T\u00fcrkiye&#8217;nin ye\u015fil bina hareketinde \u00f6nemli bir merkez olarak ortaya \u00e7\u0131kmas\u0131, T\u00fcrk toplumunun kendisi ve \u00e7evre i\u00e7in daha iyisini yapabilece\u011fimize ve \u00e7ocuklar\u0131na daha g\u00fczel bir miras b\u0131rakabilece\u011fine olan inanc\u0131n\u0131n bir g\u00f6stergesi&#8221;<\/em> dedi.<\/p>\n<p>USGBC ile ayn\u0131 global network\u2019de olan \u00c7evre Dostu ye\u015fil Binalar Konseyi ( \u00c7EDB\u0130K)\u2019i kurdu\u011fumuz 2007 y\u0131l\u0131ndan bu yana, ye\u015fil bina say\u0131s\u0131nda kaydedilen art\u0131\u015f s\u00fcrd\u00fcr\u00fclebilir bir gelecek i\u00e7in umut verici olsa da 7 y\u0131lda 477 rakam\u0131 okyanusta bir damla\u2026..USGBC rakamlar\u0131nda belirtilen sertifikaland\u0131r\u0131lm\u0131\u015f yakla\u015f\u0131k 2,95 milyon metrekare bina bulunmakta. Toplamda LEED sertifikas\u0131 alan ya da almay\u0131 hedefleyen 23,74 milyon metrekare alan\u0131n neredeyse hepsi \u00c7EDB\u0130K \u00fcyeleri taraf\u0131ndan tasarland\u0131 ve yap\u0131ld\u0131. Projelerde yer alan 7 dan\u0131\u015fmanl\u0131k firmas\u0131 da \u00c7EDB\u0130K \u00fcyeleri. T\u00fcrkiye\u2019de kurulan ve \u00c7EDB\u0130K \u00fcyesi \u00a0ilk 3 ye\u015fil dan\u0131\u015fmanl\u0131k firmas\u0131 projelerin %80\u2019ni tamamlayan firmalar. Di\u011fer %20 ise, yine \u00c7EDB\u0130K \u00fcyesi 4 firma aras\u0131nda payla\u015f\u0131lm\u0131\u015f. T\u00fcrkiye&#8217;de ve d\u00fcnyada \u00a0pop\u00fcleritesi her ge\u00e7en g\u00fcn artan LEED sertifikas\u0131n\u0131 veren ABD\u2019de ki USGBC hali haz\u0131rda T\u00fcrkiye\u2019den \u00fcye olan ve mimarl\u0131k, in\u015faat, yap\u0131 malzemeleri sanayi ve perakende sekt\u00f6rlerinin yan\u0131s\u0131ra ba\u015fka profesyonel hizmetleri de kapsayan 21 kurulu\u015f bulunuyor.<\/p>\n<p>BREEAM ve LEED akredite profesyonelleri ise farkl\u0131 sorumluluklarla ye\u015fil bina projelerinde \u00e7al\u0131\u015f\u0131yorlar. \u00dclkemizde LEED s\u0131navlar\u0131n\u0131 ge\u00e7erek akreditasyon alan yetkin profesyonel say\u0131s\u0131 \u00a0119. Ancak bu profesy\u00f6nellerin yetkili de\u011fil, yetkin profesy\u00f6neller olduklar\u0131n\u0131n alt\u0131n\u0131 \u00e7izelim.\u00a0 BREEAM\u2019de ise tam tersi.\u00a0 T\u00fcrkiye\u2019de \u00c7EDB\u0130K-BRE GLOBAL \u00a0anla\u015fmas\u0131 kapsam\u0131nda BREEAM de\u011ferlemeci e\u011fitimleri alarak ve 25 soruluk s\u0131nav\u0131 ge\u00e7erek BREEAM Uluslararas\u0131 de\u011ferlemeci olan 30 BREEAM International Assessor ve 3 BREEAM AP bulunuyor.\u00a0 BREEAM AP\u2019ler \u00f6zellikle veri merkezleri gibi projelerde, tasar\u0131m dan\u0131\u015fmanl\u0131\u011f\u0131 yapmak i\u00e7in kullan\u0131l\u0131yorlar.\u00a0 BREEAM Uluslararas\u0131 de\u011ferlemeciler ise BREEAM raporlamas\u0131 yapan ve projenin de\u011ferlendirmesini kendisi\u00a0 tamamlayan yetkili de\u011ferlemeciler ve tamamlad\u0131klar\u0131 raporu BRE-GLOBAL\u2019a Kalite Kontrol\u00fcne yolluyorlar. \u00a0Ancak bu de\u011ferlemecilerin lisans\u0131 bir firmaya kay\u0131tl\u0131 olmak zorunda. \u00a0BRE-GLOBAL bu firman\u0131nda \u00a01 milyon poundluk mesleki sorumluluk sigortas\u0131 olmas\u0131n\u0131 \u015fart ko\u015fuyor. BREEAM de\u011ferlemeciler, LEED AP\u2019ler gibi proje verilerini toparlay\u0131p USGBC\u2019ye \u201creview\u201d yani g\u00f6zden ge\u00e7irme i\u00e7in yollamak gibi daha y\u00f6netimsel bir i\u015f de\u011fil daha teknik bir i\u015f yap\u0131yorlar.\u00a0 Bu nedenle asl\u0131nda her hangi bir LEED almak isteyen proje, LEED AP kullanman\u0131n getirdi\u011fi 1 puan avantaj\u0131 kullanmadan, s\u00fcreci proje y\u00f6netimini ba\u015ftan do\u011fru oturtarak LEED projeleri yapabilir.<\/p>\n<p>Her iki sertifikada enerji sim\u00fclasyonu ve i\u015fletmeye alma gibi konularda birbirlerinin farkl\u0131 \u00fclke versiyonlar\u0131 olan ama ayn\u0131 yola \u00e7\u0131kan standartlar\u0131 kullan\u0131yor.\u00a0 Hem BREEAM\u2019de hem LEED\u2019de enerji sim\u00fclasyonu ASHRAE\u2019nin g\u00fcncel standard\u0131 olan 90.1 enerji standard\u0131nda ki Appendix G\u2019ye g\u00f6re yap\u0131l\u0131yor.<\/p>\n<p>\u00c7EDB\u0130K , USGBC (ABD), BRE-GLOBAL (\u0130ngiliz) ve DGNB (Alman) sistemlerinin bu \u00fclkelerdeki sorumlu kurumlar\u0131yla T\u00fcrkiye\u2019de tek anla\u015fmas\u0131 olan yetkin sivil toplum \u00f6rg\u00fct\u00fc olarak, \u00a0bu 3 sistemin karmas\u0131 bir ulusal ye\u015fil bina sistemini 8 \u00fcniversite, 17 STK\u00a0 ve 160\u2019a yak\u0131n \u00fcye firma temsilcisi ile 2012\u2019de olu\u015fturmu\u015ftur.\u00a0 Bu sistem\u2019de ayn\u0131 LEED ve BREEAM gibi uluslararas\u0131 g\u00fcncel standartlara at\u0131fta bulunmaktad\u0131r. Her \u00fclkenin yerel sisteminde enerji verimlili\u011fi kriterleri enerji sim\u00fclasyonu yap\u0131larak al\u0131n\u0131rken, buna paralel, enerji kimlik belgesi alan\u0131nda kendi \u00fclkesindeki Ulusal Yaz\u0131l\u0131m Metodolojisine (UYM) \u00a0at\u0131f da bulunurken, \u00fclkemizde maalesef BEP-TR ile gelinen durum ortadad\u0131r. Bu nedenle BREEAM\u2019de enerji sim\u00fclasyonu yap\u0131lmadan, checklist 7 ile enerji puanlar\u0131 al\u0131nabilecekken, T\u00fcrkiye\u2019de BEP-TR\u2019nin hen\u00fcz olmas\u0131 gereken verimlilikte \u00e7al\u0131\u015fmad\u0131\u011f\u0131ndan dolay\u0131, ASHRAE 90.1 Appendix G\u2019ye dayal\u0131 bir enerji sim\u00fclasyonu yapmak, tasar\u0131ma daha faydas\u0131 olan \u00e7\u0131kt\u0131lar sa\u011flayacakt\u0131r.<\/p>\n<p><strong>Bu nedenle ye\u015fil bina sertikas\u0131 alan veya sertifika almadan yap\u0131lacak ve ye\u015fil olmay\u0131 hedefleyen t\u00fcm proler de ba\u015far\u0131n\u0131n s\u0131rr\u0131, sertifikalar\u0131n \u00fclke men\u015feyleri veya kulland\u0131klar\u0131 standartlar de\u011fil, i\u015fverenin bu konuda ay\u0131raca\u011f\u0131 b\u00fct\u00e7e ve i\u015fveren yetkilisinin projeye e\u011filimi, projenin ba\u015f\u0131ndan sonuna i\u015fverenin ayn\u0131 vizyonda ve tutarl\u0131l\u0131kta kalmas\u0131 ve en \u00f6nemlisi de projelerin bir proje y\u00f6netimi firmas\u0131 taraf\u0131ndan y\u00f6netilmesidir. G\u00fcn\u00fcn sonunda ye\u015fil bina yapmak tasar\u0131mc\u0131n\u0131n ve m\u00fcteahhitin maarifetidir<\/strong>.<\/p>\n<p>LEED AP ne proje y\u00f6neticisidir ne de vaktinde ye\u015fil tasarlanmadan in\u015faat ba\u015flanm\u0131\u015f bir tasar\u0131m\u0131 sihirli de\u011fnekle ye\u015fil yapacak ki\u015fidir.\u00a0 Sekt\u00f6r de her LEED AP alan ki\u015fiye uzman olarak bak\u0131lmas\u0131 ve PM olmayan projelerde\u00a0 LEED AP veya BREEAM de\u011ferlemeci olarak al\u0131nan ki\u015fi ve firmalara proje s\u00fcre\u00e7lerini y\u00f6netme g\u00f6revi hele hele s\u00f6zle\u015fmelerde b\u00f6yle bir y\u00fck\u00fcml\u00fcl\u00fck olmadan verilmesi,\u00a0 proje s\u00fcre\u00e7lerinde sanc\u0131l\u0131 d\u00f6nemlere yol a\u00e7acakt\u0131r.<\/p>\n<p>Ye\u015fil dan\u0131\u015fmanl\u0131k firmalar\u0131n\u0131n s\u00fcrekli say\u0131 ve dolay\u0131s\u0131yla s\u00fcr\u00fcmden karl\u0131l\u0131k art\u0131rmaya y\u00f6nelik tutumlar\u0131 ye\u015fil bina dan\u0131\u015fmanl\u0131\u011f\u0131n\u0131 \u00fclkemizde ISO sertifikas\u0131 ve bina denetim i\u015flerine benzeyen bir yola sokmaya adayd\u0131r.
