Uzmanlar\u0131n s\u00f6yledi\u011fine g\u00f6re bu azal\u0131\u015f, \u00fclkenin n\u00fckleer enerjiden ayr\u0131lmaya ba\u015flamas\u0131ndan beri ivme kazanan yenilenebilir enerjiye do\u011fru ge\u00e7i\u015f ile geldi.<\/p>\n<p>Yenilenebilir enerji kullan\u0131larak \u00fcretilen elektri\u011fin 2012\u2032nin ilk alt\u0131 ay\u0131nda\u00a0%20\u2032den %25\u2032e y\u00fckselmesi, \u00fclkeyi 2020\u2032de %35 ve 2050\u2032de %80 hedeflerine yakla\u015ft\u0131rd\u0131.<\/p>\n<p>Bu durum kar\u015f\u0131s\u0131nda \u201c\u0130klim Etki Ara\u015ft\u0131rmas\u0131 i\u00e7in Postdam Enstit\u00fcs\u00fc\u201dndeki \u201cS\u00fcrd\u00fcr\u00fclebilir \u00c7\u00f6z\u00fcmler Projesi\u201d yard\u0131mc\u0131 ba\u015fkan\u0131 Brigitte Knopf \u201cYenilenebilirlerin pay\u0131ndaki art\u0131\u015f konusunda iyi bir \u00e7izgideyiz\u201d diyor ve s\u00f6zlerine \u015f\u00f6yle devam ediyor: \u201c\u00d6n\u00fcm\u00fczde baz\u0131 engeller olmas\u0131na ra\u011fmen, bu bir ba\u015far\u0131 hikayesidir.\u201d<\/p>\n<p>Alman Ticaret ve Yat\u0131r\u0131m Ajans\u0131\u2019n\u0131n yay\u0131nlad\u0131\u011f\u0131 rakamlara g\u00f6re, yenilebilir enerjiyle \u00fcretilen elektri\u011fin %38\u2032i r\u00fczgar g\u00fcc\u00fc, ve yakla\u015f\u0131k %16\u2032s\u0131 da g\u00fcne\u015ften geldi.<\/p>\n<p>Yenilenebilirlere ilerleyi\u015f, Almanya\u2019n\u0131n fazlaca sayg\u0131 g\u00f6ren ve kopyalanan Yenilenebilir Enerji Yasas\u0131 (EEG) ile geldi. Bu yasayla gelen tarife garantisi r\u00fczgar ve g\u00fcne\u015f enerjisine yat\u0131r\u0131m yapanlar\u0131 destekliyor.<\/p>\n<p>Yard\u0131m\u0131n maliyeti Almanya\u2019da hararetli bir tart\u0131\u015fmay\u0131 da tetikledi, \u00e7\u00fcnk\u00fc yard\u0131mlar evlerde daha y\u00fcksek enerji faturas\u0131 sonucunu do\u011furdu.<\/p>\n<p>Knopf \u201cE\u011fer fiyatlar artmaya devam ederse, bu enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn toplum taraf\u0131ndan kabul edilmesi s\u00fcrecini baltalayabilir.\u201d diyor.<\/p>\n<p>Japonya\u2019daki 2011 Fukushima n\u00fckleer felaketi ile beraber bu d\u00f6n\u00fc\u015f\u00fcm,\u00a0Berlin\u2019i Almanya\u2019daki n\u00fckleer enerji kullan\u0131m\u0131n\u0131n kademeli olarak bitirilmesi planlar\u0131n\u0131 2036\u2032dan 2022\u2032ye \u00e7ekmeye sevk etti. 17 n\u00fckleer g\u00fc\u00e7 santralinin sekizi enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc politikalar\u0131n\u0131n sonucu olarak ge\u00e7en sene kapat\u0131ld\u0131.<\/p>\n<p>Ancak bu durum bir yandan Almanya\u2019n\u0131n yenilenebilir enerjilere duydu\u011fu g\u00fcvenini art\u0131r\u0131rken, bir yandan da temel karbondioksit (CO2) kayna\u011f\u0131 olan k\u00f6m\u00fcrl\u00fc termik santrallere olan ba\u011fl\u0131l\u0131\u011f\u0131n\u0131 da artt\u0131rd\u0131. Uzmanlar, yeni k\u00f6m\u00fcrl\u00fc termik santral planlar\u0131 olmad\u0131\u011f\u0131n\u0131, sadece halen yap\u0131m a\u015famas\u0131ndakilerin tamamlanaca\u011f\u0131n\u0131 s\u00f6yl\u00fcyor.<\/p>\n<p>\u0130n\u015faat halindeki k\u00f6m\u00fcrl\u00fc termik santraller hakk\u0131nda Germanwatch \u00e7evreci grubundan Jan Burck \u201cE\u011fer in\u015faat halinde yeni santralleriniz varsa ve bunlar\u0131 40 ya da 50 y\u0131l \u00e7al\u0131\u015ft\u0131rmay\u0131 planl\u0131yorsan\u0131z, gelecekte sal\u0131m probleminiz olacak demektir.\u201d diyor.<\/p>\n<p>Almanya karbon sal\u0131m\u0131n\u0131 2020\u2032ye kadar 1990\u2032dakine g\u00f6re %40, 2050\u2032de ise 1990 rakamlar\u0131na g\u00f6re %80-%95 oran\u0131nda azaltmay\u0131 hedefliyor. Burck\u2019a g\u00f6re bu hedefi tutturmak zor olacak.<\/p>\n<p>Mevcut politikalar 2011\u2032e de\u011fin toplamda yakla\u015f\u0131k %26.5 azalma getirmi\u015f olsa da, Almanya Federal \u00c7evre Ajans\u0131 (UBA)\u2019n\u0131n tuttu\u011fu istatistiklere g\u00f6re ortada ba\u015fka sorunlar da var.<\/p>\n<p>Avrupa\u2019n\u0131n karbon sal\u0131m ticareti tasla\u011f\u0131 (ETS) daha az \u201ch\u0131rsl\u0131\u201d hedeflere sahip: AB \u015firketleri Almanya\u2019n\u0131n ulusal karbon azalt\u0131m hedefleri do\u011frultusunda \u00e7al\u0131\u015fmak zorunda de\u011fil. Bu durum kar\u015f\u0131s\u0131nda \u00e7evreciler, t\u00fcm AB \u00fcye \u00fclkeleri \u201cs\u0131raya sokacak\u201d daha g\u00fc\u00e7l\u00fc d\u00fczenlemelerin Avrupa-genelinde olu\u015fturulmas\u0131\u00a0i\u00e7in bast\u0131r\u0131yor.<\/p>\n<p>Sorunlara ra\u011fmen, Almanya ye\u015fil ajandas\u0131na sad\u0131k kal\u0131yor.
