De\u011ferlendirme Raporu\u2019nda \u00f6nceki rapora g\u00f6re daha kesinle\u015fmi\u015f ifadelerin de \u00fclke politikalar\u0131nda yeri olmad\u0131\u011f\u0131n\u0131 ortaya koydu.<\/p>\n<p>Ancak T\u00fcrkiye\u2019nin teslim etmi\u015f oldu\u011fu CRF (Ortak Raporlama Format\u0131) ve NIR (Ulusal Envanter Raporu) bundan \u00e7ok daha fazlas\u0131n\u0131 anlat\u0131yor.<\/p>\n<p><strong>Envanter Raporlar\u0131 Ne Anlat\u0131r?<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin-left: 80px;\"><em>\u201cNitekim kurakl\u0131\u011f\u0131n yo\u011fun oldu\u011fu 2007 y\u0131l\u0131nda hidroelektrik enerji eksikli\u011fi do\u011falgaz ve k\u00f6m\u00fcr santrallerine y\u00fcklenilerek ge\u00e7i\u015ftirilmi\u015f. Bu bile asl\u0131nda herhangi bir iklimsel olaya kar\u015f\u0131 ne kadar haz\u0131rl\u0131ks\u0131z oldu\u011fumuzun bir g\u00f6stergesi.\u201d<\/em><\/p>\n<p style=\"margin-left: 80px;\"><em><a href=\"http:\/\/www.onderalgedik.com\/envanter2007\/\" target=\"_blank\">2007 Y\u0131l\u0131 Envanter De\u011ferlendirmesi<\/a>, O.Algedik<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>Sekreterya\u2019ya iletilen raporlar IPCC\u2019nin y\u00f6ntemlerine g\u00f6re haz\u0131rlan\u0131r ve genel olarak \u00fclkenin iklim karnesini ortaya koyar. \u0130klim karnesi dikkatli incelendi\u011finde, y\u00f6ntem ve arka plan irdelenerek g\u00fcncel politikalar ile ili\u015fkileri kuruldu\u011funda iklim de\u011fi\u015fikli\u011fi politikalar\u0131 d\u0131\u015f\u0131nda pek \u00e7ok noktay\u0131 g\u00f6rebilirsiniz. 2007 y\u0131l\u0131nda ya\u015fan\u0131lan kurakl\u0131\u011f\u0131n etkisi ve enerji politikalar\u0131na yans\u0131mas\u0131n\u0131 bildi\u011finizde 2014 kurakl\u0131\u011f\u0131 ile politikalar\u0131n aynen devam etti\u011fi \u00f6ng\u00f6rebilir, ekonomik bir pazar \u00e7al\u0131\u015fmas\u0131 yapt\u0131\u011f\u0131n\u0131zda d\u00fc\u015f\u00fck karbon ekonomisinin de\u011fil, y\u00fcksek karbon ekonomisinin T\u00fcrkiye\u2019de \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 anlayabilirsiniz. Hatta, y\u00fckselen sekt\u00f6rleri, iklim de\u011fi\u015fikli\u011fine vatanda\u015fa \u00e7\u00f6z\u00fcm\u00fcn sunulmad\u0131\u011f\u0131n\u0131, gelece\u011fin ne t\u00fcr senaryolar do\u011furabilece\u011fini de anlayabilirsiniz.<\/p>\n<p><strong>Envanter Raporlar\u0131 Ne Kadar Do\u011fru?<\/strong><\/p>\n<p>Teslim edilen envanter raporlar\u0131, IPCC\u2019nin metotlar\u0131na uygun haz\u0131rlan\u0131r ve her sene bir uzman grubu taraf\u0131ndan g\u00f6zden ge\u00e7irilir. \u015eimdiye kadar T\u00fcrkiye\u2019nin teslim etti\u011fi envantere dair uzman raporlar\u0131nda bir dizi uyar\u0131 yer ald\u0131.<\/p>\n<p>Raporlaman\u0131n kalitesi a\u00e7\u0131s\u0131ndan baz\u0131 g\u00f6stergeler yer almaktad\u0131r. \u00d6rne\u011fin envanterin d\u00f6rtte \u00fc\u00e7\u00fcn\u00fc kapsayan yak\u0131t kullan\u0131m\u0131, sekt\u00f6rel ve referans yakla\u015f\u0131m ile hesaplan\u0131r iki yakla\u015f\u0131m\u0131n ayn\u0131 sonucu vermesi beklenir. Burada da metot kaynakl\u0131 y\u00fczde 2\u2019lik bir sapmaya da izin verilir. Fark\u0131n fazla olmas\u0131 durumunda ise bir a\u00e7\u0131klama yap\u0131lmas\u0131, bunun kayna\u011f\u0131n\u0131n raporlanmas\u0131 gerekir. T\u00fcrkiye\u2019nin bu sene verdi\u011fi raporda fark ise, \u015fimdiye kadar verdi\u011fi raporlar\u0131n aras\u0131nda en k\u00f6t\u00fcs\u00fc say\u0131labilecek olan, y\u00fczde 9.23 gibi y\u00fcksek bir farka sahiptir.<\/p>\n<p>Bu \u00f6rnekleri derinle\u015ftirmek\u00a0 m\u00fcmk\u00fcn. Ama as\u0131l \u00f6nemlisi raporu ne kadar referans alaca\u011f\u0131m\u0131z. Raporda verilen y\u00fczlerce rakam\u0131n kendi i\u00e7 tutarl\u0131l\u0131\u011f\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda, elmalar\u0131 elmalarla, armutlar\u0131 armutlarla kar\u015f\u0131la\u015ft\u0131rd\u0131\u011f\u0131n\u0131zda, do\u011fru bir y\u00f6ntemle okunan rapor ge\u00e7mi\u015fi ve gelece\u011fi anlatacak bir dizi veri ortaya koyacakt\u0131r.<\/p>\n<p><strong>2012\u2019de Ne Oldu?<\/strong><\/p>\n<p>T\u00fcrkiye 1990 y\u0131l\u0131na g\u00f6re 2011\u2019de sera gaz\u0131 emisyonlar\u0131n\u0131 y\u00fczde 125.1 artt\u0131rm\u0131\u015ft\u0131. 2012\u2019de s\u00fcren y\u00fcksek karbon ekonomisi ile bu art\u0131\u015f\u0131 y\u00fczde\u00a0 133.4\u2019e \u00e7\u0131kard\u0131 (Grafik-1).<\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" src=\"http:\/\/www.yesilekonomi.com\/usrfiles\/images\/Grafik1.png\" alt=\"\" width=\"397\" height=\"254\" \/><\/p>\n<p>B\u00f6ylece, 1990-2001 aras\u0131 y\u00fczde 3.7 seviyesinde olan ortalama art\u0131\u015f, 2001-2012 aras\u0131 y\u00fczde 4.3 gibi olduk\u00e7a y\u00fcksek bir art\u0131\u015f seyrine \u00e7\u0131km\u0131\u015f oldu. 1990 y\u0131l\u0131nda 188.43 milyon ton olan sera gaz\u0131 emisyonu b\u00f6ylece 2012\u2019de 439.87 milyon tona ula\u015ft\u0131. Bilim d\u00fcnyas\u0131 iklim de\u011fi\u015fikli\u011fi durdurmak i\u00e7in ki\u015fi ba\u015f\u0131 sal\u0131mlar\u0131n 2 ton seviyesini \u00e7ekilmesini \u00f6nerirken, T\u00fcrkiye bu hedefe denk gelen toplam sal\u0131mlar ile olan makas\u0131 daha da b\u00fcy\u00fctt\u00fc (Grafik-2).<\/p>\n<p style=\"text-align: center;\"><img loading=\"lazy\" src=\"http:\/\/www.yesilekonomi.com\/usrfiles\/images\/Grafik2.png\" alt=\"\" width=\"452\" height=\"248\" \/><\/p>\n<p>Emisyonlar\u0131n temel sekt\u00f6rlere da\u011f\u0131l\u0131m\u0131na bak\u0131ld\u0131\u011f\u0131nda y\u00fczde 70\u2019inin enerji kaynakl\u0131 oldu\u011fu, y\u00fczde 14 ile sanayinin ikinci b\u00fcy\u00fck paya sahip oldu\u011fu, y\u00fczde 8 pay ile tar\u0131m ve y\u00fczde 4 pay ile at\u0131k sekt\u00f6r\u00fcn\u00fcn takip etti\u011fi envanterden anla\u015f\u0131lmaktad\u0131r (Grafik-3).<\/p>\n<p style=\"text-align: center;\">\n<p><img src=\"http:\/\/www.yesilekonomi.com\/usrfiles\/images\/Grafik3.png\" alt=\"\" \/><\/p>\n<p>Art\u0131\u015f\u0131n kayna\u011f\u0131na anlamak i\u00e7in temel sekt\u00f6rler bakt\u0131\u011f\u0131m\u0131zda, b\u00fct\u00fcn sekt\u00f6rlerde art\u0131\u015f oldu\u011funu g\u00f6r\u00fcyoruz. 7.3 milyon ton art\u0131\u015f ile enerji sekt\u00f6r\u00fc ba\u015f\u0131 \u00e7ekerken, sanayi sekt\u00f6r\u00fcnde 4.2 milyon ton art\u0131\u015f\u0131 tar\u0131m ve at\u0131k sekt\u00f6r\u00fc takip ediyor (Grafik-4)<\/p>\n<p style=\"text-align: center;\">\n<p><img loading=\"lazy\" src=\"http:\/\/www.yesilekonomi.com\/usrfiles\/images\/Grafik4.png\" alt=\"\" width=\"455\" height=\"317\" \/><\/p>\n<p><strong>Kim artt\u0131rd\u0131?<\/strong><\/p>\n<p>Genel analizden sonra, art\u0131\u015f\u0131n temel kayna\u011f\u0131n\u0131 ve temel kaynak ile politikalar\u0131n ba\u011flant\u0131s\u0131n\u0131 kurmak 2012 y\u0131l\u0131n\u0131 anlamak a\u00e7\u0131s\u0131ndan faydal\u0131 olacakt\u0131r. \u015eimdiye kadar sadece sera gaz\u0131 \u00fcst\u00fcnden yapt\u0131\u011f\u0131m\u0131z hesaplamalar\u0131 bu b\u00f6l\u00fcmden itibaren sadece karbondioksit \u00fcst\u00fcnden yaparak kendi i\u00e7inde kar\u015f\u0131la\u015ft\u0131raca\u011f\u0131z.<\/p>\n<p>7,3 milyon ton olan toplam sera gaz\u0131 emisyonundaki art\u0131\u015f ve y\u00fczde 70 pay ile enerji en belirleyici sekt\u00f6r durumunda. Enerji sekt\u00f6r\u00fcn\u00fcn alt\u0131nda enerji kullanan sekt\u00f6rlerin k\u0131r\u0131l\u0131m\u0131 yap\u0131ld\u0131\u011f\u0131nda bir k\u0131sm\u0131nda azalt\u0131m, bir k\u0131sm\u0131nda ise art\u0131\u015f g\u00f6r\u00fcl\u00fcyor. Di\u011fer sera gazlar\u0131n\u0131 dikkate almadan bakt\u0131\u011f\u0131m\u0131zda, artan ve azaltanlar topland\u0131\u011f\u0131nda 6,9 milyon ton daha fazla karbondioksit\u2019in atmosfere sal\u0131nd\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz.<\/p>\n<p>Bu art\u0131\u015fta 2 \u00f6nemli kalem var ki politikan\u0131n envanterde ne kadar belirleyici oldu\u011funu ortaya koyuyor.<\/p>\n<p>Karayolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda kullan\u0131lan petrol nedeniyle sal\u0131mlar 2012 y\u0131l\u0131nda 2011\u2019e g\u00f6re y\u00fczde 33.8 artarak 41.47 milyon ton\u2019dan 61.24 milyon tona \u00e7\u0131karak tarihi bir rekor k\u0131rd\u0131. 14 milyon ton karbon dioksitin daha fazla sal\u0131nd\u0131\u011f\u0131 2012, duble yollar, kent i\u00e7i otoyollar, azalan toplu ta\u015f\u0131ma politikalar\u0131n\u0131n ne nedenli iklimi de\u011fi\u015ftiren politikalar oldu\u011funu 2012 envanteri ile g\u00f6zler \u00f6n\u00fcne serdi. 2012 y\u0131l\u0131nda yak\u0131lan dizel yak\u0131ttan kaynaklanan karbondioksit, linyit yakararak elektrik \u00fcreten santrallerin atmosfere sald\u0131\u011f\u0131 karbondioksit miktar\u0131n\u0131 2012 y\u0131l\u0131nda ge\u00e7ti.<\/p>\n<p>Konutlarda \u0131s\u0131nma ve yemek pi\u015firme ama\u00e7l\u0131 olarak kullan\u0131lan fosil yak\u0131tlardaki art\u0131\u015f ise bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 17.6 oran\u0131nda ger\u00e7ekle\u015fti. Fuel-oil gibi s\u0131v\u0131 yak\u0131t kullan\u0131m\u0131 -arz pay\u0131na ra\u011fmen- ciddi oranda d\u00fc\u015ferken, do\u011fal gaz ise pahal\u0131 bir yak\u0131t olmas\u0131 nedeniyle y\u00fczde\u00a0 4 oran\u0131nda daha az kullan\u0131ld\u0131. Art\u0131\u015f\u0131n amiral gemisi ise k\u00f6m\u00fcr oldu. 2012 y\u0131l\u0131nda konutlarda, 11.6 milyon daha fazla k\u00f6m\u00fcr kaynakl\u0131 karbondioksit atmosfere verilirken, y\u0131ll\u0131k art\u0131\u015f y\u00fczde 42 olarak ger\u00e7ekle\u015fti. B\u00f6ylelikle, doksanl\u0131 y\u0131llardan itibaren azalan k\u00f6m\u00fcr kullan\u0131m\u0131 kentlerin havas\u0131 de\u011fi\u015firken, 2002\u2019den itibaren tekrar y\u00fckseli\u015fe ge\u00e7erek konutlarda ana yak\u0131t malzemesi olarak do\u011fal gaz\u0131n taht\u0131na oturdu.<\/p>\n<p style=\"text-align: center;\">\n<img loading=\"lazy\" src=\"http:\/\/www.yesilekonomi.com\/usrfiles\/images\/Grafik5.png\" alt=\"\" width=\"415\" height=\"234\" \/><\/p>\n<p>B\u00f6ylesi bir art\u0131\u015f\u0131n kaynaklar\u0131n\u0131 anlamak i\u00e7in enerji kullan\u0131m\u0131 olarak konut sekt\u00f6r\u00fcn\u00fc incelemek gerekmektedir. 1990\u2019l\u0131 y\u0131llarda ki\u015fi ba\u015f\u0131na bir birim fosil yak\u0131t yak\u0131larak konutlarda enerji ihtiyac\u0131 kar\u015f\u0131lan\u0131rken, kar\u015f\u0131l\u0131\u011f\u0131nda bir birim karbondioksit emisyonu ortaya \u00e7\u0131k\u0131yordu. Bu de\u011fer, 1990-2002 aras\u0131 hemen hemen mevsimsel de\u011fi\u015fiklikler d\u0131\u015f\u0131nda ayn\u0131 kald\u0131 ve 2012 y\u0131l\u0131nda ki\u015fi ba\u015f\u0131na d\u00fc\u015fen enerji t\u00fcketimi ve karbondioksit emisyonu iki kat\u0131na \u00e7\u0131kt\u0131.<\/p>\n<p>Burada iki sorun alan\u0131 kar\u015f\u0131m\u0131za \u00e7\u0131kmakta. \u0130lki kentle\u015fme politikalar\u0131. Daha geni\u015f evler, daha verimsiz konut sistemleri ile ya\u015fad\u0131\u011f\u0131m\u0131z binalar daha fazla enerji t\u00fcketen birimlere d\u00f6n\u00fc\u015ft\u00fc. Burada rezidanslar\u0131n, TOK\u0130\u2019nin yapt\u0131\u011f\u0131 binalar\u0131n rol\u00fcn\u00fc unutmamak gerekiyor. Ayr\u0131ca kat m\u00fclkiyeti kanununda yap\u0131lan de\u011fi\u015fiklik ile 2007\u2019den itibaren merkezi \u0131s\u0131tma sistemlerinden bireysel \u0131s\u0131tmaya ge\u00e7i\u015f ciddi bir k\u0131r\u0131lma noktas\u0131 oldu.<\/p>\n<p>\u0130kincisi ise do\u011fal gaz fiyat politikas\u0131. Do\u011fal gaz fiyatlar\u0131n\u0131n olduk\u00e7a y\u00fcksek olmas\u0131, bireysel kullan\u0131c\u0131lar\u0131 kombi yerine soba yakmaya zorlad\u0131. 2007 \u00f6ncesi merkezi \u0131s\u0131tmaya sahip konutlar kanunun yaratt\u0131\u011f\u0131 f\u0131rsatla kombiye ge\u00e7ti ama bu s\u00fcre\u00e7te de faturalar pahal\u0131 gelmeye ba\u015flay\u0131nca k\u00f6m\u00fcr kullan\u0131m\u0131na d\u00f6nmeye ba\u015flad\u0131.<\/p>\n<p><strong>Kentsel d\u00f6n\u00fc\u015f\u00fcm ve 3. Havaliman\u0131?<\/strong><\/p>\n<p>Kentsel d\u00f6n\u00fc\u015f\u00fcm ad\u0131yla bug\u00fcn pek \u00e7ok konut \u00f6mr\u00fc bitmeden y\u0131k\u0131l\u0131rken, yeni betonarme konutlar i\u00e7in ciddi bir \u00e7imento kullan\u0131m\u0131 s\u00f6z konusu. Taksim meydan\u0131 bile betonla\u015f\u0131rken, envanterde bu politikalar\u0131n iklime olan sonu\u00e7lar\u0131n\u0131 da g\u00f6rmek m\u00fcmk\u00fcn. 1,4 milyon tonu \u00e7imento sekt\u00f6r\u00fcn\u00fcn enerji ihtiyac\u0131ndan, 2.6 milyon tonu \u00e7imento \u00fcretiminde kullan\u0131lan i\u015flemlerden kaynakl\u0131 olmak \u00fczere sekt\u00f6rde toplam 4.1 milyon ton karbondioksit emisyonu art\u0131\u015f\u0131 ger\u00e7ekle\u015fti. Y\u0131ll\u0131k art\u0131\u015f y\u00fczde 8 oldu.<\/p>\n<p>Havac\u0131l\u0131k sekt\u00f6r\u00fc de iklim a\u00e7\u0131s\u0131ndan g\u00fcn ge\u00e7tik\u00e7e tehlikeli hale gelmeye 2012 y\u0131l\u0131nda da devam etti. Yurt i\u00e7i u\u00e7u\u015flar kaynakl\u0131 y\u00fczde 12 daha fazla karbondioksit 2012\u2019de atmosfere sal\u0131nd\u0131. Bu haliyle son envanter T\u00fcrkiye\u2019nin \u201cy\u00fcksek karbon ekonomisi\u201d merkezli politikay\u0131 tercih etti\u011fini ortaya koyuyor. Sonucunda da, do\u011fa tahribat\u0131na yol a\u00e7an in\u015faat, enerji ve ula\u015f\u0131m politikalar\u0131ndaki geli\u015fmeler\u00a0 iklimi de de\u011fi\u015ftiren sera gaz\u0131 emisyonlar\u0131na h\u0131zla ve \u015fiddetle yans\u0131yor.<\/p>\n<p>T\u00fcrkiye\u2019nin 2012 y\u0131l\u0131nda ger\u00e7ekle\u015ftirdi\u011fi faaliyetleri atmosfere sald\u0131\u011f\u0131 sera gazlar\u0131 \u00fcst\u00fcnden anlatmaya \u00e7al\u0131\u015ft\u0131k.
