Bu gerileme, ge\u00e7ti\u011fimiz y\u0131l da devam etti ve enerji ham maddeleri ithalat\u0131 54.9 milyar dolar oldu. Orta Vadeli Program, 2015\u20132017 d\u00f6nemi i\u00e7in y\u0131ll\u0131k ortalama 60 milyar dolar ithalat bedeli \u00f6ng\u00f6rmesine ra\u011fmen son aylarda d\u00fc\u015fen petrol fiyatlar\u0131n\u0131n etkisiyle, 2015 y\u0131l\u0131nda bundan daha d\u00fc\u015f\u00fck tutarda bir ithalat bekleniyor.<\/p>\n<p><strong>DI\u015eA BA\u011eIMLILIK L\u0130G\u0130NDE \u00dcST SIRALARDA<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin ithalat\u0131nda, petrol ve dolay\u0131s\u0131yla do\u011falgazda ya\u015fanan fiyat d\u00fc\u015f\u00fc\u015flerine ra\u011fmen uzun vadede kal\u0131c\u0131 bir gerileme ihtimali d\u00fc\u015f\u00fck g\u00f6r\u00fcn\u00fcyor. TMMOB Maden M\u00fchendisleri Odas\u0131\u2019ndan Dr. Nejat Tamzok\u2019un derledi\u011fi verilere g\u00f6re t\u00fcketti\u011fi enerjinin d\u00f6rtte \u00fc\u00e7\u00fcn\u00fc ithal eden T\u00fcrkiye, enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n en y\u00fcksek oldu\u011fu birka\u00e7 \u00fclke aras\u0131nda yer al\u0131yor. D\u00fcnya net enerji ithalat\u0131 liginde 11\u2019inci s\u0131rada bulunan T\u00fcrkiye, 2013 y\u0131l\u0131 net ithalat rakamlar\u0131na g\u00f6re do\u011fal gaz ithalat\u0131nda d\u00fcnya be\u015fincisi, petrol ithalat\u0131nda d\u00fcnya on \u00fc\u00e7\u00fcnc\u00fcs\u00fc, k\u00f6m\u00fcr ithalat\u0131nda d\u00fcnya sekizincisi, petrol koku ithalat\u0131nda d\u00fcnya d\u00f6rd\u00fcnc\u00fcs\u00fc durumunda.<\/p>\n<p><strong>TEDAR\u0130K\u00c7\u0130 BA\u011eIMLILI\u011eI DA Y\u00dcKSEK<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n olumsuz etkilerini katlayacak bir ba\u015fka fakt\u00f6re daha dikkat \u00e7ekiliyor. Bu tespitin gerek\u00e7esi ise \u015fu: T\u00fcrkiye birincil enerji t\u00fcketiminin yakla\u015f\u0131k y\u00fczde 64\u2019\u00fcn\u00fc toplam 10 \u00fclkeden, y\u00fczde 43\u2019\u00fcn\u00fc sadece 3 \u00fclkeden ve y\u00fczde 27\u2019sini ise tek bir \u00fclkeden tedarik ediyor.<\/p>\n<p>Enerji arz g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan ciddi bir sorun te\u015fkil eden bu tablonun her y\u0131l biraz daha k\u00f6t\u00fcle\u015fti\u011fine dikkat \u00e7ekiliyor. Rapor\u2019da yer verilen ifadelere g\u00f6re, yerli kaynak \u00fcretiminde ciddi bir at\u0131l\u0131m yap\u0131lamad\u0131\u011f\u0131 takdirde, s\u00f6z konusu ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n \u00f6n\u00fcm\u00fczdeki d\u00f6nemlerde h\u0131zla y\u00fczde 80\u2019lerin \u00fczerine \u00e7\u0131kmas\u0131 son derece muhtemel. Bu rakam 2000 y\u0131l\u0131 \u00fcretimine g\u00f6re y\u00fczde 5.5 oran\u0131nda bir gerilemeye kar\u015f\u0131l\u0131k geliyor. D\u00f6nem i\u00e7erisinde linyit rezervlerinin yakla\u015f\u0131k 2 kat artt\u0131r\u0131ld\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, linyit \u00fcretimindeki bu gerileme son derece dikkat \u00e7ekici. K\u00f6m\u00fcr \u00fcretimindeki gerilemeye kar\u015f\u0131l\u0131k t\u00fcketim 2013\u2019de, 2000 y\u0131l\u0131na g\u00f6re y\u00fczde 38 artt\u0131. Aradaki fark ise ithalat ile kar\u015f\u0131land\u0131. B\u00f6yle olunca, 2000 y\u0131l\u0131nda yerli \u00fcretimin k\u00f6m\u00fcr t\u00fcketimini kar\u015f\u0131lama oran\u0131 y\u00fczde 56 d\u00fczeyindeyken 2013 y\u0131l\u0131nda bu oran y\u00fczde 48\u2019e kadar geriledi. Hidrolik enerjinin pay\u0131, ya\u015fanan ciddi kurakl\u0131k \u015fartlar\u0131nda y\u00fczde 35.11 oran\u0131nda azalmayla y\u00fczde 24,8\u2019den y\u00fczde 16,1\u2019e geriledi. \u0130thal k\u00f6m\u00fcr\u00fcn elektrikteki pay\u0131 ise y\u00fczde 12.2\u2019den y\u00fczde 14.6\u2019ya y\u00fckselmi\u015f durumda. Do\u011fal gaz, ithal k\u00f6m\u00fcr ve s\u0131v\u0131 yak\u0131tlardan olu\u015fan ithal kaynaklar\u0131n elektrik \u00fcretimindeki toplam pay\u0131 ise 65.1 oldu.<\/p>\n<p><strong>ELEKTR\u0130K YATIRIMLARI NEREYE?<\/strong><\/p>\n<p>MMO Enerji Komisyoun \u00dcyesi Can \u00d6zgiresun\u2019un EPDK verileri \u00fczerinde yapt\u0131\u011f\u0131 incelemeye g\u00f6re, yat\u0131r\u0131m ger\u00e7ekle\u015fme oran\u0131 y\u00fczde 35\u2019in \u00fczerindeki santral yat\u0131r\u0131mlar\u0131n\u0131n toplam i\u00e7indeki pay\u0131 yaln\u0131zca y\u00fczde 18.73 seviyesinde. Ger\u00e7ekle\u015fme oran\u0131 y\u00fczde10\u2019un alt\u0131ndaki tesislerin pay\u0131 ise y\u00fczde 43.41 d\u00fczeyinde. Bilgi vermeyenlerle birlikte, lisans alan enerji santral yat\u0131r\u0131mlar\u0131n\u0131n, \u00fc\u00e7te ikisine yak\u0131n k\u0131sm\u0131 (y\u00fczde 62,97), hen\u00fcz yat\u0131r\u0131ma ba\u015flamam\u0131\u015f durumda. Bu oranlar, yat\u0131r\u0131mlarda istenilen h\u0131za ula\u015fman\u0131n zor oldu\u011funu g\u00f6steriyor. Bu arada, EPDK\u2019n\u0131n \u00f6n\u00fcne gelmi\u015f ba\u015fvuru a\u015famas\u0131nda 691 proje var. Bunlar\u0131n toplam kurulu g\u00fcc\u00fc de yakla\u015f\u0131k 50 bin MW g\u00f6r\u00fcn\u00fcyor.<\/p>\n<p><strong>YERL\u0130 VE YEN\u0130LENEB\u0130L\u0130R KAYNAKLAR NE DURUMDA?<\/strong><\/p>\n<p>Elektrik \u00fcretimi amac\u0131yla kullan\u0131labilecek g\u00fcne\u015f enerjisi potansiyelinin hen\u00fcz binde biri-ikisinin de\u011ferlendirilebildi\u011fine i\u015faret edilen raporda \u201cOysa T\u00fcrkiye\u2019nin g\u00fcne\u015fe dayal\u0131 y\u0131ll\u0131k 400 milyar kWh elektrik \u00fcretim kapasitesi, 2014\u2019te t\u00fcketti\u011fimiz elektri\u011fin bir bu\u00e7uk kat\u0131ndan daha fazla\u201d denildi. Rapora g\u00f6re, jeotermal potansiyelin hen\u00fcz be\u015fte biri kullan\u0131l\u0131rken, biyoyak\u0131t potansiyel ise neredeyse t\u00fcm\u00fcyle at\u0131l vaziyette.<\/p>\n<p><strong>DERELER\u0130 YOK ETMEDEN HES M\u00dcMK\u00dcN<\/strong><\/p>\n<p>Raporda, Do\u011fu Karadeniz ba\u015fta olmak \u00fczere T\u00fcrkiye\u2019nin \u00e7e\u015fitli b\u00f6lgelerinde yerel halk\u0131n kar\u015f\u0131 \u00e7\u0131kt\u0131\u011f\u0131 HES\u2019ler \u201cK\u00fc\u00e7\u00fck dereleri borulara hapsederek do\u011faya, halka ve ya\u015fama kastetme anlam\u0131na gelen yanl\u0131\u015f projeler\u201d olarak nitelendirildi. Bu tip projeler bir kenara koyuldu\u011funda T\u00fcrkiye\u2019nin hidrolik potansiyelinin hen\u00fcz y\u00fczde 60\u2019\u0131n\u0131n de\u011ferlendirildi\u011fi de not edildi. Proje ve yat\u0131r\u0131m s\u00fcrecindeki HES projeleri devreye girdi\u011finde, ak\u0131ll\u0131 bir su y\u00f6netimiyle, y\u0131lda 100 milyar kWh\u2019den fazla elektrik \u00fcretmek m\u00fcmk\u00fcn.<\/p>\n<p><strong>G\u00dcNE\u015e T\u00dcRK\u0130YE`YE H\u00c2L\u00c2 \u00c7OK UZAK<\/strong><\/p>\n<p>TMMOB Makina M\u00fchendisleri Odas\u0131 Enerji \u00c7al\u0131\u015fma Grubu \u00fcyesi \u015eenol Tun\u00e7\u2019un T\u00fcrkiye\u2019nin bir\u00e7ok y\u00f6resinde yapt\u0131\u011f\u0131 fiziki inceleme ve \u00f6l\u00e7\u00fcm \u00e7al\u0131\u015fmalar\u0131na g\u00f6re, yakla\u015f\u0131k 11.000 km\u00b2 alana tesis edilecek GES\u2019ler ile 363 TWH elektrik \u00fcretmek, \u00e7at\u0131 uygulamalar\u0131yla bu rakam\u0131 400 TWH\u2019a \u00e7\u0131karmak m\u00fcmk\u00fcn. Tun\u00e7, b\u00f6yle b\u00fcy\u00fck kapasitede potansiyel de\u011ferlendirmeyi beklerken, 2015\u2019te izin verilecek GES projelerinin toplam\u0131n\u0131n 600 MW, yeni ba\u015fvurular i\u00e7in verilen tarihin ise 2015 bahar\u0131 oldu\u011funu hat\u0131rlatarak &#8220;2019 hedefi ise 3 000 MW ile s\u0131n\u0131rl\u0131 tutulmu\u015ftur. Bu tablo, iktidar\u0131n g\u00fcne\u015f enerjisine ne denli uzak oldu\u011funu ortaya koymaktad\u0131r&#8221; g\u00f6r\u00fc\u015f\u00fcn\u00fc savundu.<\/p>\n<p><strong>N\u00dcKLEERE \u0130HT\u0130YA\u00c7 VAR MI?<\/strong><\/p>\n<p>TMMOB Makine M\u00fchendisleri Odas\u0131 T\u00fcrkiye Enerji G\u00f6r\u00fcn\u00fcm\u00fc Raporu\u2019nda yerli ve yenilebilir kaynaklardan azami \u00f6l\u00e7\u00fcde yararlanman\u0131n hedeflenmedi\u011fi iddias\u0131na da yer verilirken, h\u00fck\u00fcmetin n\u00fckleer santral yat\u0131r\u0131mlar\u0131nda \u0131srar etmesinin yanl\u0131\u015f bir politika oldu\u011fu g\u00f6r\u00fc\u015f\u00fcne yer verildi. Raporda, do\u011faya verdi\u011fi zararlar\u0131 asgari d\u00fczeyde tutmak \u015fart\u0131yla, k\u00fck\u00fcrt giderme tesisleri, baca gaz\u0131 ar\u0131tma cihazlar\u0131, AB normlar\u0131nda \u00e7al\u0131\u015facak filtrelerle ve hava so\u011futmal\u0131 sistemlerle kurulacak.<\/p>\n<p><strong>\u0130N\u015eA HAL\u0130NDEK\u0130 SANTRALLER<\/strong><\/p>\n<p>MMO Enerji Komisyonu\u2019na g\u00f6re, proje ya da in\u015fa halindeki santrallere ili\u015fkin veriler, verilen lisanslar\u0131n \u00e7oklu\u011fuyla \u00f6v\u00fcnmek yerine bu kadar \u00e7ok projeye ihtiya\u00e7 olup olmad\u0131\u011f\u0131 ve ger\u00e7ekle\u015fmelerin neden bu denli d\u00fc\u015f\u00fck d\u00fczeyde oldu\u011fu \u00fczerinde d\u00fc\u015f\u00fcnmeyi gerektiriyor. Komisyon, sa\u011fl\u0131kl\u0131 bir planlama yapabilmek i\u00e7in, yat\u0131r\u0131ma ba\u015flamam\u0131\u015f, \u00c7ED uygun belgesi alamam\u0131\u015f, toplumsal maliyetleri faydalar\u0131ndan daha fazla olan ve b\u00f6lge halk\u0131n\u0131n istemedi\u011fi projelerin iptalinin sa\u011flanmas\u0131n\u0131 \u00f6nerdi.<\/p>\n<p><strong>\u0130LERLEMEYEN YATIRIMLARA L\u0130SANS \u0130PTAL\u0130 DO\u011eRU<\/strong><\/p>\n<p>Rapor\u2019da, TMMOB Makina M\u00fchendisleri Odas\u0131\u2019n\u0131n, tamamlanmam\u0131\u015f ya da ba\u015flanmam\u0131\u015f yat\u0131r\u0131mlara verilen lisanslar\u0131n iptaliyle ilgili resmi yakla\u015f\u0131m\u0131 da \u015f\u00f6yle \u00f6zetlendi: \u201cBu konuda y\u0131llard\u0131r vurgulad\u0131\u011f\u0131m\u0131z ger\u00e7eklerin; EPDK taraf\u0131ndan nihayet fark\u0131na var\u0131lmas\u0131 ve lisans s\u00fcreleri i\u00e7inde yat\u0131r\u0131ma y\u00f6nelmeye ba\u015flamayan baz\u0131 projelerin lisanslar\u0131n\u0131n iptallerine ba\u015flan\u0131lmas\u0131 olumludur. Ancak k\u0131sa bir s\u00fcre sonra bu uygulama durdurulmu\u015f ve gerek\u00e7eleri \u00fczerine kamuoyuna herhangi bir bilgi verilmemi\u015ftir.&#8221;<\/p>\n<p><strong>EPDK`NIN \u00d6N\u00dcNDE 81 B\u0130N MW`L\u0130K KUYRUK VAR<\/strong><\/p>\n<p>MMO\u2019nun T\u00fcrkiye\u2019nin Enerji G\u00f6r\u00fcn\u00fcm\u00fc Ocak 2015 Raporu\u2019a g\u00f6re, 4 Kas\u0131m 2014 itibariyle, EPDK\u2019n\u0131n \u00f6n\u00fcnde ba\u015fvuru a\u015famas\u0131nda olan ve kurulu g\u00fc\u00e7 toplamlar\u0131 49.5 bin MW\u2019ya ula\u015fan 691 adet santral projesi var. bunlardan 31.6 bin MW kurulu g\u00fcc\u00fcndeki 244 adet santral projesi ise inceleme-de\u011ferlendirme safhas\u0131nda. Toplam 81 bin MW kapasitedekki proje elektrik \u00fcretim lisans\u0131 almak i\u00e7in bekliyor. Hidrolik, r\u00fczgar ve jeotermal kaynaklara dayal\u0131 15 bin MW Kurulu g\u00fc\u00e7te 244 adet projenin ba\u015fvurular\u0131 uygun bulundu ve istenilen belgeleri tamamlad\u0131klar\u0131nda bunlar da lisanslanacak.<\/p>\n<p><strong>PROJE STOKU L\u0130BERAL P\u0130YASADA NEREYE G\u0130DER?<\/strong><\/p>\n<p>MMO T\u00fcrkiye\u2019nin Enerji G\u00f6r\u00fcn\u00fcm\u00fc Raporu, T\u00fcrkiye\u2019de elektrik alan\u0131ndaki mevcut proje stokunun liberal piyasa \u015fartlar\u0131 alt\u0131nda ne \u00f6l\u00e7\u00fcde ger\u00e7ekle\u015ftirilebilece\u011fini de sorguluyor. Rapor\u2019da ETKB Enerji \u0130\u015fleri Eski Genel M\u00fcd\u00fcr\u00fc Elektrik-Elektronik y\u00fcksek M\u00fchendisi Budak Dilli\u2019nin bu konudaki ayr\u0131nt\u0131l\u0131 de\u011ferlendirmelerine yer veriliyor. Dilli\u2019nin de\u011ferlendirmelerinin sonu\u00e7 b\u00f6l\u00fcm\u00fcnde \u015fu ifadeler yer al\u0131yor:<br \/>\n&#8220;&#8230; 2015-2020 aras\u0131nda mevcut proje stokundan ancak 10.000-15.000 MW`l\u0131k (yenilenebilirler dahil) bir b\u00f6l\u00fcm\u00fcn\u00fcn ger\u00e7ekle\u015ftirilebilece\u011fi, geri kalan ve miktar\u0131 on binlerce MW olarak ifade edilen k\u0131sm\u0131ndan b\u00fcy\u00fck \u00f6l\u00e7\u00fcde vazge\u00e7ilece\u011fi, bir k\u0131sm\u0131n\u0131n da ertelenece\u011fi s\u00f6ylenebilir.&#8221;<\/p>\n<p><strong>\u0130ZLENEN POL\u0130T\u0130KALAR BA\u011eIMLILI\u011eI AZALTIR MI?<\/strong><\/p>\n<p>MMO Enerji Komisyonu Ba\u015fkan\u0131 O\u011fuz T\u00fcrky\u0131lmaz, ithal k\u00f6m\u00fcr ve do\u011fal gaz gibi fosil yak\u0131tlar\u0131n bu denli y\u00fcksek kullan\u0131m\u0131n\u0131n, \u00f6n\u00fcm\u00fczdeki y\u0131llarda karbon sal\u0131mlar\u0131na y\u00f6nelik cezai ekonomik yapt\u0131r\u0131mlara yol a\u00e7abilece\u011fine i\u015faret ederken, raporun ilgili b\u00f6l\u00fcm\u00fcnde \u015f\u00f6yle denildi: &#8220;Siyasi iktidar, bir yandan d\u0131\u015f ticaret a\u00e7\u0131\u011f\u0131n\u0131n en b\u00fcy\u00fck sorumlusu olarak enerji girdilerini g\u00f6sterse de, izledi\u011fi politikalarla bu faturay\u0131 katlayacak ad\u0131mlar atarak; enerji girdileri fiyatlar\u0131nda ya\u015fanabilecek art\u0131\u015flar\u0131n da olumsuz etkisi ile, enerji girdileri ithalat\u0131n\u0131n \u00e7ok daha artmas\u0131na neden olabilecektir.&#8221;<\/p>\n<p><strong>YERL\u0130 VE YEN\u0130LENEB\u0130L\u0130R KAYNAKLAR NE DURUMDA?<\/strong><\/p>\n<p>Elektrik \u00fcretimi amac\u0131yla kullan\u0131labilecek g\u00fcne\u015f enerjisi potansiyelinin hen\u00fcz binde biri-ikisinin de\u011ferlendirilebildi\u011fine i\u015faret edilen raporda \u201cOysa T\u00fcrkiye\u2019nin g\u00fcne\u015fe dayal\u0131 y\u0131ll\u0131k 400 milyar kWh elektrik \u00fcretim kapasitesi, 2014\u2019te t\u00fcketti\u011fimiz elektri\u011fin bir bu\u00e7uk kat\u0131ndan daha fazla\u201d denildi. T\u00fcrkiye\u2019de devredeki r\u00fczgar santrallar\u0131n\u0131n, kurulabilecek kapasitenin yaln\u0131zca y\u00fczde 7.6\u2019s\u0131 d\u00fczeyinde oldu\u011fu vurgulan\u0131rken, \u201cYat\u0131r\u0131m a\u015famas\u0131ndaki t\u00fcm projeler devreye girdi\u011finde bile, r\u00fczgar potansiyelinin d\u00f6rtte \u00fc\u00e7\u00fc hala at\u0131l ve de\u011ferlendirmeyi bekliyor olacakt\u0131r\u201d denildi. Raporda, jeotermal potansiyelin hen\u00fcz be\u015fte birinin kullan\u0131ld\u0131\u011f\u0131 biyoyak\u0131t potansiyelin ise neredeyse t\u00fcm\u00fcyle at\u0131l vaziyette oldu\u011fu vurguland\u0131.<\/p>\n<p><strong>DO\u011eALGAZIN PAYI AZALTILAB\u0130L\u0130R M\u0130?<\/strong><\/p>\n<p>Raporda, yeni do\u011fal gaz santral projelerinin yaln\u0131zca yar\u0131s\u0131n\u0131n ger\u00e7ekle\u015fmesi halinde bile, gaz santrallar\u0131n\u0131n toplam kurulu g\u00fcc\u00fcn\u00fcn 30.000 MW\u2019a ula\u015f\u0131labilece\u011fine dikkat \u00e7ekiliyor. Bu durumda gaz yak\u0131tl\u0131 santrallar\u0131n gereksinece\u011fi y\u0131ll\u0131k gaz ihtiyac\u0131n\u0131n ise yakla\u015f\u0131k 40 milyar m3\u2019\u00fc a\u015fabilece\u011fine i\u015faret ediliyor. Rapor, do\u011fal gaza dayal\u0131 hi\u00e7bir yeni projeye lisans verilmemesi ve lisansl\u0131 projelerin yaln\u0131zca ger\u00e7ekle\u015fme oran\u0131 y\u00fczde 10\u2019un \u00fczerinde olanlar\u0131n devreye girmesi halinde bile do\u011fal gaz santrallar\u0131n\u0131n kurulu g\u00fc\u00e7leri toplam\u0131n\u0131n 26.790 MW\u2019a ula\u015fabilece\u011fi aktar\u0131l\u0131yor. Bu durumda gaz\u0131n elektrik \u00fcretimindeki pay\u0131n\u0131n azalt\u0131lamayaca\u011f\u0131 belirtilirken, &#8220;Strateji Belgesinde \u00f6ng\u00f6r\u00fcld\u00fc\u011f\u00fc gibi,2019\u2019da on puanl\u0131k bir d\u00fc\u015f\u00fc\u015fle, elektrik \u00fcretimi i\u00e7inde do\u011fal gaz\u0131n pay\u0131n\u0131 % 38\u2019e d\u00fc\u015f\u00fcrmek, izlenen politikalarla olas\u0131 g\u00f6r\u00fcnmemektedir&#8221; deniliyor.<\/p>\n<p><strong>\u00d6NER\u0130LER&#8230;<\/strong><\/p>\n<p>TMMOB Makine M\u00fchendisleri Odas\u0131`n\u0131n sekt\u00f6re ili\u015fkin \u00f6nerileri de yer ald\u0131. Bu \u00f6nerilerden baz\u0131lar\u0131 \u00f6zetle \u015f\u00f6yle:<br \/>\n&#8211; Enerji \u00fcretiminde a\u011f\u0131rl\u0131k; yerli, yeni ve yenilenebilir enerji kaynaklar\u0131na verilmeli.<br \/>\n&#8211; Enerji strateji, politika ve \u00f6nceliklerin tart\u0131\u015f\u0131l\u0131p yeniden belirlenece\u011fi, toplumun t\u00fcm kesimlerinin g\u00f6r\u00fc\u015flerini ifade edebilece\u011fi, geni\u015f kat\u0131l\u0131ml\u0131 bir \u201cUlusal Enerji Platformu\u201d olu\u015fturulmal\u0131.<br \/>\n&#8211; ETKB b\u00fcnyesinde bir \u201cUlusal Enerji Strateji Merkezi\u201d kurulmal\u0131. Bu merkezde enerji yat\u0131r\u0131mlar\u0131na y\u00f6n verecek enerji arz talep projeksiyonlar\u0131; be\u015f ve on y\u0131ll\u0131k vadelerle, 5, 10, 20, 30, 40 y\u0131ll\u0131k d\u00f6nemler i\u00e7in yap\u0131lmal\u0131.<br \/>\n&#8211; ETKB g\u00fc\u00e7lendirilmeli, uzman ve liyakatli kadrolar istihdam etmeli.
