De\u011ferlendirme Raporu, bir yandan iklim de\u011fi\u015fikli\u011finin inkar edilemez bir ger\u00e7eklik oldu\u011funu ve insan kaynakl\u0131 fosil yak\u0131t t\u00fcketiminin iklim de\u011fi\u015fikli\u011fine neden oldu\u011funu ortaya koyarken, di\u011fer bir yandan ise, k\u00fcresel \u0131s\u0131nmay\u0131 engellemek ve s\u00fcrd\u00fcr\u00fclebilir bir gelece\u011fi in\u015fa etmek i\u00e7in halen zaman\u0131m\u0131z oldu\u011funu belirtiyor.<\/p>\n<p>T\u00fcrkiye\u2019den ve kom\u015fu \u00fclkelerden karar vericiler, bilim insanlar\u0131 ve sivil toplum temsilcileri ile medya mensuplar\u0131n\u0131n kat\u0131ld\u0131\u011f\u0131 toplant\u0131na konu\u015fan 5. De\u011ferlendirme Raporu Teknik Destek Birimi Ba\u015fkan\u0131 Leo Meyer, \u201c\u0130klim de\u011fi\u015fikli\u011finin etkinlerini \u015fu anda bile yayg\u0131n olarak deneyimliyoruz, daha fazla \u0131s\u0131nma insani kalk\u0131nma ve refah i\u00e7in daha fazla risk anlam\u0131na geliyor. \u0130klim de\u011fi\u015fikli\u011fi daha fazla kurakl\u0131k, daha fazla su s\u0131k\u0131nt\u0131s\u0131, s\u0131cak hava dalgalar\u0131, tar\u0131msal \u00fcretimde azalma demek. \u0130klim de\u011fi\u015fikli\u011fi ayn\u0131 zamanda \u00e7at\u0131\u015fmalar\u0131 da tetikleyecek ve ekonomik krizlere sebep olacak olan \u00f6nemli bir tehlike. \u0130klim de\u011fi\u015fikli\u011fi ile etkin bir m\u00fccadele i\u00e7in adaptasyon ve azalt\u0131m politikalar\u0131n\u0131 harekete ge\u00e7irmek gerekiyor\u201d dedi.<\/p>\n<p>IPCC Ba\u015fkan Yard\u0131mc\u0131s\u0131 Jean-Pascal van Ypersele (Bel\u00e7ika) , IPCC yazarlar\u0131 Roxana Bojariu (Romanya), Lu\u010dka Kajfe\u017e Bogataj (Slovenya), Nebojsa Nakicenovic (Avusturya\/Karada\u011f) ve Bar\u0131\u015f Karap\u0131nar\u2019\u0131n konu\u015fmac\u0131 olarak kat\u0131ld\u0131\u011f\u0131 toplant\u0131ya ev sahipli\u011fi yapan Bo\u011fazi\u00e7i \u00dcniversitesi\u2019nden Prof. Dr. Levent Kurnaz, \u201cIPCC raporu iklim de\u011fi\u015fikli\u011finin ne kadar ciddi bir tehdit oldu\u011funu ortaya koyuyor. \u0130klim de\u011fi\u015fikli\u011fi ile m\u00fccadele i\u00e7in her \u00fclkenin ad\u0131mlar atmas\u0131 gerekiyor. T\u00fcrkiye\u2019nin de bir an \u00f6nce sera gazlar\u0131n\u0131 azaltmaya y\u00f6nelik ad\u0131mlar atmas\u0131, k\u00f6m\u00fcr ba\u015fta olmak \u00fczere fosil yak\u0131tlara dayal\u0131 enerji politikalar\u0131ndan vazge\u00e7mesi gerekiyor\u201d ifadelerini kulland\u0131.<\/p>\n<p>Slovenya \u00dcniversitesi\u2019nden kat\u0131lan iklim bilimci Lucka Kajfe\u017e Bogataj ise, iki g\u00fcnl\u00fck toplant\u0131n\u0131n ilk aya\u011f\u0131 olan medya mensuplar\u0131na y\u00f6nelik d\u00fczenlenen \u00e7al\u0131\u015ftayda iklim de\u011fi\u015fikli\u011fine yol a\u00e7an etmenleri anlatt\u0131. \u0130nsan fakt\u00f6r\u00fcn\u00fcn \u00e7ok \u00f6nemli bir yeri oldu\u011funa i\u015faret eden Bogataj, iklim de\u011fi\u015fikli\u011finin teknik de\u011fil sosyal bir problem oldu\u011funu; istihdamdan sa\u011fl\u0131\u011fa, sosyal politikalardan tar\u0131ma her alanda geni\u015f bir n\u00fcfusu etkiledi\u011fini vurgulad\u0131.<\/p>\n<p><strong>2014 y\u0131l\u0131 en s\u0131cak y\u0131l oldu\u00a0<\/strong><br \/>\nBogataj, 1750 y\u0131l\u0131ndan bu yana insan aktivitesi sonucu atmosferdeki metan ve karbondioksit gibi sera gazlar\u0131 oran\u0131n\u0131n y\u00fczde 150\u2019ler seviyesine y\u00fckseldi\u011fini belirterek IPCC raporuna g\u00f6re 2014 y\u0131l\u0131n\u0131n 1880\u2019den bu yana d\u00fcnyan\u0131n ya\u015fad\u0131\u011f\u0131 en s\u0131cak y\u0131l olarak tarihe ge\u00e7ti\u011fini ekledi.<\/p>\n<p>\u0130klim de\u011fi\u015fikli\u011finin en \u00e7ok kutuplar\u0131, okyanus k\u0131talar\u0131n\u0131 ve yoksul \u00fclkeleri etkileyerek, a\u00e7l\u0131k, susuzluk, deniz seviyesinde y\u00fckselme, sel ve g\u00f6\u00e7 gibi sorunlar\u0131 da beraberinde getirdi\u011fini s\u00f6yleyen Bogataj, 2014 IPCC raporuna g\u00f6re atmosferdeki s\u0131cakl\u0131\u011f\u0131n +2 derece y\u00fckselmi\u015f oldu\u011funu, daha fazla sera gaz\u0131 etkisiyle kirlilik oran\u0131n\u0131n da ciddi oranda artt\u0131\u011f\u0131n\u0131 belirtti.<\/p>\n<p><strong>T\u00fcrkiye riskli b\u00f6lgede\u00a0<\/strong><br \/>\n1980-2013 y\u0131llar\u0131 aras\u0131nda d\u00fcnyada ya\u015fanm\u0131\u015f olan belli ba\u015fl\u0131 do\u011fal felaketler s\u00f6z konusu oldu\u011funda en dikkat \u00e7ekici art\u0131\u015f\u0131n iklim de\u011fi\u015fikli\u011fi kaynakl\u0131 felaketlerde oldu\u011funa dikkat \u00e7eken Bogataj, \u00f6nlem al\u0131nmad\u0131\u011f\u0131 takdirde okyanuslar\u0131n \u0131s\u0131nmaya devam edece\u011fini, buzullar\u0131n erimesiyle deniz seviyesinin y\u00fckselece\u011fini, 2081-2100 tarihlerinde deniz seviyesindeki y\u00fckseli\u015fin \u00f6zellikle T\u00fcrkiye gibi Akdeniz b\u00f6lgesindeki \u00fclkeleri olumsuz y\u00f6nde etkileyece\u011fini belirtti.<\/p>\n<p>\u0130klim de\u011fi\u015fikli\u011fine ba\u011fl\u0131 olu\u015fabilecek su ve besin k\u0131tl\u0131\u011f\u0131n\u0131n ise ileride \u00e7ok \u00f6nemli sorunlara yol a\u00e7abilece\u011fini belirten Bogataj, insanlar\u0131n ya\u015fad\u0131klar\u0131 yerleri terk etmek zorunda kalmalar\u0131 gibi gelecekteki olas\u0131 b\u00fcy\u00fck sosyal problemlere dikkat \u00e7ekti.<\/p>\n<p>Bogataj konu\u015fmas\u0131nda, s\u0131cakl\u0131ktaki bu art\u0131\u015f\u0131n durdurulabilmesi i\u00e7in daha etkin ve verimli enerji kullan\u0131m\u0131n\u0131n \u015fart oldu\u011funun alt\u0131n\u0131 \u00e7izerken iklim de\u011fi\u015fikli\u011fi ile m\u00fccadele i\u00e7in \u00e7\u00f6z\u00fcm \u00f6nerilerini \u015f\u00f6yle s\u0131ralad\u0131: D\u00fc\u015f\u00fck karbon veya s\u0131f\u0131r karbon kullan\u0131m\u0131n\u0131n \u00e7o\u011falmas\u0131, ormanl\u0131k arazilerin \u00e7o\u011falmas\u0131, biyo enerji kullan\u0131m\u0131 ve ya\u015fam tarz\u0131m\u0131z\u0131 ve t\u00fcketim al\u0131\u015fkanl\u0131klar\u0131m\u0131z\u0131 de\u011fi\u015ftirmek.<\/p>\n<p><strong>5. De\u011ferlendirme Raporu 4 par\u00e7a halinde 2013 ve 2014 y\u0131llar\u0131nda yay\u0131nland\u0131.
