B\u00f6ylesi bir felaketin ard\u0131ndan, daha b\u00fcy\u00fck resme bakman\u0131n ve T\u00fcrkiye\u2019nin enerji politikalar\u0131n\u0131 masaya yat\u0131rman\u0131n zaman\u0131 geldi.<\/p>\n<p>\u00dclkemizin enerji politikas\u0131na dair ana hedefleri a\u00e7\u0131k ve net bir \u015fekilde belirlenmi\u015f durumda: Her y\u0131l artan talebi kesintisiz kar\u015f\u0131layabilmek ve ba\u015fta do\u011falgaz olmak \u00fczere ithal kaynaklara olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 k\u0131rabilmek. Bu hedefleri yakalayabilmek i\u00e7in 2009 tarihli Elektrik Enerjisi Piyasas\u0131 ve Arz G\u00fcvenli\u011fi Stratejik Belgesi\u2019yle, 2023 y\u0131l\u0131na kadar \u00fclke i\u00e7erisindeki t\u00fcm linyit ve ta\u015fk\u00f6m\u00fcr\u00fc kaynaklar\u0131n\u0131n elektrik enerjisi \u00fcretimi amac\u0131yla de\u011ferlendirilmesi hedefleniyor. Enerji Bakanl\u0131\u011f\u0131, bug\u00fcn elektri\u011fimizin %27\u2032sini k\u00f6m\u00fcrden \u00fcretirken 2030 y\u0131l\u0131nda bu oran\u0131n %31\u2032e \u00e7\u0131kmas\u0131n\u0131, bu ba\u011flamda k\u00f6m\u00fcr kullan\u0131m\u0131n\u0131n ise 3\u2032e katlanmas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor. Bu \u00e7er\u00e7evede, k\u00f6m\u00fcr madencili\u011fi ve k\u00f6m\u00fcrden elektrik \u00fcretmeye y\u00f6nelik yat\u0131r\u0131mlar, Ekonomi Bakanl\u0131\u011f\u0131 taraf\u0131ndan en y\u00fcksek ikinci seviye olan 5. b\u00f6lge te\u015fvikleriyle destekleniyor.<\/p>\n<p>Bug\u00fcn itibar\u0131yla k\u00f6m\u00fcre dayal\u0131 elektrik enerjisi kurulu g\u00fcc\u00fcn\u00fcn 12.500 MW civar\u0131nda oldu\u011fu \u00fclkemizde, toplam 32.000 MW kurulu g\u00fcce sahip 50 civar\u0131nda k\u00f6m\u00fcre dayal\u0131 termik santral projesi \u00f6n lisans, lisans, \u00c7ED ya da in\u015faat a\u015famas\u0131nda. \u00dclkemiz k\u00f6m\u00fcr rezervlerinin %90\u2032\u0131n\u0131 meydana getiren linyit rezevlerimizin hepsini kulland\u0131\u011f\u0131m\u0131z takdirde, linyite dayal\u0131 kurulu g\u00fcc\u00fcm\u00fcz\u00fcn 22.000 MW\u2019e \u00e7\u0131kaca\u011f\u0131 ifade ediliyor Enerji Bakanl\u0131\u011f\u0131 taraf\u0131ndan. Basit aritmetik g\u00f6steriyor ki, h\u00e2lihaz\u0131rdaki lisans ba\u015fvurular\u0131yla 45.000 MW kurulu g\u00fcce ula\u015fabilecek k\u00f6m\u00fcr filomuzun en az\u0131ndan yar\u0131s\u0131 ithal k\u00f6m\u00fcrle \u00e7al\u0131\u015facak.<\/p>\n<p>Yerli veya ithal olmas\u0131 fark etmiyor. K\u00f6m\u00fcr, gerek hava kirlili\u011fi, gerekse iklim de\u011fi\u015fikli\u011finin ana nedeni olan sera gaz\u0131 emisyonlar\u0131 a\u00e7\u0131s\u0131ndan en kirli fosil yak\u0131t. HEAL isimli sivil toplum platformunun Avrupa \u00e7ap\u0131nda haz\u0131rlad\u0131\u011f\u0131 rapora g\u00f6re, elektrik \u00fcretiminde k\u00f6m\u00fcr kullan\u0131lmas\u0131 sonucu ortaya \u00e7\u0131kan sa\u011fl\u0131k sorunlar\u0131n\u0131n 2009 y\u0131l\u0131 i\u00e7in \u00fclkemize maliyeti 2,5 ila 6,7 milyar Euro civar\u0131nda. Yurt i\u00e7i gelirimizin %1\u2032ini k\u00f6m\u00fcr kullan\u0131m\u0131 kaynakl\u0131 hastal\u0131klara harcam\u0131\u015f\u0131z. Bu olduk\u00e7a y\u00fcksek bir rakam.<\/p>\n<p>1901-2010 y\u0131llar\u0131 aras\u0131nda k\u00fcresel s\u0131cakl\u0131klar ortalama 0,9\u00b0C artt\u0131. Bilim insanlar\u0131, bu art\u0131\u015f\u0131n kesin olarak insan faaliyetlerinden kaynakland\u0131\u011f\u0131n\u0131 s\u00f6yl\u00fcyor ve ekliyor: \u201c21. y\u00fczy\u0131l\u0131n sonuna do\u011fru s\u0131cakl\u0131klardaki art\u0131\u015f 4,5\u00b0C\u2019yi ge\u00e7ebilir.\u201d \u00dclkemizde g\u00f6r\u00fclecek s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131n, bu d\u00fczeyi de a\u015fmas\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. \u0130klim de\u011fi\u015fikli\u011fiyle m\u00fccadelenin ba\u015far\u0131ya ula\u015fmas\u0131 i\u00e7in enerji sekt\u00f6r\u00fcn\u00fcn en ba\u015fta k\u00f6m\u00fcr olmak \u00fczere fosil yak\u0131tlardan ar\u0131nd\u0131r\u0131lmas\u0131 gerekiyor ve bu tezleri sadece \u00e7evreciler savunuyor de\u011fil. Uluslararas\u0131 Enerji Ajans\u0131, iklim de\u011fi\u015fikli\u011fiyle m\u00fccadele i\u00e7in d\u00fcnyadaki bilinen fosil yak\u0131t rezervlerinin \u00fc\u00e7te ikisinin yer alt\u0131nda b\u0131rak\u0131lmas\u0131 gerekti\u011fini s\u00f6yl\u00fcyor. H\u00fck\u00fcmetleraras\u0131 \u0130klim De\u011fi\u015fikli\u011fi Paneli\u2019nin nisan ay\u0131nda yay\u0131mlad\u0131\u011f\u0131, 195 \u00fclkeyle beraber T\u00fcrkiye\u2019nin de alt\u0131na imza att\u0131\u011f\u0131 de\u011ferlendirme raporu ise, k\u00f6m\u00fcr\u00fcn yenilenebilir enerjiyle ikamesinin yan faydalar\u0131n\u0131n alt\u0131n\u0131 \u00e7iziyor. Rapor, k\u00f6m\u00fcr yerine yenilenebilir enerji kaynaklar\u0131n\u0131n kullan\u0131m\u0131 ile enerji g\u00fcvenli\u011fini art\u0131rman\u0131n, hava kirlili\u011finin halk sa\u011fl\u0131\u011f\u0131 \u00fczerindeki bask\u0131s\u0131n\u0131 en aza indirmenin, k\u00f6m\u00fcr madencili\u011finde meydana gelen kazalar\u0131 azaltman\u0131n ve yeni i\u015f sahalar\u0131 yaratman\u0131n m\u00fcmk\u00fcn oldu\u011funu ortaya koyuyor. REN 21 K\u00fcresel Durum Raporu\u2019na g\u00f6re d\u00fcnyadaki elektrik \u00fcretiminin %22\u2032si, akaryak\u0131t vb. kullan\u0131mlar\u0131 da i\u00e7ine alan toplam birincil enerji talebinin ise %10\u2032u yenilenebilir enerji kaynaklar\u0131ndan sa\u011flan\u0131yor. Buna ra\u011fmen Uluslararas\u0131 Enerji Ajans\u0131\u2019n\u0131n hesab\u0131na g\u00f6re, yenilenebilir enerji kaynaklar\u0131 2013 y\u0131l\u0131nda 6,5 milyon insana i\u015f sa\u011flad\u0131. Bu istihdam\u0131n 2,4 milyonu g\u00fcne\u015f, 800 bini ise r\u00fczg\u00e2r enerjisi sekt\u00f6rlerinde. K\u0131yaslamak gerekirse, enerji arz\u0131nda yenilenebilir enerjinin 5 kat\u0131 pay sahibi olan en b\u00fcy\u00fck 20 petrol ve do\u011falgaz \u015firketi, 2,1 milyon insana i\u015f sa\u011fl\u0131yor.<\/p>\n<p>\u00dclkemizde k\u00f6m\u00fcr madenlerinde 50 bine yak\u0131n insan\u0131m\u0131z \u00e7al\u0131\u015f\u0131yor. Almanya\u2019da ise sadece g\u00fcne\u015f enerjisi end\u00fcstrisi, 2013 y\u0131l\u0131nda 56 bin ki\u015fiye i\u015f imk\u00e2n\u0131 sa\u011flad\u0131 (IRENA, 2014). Political Economy Research Institute\u2019nin ara\u015ft\u0131rmas\u0131na g\u00f6re, g\u00fcne\u015f ve r\u00fczg\u00e2ra yap\u0131lan 1 milyon dolarl\u0131k yat\u0131r\u0131mla, k\u00f6m\u00fcre yap\u0131lan 1 milyon dolarl\u0131k yat\u0131r\u0131m\u0131n 2 kat\u0131 yeni i\u015f yaratmak m\u00fcmk\u00fcn. G\u00fcne\u015fi ve r\u00fczg\u00e2r\u0131 bol, bir yanda enerji talebini kar\u015f\u0131lamak, di\u011fer yandan da 2023 y\u0131l\u0131nda i\u015fsizli\u011fi %5\u2032e d\u00fc\u015f\u00fcrmek isteyen \u00fclkemiz i\u00e7in bir f\u0131rsat penceresi var. \u0130nsan\u0131m\u0131z i\u00e7in daha kaliteli, temiz ve g\u00fcvenli i\u015f imk\u00e2nlar\u0131 yaratmam\u0131z m\u00fcmk\u00fcn.<\/p>\n<p>Soma facias\u0131 bir kez daha g\u00f6sterdi ki, insan\u0131 ve do\u011fay\u0131 g\u00f6z \u00f6n\u00fcne almadan, dar maliyet hesaplar\u0131yla \u00fcretilen politikalar\u0131n sosyal, \u00e7evresel ve ekonomik maliyeti y\u00fcksek oluyor. Bu maliyetler do\u011frudan toplum taraf\u0131ndan \u00f6deniyor ve fatura genelde toplumun dezavantajl\u0131 kesimlerine \u00e7\u0131k\u0131yor. \u015eapkam\u0131z\u0131 \u00f6n\u00fcm\u00fcze koyup etrafl\u0131ca d\u00fc\u015f\u00fcnmemiz ve ulusal enerji politikam\u0131z\u0131, insan\u0131m\u0131z\u0131 ve do\u011fam\u0131z\u0131 merkeze koyarak g\u00f6zden ge\u00e7irmemiz gerekiyor.<\/p>\n<p>Enerji g\u00fcvenli\u011fini sa\u011flamak, istihdamda art\u0131\u015f, sa\u011fl\u0131k harcamalar\u0131nda d\u00fc\u015f\u00fc\u015f ve k\u00f6m\u00fcr madencili\u011fi kaynakl\u0131 can kay\u0131plar\u0131n\u0131n \u00f6n\u00fcne ge\u00e7mek\u2026 Geli\u015fen T\u00fcrkiye\u2019de \u00fczerinde herkesin mutab\u0131k kalaca\u011f\u0131 d\u00f6rt hedef\u2026 Bunlara ula\u015fman\u0131n yolu, enerji verimlili\u011fi ve yenilenebilir enerjiden ge\u00e7iyor.
