Puant talebin %25\u2019i oran\u0131nda ba\u011flanabilir kapasite belirlenerek 2020 y\u0131l\u0131 sonu toplam RES ba\u011flanabilir kapasitesi yakla\u015f\u0131k 15.000 MW olarak tespit edilmi\u015ftir. Mevcut durumda, kapasite tahsisi ger\u00e7ekle\u015ftirilen i\u015fletmede, lisansl\u0131 ve olumlu g\u00f6r\u00fc\u015f verilerek lisansland\u0131rma s\u00fcreci devam eden toplam yakla\u015f\u0131k 11.600 MW bulunmakta olup, 2013 y\u0131l\u0131nda 3.000 MW ba\u011flanabilir kapasite a\u00e7\u0131klanm\u0131\u015ft\u0131r.<\/em><\/p>\n<p style=\"color: #222222;\">Yat\u0131r\u0131mc\u0131lar\u0131n bu kapasiteye talebi yo\u011fundu. Kapasite ayr\u0131lan RES\u2019ler i\u00e7in toplamda 1096 ba\u015fvuru yap\u0131lm\u0131\u015f ve 3000 MW kapasite i\u00e7in 42273,65 MW\u2019l\u0131k ba\u015fvuru olmu\u015ftur, yani ayr\u0131lan her 1 MW\u2019l\u0131k kapasite i\u00e7in 14 MW\u2019l\u0131k ba\u015fvuru yap\u0131lm\u0131\u015ft\u0131r. Bu ba\u015fvurularda dikkat \u00e7eken detaylar ise \u015f\u00f6yledir:<\/p>\n<ol style=\"color: #222222;\">\n<li>En \u00e7ok kapasitenin tahsis edildi\u011fi ilk 6 b\u00f6lge (bu b\u00f6lgeleri kapsayan iller \u00c7anakkale, Karaman, Mersin, Bal\u0131kesir, Adana, Bursa, Antalya) yakla\u015f\u0131k olarak %33\u2019l\u00fck k\u0131sm\u0131 olan 1000 MW kapasiteyi b\u00fcy\u00fck oranda payla\u015fm\u0131\u015ft\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"2\">\n<li>G\u00fcne\u015f enerjisi yat\u0131r\u0131mlar\u0131n\u0131n da g\u00f6zbebe\u011fi olan Karaman\u2019\u0131n kapasite tahsis edilen ilk 3 il aras\u0131nda yer almas\u0131 yenilenebilir enerji sekt\u00f6r\u00fcn\u00fcn kalbinin bu b\u00f6lgede atabilece\u011fini g\u00f6steriyor.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"3\">\n<li>Karadeniz B\u00f6lgesi\u2019ne payla\u015ft\u0131r\u0131lan kapasitede ilgi \u00e7ekici noktay\u0131 g\u00f6z \u00f6n\u00fcnde bulundurmak gerekir. Karadeniz B\u00f6lgesi\u2019nin i\u00e7 k\u0131s\u0131mlar\u0131nda yer alan Samsun, Sinop, Kastamonu, \u00c7orum Amasya\u2019ya yo\u011fun kapasite verilirken Do\u011fu ve Bat\u0131 Karadeniz b\u00f6lgelerinde bu kapasite b\u00fcy\u00fck d\u00fc\u015f\u00fc\u015f g\u00f6stermi\u015ftir.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"4\">\n<li>Ocak 2015 T\u00dcREB \u0130statistik Raporu\u2019na g\u00f6re mevcutta en \u00e7ok kurulu g\u00fcc\u00fcn bulundu\u011fu Bal\u0131kesir\u2019e (818,25 MW) mevcut kurulu g\u00fcc\u00fcn\u00fcn yakla\u015f\u0131k %20\u2019sine tekab\u00fcl eden ve en y\u00fcksek 3.kapasite olan 160 MW tahsis edilmi\u015ftir. Benzer \u015fekilde kurulu g\u00fcc\u00fcn b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fc olu\u015fturan \u0130zmir\u2019e (684,70 MW) sadece 50 MW, Manisa\u2019ya (484,95 MW) 30 MW, Hatay\u2019a (277 MW)\u2019a 30 MW ayr\u0131larak bu b\u00f6lgelerdeki yeni yat\u0131r\u0131mlar\u0131n gelece\u011fine y\u00f6n verilmi\u015ftir. En \u00e7ok kapasitenin tahsis edildi\u011fi \u00c7anakkale\u2019ye ise kurulu g\u00fcc\u00fcn\u00fcn (179,05 MW) %145 kadar kapasite ayr\u0131lm\u0131\u015ft\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"5\">\n<li>Tahsis edilen 3000 MW\u2019\u0131n 1380 MW\u2019\u0131n\u0131n ayr\u0131ld\u0131\u011f\u0131 b\u00f6lgelerin daha \u00f6nceden hi\u00e7 yat\u0131r\u0131m\u0131n yap\u0131lmad\u0131\u011f\u0131 b\u00f6lgeler olmas\u0131 ise dikkat \u00e7ekmektedir. Adana, Bursa, Antalya illeri 330 MW ile bu b\u00f6lgelerin ba\u015f\u0131n\u0131 \u00e7ekmektedirler. Geriye kalan 1620 MW ise daha \u00f6nceden yat\u0131r\u0131m\u0131n ger\u00e7ekle\u015fti\u011fi b\u00f6lgelere ayr\u0131lm\u0131\u015ft\u0131r. Ocak 2015 itibariyle i\u015fletmedeki RES\u2019lerin illere g\u00f6re da\u011f\u0131l\u0131m\u0131na bak\u0131ld\u0131\u011f\u0131 zaman, daha \u00f6nceden kurulu g\u00fcc\u00fc olmayan 45 tane ile kapasite ayr\u0131lm\u0131\u015fken, kurulu g\u00fcc\u00fc bulunan 36 il i\u00e7in ayr\u0131lan kapasite \u00e7o\u011funlu\u011fu olu\u015fturmaktad\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"6\">\n<li>Enerji yat\u0131r\u0131mlar\u0131 konusunda zay\u0131f kalan T\u00fcrkiye\u2019nin en y\u00fcksek rak\u0131ml\u0131 illerinden olan \u015e\u0131rnak Hakkari\u2019ye ise Siirt ile birlikte 30 MW ayr\u0131larak olabildi\u011fince RES yat\u0131r\u0131mlar\u0131n\u0131n \u00fclke geneline yayg\u0131nla\u015fmas\u0131 ama\u00e7lanm\u0131\u015ft\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"7\">\n<li>Tahsis edilen 3000 MW\u2019\u0131n 81 il i\u00e7in homojen da\u011f\u0131t\u0131ld\u0131\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcl\u00fcrse, her bir ile yakla\u015f\u0131k 37 MW\u2019l\u0131k kurulu g\u00fc\u00e7 ayr\u0131ld\u0131\u011f\u0131 hesaplanabilir. 26 tane il i\u00e7in bu ortalaman\u0131n \u00fczerinde kapasite ayr\u0131lm\u0131\u015fken, kalan 55 il i\u00e7in il ba\u015f\u0131na ayr\u0131lan kapasite bu ortalaman\u0131n alt\u0131nda kalm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019nin farkl\u0131 co\u011frafi b\u00f6lgelerindeki r\u00fczgar performanslar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurulursa homojen olmayan bu da\u011f\u0131l\u0131m beklenen bir durumdur.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"8\">\n<li>Ba\u015fvuru yap\u0131lan 42273,65 MW, T\u00fcrkiye kurulu g\u00fcc\u00fcn\u00fcn Haziran ay\u0131 itibar\u0131 belirlenen de\u011feri olan 71603,7 MW\u2019\u0131n neredeyse %60\u2019\u0131na tekab\u00fcl etmektedir.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"9\">\n<li>Enerji ve Tabi Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n yapt\u0131\u011f\u0131 bilgilendirme de T\u00fcrkiye i\u00e7in yer seviyesinden 50 metre y\u00fckseklikte, 7,5 m\/s \u00fczeri r\u00fczgar h\u0131zlar\u0131na sahip b\u00f6lgeler i\u00e7erisinde kilometrekareye 5 MW g\u00fcc\u00fcnde RES kurulabilece\u011fi kabul edilmektedir. Bu bilgiler \u0131\u015f\u0131\u011f\u0131nda, orta-\u00f6l\u00e7ekli say\u0131sal hava tahmin modeli ve mikro-\u00f6l\u00e7ekli r\u00fczgar ak\u0131\u015f modeli kullan\u0131larak \u00fcretilen r\u00fczgar kaynak bilgilerinin verildi\u011fi R\u00fczgar Enerjisi Potansiyel Atlas\u0131 (REPA) haz\u0131rlanm\u0131\u015ft\u0131r. Yap\u0131lan bu \u00e7al\u0131\u015fmalar\u0131n ard\u0131ndan T\u00fcrkiye\u2019nin r\u00fczgar enerjisi potansiyeli 48000 MW olarak belirlenmi\u015ftir. Bu durumda yap\u0131lan ba\u015fvurular\u0131n toplam kurulu g\u00fcc\u00fc T\u00fcrkiye r\u00fczgar enerjisi potansiyelinin neredeyse %90\u2019\u0131na denk gelmektedir.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"10\">\n<li>Y\u00fcksek Planlama Kurulu\u2019nun 18\/5\/2009 tarih ve 2009\/11 say\u0131l\u0131 Karar\u0131 ile yay\u0131nlanan Elektrik Enerjisi Piyasas\u0131 ve Arz G\u00fcvenli\u011fi Strateji Belgesinde, r\u00fczgar enerjisine dayal\u0131 kurulu g\u00fcc\u00fcn en az 20000 MW olmas\u0131 hedeflenmi\u015ftir. Bu durumda yap\u0131lan ba\u015fvuru g\u00fcc\u00fc hedefin iki kat\u0131ndan fazlad\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"11\">\n<li>Yap\u0131lan ba\u015fvuru say\u0131lar\u0131 g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011fu zaman en \u00e7ok ba\u015fvuru, 115 ba\u015fvuru ile en \u00e7ok kapasitenin ayr\u0131ld\u0131\u011f\u0131 \u00c7anakkale\u2019ye yap\u0131lm\u0131\u015f. Ayn\u0131 \u015fekilde ba\u015fvuru say\u0131s\u0131 kadar ba\u015fvuru g\u00fcc\u00fcnde de liderli\u011fi \u00c7anakkale (5488,7 MW) kapt\u0131rmam\u0131\u015f g\u00f6r\u00fcn\u00fcyor. Ba\u015fvuru say\u0131s\u0131 bak\u0131m\u0131ndan ikincili\u011fi mevcut durumda en \u00e7ok kurulu g\u00fcc\u00fc bulunduran Bal\u0131kesir (102 Ba\u015fvuru, toplam 4669,15 MW), \u00fc\u00e7\u00fcnc\u00fcl\u00fc\u011f\u00fc Karaman-Mersin (80 ba\u015fvuru 5050 MW) \u00fcstlenmi\u015ftir. Ba\u015fvuru g\u00fcc\u00fc bak\u0131m\u0131ndan ikincili\u011fi Karaman-Mersin (80 ba\u015fvuru 5050 MW), \u00fc\u00e7\u00fcnc\u00fcl\u00fc\u011f\u00fc Bal\u0131kesir (102 Ba\u015fvuru, toplam 4669,15 MW) \u00fcstlenmi\u015ftir.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"12\">\n<li>Ba\u015fvuru ba\u015f\u0131na en \u00e7ok kurulu g\u00fc\u00e7 talebinde ise birincili\u011fi Karaman-Mersin(63 MW\/Ba\u015fvuru), ikincili\u011fi Erzurum, Van, Bing\u00f6l-Tunceli (50 MW\/Ba\u015fvuru), \u00fc\u00e7\u00fcnc\u00fcl\u00fc\u011f\u00fc ise 48 MW\/Ba\u015fvuru ile \u00c7anakkale alm\u0131\u015ft\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"13\">\n<li>Mevcut kurulu g\u00fc\u00e7te liderli\u011fi \u00fcstlenen \u0130zmir, Bal\u0131kesir, Manisa illeri s\u0131ras\u0131yla tahsis edilen kapasitenin yakla\u015f\u0131k 32, 29 ve 26 kat\u0131 g\u00fcc\u00fcnde ba\u015fvuru alarak ilk \u00fc\u00e7\u00fc \u00fcstlenmi\u015ftir. Marmara b\u00f6lgesindeki Edirne, Tekirda\u011f K\u0131rklareli ise ortalama kapasitenin 22 kat\u0131 g\u00fcc\u00fcnde ba\u015fvuru alarak bu b\u00f6lgedeki RES\u2019lere olan talebin homojen da\u011f\u0131ld\u0131\u011f\u0131 b\u00f6lgedir. Bu oranlaman\u0131n yap\u0131ld\u0131\u011f\u0131 b\u00f6lgeler ve iller dikkate al\u0131nd\u0131\u011f\u0131nda yo\u011funlu\u011fun Marmara, Ege, Akdeniz k\u0131y\u0131lar\u0131nda oldu\u011fu g\u00f6r\u00fclmektedir.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"14\">\n<li>Kapasite ayr\u0131lmas\u0131na ra\u011fmen ba\u015fvuru almayan tek b\u00f6lge Siirt-Hakkari-\u015e\u0131rnakt\u0131r. Bing\u00f6l ve Tunceli i\u00e7in ayr\u0131lan kapasitenin tamam\u0131 i\u00e7in ise bir ba\u015fvuru yap\u0131lm\u0131\u015ft\u0131r.<\/li>\n<\/ol>\n<ol style=\"color: #222222;\" start=\"15\">\n<li>Artvin-Rize-Trabzon, Erzurum ve Van\u2019da ise yat\u0131r\u0131mc\u0131lar\u0131n yapt\u0131\u011f\u0131 ba\u015fvurular\u0131n tamam\u0131 tahsis edilen t\u00fcm kapasite i\u00e7in olmu\u015ftur. Ba\u015fvuru ba\u015f\u0131na g\u00fc\u00e7 miktarlar\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda kapasiteye en \u00e7ok k\u0131smi ba\u015fvuru \u00c7anakkale i\u00e7in yap\u0131lm\u0131\u015f g\u00f6r\u00fcn\u00fcyor.<\/li>\n<\/ol>\n<p style=\"color: #222222;\">Yap\u0131lan 1096 ba\u015fvurunun 1018 tanesi de\u011ferlendirmeye al\u0131nm\u0131\u015f, 1018 ba\u015fvurunun toplam kurulu g\u00fcc\u00fc de 39801,883 MW olarak hesaplanm\u0131\u015ft\u0131r. \u00d6n\u00fcm\u00fczdeki d\u00f6nem i\u00e7in TE\u0130A\u015e\u2019\u0131n 07.05.2015 tarihinde yay\u0131nlad\u0131\u011f\u0131 yeni 2000 MW i\u00e7in\u00a0<em>ise toplam tahsis edilen kapasiteden 1.157 MW k\u0131sm\u0131n hen\u00fcz \u00fcretim lisans\u0131n\u0131 almam\u0131\u015f, 780 MW k\u0131sm\u0131n ise Ba\u011flant\u0131 Anla\u015fmas\u0131 i\u00e7in hen\u00fcz ba\u015fvuru yapm\u0131\u015f olmamas\u0131<\/em>g\u00f6z \u00f6n\u00fcnde bulundurulmu\u015ftur.<\/p>\n<p style=\"color: #222222;\"><em><strong>C.
