Ancak T\u00fcpra\u015f ve da\u011f\u0131t\u0131m \u015firketlerinin EPDK\u2019ya \u201cBu uygulamaya haz\u0131r de\u011filiz\u201d \u015feklinde g\u00f6r\u00fc\u015f bildirdi\u011fi ve EPDK\u2019dan ek s\u00fcre talep etti\u011fi \u00f6\u011frenildi.<\/p>\n<p style=\"color: #222222;\"><strong>T\u00dcPRA\u015e S\u00dcRE \u0130STED\u0130<\/strong><br \/>\nEPDK\u2019n\u0131n haz\u0131rlad\u0131\u011f\u0131 \u201cMotorin T\u00fcrlerine Ya\u011f Asidi Metil Esteri (YAME\/Biyodizel) Harmanlanmas\u0131 Hakk\u0131nda Tebli\u011f Tasla\u011f\u0131\u201d ilgili taraflar ve kamuoyunun g\u00f6r\u00fc\u015f\u00fcne sunuldu. Taslak, piyasaya arz edilen motorine y\u00fczde 0.1 oran\u0131nda bitkisel at\u0131k ya\u011flardan elde edilen biyodizelin harmanlanmas\u0131n\u0131 zorunlu k\u0131lan h\u00fck\u00fcmler i\u00e7eriyor. Edinilen bilgilere g\u00f6re, akaryak\u0131t sekt\u00f6r\u00fc EPDK\u2019ya, 1 Ocak 2016\u2019da devreye girmesi \u00f6ng\u00f6r\u00fclen d\u00fczenlemeye haz\u0131r olmad\u0131\u011f\u0131 \u015feklinde g\u00f6r\u00fc\u015f bildirdi. T\u00fcpra\u015f\u2019\u0131n EPDK\u2019ya iletti\u011fi g\u00f6r\u00fc\u015fte, bitkisel ya\u011flar ve at\u0131klardan elde edilen biyodizelin boru \u00e7eperlerinde kal\u0131nt\u0131 olu\u015fturdu\u011fu ve ondan sonra ge\u00e7en jet yak\u0131t\u0131 veya benzini bozabildi\u011fi, bu nedenle biyodizelin farkl\u0131 bir tankta harmanlanmas\u0131 gerekti\u011fini s\u00f6yleyerek, tanklar\u0131 ay\u0131rmak ve buna uygun i\u015flemleri ger\u00e7ekle\u015ftirebilmek i\u00e7in 2017\u2019ye kadar s\u00fcre talep etti\u011fi \u00f6\u011frenildi.<\/p>\n<p style=\"color: #222222;\"><strong>EKONOM\u0130YE KAZANDIRILMALI<\/strong><br \/>\nBir EPDK yetkilisi, tebli\u011fin hen\u00fcz taslak halinde oldu\u011funa i\u015faret ederek, \u201cBiyodizelin normal dizel i\u00e7erisinde binde bir bu\u00e7uk veya ikiye kadar kat\u0131lmas\u0131na zorunluluk getiriyoruz. Zorunluluk olunca herkesin katmas\u0131 gerekecek. T\u00fcpra\u015f da, di\u011fer da\u011f\u0131t\u0131m \u015firketleri de \u2018haz\u0131r de\u011filiz\u2019 diyorlar. Tebli\u011fi haz\u0131rlarken, alt\u0131 ay gibi bir s\u00fcre\u00e7 planlam\u0131\u015ft\u0131k. 1 ay i\u00e7erisinde tebli\u011fi yay\u0131nlayacak a\u015famaya geliriz. Hem T\u00fcpra\u015f\u2019\u0131n, hem da\u011f\u0131t\u0131m \u015firketlerinin haz\u0131r olmas\u0131 gerekiyor\u201d \u015feklinde konu\u015fuyor. Ayn\u0131 yetkili, 23 firman\u0131n biyodizel \u00fcretimi yapmas\u0131na kar\u015f\u0131n, at\u0131k ya\u011flar\u0131 toplayarak \u00fcretim yapan yaln\u0131zca 2 firma oldu\u011funa i\u015faret ederek, sekt\u00f6r\u00fcn bu alanda rekabetin hen\u00fcz olu\u015fmam\u0131\u015f olmas\u0131ndan rahats\u0131z oldu\u011funu dile getiriyor. Bu iki firman\u0131n da ayn\u0131 ki\u015fiye ait oldu\u011funu ekleyen EPDK yetkilisi, \u201cAcaba zorunluluk geldi\u011finde, bunu fiyat y\u00fckseltme unsuru olarak kullan\u0131r m\u0131 noktas\u0131nda soru i\u015faretleri var. Bu konular\u0131 yak\u0131n zamanda \u00e7\u00f6zmeye \u00e7al\u0131\u015faca\u011f\u0131z\u201d diyor. Kamuoyunda yak\u0131tlar\u0131n at\u0131ktan elde edilmesiyle alakal\u0131 olumsuz bir alg\u0131 oldu\u011funu da vurgulayan yetkili, \u201cNiye normal dizel varken, at\u0131ktan elde edilmi\u015f dizeli arac\u0131ma koyay\u0131m\u2019 \u015feklinde bir \u00f6nyarg\u0131 var. Da\u011f\u0131t\u0131m \u015firketleri normal \u015fartlarda alm\u0131yor. O zaman da bu at\u0131klar\u0131 yasad\u0131\u015f\u0131 \u015fekilde elden \u00e7\u0131kar\u0131lmas\u0131 durumu ortaya \u00e7\u0131k\u0131yor. Ya denize, ya topra\u011fa d\u00f6k\u00fclecek ve ekonomiye kazand\u0131r\u0131lmam\u0131\u015f olacak. At\u0131k ya\u011flar\u0131n \u00e7evreye zarar vermeden ekonomiye kazand\u0131r\u0131lmas\u0131 laz\u0131m\u201d diyor.<\/p>\n<p style=\"color: #222222;\"><strong>\u201cP\u0130YASA YOK END\u0130\u015eES\u0130\u201d<\/strong><br \/>\nAKARYAKIT sekt\u00f6r\u00fc temsilcileri, bitkisel at\u0131k ya\u011fdan \u00fcretilecek YAME\u2019nin standartlara uygun olmas\u0131 gerekti\u011fini vurgulayarak, \u201cBuradaki s\u0131k\u0131nt\u0131 gerek \u00fcretici, gerek laboratuvar a\u00e7\u0131s\u0131ndan \u00e7ok geli\u015fmi\u015f bir piyasa yok. Bunu \u00fcreten ve harmanlayacak firma ve akredite laboratuvarlar\u0131n daha rekabet ortam\u0131nda hizmet veriyor olmas\u0131 laz\u0131m. Ge\u00e7mi\u015fte biyodizel uygulamalar\u0131 ka\u00e7ak akaryak\u0131t a\u00e7\u0131s\u0131ndan s\u0131k\u0131nt\u0131 yaratm\u0131\u015f konular. Kay\u0131t d\u0131\u015f\u0131 ve hileli akaryak\u0131t anlam\u0131nda ciddi bir denetim uygulanmas\u0131 gerekiyor. Sistemi geli\u015ftirirken yasad\u0131\u015f\u0131 \u00fcr\u00fcne izin vermeyecek, kontrol ve denetimle birlikte d\u00fc\u015f\u00fcnmek laz\u0131m\u201d diyor. YAME\u2019li \u00fcr\u00fcn\u00fcn ge\u00e7ti\u011fi boru hatlar\u0131n\u0131n, daha sonra ge\u00e7ecek baz\u0131 \u00fcr\u00fcnler a\u00e7\u0131s\u0131ndan s\u0131k\u0131nt\u0131 yaratt\u0131\u011f\u0131n\u0131 dile getiren sekt\u00f6r temsilcisi, \u201cE\u011fer boru hatlar\u0131ndan ge\u00e7erse temizlenmesi gerekiyor.
