiye i\u00e7in ba\u015fka bir se\u00e7ene\u011fin daha oldu\u011funu ortaya koyuyor. T\u00fcrkiye 2030&#8217;da karbon emisyonlar\u0131n\u0131, y\u00fcksek b\u00fcy\u00fcme tahminleri i\u00e7eren senaryoya g\u00f6re y\u00fczde 40, ger\u00e7ek\u00e7i b\u00fcy\u00fcme tahminine dayanan senaryoya g\u00f6re ise y\u00fczde 23 oran\u0131nda azaltabilir. Bu sayede, ekonominin karbon emisyonu yo\u011funlu\u011funda y\u00fczde 20 oran\u0131nda bir d\u00fc\u015f\u00fc\u015f sa\u011flamak m\u00fcmk\u00fcn. T\u00fcrkiye i\u00e7in D\u00fc\u015f\u00fck Karbonlu Kalk\u0131nma Yollar\u0131 raporu, T\u00fcrkiye\u2019nin Birle\u015fmi\u015f Milletler\u2019e sundu\u011fu ulusal katk\u0131 beyan\u0131ndan ayr\u0131l\u0131yor. T\u00fcrkiye\u2019nin ulusal katk\u0131s\u0131nda, 2030 y\u0131l\u0131na kadar sera gaz\u0131 emisyon art\u0131\u015f\u0131n\u0131n, emisyon azalt\u0131m senaryosu alt\u0131nda bile 1990-2013 d\u00f6nemine g\u00f6re y\u00fczde 25 oran\u0131nda h\u0131zlanarak devam edece\u011fi belirtiliyor. Bu, 2030 y\u0131l\u0131na gelindi\u011finde ki\u015fi ba\u015f\u0131na d\u00fc\u015fen emisyonlar\u0131n Japonya, Almanya, \u0130ngiltere ve Avrupa Birli\u011fi ortalamas\u0131n\u0131 a\u015faca\u011f\u0131 anlam\u0131na geliyor. Ara\u015ft\u0131rmaya g\u00f6re ise, T\u00fcrkiye\u2019nin 2\u00b0C hedefi i\u00e7inde pay\u0131na d\u00fc\u015fen sorumlulu\u011fu yerine getirebilmesi i\u00e7in y\u0131ll\u0131k CO2 emisyonlar\u0131n\u0131n 2020\u2019ye kadar 390 MtCO2 d\u00fczeyinde zirve noktaya ula\u015fmas\u0131, bu tarihten sonra da kademeli bir d\u00fc\u015f\u00fc\u015fle, 2030 y\u0131l\u0131nda 340 MtCO2 seviyesine (2010 y\u0131l\u0131 de\u011ferine) geri \u00e7ekilmesi gerekiyor.<\/p>\n<p style=\"color: #4d4e53;\"><strong>\u00dc\u00e7 politika tedbiri<\/strong><\/p>\n<p style=\"color: #4d4e53;\">Bu do\u011frultuda bir d\u00f6n\u00fc\u015f\u00fcm\u00fcn ba\u015flat\u0131lmas\u0131 i\u00e7in raporda \u201c\u0130klim Politikas\u0131 Paketi\u201d ad\u0131 verilen senaryo alt\u0131nda \u00fc\u00e7 politika tedbiri tan\u0131mlan\u0131yor: (i) Karbon vergisi toplanmas\u0131; (ii) Bu vergilerin yenilenebilir yat\u0131r\u0131m fonu vas\u0131tas\u0131yla yenilenebilir enerji kaynaklar\u0131ndan elektrik \u00fcretmek i\u00e7in kullan\u0131lmas\u0131; (iii) Enerji verimlili\u011finde teknolojik geli\u015fme ve piyasa \u015fartlar\u0131na ba\u011fl\u0131 art\u0131\u015flar. Bulgular, bu emisyon azalt\u0131m\u0131 tedbirlerinin yenilenebilir enerji kaynaklar\u0131n\u0131n pay\u0131n\u0131n fosil yak\u0131tlar aleyhine art\u0131r\u0131lmas\u0131n\u0131 m\u00fcmk\u00fcn k\u0131labilece\u011fini ortaya koyuyor. Bu de\u011fi\u015fim ile referans senaryoya g\u00f6re karbon emisyonlar\u0131nda y\u00fczde 23, k\u00f6m\u00fcr ithalat\u0131nda y\u00fczde 25, do\u011fal gaz ithalat\u0131nda ise y\u00fczde 35 oran\u0131nda d\u00fc\u015f\u00fc\u015f sa\u011flanaca\u011f\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. Sabanc\u0131 \u00dcniversitesi \u0130stanbul Politikalar Merkezi Direkt\u00f6r\u00fc Prof. Dr. Fuat Keyman, \u201cEmisyon azalt\u0131m politikalar\u0131n\u0131n hemen devreye girmesiyle milli gelirin art\u0131\u015f h\u0131z\u0131nda bir miktar d\u00fc\u015f\u00fc\u015f ya\u015fansa da, ekonomik b\u00fcy\u00fcmeyi muhafaza etmek m\u00fcmk\u00fcn.
