T\u00fcm bu olumlu katk\u0131lar\u0131n\u0131n yan\u0131nda g\u00fcr\u00fcl\u00adt\u00fc, g\u00f6rsel ve estetik kirlili\u011fi, k\u0131smi ku\u015f \u00f6l\u00fcmleri, 2-3 km\u2019lik alan i\u00e7inde radyo ve TV al\u0131c\u0131lar\u0131nda parazitlere neden olmas\u0131, gibi bir tak\u0131m dezavantajlar\u0131 vard\u0131r.<\/p>\n<p>Fakat r\u00fczg\u00e2r t\u00fcrbini teknolo\u00adjisinde gelinen bug\u00fcnk\u00fc nokta, t\u00fcm bu olumsuz etkileri son dere\u00adce azaltm\u0131\u015f durumdad\u0131r ve tolere edilebilir. \u0130lk t\u00fcrbin modelleri yeni ve daha b\u00fcy\u00fck modellerine g\u00f6re daha g\u00fcr\u00fclt\u00fcl\u00fcyken \u015fu andaki modern t\u00fcrbinler olduk\u00e7a sessiz\u00addirler. Ku\u015f s\u0131\u011f\u0131naklar\u0131 ve ku\u015flar\u0131n toplu olarak ya\u015fad\u0131klar\u0131 yerlere r\u00fczg\u00e2r santral\u0131 kurulmamas\u0131na dikkat edilerek ve \u00f6nemli ku\u015f g\u00f6\u00e7 yollar\u0131 da r\u00fczg\u00e2r santral\u0131 kurulma\u00ads\u0131nda g\u00f6z \u00f6n\u00fcnde bulundurularak ku\u015f \u00f6l\u00fcmlerinin en aza indirilmesi s\u00f6z konusudur. G\u00f6r\u00fcld\u00fc\u011f\u00fc gibi bu kadar \u00e7ok avantajlara sahip bir enerji kayna\u011f\u0131 olan ve olduk\u00e7a y\u00fcksek bir potansiyele sahip oldu\u011fumuz r\u00fczg\u00e2rdan elektrik enerjisi \u00fcretiminde faydalan\u0131lmas\u0131 \u015f\u00fcphesiz ka\u00e7\u0131n\u0131lmazd\u0131r.<\/p>\n<h2><strong>Ege, Marmara Ve Do\u011fu Akdeniz Kiyilarindaki Zenginlik<\/strong><\/h2>\n<p>R\u00fczg\u00e2r potansiyeli bak\u0131m\u0131ndan zengin olan b\u00f6lgelerimiz Ege, Marmara ve Do\u011fu Akdeniz k\u0131y\u0131\u00adlar\u0131d\u0131r. Elektrik \u0130\u015fleri Et\u00fct idaresi taraf\u0131ndan haz\u0131rlanan \u201cT\u00fcrkiye R\u00fczgar Atlas\u0131\u201dna g\u00f6re yerle\u015fim alanlar\u0131 d\u0131\u015f\u0131nda 50m y\u00fckseklikteki r\u00fczgar h\u0131zlar\u0131, Marmara, Bat\u0131 Ka\u00adradeniz, Do\u011fu Akdeniz k\u0131y\u0131lar\u0131nda 6,0 \u2013 7,0 m\/sn, i\u00e7 kesimlerde ise 5,5 \u2013 6,5 m\/sn civar\u0131nda, Bat\u0131 Ak\u00addeniz k\u0131y\u0131lar\u0131nda 5,0 \u20136,0 m\/sn i\u00e7 kesimlerde 4,5 \u2013 5,5 m\/sn, Kuzey \u2013Bat\u0131 Egede ise k\u0131y\u0131larda 7.0-8.5 m\/sn, i\u00e7 kesimlerinde ise 6.5-7.0 m\/sn\u2019dir. Di\u011fer taraftan ABD\u2019nin uzay \u00e7al\u0131\u015fmalar\u0131 ile saptad\u0131\u011f\u0131 meteorolojik veriler, T\u00fcrkiye\u2019nin r\u00fczg\u00e2r enerjisi bak\u0131m\u0131ndan zengin oldu\u011funu g\u00f6stermektedir. T\u00fcrki\u00adye\u2019nin bulundu\u011fu co\u011frafi y\u00f6reye ba\u011fl\u0131 olarak kom\u015fu \u00fclkelerde ve b\u00f6lge \u00fclkelerinde yap\u0131lm\u0131\u015f \u00f6l\u00e7\u00fcm verileri de bu bulguyu destekle\u00admektedir.<\/p>\n<h2><strong>T\u00fcrkiye\u2019de R\u00fczg\u00e2r Enerjisi Potansiyeli<\/strong><\/h2>\n<p>T\u00fcrkiye\u2019nin bug\u00fcnk\u00fc teknik ko\u015fullarda r\u00fczgar enerjisi teknik potansiyeli 88000 MW, ekonomik potansiyeli\u00adnin ise 10000 MW ci\u00advar\u0131nda oldu\u011fu tahmin ediliyor. Wijk, A.J.M. Van ve Coelingh J.P.\u2019 nin 1983 y\u0131l\u0131nda yap\u00adm\u0131\u015f olduklar\u0131 \u201cOECD \u00fclkelerinde R\u00fczgar Potansiyeli\u201d \u00e7al\u0131\u015fma\u00ads\u0131nda,T\u00fcrkiye\u2019nin teknik potansiyeli 83 GW, \u00fcretim potan\u00adsiyeli ise 166 TWh\/y\u0131l\u2019 d\u0131r. Buna kar\u015f\u0131l\u0131k T\u00fcrkiye\u2019nin toplam kurulu r\u00fczgar g\u00fcc\u00fc 2958,45 MW\u2019t\u0131r. 2013 y\u0131l\u0131nda r\u00fczgardan \u00fcretilen elektrik enerjisi 7179 GWh\u2019tir ve bu de\u011fer \u00fcretilen toplam elekt\u00adrik enerjisinin %3,1\u2019ine kar\u015f\u0131l\u0131k gelmektedir.<\/p>\n<p>\u00dclkemizde 2014 y\u0131l\u0131nda 465 MW r\u00fczgar santrali i\u015fletme\u00adye al\u0131narak y\u0131l sonu itibar\u0131 ile; i\u015fletmede olan 3424 MW kurulu g\u00fcce sahip 39 adet r\u00fczgar santrali, in\u015faat halinde olan 1162 MW kurulu g\u00fcce sahip 39 adet r\u00fczgar santrali, EPDK taraf\u0131ndan lisans verilmi\u015f 5385 MW\u2019\u0131 a\u015fan kurulu g\u00fc\u00e7te 164 adet r\u00fczg\u00e2r enerji santral projesi bulunmak\u00adtad\u0131r. \u0130n\u015faat halinde olan r\u00fczgar santral\u0131 proje\u00adlerinin %48,20\u2019si 560,45 MW ile Ege b\u00f6l\u00adgesinde %,35,48\u2019i toplam 412,55 MW ile Marmara b\u00f6lgesinde,\u00a0%12,54\u2019\u00fc 145,8 MW ile Akdeniz b\u00f6lgesinde, %3.78\u2019i ise 145,8 MW ile \u0130\u00e7 Anadolu b\u00f6lgesindedir. Bu santrallerin devreye girmesi ile y\u0131lda 22,514 GWh\u2019lik elektrik \u00fcretiminin, bir deyi\u015fle yakla\u015f\u0131k T\u00fcrkiye\u2019nin bug\u00fcnk\u00fc toplam elektrik enerji\u00adsinin %9,7\u2019sinin sa\u011flanabilece\u011fi tahmin edilmektedir.<\/p>\n<h2><strong>D\u00fcnyadaki Enerji Rezervlerinin Durumu<\/strong><\/h2>\n<p>D\u00fcnyadaki enerji rezervlerinin durumu dikkate al\u0131nd\u0131\u011f\u0131nda, r\u00fczgar enerjisinden yararlanma\u00adn\u0131n, hem \u00e7evresel hem de kaynak varl\u0131\u011f\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli oldu\u011fu anla\u015f\u0131lmaktad\u0131r. D\u00fcnya enerji re\u00adzervi t\u00fckenme y\u0131l\u0131 yakla\u015f\u0131k olarak k\u00f6m\u00fcr i\u00e7in 200 y\u0131l, gaz i\u00e7in 65 y\u0131l, petrol i\u00e7in 40 y\u0131l ve r\u00fczg\u00e2r i\u00e7in ise sonsuzdur. Potansiyel fosil kaynakl\u0131 enerji rezervlerinin gele\u00adcekte t\u00fckenecek olmas\u0131, \u015fu anda b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fc ithal eden bir \u00fclke olarak T\u00fcrkiye\u2019yi, artacak olan fiyatlardan ve teminindeki problemlerden dolay\u0131 zora soka\u00adcakt\u0131r. Bu nedenle elektrik enerjisi \u00fcretimini yenilenebilir kaynaklara do\u011fru y\u00f6nlendirmemiz, mevcut hidrolik kaynaklar\u0131m\u0131z ile birlikte r\u00fczgar enerjisinden faydalanma\u00adm\u0131z gerekmektedir.<\/p>\n<p>2020 y\u0131l\u0131nda \u015fu anki elektrik enerjisi t\u00fcketiminin iki kat\u0131na \u00e7\u0131kmas\u0131 durumunda bile d\u00fcnya\u00adn\u0131n t\u00fcketece\u011fi elektrik enerjisinin %12\u2019sinin r\u00fczg\u00e2rdan kar\u015f\u0131lana\u00adbilece\u011fi \u015feklinde ileriye d\u00f6n\u00fck \u00e7al\u0131\u015fmalar mevcuttur.\u00a02020 y\u0131l\u0131nda k\u00fcresel elektrik talebinin %12\u2019sinin r\u00fczg\u00e2rdan sa\u011flanaca\u011f\u0131 varsay\u0131m\u0131yla 10771 milyon ton CO2 azalmas\u0131 elde edilebilecek\u00adtir. Bu da \u00e7evreye yay\u0131lan CO2 gaz\u0131n\u0131n \u00f6nemli oranda azalaca\u011f\u0131 anlam\u0131na gelmektedir.<\/p>\n<h2><strong>R\u00fczg\u00e2r Enerjisi Lisans\u0131 Nas\u0131l Al\u0131n\u0131yor?<\/strong><\/h2>\n<p>R\u00fczg\u00e2r enerjisi lisans\u0131 alan bir \u015firketin projeye devam edebilmesi i\u00e7in \u00f6ncelik olarak TE\u0130A\u015e ile ba\u011flant\u0131 anla\u015fmas\u0131 yapmas\u0131 gerekiyor. TE\u0130A\u015e anla\u015fmas\u0131n\u0131 tamamlad\u0131ktan sonra \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n imar plan\u0131n\u0131 onaylamas\u0131 gerekiyor. \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n imar plan\u0131n\u0131 onaylamas\u0131 i\u00e7in de 30\u2019un \u00fczerinde kamu kurumundan olumlu g\u00f6r\u00fc\u015f al\u0131nmas\u0131 gerekiyor. E\u011fer arazi Orman Bakanl\u0131\u011f\u0131 veya Hazine\u2019ye aitse yat\u0131r\u0131mc\u0131y\u0131 uzun ve me\u015fakatli bir s\u00fcre\u00e7 bekliyor.<\/p>\n<p>Di\u011fer g\u00f6r\u00fc\u015fler i\u00e7in; \u00f6rnek verecek olursak Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, Devlet Su i\u015fleri gibi kurumlardan al\u0131nan g\u00f6r\u00fc\u015fler; yat\u0131r\u0131mc\u0131 i\u00e7in imar plan\u0131 onay s\u00fcreci olduk\u00e7a uzun ve s\u0131k\u0131nt\u0131l\u0131 olarak ilerliyor.<\/p>\n<p>Bir\u00e7ok yat\u0131r\u0131mc\u0131 hakl\u0131 olarak imar plan\u0131 onay s\u00fcrecinde bir s\u00fcrpriz ya\u015famaktan korktu\u011fu i\u00e7in, r\u00fczg\u00e2r t\u00fcrbini sipari\u015flerini vermek istemiyor. Ayr\u0131ca imar plan\u0131 olmayan bir r\u00fczg\u00e2r projesi i\u00e7in de kredi bulma ve t\u00fcrbin sipari\u015fi cabas\u0131.. Ku\u015f g\u00f6\u00e7 yolu, hava koridoru, radar (Askeri veya meterolojik), do\u011fa koruma alan\u0131, milli park gibi farkl\u0131 nedenlerle imar planlar\u0131 ret edilebiliyor.<\/p>\n<p>\u00d6z sermayesi g\u00fc\u00e7l\u00fc olan \u015firketlerde, imar plan\u0131nda problem \u00e7\u0131kabilir korkusuyla, imar onay s\u00fcreci devam ederken kule ve t\u00fcrbin sipari\u015fini veremiyor. Sipari\u015fi verilen t\u00fcrbin teslimat\u0131 i\u00e7in de 8-12 ayl\u0131k bir s\u00fcre beklemesi gerekiyor. T\u00fcrbin ve kule geldikten sonra da saha montaj\u0131, devreye alma, enerji nakil hatt\u0131 \u00e7ekilip en yak\u0131n trafoya ba\u011flant\u0131 yap\u0131lmas\u0131 i\u00e7in; arazi ko\u015fullar\u0131na ve trafo uzakl\u0131\u011f\u0131na ba\u011fl\u0131 olmak \u00fczere; de 6-12 ayl\u0131k bir s\u00fcre gerekiyor.<\/p>\n<h2><strong>Lisans \u0130ptallerinin Nedenleri<\/strong><\/h2>\n<p>EPDK\u2019n\u0131n r\u00fczg\u00e2r enerjisi yat\u0131r\u0131mlar\u0131nda, ger\u00e7ek yat\u0131r\u0131mc\u0131yla \u201c\u00e7antac\u0131\u201d olarak tan\u0131mlanan elinde bulunan r\u00fczg\u00e2r lisanslar\u0131n\u0131n pazarlamas\u0131n\u0131 yapmaya \u00e7al\u0131\u015fan ki\u015fi ve \u015firketleri bu \u015fartlar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurarak \u00e7ok dikkatli olarak ay\u0131rabildi\u011fine inan\u0131yorum. Elbette \u00fclkemizde r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fcn\u00fcn h\u0131zla art\u0131r\u0131lmas\u0131 ve lisans\u0131 al\u0131nm\u0131\u015f projelerin aktif hale d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi i\u00e7in de lisans iptalleriyle ilgili al\u0131nacak kararlar \u00f6nemlidir. EPDK\u2019n\u0131n r\u00fczgar lisanslar\u0131n\u0131 iptal etme karar\u0131n\u0131n ard\u0131nda siyasi nedenler aramak yerine, iptal edilen projelere g\u00f6z atarsan\u0131z; projesi olmayan, yat\u0131r\u0131ma ba\u015flamam\u0131\u015f, kule ve t\u00fcrbin sipari\u015flerini vermemi\u015f \u015firketleri i\u00e7erdi\u011fini g\u00f6rebilirsiniz.<\/p>\n<p>Bo\u015fa esen r\u00fczgar\u0131m\u0131z elektri\u011fe d\u00f6n\u00fc\u015fs\u00fcn d\u00fc\u015f\u00fcncesiyle hareket eden zihniyete uyararak, T\u00fcrkiye\u2019nin hali haz\u0131rda kurulu g\u00fcc\u00fcn\u00fcn g\u00fcnden g\u00fcne artt\u0131\u011f\u0131n\u0131 belirtmek ister, bu s\u00f6zlerle sekt\u00f6r\u00fc baltalamak yerine; mevcut yasalar olsun, tarifeler olsun 2020 y\u0131l\u0131nda yenilenebilir enerji santrallerinin kapasitesin 20 bin MW\u2019a nas\u0131l \u00e7\u0131karabiliriz sorusunu sorarak katk\u0131da bulunabileceklerini belirtmek isterim.<\/p>\n<p>(<strong> Not:<\/strong> Yat\u0131r\u0131mc\u0131 bir firmada lisansl\u0131 r\u00fczgar santrali projesinin; proje koordinat\u00f6rl\u00fc\u011f\u00fcn\u00fc y\u00fcr\u00fctmekteyim.
