Arz g\u00fcvenli\u011fi iyile\u015fecek\u201d yorumunu yap\u0131yor.<\/p>\n<p>Y\u0131ld\u0131z, Br\u00fcksel\u2019de d\u00fcn imzalanan ve T\u00fcrkiye elektrik sistemini kal\u0131c\u0131 olarak Avrupa\u2019ya ba\u011flayan anla\u015fmay\u0131 de\u011ferlendirdi.<\/p>\n<p>T\u00fcrkiye\u2019nin 1,2 milyon kilometrelik uzunlu\u011fuyla Avrupa\u2019n\u0131n ikinci, d\u00fcnyan\u0131n be\u015finci en b\u00fcy\u00fck elektrik \u015febekesi konumunda oldu\u011funu hat\u0131rlatan Y\u0131ld\u0131z, daha \u00f6nce ba\u015flat\u0131lan ge\u00e7ici nitelikteki senkron (e\u015f zamanl\u0131) ba\u011flant\u0131n\u0131n, bu anla\u015fmayla s\u00fcrekli hale geldi\u011fini s\u00f6yledi.<\/p>\n<p>Bakan Y\u0131ld\u0131z, elektrik \u015febekesinin senkron \u00e7al\u0131\u015fabilmesinin, T\u00fcrkiye\u2019nin, Avrupal\u0131 kom\u015fular\u0131 ile elektrik al\u0131\u015fveri\u015fini daha sa\u011fl\u0131kl\u0131 ve s\u00fcrekli hale getirece\u011fini vurgulayarak, \u015f\u00f6yle devam etti:<\/p>\n<p>\u201cBu sayede, mevcut Yunanistan ve Bulgaristan ba\u011flant\u0131lar\u0131 ile ileride yap\u0131labilecek yeni iletim ba\u011flant\u0131lar\u0131 \u00fczerinden elektrik ticareti imkanlar\u0131 artm\u0131\u015f olacak. 4 y\u0131l \u00f6nce T\u00fcrkiye\u2019nin elektrik sistemi ile K\u0131ta Avrupas\u0131 elektrik sisteminin kal\u0131c\u0131 ba\u011flant\u0131s\u0131 i\u00e7in deneme s\u00fcreci ba\u015flat\u0131lm\u0131\u015ft\u0131. Bu s\u00fcre\u00e7 olduk\u00e7a ba\u015far\u0131l\u0131 bir \u015fekilde ge\u00e7irildi. Bu sistemin kurumsal yap\u0131s\u0131 olan ENTSO-E de deneme ba\u011flant\u0131 d\u00f6nemindeki olumlu sonu\u00e7lar\u0131 olduk\u00e7a memnuniyetle kar\u015f\u0131lad\u0131. Bu ba\u011flant\u0131yla fiili olarak Avrupa sistemine 400 megavat elektrik ihrac\u0131, 550 megavat elektrik ithali yapabiliyoruz. Bu rakam bu anla\u015fmayla \u00f6n\u00fcm\u00fczdeki d\u00f6nemde \u00e7ok daha fazla olacak.\u201d<\/p>\n<p>Anla\u015fma ile T\u00fcrkiye\u2019nin b\u00f6lgedeki en g\u00fc\u00e7l\u00fc elektrik pazar\u0131 haline gelece\u011finin alt\u0131n\u0131 \u00e7izen Y\u0131ld\u0131z, \u201cEP\u0130A\u015e ile elektrik ticareti dolay\u0131s\u0131yla rekabet artacak, Avrupa sistemine olan ba\u011flant\u0131m\u0131z da bu rekabeti \u00e7ok daha y\u00fcksek boyuta ta\u015f\u0131yacak. Elektrik ticaretindeki bu rekabetten en \u00e7ok faydalanacak olan ku\u015fkusuz ki m\u00fc\u015fteriler, yani vatanda\u015flar\u0131m\u0131z olacak. Elektri\u011fi \u00e7ok daha kaliteli, g\u00fcvenli ve uygun maliyetli alabilme imkan\u0131 do\u011facak. Bug\u00fcn elektrikte bat\u0131 pazar\u0131 \u0130spanya ise do\u011fu pazar\u0131 da T\u00fcrkiye olacak. Bu da T\u00fcrkiye\u2019nin enerjideki merkez konumunu g\u00fc\u00e7lendirmi\u015f olacak\u201d diye konu\u015ftu.<\/p>\n<blockquote><p><strong>Expanding the European Electricity Market<\/strong><\/p>\n<p><strong>On 15 April 2015 one of the largest AC synchronous grids in the world, ENTSO-E\u2019s Continental Europe grid, extended to Turkey, serving an additional 75 million consumers. High level speakers from EU institutions, the Turkish Government, ENTSO-E and TEIAS, the Turkish transmission system operator, gathered in ENTSO-E to explain why this is good for European and Turkish consumers.<\/strong><\/p>\n<p>\u2018We are very proud to welcome Turkey in the European house of transmission system operators\u2019, said <strong>Pierre Bornard<\/strong>, ENTSO-E Chairman and Deputy CEO of RTE, the French transmission system operator, as he opened the ceremony marking the extension of Europe\u2019s Continental synchronous grid to Turkey. \u2018Electricity interconnection brings social welfare. This agreement means more electricity trade, more sharing of power reserves, more security and mutual help in emergency situations. All of this benefits the consumer\u2019, said <strong>Pierre Bornard<\/strong>.<\/p>\n<p>\u2018I am very happy to attend this very visible step forward in promoting our common energy policy beyond EU borders\u2019 said <strong>Jerzy Buzek<\/strong>, MEP, ITRE Committee Chair. \u2018Energy Union should not be a union of 28 but a union of at least 36, including our neighbours in the Energy Community. Turkey should be part of the Energy Union\u2019, Buzek added.<\/p>\n<p>Represented by the Head of Cabinet of the Vice President \u0160ef\u010dovi\u010d, <strong>Juraj Nociar<\/strong>, the European Commission insisted that this is also the view of the Commission and that the Energy Union Communication already looks at countries outside of the EU, including Turkey. \u2018The Commission has decided to upgrade the cooperation with Turkey on energy\u2019, said Nociar. Last month, Vice-President \u0160ef\u010dovi\u010d visited Turkey and officially launched the High Level Energy Dialogue.<\/p>\n<p>For <strong>Janez Kopac<\/strong>, Director of the Energy Community Secretariat, today\u2019s signature is \u2018truly historical. Never before has there been such a legally binding contract on energy between a European organisation and Turkey\u2019. Kopac hopes that this agreement will push things ahead on both sides and that \u2018Europe will find the right forum to bring Turkey on board.\u2019 Kopac pointed out that Turkey is well advanced if not ahead in many ways as regard to the electricity sector.<\/p>\n<p><strong>Konstantin Staschus<\/strong>, ENTSO-E Secretary General, insisted also on the crucial role played by electricity interconnections for integration. \u2018If there is no interconnection nothing can be done on integration from the political side of things or the markets. Electricity interconnection is the foundation for integration.\u2019<\/p>\n<p>The Turkish Undersecretary of Energy and Natural Resources, <strong>Metin Kilci<\/strong>, underlined that his country shares the same environmental standards as the European Union and has progressed a lot on the liberalisation of its electricity sector. Represented by Acting Deputy General Manager, <strong>Ibrahim Balanuye<\/strong>, and <strong>Mehmet Kara<\/strong>, from the International Relations Department, the Turkish transmission system operator TEIAS explained that \u2018interconnection with European neighbours actually helped restore power after the blackout on 31 March\u2019 which was caused by a combination of events internal to the Turkish power system. \u2018The interconnector behaved as it should\u2019, added <strong>Pierre Bornard<\/strong>. \u2018Power systems are one of the most complex machines ever built. Running such machines is a huge task. Making all power systems operate at the same heartbeat is another great challenge. But the benefits far outweigh the costs\u2019.<\/p>\n<p><strong>Jerzy Buzek <\/strong>also raised the importance of energy as a precondition to economic recovery. He referred to the very start of the EU project with the Coal and Steel Community. <strong>Pierre Bornard<\/strong> added that UCTE, the ancestor of ENTSO-E, preceded CECA by one year showing that \u2018electricity integration is often leading the way\u2019. Through interconnection with Greece and Bulgaria Turkey can import 550 megawatts of electricity and export 400 megawatts. There are plans to increase this capacity.
