Oysa g\u00fcne\u015ften su \u0131s\u0131tmas\u0131 konusunda \u00c7in, Amerika ve Almanya\u2019dan sonra az farkla 4. s\u0131rada . Peki T\u00fcrkiye g\u00fcne\u015ften su \u0131s\u0131tma konusunda bu kadar ba\u015far\u0131l\u0131 iken, neden elektrik \u00fcretiminde sonlarda?<\/strong><\/p>\n<p>Akla ilk olarak elektrik \u00fcretim ekipmanlar\u0131n\u0131n su \u0131s\u0131tmaya k\u0131yasla \u00e7ok daha pahal\u0131 olmas\u0131 gelebilir. Evet bu \u00f6nemli nedenlerden biri. Bu sistemler i\u00e7in \u00f6zel bir izin sistemi ve b\u00fcrokrasi geli\u015ftirmedi. Yani herhangi bir yerden \u00f6zel bir izin almadan insanlar k\u0131sa bir s\u00fcre i\u00e7inde \u00e7at\u0131lar\u0131na su \u0131s\u0131tma sistemlerini monte edip yararlanmaya ba\u015flayabiliyorlar. Ama Avrupa\u2019da bu o kadar da kolay de\u011fil. \u00c7at\u0131n\u0131n stati\u011fini etkilemeyecek \u015fekilde sistemin detay teknik ve tasar\u0131m projelendirmelerinin yap\u0131lmas\u0131, ekipmanlar\u0131n belirlenen kalite standartlar\u0131n\u0131 kar\u015f\u0131lad\u0131\u011f\u0131n\u0131n g\u00f6sterilmesi gibi bir\u00e7ok \u00e7al\u0131\u015fma yap\u0131lmas\u0131 ve izinlerin al\u0131nmas\u0131 gerekiyor. T\u00fcrkiye\u2019de isteyen herkes, bu prosed\u00fcrlerin neredeyse hi\u00e7birine gerek duymadan, bir firma ile anla\u015f\u0131p k\u0131sa s\u00fcrede \u00e7at\u0131s\u0131na su \u0131s\u0131tma sistemlerini koyabiliyor.<\/p>\n<p>Peki PV\u2019de durum nas\u0131l? Neredeyse tam tersi. Avrupa\u2019da \u00f6zellikle \u00e7at\u0131 tipi PV uygulamalar\u0131 i\u00e7in reg\u00fclasyonlar olduk\u00e7a standartla\u015ft\u0131r\u0131lm\u0131\u015f ve basitle\u015ftirilmi\u015ftir. Ev sahipleri en fazla birka\u00e7 hafta s\u00fcren i\u015flemler sonras\u0131nda PV sistemleri i\u00e7in gerekli t\u00fcm izinleri alabilmekteyken, T\u00fcrkiye\u2019de bu en iyi ihtimalle d\u00f6rt ay\u0131 buluyor. Daha da k\u00f6t\u00fcs\u00fc, kuraca\u011f\u0131n\u0131z sistem 15 kW da olsa 1.000 kW da olsa prosed\u00fcr ayn\u0131. Tabii bir de projeniz Hakkari\u2019de de olsa Edirne\u2019de de olsa 11 kW ve \u00fcst\u00fc ise, t\u00fcm i\u015flemleri Ankara\u2019daki TEDA\u015e Genel Merkezi\u2019nden y\u00fcr\u00fctmeniz gerekiyor.<\/p>\n<p>Peki \u00e7at\u0131 tipi PV sistemleri i\u00e7in bu kadar detay projelendirme ger\u00e7ekten gerekli mi? Bence de\u011fil. G\u00fcne\u015f panellerinin t\u00fcm d\u00fcnyada standartla\u015ft\u0131\u011f\u0131 ve y\u00fcksek kalitede \u00fcretildi\u011fi g\u00f6z \u00f6n\u00fcnde bulundurulursa, PV sistemlerinin montaj\u0131n\u0131n TEDA\u015e taraf\u0131ndan sertifikaland\u0131r\u0131lacak firmalara yapt\u0131r\u0131lmas\u0131 ko\u015fuluyla proje onay\u0131na gerek kalmayacak bir sistem kurulabilir. TEDA\u015e\u2019\u0131n sadece santrallerin devreye al\u0131nmas\u0131 s\u0131ras\u0131nda kontrol\u00f6r g\u00f6revi \u00fcstlenece\u011fi bu sistemde izin s\u00fcre\u00e7leri h\u0131zlanaca\u011f\u0131ndan ve maliyetler d\u00fc\u015fece\u011finden, PV uygulamalar\u0131 k\u0131sa s\u00fcrede yayg\u0131nla\u015fabilir.<\/p>\n<p>Rivayet odur ki, g\u00fcne\u015ften su \u0131s\u0131tmada T\u00fcrkiye\u2019nin ba\u015far\u0131s\u0131na hayran kalan bir Avrupal\u0131, \u00fcst d\u00fczey bir b\u00fcrokrattan bu i\u015fin s\u0131rr\u0131n\u0131 \u00f6\u011frenmek ister. Kar\u015f\u0131l\u0131k olarak y\u00fcksek te\u015fvik bedelleri ve devletin bu alandaki \u00f6zel uygulamalar\u0131 gibi bir cevap beklerken, \u201c\u00f6zel hi\u00e7bir \u015fey yapmad\u0131k\u201d cevab\u0131n\u0131 al\u0131r. Diyojen\u2019in \u00fcnl\u00fc \u201cG\u00f6lge etme ba\u015fka ihsan istemem\u201d s\u00f6z\u00fcn\u00fc ba\u015fka bir\u00e7ok durumda kullan\u0131yoruz ama herhalde hi\u00e7birine devletin PV sistemleri ile olan ili\u015fkisi kadar yak\u0131\u015fm\u0131yor.
