Bu kapsamda, binlerce y\u0131ld\u0131r, yelkenli gemilerin hareketinde, tah\u0131llar\u0131n \u00f6\u011f\u00fct\u00fclmesinde ve sulamada kullan\u0131lan r\u00fczg\u00e2r enerjisi, elektrik \u00fcretiminde kullan\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r.<\/p>\n<p>R\u00fczg\u00e2r enerjisi, yerli, d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 olmayan, do\u011fal ve t\u00fckenmez bir kaynakt\u0131r. R\u00fczg\u00e2r enerjisi santralleri, enerji \u00fcretimindeki en \u00e7evreci santrallerdir. Do\u011fal dengeyi bozmaz ve ekolojik yap\u0131y\u0131 korur. R\u00fczg\u00e2r enerjisi, asit ya\u011fmurlar\u0131na ve k\u00fcresel \u0131s\u0131nmaya yol a\u00e7mayan, emisyon \u00e7\u0131karmayan, do\u011fal bitki \u00f6rt\u00fcs\u00fc ve insan sa\u011fl\u0131\u011f\u0131na olumsuz etkisi olmayan sa\u011fl\u0131kl\u0131 bir enerji \u00fcretim kayna\u011f\u0131d\u0131r. R\u00fczg\u00e2r enerjisinin kullan\u0131m\u0131, fosil yak\u0131t tasarrufu sa\u011flamakta, fosil yak\u0131t kullan\u0131m\u0131 nedeniyle d\u0131\u015fa ba\u011f\u0131ml\u0131 \u00fclkelerin d\u00f6viz kayb\u0131n\u0131 da \u00f6nlemektedir. R\u00fczg\u00e2r t\u00fcrbinleri, di\u011fer enerji \u00fcretim kaynaklar\u0131na g\u00f6re \u00e7ok k\u0131sa bir s\u00fcrede devreye al\u0131nabilmektedir. R\u00fczg\u00e2r t\u00fcrbininin kuruldu\u011fu arazinin % 2\u2019sini i\u015fgal etmesi ve t\u00fcrbin kanatlar\u0131n\u0131n y\u00fcksekte olu\u015fu nedeniyle t\u00fcrbinin bulundu\u011fu arazi tar\u0131m, hayvanc\u0131l\u0131k ve di\u011fer ama\u00e7lar i\u00e7in de kullan\u0131labilmektedir. Bu \u00f6zelli\u011fi nedeniyle yerle\u015fim yerlerine yak\u0131n alanlarda kurulabilmektedir. R\u00fczg\u00e2r t\u00fcrbinleri gece ve g\u00fcnd\u00fcz r\u00fczg\u00e2r oldu\u011fu s\u00fcrece enerji \u00fcretme \u00f6zelli\u011fine sahiptir.<\/p>\n<p>K\u00fcresel R\u00fczg\u00e2r Enerjisi Konseyi 2013 y\u0131l\u0131 raporuna g\u00f6re, d\u00fcnyadaki toplam r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fc 318 bin 136 MW (megavat)\u2019a ula\u015ft\u0131. R\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fc 91 bin 424 MW\u2019a ula\u015fan \u00c7in, bu alanda d\u00fcnya lideri oldu. ABD 61 bin 91 MW\u2019l\u0131k kurulu g\u00fc\u00e7le ikinci, Almanya ise 34 bin 250 MW\u2019l\u0131k kurulu g\u00fcc\u00fcyle \u00fc\u00e7\u00fcnc\u00fc oldu. Bu kadar say\u0131sal veriyi kafalar\u0131 kar\u0131\u015ft\u0131rmak i\u00e7in de\u011fil, d\u00fcnyadaki r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fcyle \u00fclkemizin elektrik kurulu g\u00fcc\u00fc aras\u0131nda bir kar\u015f\u0131la\u015ft\u0131rma yapabilmek ve b\u00fcy\u00fckl\u00fckler aras\u0131ndaki fark\u0131 daha net anlayabilmek i\u00e7in verdik.<\/p>\n<p>\u00dclkemizin, 2014 y\u0131l\u0131 Temmuz sonu itibar\u0131yla toplam kurulu g\u00fcc\u00fc 67 bin 431 MW\u2019d\u0131r. Bu kurulu g\u00fcc\u00fcn i\u00e7erisine do\u011falgaz, fuel-oil, k\u00f6m\u00fcr, hidroelektrik, r\u00fczg\u00e2r, g\u00fcne\u015f ve jeotermal olmak \u00fczere t\u00fcm enerji kaynaklar\u0131m\u0131z dahildir. \u00c7in\u2019in r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fc ise \u00fclkemizin elektrik kurulu g\u00fcc\u00fcn\u00fcn yakla\u015f\u0131k 1,5 kat\u0131d\u0131r. Bu pencereden bak\u0131l\u0131nca, \u00fclkemizde r\u00fczg\u00e2r enerjisi kullan\u0131m\u0131na y\u00f6nelik \u00e7al\u0131\u015fmalar\u0131n \u00e7ok gerilerde kald\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.<\/p>\n<p>\u00dclkemizin 2014 y\u0131l\u0131 Temmuz sonu itibar\u0131yla r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fc 3 bin 424 MW olup, elektrik kurulu g\u00fcc\u00fcm\u00fcz i\u00e7erisindeki pay\u0131 y\u00fczde 5\u2019tir ve 87 farkl\u0131 santralde r\u00fczg\u00e2r enerjisi \u00fcretimi yap\u0131lmaktad\u0131r. \u00dclkemizin r\u00fczg\u00e2r enerjisi potansiyeliyle ilgili farkl\u0131 de\u011ferler bulunmakla birlikte, bu potansiyeli 20 bin MW olarak al\u0131nabilir. Temmuz sonu itibar\u0131yla r\u00fczg\u00e2r enerjisi potansiyelimizin yakla\u015f\u0131k y\u00fczde 17\u2019sini de\u011ferlendirebilmi\u015f durumday\u0131z. 2011-2013 y\u0131llar\u0131 aras\u0131nda, y\u0131ll\u0131k ortalama 550 MW kurulu r\u00fczg\u00e2r g\u00fcc\u00fc sisteme dahil olmaktad\u0131r.<\/p>\n<p>Avrupa Birli\u011fi \u00fclkelerinde, r\u00fczg\u00e2r enerjisi, yenilenebilir enerji kaynaklar\u0131 i\u00e7erisinde, en \u00e7ok tercih edilen ve en h\u0131zl\u0131 b\u00fcy\u00fcyen enerji kayna\u011f\u0131 olmay\u0131 ba\u015fard\u0131. \u00dclkemizin r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fc 3 bin 424 MW\u2019ken, Almanya\u2019da 34 bin 250 MW, \u0130spanya\u2019da 22 bin 959 MW, \u0130ngiltere\u2019de 10 bin 531 MW, Fransa\u2019da ise 8 bin 254 MW r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fc bulunuyor.<\/p>\n<p>\u00dclkemizin d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131 azaltacak, \u00e7evreci ve temiz enerji kayna\u011f\u0131 r\u00fczg\u00e2r\u0131n, enerji portf\u00f6y\u00fcm\u00fcz\u00fcn i\u00e7erisindeki pay\u0131n\u0131n art\u0131r\u0131lmas\u0131 gerekirken, Enerji Piyasas\u0131 D\u00fczenleme ve Denetleme Kurumu\u2019nun (EPDK) baz\u0131 \u015firketlere ait r\u00fczg\u00e2r lisanslar\u0131n\u0131, gerekli prosed\u00fcrlerin verilen tarihte tamamlanmamas\u0131n\u0131 gerek\u00e7e g\u00f6stererek iptal etmesi, enerji sekt\u00f6r\u00fcnde par\u00e7a tesirli bomba etkisi yapm\u0131\u015ft\u0131r. Yat\u0131r\u0131ma ba\u015flam\u0131\u015f \u015firketlerin, lisanslar\u0131n\u0131n iptali, fosil kaynaklara olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131m\u0131z\u0131n artmas\u0131na da neden olacakt\u0131r.<\/p>\n<p>R\u00fczg\u00e2r enerjisi lisans\u0131 olan bir \u015firketin yat\u0131r\u0131ma ge\u00e7ebilmesi i\u00e7in \u00f6ncelikli olarak TE\u0130A\u015e\u2019la ba\u011flant\u0131 anla\u015fmas\u0131 yapmas\u0131 gerekiyor. TE\u0130A\u015e anla\u015fmas\u0131ndan sonra \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n imar plan\u0131n\u0131 onaylamas\u0131 gerekiyor. \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n imar plan\u0131n\u0131 onaylamas\u0131 i\u00e7in de 30\u2019un \u00fczerinde kamu kurumundan olumlu g\u00f6r\u00fc\u015f al\u0131n\u0131yor. Yat\u0131r\u0131mc\u0131 i\u00e7in imar plan\u0131n\u0131n onay s\u00fcreci olduk\u00e7a uzun ve s\u0131k\u0131nt\u0131l\u0131 olarak ilerliyor. Bir\u00e7ok yat\u0131r\u0131mc\u0131 imar plan\u0131 \u00e7\u0131kmadan, kule ve r\u00fczg\u00e2r t\u00fcrbini sipari\u015flerini vermek istemiyor. Yat\u0131r\u0131mc\u0131 imar plan\u0131 onay s\u00fcrecinde bir s\u00fcrpriz ya\u015famaktan korkuyor. Ayr\u0131ca imar plan\u0131 olmayan bir r\u00fczg\u00e2r projesi i\u00e7in de kredi bulunam\u0131yor. Ku\u015f g\u00f6\u00e7 yolu, hava koridoru, radar, milli park gibi farkl\u0131 nedenlerle imar plan\u0131 ret edilebiliyor. \u00d6z sermayesi g\u00fc\u00e7l\u00fc olan \u015firketlerde, imar plan\u0131nda problem \u00e7\u0131kabilir korkusuyla, imar onay s\u00fcreci devam ederken kule ve t\u00fcrbin sipari\u015fini veremiyor. \u0130mar plan\u0131 onayland\u0131ktan sonra yat\u0131r\u0131mc\u0131 t\u00fcrbin sipari\u015fini veriyor. Ancak t\u00fcrbin teslimat\u0131 i\u00e7in de 12-18 ayl\u0131k bir s\u00fcre beklemesi gerekiyor. T\u00fcrbin ve kule geldikten sonra da saha montaj\u0131, devreye alma, enerji nakil hatt\u0131 \u00e7ekilip en yak\u0131n trafoya ba\u011flant\u0131 yap\u0131lmas\u0131 i\u00e7in de 12-18 ayl\u0131k bir s\u00fcre gerekiyor. Bu \u015fartlar alt\u0131nda, EPDK\u2019n\u0131n r\u00fczg\u00e2r enerjisi yat\u0131r\u0131mlar\u0131nda, ger\u00e7ek yat\u0131r\u0131mc\u0131yla \u201c\u00e7antac\u0131\u201d olarak tan\u0131mlanan elinde bulunan r\u00fczg\u00e2r lisanslar\u0131n\u0131n pazarlamas\u0131n\u0131 yapmaya \u00e7al\u0131\u015fan ki\u015fi ve \u015firketleri \u00e7ok dikkatli olarak ay\u0131rmas\u0131 gereklidir.<\/p>\n<p>EPDK\u2019n\u0131n gerekli prosed\u00fcrlerin verilen tarihte tamamlanmamas\u0131 nedeniyle r\u00fczg\u00e2r lisans\u0131n\u0131 iptal etme kararlar\u0131, projesi olmayan, yat\u0131r\u0131ma ba\u015flamam\u0131\u015f, kule ve t\u00fcrbin sipari\u015flerini vermemi\u015f \u015firketler i\u00e7in olduk\u00e7a yerindedir. \u00dclkemizde r\u00fczg\u00e2r enerjisi kurulu g\u00fcc\u00fcn\u00fcn h\u0131zla art\u0131r\u0131lmas\u0131 ve k\u00e2\u011f\u0131t lisanslar\u0131n r\u00fczgarla elektri\u011fe d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi i\u00e7in de lisans iptalleriyle ilgili al\u0131nacak kararlar \u00f6nemlidir. Ancak EPDK, r\u00fczg\u00e2r enerjisinde yat\u0131r\u0131m\u0131na ba\u015flam\u0131\u015f, mali yap\u0131s\u0131 g\u00fc\u00e7l\u00fc ancak yasal izinleri almakta zorluk \u00e7eken \u015firketleri cezaland\u0131rmamal\u0131d\u0131r.
