Lisanslar ger\u00e7ekten yat\u0131r\u0131m yapacak giri\u015fimcilere verilecek. Halen pek \u00e7ok enerji yat\u0131r\u0131mc\u0131s\u0131n\u0131n lisans i\u00e7in kuyrukta oldu\u011fu belirtildi. Lisanslar\u0131n\u0131 satmak isteyenlere de f\u0131rsat verilmeyecek.<\/p>\n<p>B\u00fcrokratik i\u015flemler ve arazi tahsisi gibi konulardaki p\u00fcr\u00fczlerin giderilmesi i\u00e7in d\u00fczenleme yap\u0131lmas\u0131 planlan\u0131yor.
