ENVER Genel Ba\u015fkan\u0131 \u0130brahim \u00c7a\u011flar, enerji verimlili\u011finin art\u0131r\u0131lmas\u0131 do\u011frultusunda yap\u0131lan \u00e7al\u0131\u015fmalar\u0131n, enerjisinin neredeyse d\u00f6rtte \u00fc\u00e7\u00fcn\u00fc ithal eden T\u00fcrkiye i\u00e7in bir anlamda bir ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadelesi olarak de\u011ferlendirilebilece\u011fini s\u00f6yl\u00fcyor.\u00a0Enerji Verimlili\u011fi Derne\u011fi (ENVER), enerjinin etkin ve verimli kullan\u0131labilmesi i\u00e7in fark\u0131ndal\u0131k olu\u015fturmak amac\u0131yla kuruldu. Bilimsel ve teknik ara\u015ft\u0131rmalar yapt\u0131rmak ve sonu\u00e7lar\u0131n\u0131 kamuyla payla\u015fmak, bu yolda yap\u0131lmas\u0131 gerekenleri art\u0131rmak \u00f6ncelikleri aras\u0131nda. ENVER, olduk\u00e7a g\u00fc\u00e7l\u00fc bir y\u00f6netime ve sa\u011fl\u0131kl\u0131 projelere sahip. Enerji verimlili\u011finin t\u00fcm d\u00fcnyada \u00f6nem kazand\u0131\u011f\u0131 \u015fu d\u00f6nemde, yap\u0131lan ve yap\u0131lacak \u00e7al\u0131\u015fmalar \u00e7ok \u00f6nemli. ENVER Genel Ba\u015fkan\u0131 \u0130brahim \u00c7a\u011flar, enerjiyi verimli kullanmak i\u00e7in geli\u015ftirilen \u00e7al\u0131\u015fmalar\u0131n artt\u0131\u011f\u0131n\u0131, ama yine de istenilen d\u00fczeye gelinemedi\u011fini s\u00f6yl\u00fcyor. \u0130\u015fte anlatt\u0131klar\u0131&#8230;<\/p>\n<p style=\"text-align: justify;\">\u00a0<strong>\u00d6ncelikle enerji verimlili\u011finde biz neredeyiz diye sormak gerek?<\/strong><\/p>\n<p style=\"text-align: justify;\">Enerjiyi verimli kullanmak i\u00e7in yap\u0131lan uygulamalar her ge\u00e7en g\u00fcn ivme kazan\u0131yor. Ancak baz\u0131 \u00fclkelerle kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda enerji verimlili\u011fi konusundaki yat\u0131r\u0131mlar istenilen d\u00fczeye gelmedi. Yine de geli\u015fmeler umut verici. Bu ba\u011flamda, daha etkin tedbirlerin al\u0131nmas\u0131, somut hedeflerle desteklenmi\u015f bir politika seti belirlenmesi ve kamu, \u00f6zel ve sivil toplumun ortak hareket etmesinin sa\u011flanmas\u0131 amac\u0131yla haz\u0131rlanan ve Y\u00fcksek Planlama Kurulu ile 2012 y\u0131l\u0131nda yay\u0131mlanan Enerji Verimlili\u011fi Stratejisi ile 2023 y\u0131l\u0131na kadar T\u00fcrkiye\u2019nin enerji yo\u011funlu\u011funun en az y\u00fczde 20 d\u00fc\u015f\u00fcr\u00fclmesi hedefleniyor. S\u00f6z konusu Belge kapsam\u0131nda, enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131n\u0131n daha \u00f6zendirici hale getirilmesi de \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p style=\"text-align: justify;\">ENVER, enerjinin etkin ve verimli kullan\u0131labilmesi i\u00e7in fark\u0131ndal\u0131k olu\u015fturmak amac\u0131yla kurulan bir dernek. Peki bu bilin\u00e7 T\u00fcrkiye&#8217;de ne kadar var? Cari <strong>a\u00e7\u0131\u011f\u0131n en b\u00fcy\u00fck kalemini enerji faturas\u0131n\u0131n olu\u015fturdu\u011fu ne kadar biliniyor?<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00a02011 y\u0131l\u0131 birincil enerji t\u00fcketimimiz 114.5 milyon ton petrol e\u015fde\u011ferine (TEP) ula\u015fm\u0131\u015f, toplam birincil enerji ihtiyac\u0131m\u0131z\u0131n ancak y\u00fczde 28\u2019i yerli kaynaklar\u0131m\u0131z ile kar\u015f\u0131lanabilmi\u015ftir. Sanayide, binalarda ve ula\u015f\u0131mda enerji verimlili\u011finin iyile\u015ftirilmesiyle elde edilecek tasarrufun enerji de\u011feri, yenilenebilir enerji kaynaklar\u0131m\u0131zdan \u00fcretebilece\u011fimiz enerjiden daha fazla. T\u00fcrkiye&#8217;de 2007 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren Enerji Verimlili\u011fi kanunu ve mevzuatlarla \u00e7ok say\u0131da \u00e7al\u0131\u015fma tetiklendi. 2007 y\u0131l\u0131nda 800 civar\u0131nda olan sertifikal\u0131 enerji y\u00f6neticisi say\u0131s\u0131n\u0131n 4 bin 700\u2019\u00fc a\u015ft\u0131\u011f\u0131n\u0131, e\u011fitim, enerji et\u00fcd\u00fc ve verimlilik art\u0131r\u0131c\u0131 proje faaliyetleri y\u00fcr\u00fcten enerji verimlili\u011fi dan\u0131\u015fmanl\u0131k \u015firketi say\u0131s\u0131n\u0131n 30\u2019lar\u0131 a\u015ft\u0131\u011f\u0131n\u0131, sanayide verimlilik art\u0131r\u0131c\u0131 proje uygulamalar\u0131n\u0131n yayg\u0131nla\u015fmaya ba\u015flad\u0131\u011f\u0131n\u0131, proje uygulayan ve enerji yo\u011funlu\u011funu d\u00fc\u015f\u00fcren sanayi kurulu\u015flar\u0131n\u0131n desteklendi\u011fini, \u0131s\u0131 yal\u0131t\u0131m\u0131 uygulayan binalarda ve enerjiyi verimli kullanan cihaz ve ekipman sat\u0131\u015flar\u0131nda \u00f6nemli art\u0131\u015flar\u0131n g\u00f6zlendi\u011fini ve finans sekt\u00f6r\u00fcn\u00fcn bu alanda yap\u0131lacak yat\u0131r\u0131mlar i\u00e7in cazip ko\u015fullarda \u00f6nemli f\u0131rsatlar sunmaya ba\u015flad\u0131klar\u0131n\u0131 g\u00f6r\u00fcyoruz.<\/p>\n<p style=\"text-align: justify;\"><strong>Enerji verimlili\u011finde devlet nas\u0131l bir destek ve te\u015fvik sa\u011fl\u0131yor?<\/strong><\/p>\n<p style=\"text-align: justify;\">Bizim i\u00e7in en \u00f6nemli g\u00fcndem maddesi, geli\u015ftirdi\u011fimiz politika, strateji ve mevzuat\u0131n etkin \u015fekilde uygulanmas\u0131. Bu anlamda, enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131n\u0131 \u00f6zendirici mali tedbirlerin ve s\u00fcrd\u00fcr\u00fclebilir finansman mekanizmalar\u0131n\u0131n geli\u015ftirilmesin en \u00f6ncelikli konu. Bunun yan\u0131s\u0131ra, enerji y\u00f6netimini, enerji verimlili\u011fi hizmet sekt\u00f6r\u00fcn\u00fcn ve kurumsal kapasitelerin ve i\u015fbirliklerinin geli\u015ftirilmesini ve bunun bir i\u015f modeline d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesini de \u00f6nemsiyoruz. Bu konu, birden fazla bakanl\u0131\u011f\u0131 ilgilendirdi\u011fi ve \u00fclke genelinde hen\u00fcz yeteri d\u00fczeyde bir kapasite olu\u015fturulamamas\u0131ndan kaynaklanan baz\u0131 sorunlar ya\u015f\u0131yoruz. Belirtmek gerekir ki, bu alanda at\u0131lmas\u0131 gereken en \u00f6nemli ad\u0131m, enerji verimlili\u011fi yat\u0131r\u0131mlar\u0131n\u0131 cazip k\u0131lacak mali tedbirlerin geli\u015ftirilmesi.<\/p>\n<p style=\"text-align: justify;\"><strong>Belirlenen stratejik hedefler<\/strong><\/p>\n<p style=\"text-align: justify;\">ENVER Genel Ba\u015fkan\u0131 \u0130brahim \u00c7a\u011flar, 2012 y\u0131l\u0131nda yay\u0131mlanan Enerji Verimlili\u011fi Strateji Belgesi&#8217;nin etkin kullan\u0131lmas\u0131 halinde 2023 y\u0131l\u0131 i\u00e7in genel hedefin, T\u00fcrkiye&#8217;nin 2011 y\u0131l\u0131 enerji yo\u011funlu\u011fu de\u011ferinin en az y\u00fczde 20 azaltmak oldu\u011funu s\u00f6yl\u00fcyor. Bu anlamda belirlenen stratejik hedeflerden baz\u0131lar\u0131 \u015f\u00f6yle; \u00d6n\u00fcm\u00fczdeki 10 y\u0131l i\u00e7inde, her bir sanayi alt sekt\u00f6r\u00fcndeki indirgenmi\u015f enerji yo\u011funlu\u011funun y\u00fczde 10&#8217;dan az olmamak \u00fczere sekt\u00f6r i\u015fbirlik\u00e7ileri ile belirlenen oranda azalt\u0131lmas\u0131, T\u00fcrkiye\u2019de karbon ticareti ve karbon borsas\u0131 alt yap\u0131s\u0131n\u0131 geli\u015ftirme \u00e7al\u0131\u015fmalar\u0131, \u0131s\u0131 yal\u0131t\u0131m\u0131 ve enerji verimli \u0131s\u0131tma sistemleriyle ilgili \u00e7al\u0131\u015fmalar, yap\u0131 sto\u011funun en az d\u00f6rtte birinin 2023 y\u0131l\u0131na kadar s\u00fcrd\u00fcr\u00fclebilir yap\u0131 haline getirilmesi, T\u00fcrkiye genelindeki k\u00f6m\u00fcrl\u00fc termik santrallerinin at\u0131k \u0131s\u0131 geri kazan\u0131m\u0131 dahil ortalama toplam \u00e7evrim verimlerinin y\u00fczde 45&#8217;in \u00fczerine \u00e7\u0131kar\u0131lmas\u0131, \u015fehirlerde ula\u015f\u0131m master planlar\u0131n\u0131n haz\u0131rlanmas\u0131 ve uygulanmas\u0131&#8230;<\/p>\n<p style=\"text-align: justify;\"><strong>Enerji Han\u0131m&#8217;dan sonra \u015fimdi de Enerji \u00c7ocuk<\/strong><\/p>\n<p style=\"text-align: justify;\">Enerji Han\u0131m projesi, 2013 y\u0131l\u0131ndan bu yana onbinlerce kad\u0131na do\u011frudan ula\u015farak evlerde k\u00fc\u00e7\u00fck \u00f6nlemlerle enerji verimlili\u011fi sa\u011flanmas\u0131n\u0131 ama\u00e7l\u0131yor. Evlerdeki k\u00fc\u00e7\u00fck \u00f6nlemlerle hane ba\u015f\u0131na y\u0131lda bir \u00e7eyrek alt\u0131n tasarruf sa\u011flanabilir. Bu, T\u00fcrkiye geneline yay\u0131ld\u0131\u011f\u0131nda, T\u00fcrkiye&#8217;nin enerji harcamalar\u0131na ay\u0131rd\u0131\u011f\u0131 4 milyar TL&#8217;lik b\u00fct\u00e7enin cebe kalmas\u0131 anlam\u0131na geliyor.
