T\u00fcrkiye\u2019ye kurulu olan r\u00fczgar t\u00fcrbinlerinden olu\u015fan r\u00fczgar tarlalar\u0131, Ege, Marmara ve Akdeniz b\u00f6lgelerinde yo\u011funla\u015f\u0131yor. Yenilenebilir Enerji Kaynaklar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc verilerine g\u00f6re T\u00fcrkiye\u2019nin her ili RES\u2019ler i\u00e7in potansiyel bulunduruyor. Ancak 81 ilin 42\u2032si r\u00fczgar yat\u0131r\u0131m a\u00e7\u0131s\u0131ndan ekonomik potansiyel ta\u015f\u0131yor.<\/p>\n<p>T\u00fcrkiye\u2019nin 3 bin 500 megawat kurulu g\u00fcce sahip iletmedeki RES\u2019lerden y\u0131ll\u0131k yakla\u015f\u0131k 8 milyar kWh elektrik enerjisi \u00fcretiliyor. Bu miktar, y\u0131ll\u0131k 260 milyar kWh olan T\u00fcrkiye elektrik t\u00fcketiminin y\u00fczde 3\u2032\u00fcn\u00fc olu\u015fturuyor. Bir ba\u015fka deyi\u015fle Ankara\u2019n\u0131n y\u0131ll\u0131k elektrik t\u00fcketiminin y\u00fczde 70\u2032i RES\u2019lerde \u00fcretiliyor. T\u00fcrkiye\u2019de \u00fcretilen toplam elektri\u011fin y\u00fczde 15\u2032ini t\u00fcketen, t\u00fcketimi Macaristan, Danimarka, Slovakya gibi \u00fclkelerden daha fazla olan \u0130stanbul\u2019un elektrik t\u00fcketiminin y\u00fczde 22\u2032sine denk gelen miktar RES\u2019lerden kar\u015f\u0131lan\u0131yor.<\/p>\n<p><strong>T\u00fcrkiye\u2019nin r\u00fczgar potansiyeli<\/strong><\/p>\n<p>R\u00fczgar Enerjisi Santralleri Yat\u0131r\u0131mc\u0131lar\u0131 Derne\u011fi Ba\u015fkan\u0131 Selahattin Baysal, T\u00fcrkiye\u2019nin yenilenebilir enerji kaynaklar\u0131 aras\u0131nda yer alan r\u00fczgar potansiyelinde \u015fansl\u0131 \u00fclkelerden biri oldu\u011funu s\u00f6yledi. T\u00fcrkiye\u2019deki geli\u015fimin, potansiyele ra\u011fmen, d\u00fcnyada ve Avrupa\u2019n\u0131n gerisinde kald\u0131\u011f\u0131n\u0131 belirten Baysal, \u201c\u00c7e\u015fitli kaynaklarda T\u00fcrkiye\u2019nin teknik\/teorik r\u00fczgar enerjisi potansiyeli 83 bin ile 88 bin megawat olarak g\u00f6sterse de ekonomik r\u00fczgar potansiyeli 40 ile 48 bin megawat civar\u0131nda oldu\u011fu biliniyor. T\u00fcrkiye r\u00fczgar enerjisi yat\u0131r\u0131mlar\u0131nda \u015fu anda yolun ba\u015f\u0131nda say\u0131l\u0131yor. Yat\u0131r\u0131m maliyetlerinin y\u00fcksekli\u011fi sebebiyle sekt\u00f6r yava\u015f ama kararl\u0131 ad\u0131mlarla ilerliyor\u201d dedi.<\/p>\n<p><strong>2023\u2032te kurulu g\u00fc\u00e7 hedefi<\/strong><\/p>\n<p>T\u00fcrkiye\u2019nin 2023 y\u0131l\u0131 r\u00fczgar santral\u0131 kurulu g\u00fcc\u00fc hedefinin 20 bin megawat oldu\u011funa dikkati \u00e7eken Baysal, lisans ba\u015fvurular\u0131 ve b\u00fcrokratik gecikmelerin hedefe ula\u015fmay\u0131 zorla\u015ft\u0131rd\u0131\u011f\u0131n\u0131 s\u00f6yledi. Enerji Piyasas\u0131 D\u00fczenleme Kurumu\u2019nun (EPDK), Kas\u0131m 2007 tarihinden bu yana RES lisans ba\u015fvurusu almad\u0131\u011f\u0131n\u0131 hat\u0131rlatan Baysal, \u015funlar\u0131 s\u00f6yledi:<\/p>\n<p>\u201cBu uygulamalarla 2023 y\u0131l\u0131nda 20 bin megawat r\u00fczgar kurulu g\u00fcc\u00fcne ula\u015fmak yat\u0131r\u0131mc\u0131lar nezdinde hayal g\u00f6r\u00fcn\u00fcyor. En iyimser tahminlerle 9 bin megawat civar\u0131nda bir kurulu g\u00fcce ula\u015f\u0131labilir. 2015 y\u0131l\u0131 i\u00e7erisinde en az 1 y\u0131ll\u0131k \u00f6l\u00e7\u00fcm de\u011ferlerini sa\u011flayanlar aras\u0131ndan TE\u0130A\u015e\u2019\u0131n yay\u0131nlad\u0131\u011f\u0131 ba\u011flanabilirlik kapasitesine g\u00f6re RES ba\u015fvurular\u0131 Nisan-2015 ay\u0131nda alaca\u011f\u0131 s\u00f6yleniyor\u201d diye konu\u015ftu.<\/p>\n<p><strong>\u201cB\u00fcrokratik i\u015flemler \u00e7ok uzun zaman al\u0131yor\u201d<\/strong><\/p>\n<p>Baysal, ge\u00e7mi\u015fte lisans ald\u0131ktan sonra in\u015faat d\u00f6nemi \u00f6ncesinde ve in\u015faat d\u00f6nemi s\u0131ras\u0131nda ya\u015fanan aksakl\u0131klar sebebiyle yat\u0131r\u0131m\u0131 tamamlayamayanlar\u0131n bulundu\u011funu kaydetti.<\/p>\n<p>Yat\u0131r\u0131mlar\u0131n \u00f6n\u00fcndeki b\u00fcrokratik engellerin azalt\u0131lmas\u0131n\u0131n \u00fclke menfaatlerine olaca\u011f\u0131na dikkati \u00e7eken Baysal, \u201cR\u00fczg\u00e2r santralar\u0131 i\u00e7in \u00f6n lisans al\u0131nd\u0131ktan sonra ba\u015flayan b\u00fcrokratik i\u015flemlerin zorlu\u011fu bazen yat\u0131r\u0131m\u0131 durdurabiliyor.
