Ger\u00e7ekle\u015ftirdikleri yeni d\u00fczenlemelerle yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131n \u00f6nemli oranda a\u00e7t\u0131klar\u0131n\u0131 belirten Enerji Piyasas\u0131 D\u00fczenleme Kurumu (EPDK) Ba\u015fkan\u0131 Hasan K\u00f6kta\u015f, son on y\u0131lda \u00f6zellikle r\u00fczgar ve jeotermal enerji alanlar\u0131na yap\u0131lan yat\u0131r\u0131mlar\u0131n y\u00fczde y\u00fczleri \u00e7oktan a\u015ft\u0131\u011f\u0131n\u0131 s\u00f6yledi. T\u00fcrkiye\u2019de yenilenebilir enerji sekt\u00f6r\u00fcn\u00fcn gelece\u011finin \u00e7ok parlak oldu\u011funu vurgulayan K\u00f6kta\u015f, \u201c2013-2023 y\u0131llar\u0131nda Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n yenilenebilir enerji kaynaklar\u0131 konusundaki 2023 hedefleri esas al\u0131nd\u0131\u011f\u0131nda, elektrik enerjisi talebinin g\u00fcvenilir olarak kar\u015f\u0131lanabilmesi i\u00e7in asgarisinden 95,6 milyar TL\u2019lik sabit sermaye yat\u0131r\u0131m\u0131 yap\u0131lmas\u0131 gerekti\u011fi hesaplanmaktad\u0131r\u201d dedi. EPDK Ba\u015fkan\u0131 Hasan K\u00f6kta\u015f, yenilenebilir enerji sekt\u00f6r\u00fcn\u00fcn bug\u00fcnk\u00fc durumunu ve gelecek \u00f6ng\u00f6r\u00fclerini Enerji Dergisi\u2019ne a\u00e7\u0131klad\u0131.<\/p>\n<p><strong>Son 10 y\u0131lda yenilenebilir enerji alan\u0131nda kat edilen yolu nas\u0131l de\u011ferlendiriyorsunuz?<\/strong><\/p>\n<p>10 y\u0131ldaki geli\u015fmeyi rakamlarla \u015f\u00f6yle ifade edebilirim. 2002 y\u0131l\u0131 sonunda, T\u00fcrkiye\u2019nin toplam kurulu g\u00fcc\u00fc 31 bin 846 megavatt\u0131. Bunun ancak %38,4\u2019\u00fc hidroelektrik, %0,05\u2019i jeotermal ve y\u00fczde 0,06\u2019s\u0131 r\u00fczgar enerjisi santrallerine aitti.<\/p>\n<p>2011 y\u0131l\u0131 sonu itibar\u0131yla kurulu g\u00fcc\u00fcm\u00fcz yakla\u015f\u0131k %66 oran\u0131nda artarak 52 bin 911 MW\u2019a y\u00fckseldi. Bu kapasitenin %33\u2019\u00fc hidroelektrik, %0,2\u2019si jeotermal ve %3,7\u2019si r\u00fczgar enerjisi santrallerine aittir. Bir ba\u015fka ifadeyle son 10 y\u0131lda kurulu hidroelektrik kapasitesi %48, jeotermal kapasitesi %550 ve r\u00fczgar kapasitesi 50 oran\u0131nda artt\u0131. Kurumumuzun yapm\u0131\u015f oldu\u011fu d\u00fczenlemelerin bu denli h\u0131zl\u0131 yat\u0131r\u0131m yap\u0131lmas\u0131nda belirleyici oldu\u011fu a\u00e7\u0131kt\u0131r. Ku\u015fkusuz yenilenebilir enerji kaynaklar\u0131n\u0131n kullan\u0131m\u0131ndaki art\u0131\u015fta YEK Kanunu\u2019nun \u00e7\u0131kar\u0131lmas\u0131 da, yat\u0131r\u0131m kararlar\u0131n\u0131n al\u0131nmas\u0131nda \u00e7ok \u00f6nemli bir a\u015famad\u0131r.<\/p>\n<h3>12 miyar TL yat\u0131r\u0131m yap\u0131ld\u0131<\/h3>\n<p><strong>Yenilenebilir enerji alan\u0131nda EPDK\u2019ya bug\u00fcne kadar yap\u0131lan ba\u015fvuru say\u0131s\u0131, devreye al\u0131nan projelerle ula\u015f\u0131lan toplam kurulu g\u00fc\u00e7 ve yat\u0131r\u0131m miktar\u0131ndan s\u00f6z eder misiniz?<\/strong><\/p>\n<p>Elektrik piyasas\u0131n\u0131n a\u00e7\u0131ld\u0131\u011f\u0131 3 Eyl\u00fcl 2002 tarihi ile 4 Eyl\u00fcl 2012 tarihleri aras\u0131nda Kurumumuza \u00f6zel sekt\u00f6r taraf\u0131ndan 302 adet RES, 1178 adet HES, 38 adet JES ve 61 adet biyok\u00fctle santrali lisans\u0131 ba\u015fvurusunda bulunuldu. Bunlardan toplam kapasitesi 8 bin 954 MW olan 256 adet RES\u2019e, toplam kapasitesi 16 bin 392 MW olan 731 adet HES\u2019e, toplam kapasitesi 312 MW olan 18 adet JES\u2019e ve toplam kapasitesi 172 MW olan 18 adet biyok\u00fctle santraline lisans verildi. 31 Temmuz 2012 tarihi itibar\u0131yla \u00f6zel sekt\u00f6r taraf\u0131ndan 2 bin 48 MW g\u00fcc\u00fcnde 90 adet RES, 4779 MW g\u00fcc\u00fcnde 242 adet HES, 99 MW g\u00fcc\u00fcnde 6 adet JES ve 102 MW g\u00fcc\u00fcnde 36 adet biyok\u00fctle santrali i\u015fletmeye al\u0131nd\u0131. \u0130\u015fletmeye al\u0131nan bu kapasite, Kurumumuzca esas al\u0131nan birim yat\u0131r\u0131m tutarlar\u0131na g\u00f6re yakla\u015f\u0131k 12 milyar TL sabit sermaye yat\u0131r\u0131m\u0131 demek.<\/p>\n<p><strong>Ulusal ve uluslararas\u0131 geli\u015fmeler dikkate al\u0131nd\u0131\u011f\u0131nda 2012 y\u0131l\u0131nda T\u00fcrkiye yenilenebilir enerji piyasas\u0131nda \u00f6zelle\u015ftirmeler ve yat\u0131r\u0131mlar a\u00e7\u0131s\u0131ndan ne t\u00fcr geli\u015fmeler ya\u015fand\u0131? Sekt\u00f6r\u00fcn gelece\u011fini nas\u0131l g\u00f6r\u00fcyorsunuz?<\/strong><\/p>\n<p>Yat\u0131r\u0131mlar \u00f6zel sekt\u00f6r taraf\u0131ndan ger\u00e7ekle\u015ftirilen yat\u0131r\u0131mlard\u0131r. Ayr\u0131ca\u00a0 E\u00dcA\u015e\u2019\u0131n k\u00fc\u00e7\u00fck HES\u2019leri \u00f6zelle\u015ftirildi. Bu alanda d\u00fcnyan\u0131n \u00f6nemli yabanc\u0131 \u015firketleri T\u00fcrk \u015firketler ile ortakl\u0131klar kurdu. Ayr\u0131ca d\u00fcnyan\u0131n en \u00f6nemli r\u00fczgar g\u00fcne\u015f yat\u0131r\u0131mc\u0131lar\u0131n\u0131n \u00fcst d\u00fczey y\u00f6neticileri ile s\u0131kl\u0131kla kurumumuzda g\u00f6r\u00fc\u015f\u00fcyoruz. T\u00fcrkiye enerji piyasas\u0131n\u0131n gelece\u011fi, d\u00fczenleme iklimi gibi \u00e7ok \u00e7e\u015fitli konularda brifingler veriyor ve sorular\u0131n\u0131 cevapland\u0131r\u0131yoruz. Ben gerek s\u0131f\u0131rdan yat\u0131r\u0131m, gerek sat\u0131n alma birle\u015fme konusunda \u00fclkemiz yenilenebilir enerji kaynaklar\u0131 yat\u0131r\u0131mlar\u0131 a\u00e7\u0131s\u0131ndan \u00e7ok parlak bir gelece\u011fi oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum.<\/p>\n<h3>Lisans\u0131z \u00fcretimin \u00f6n\u00fc a\u00e7\u0131ld\u0131 300\u2019den fazla ba\u015fvuru yap\u0131ld\u0131<\/h3>\n<p>Yap\u0131lan d\u00fczenlemeyle azami kurulu g\u00fcc\u00fc 500 kW&#8217;ya kadar olan elektrik \u00fcretim tesislerinin lisanss\u0131z olarak kurulmas\u0131na olanak sa\u011fland\u0131. Bu alanda bug\u00fcne kadar yap\u0131lan ve kabul edilen ba\u015fvuru say\u0131s\u0131 nedir? Bu d\u00fczenlemenin yenilenebilir enerji yat\u0131r\u0131mlar\u0131 a\u00e7\u0131s\u0131ndan nas\u0131l bir etki yaratmas\u0131 bekleniyor?<\/p>\n<p>Ba\u015flang\u0131\u00e7 a\u015famas\u0131nda, da\u011f\u0131t\u0131m \u015firketlerine ve il \u00f6zel idarelerine 300\u2019\u00fcn \u00fczerinde ba\u015fvuru yap\u0131ld\u0131. Bu konuda \u015firketler belli d\u00f6nemler halinde rakamlar\u0131 toparlayarak Kurumumuza bilgi ama\u00e7l\u0131 g\u00f6nderiyorlar.\u00a0 Lisanss\u0131z elektrik \u00fcretimine ola\u011fan\u00fcst\u00fc bir ilgi olaca\u011f\u0131n\u0131 ba\u015f\u0131ndan beri \u00f6ng\u00f6r\u00fcyorduk.\u00a0 Bunlar\u0131 tasnif ederek kamuoyu ile belirli d\u00f6nemlerde payla\u015faca\u011f\u0131z. Karadeniz\u2019de Ege\u2019de bu konuya olan ilgiyi bilgiyle takviye etmek i\u00e7in e\u011fitim programlar\u0131 uygulayaca\u011f\u0131z. Halk\u0131n aya\u011f\u0131na giderek yat\u0131r\u0131mlar\u0131n \u00f6nemini anlataca\u011f\u0131z. Art\u0131k elektrik t\u00fcketicileri kendi elektriklerini \u00fcretecekler.<\/p>\n<p>B\u00f6ylece mesken d\u00fczeyinde \u00fcretim yoluyla ek gelir imkan\u0131 olu\u015facak. Girdi maliyetlerini d\u00fc\u015f\u00fcrerek rekabet kapasitelerini art\u0131rmalar\u0131na imkan sa\u011fland\u0131. T\u00fcketim birle\u015ftirme uygulamas\u0131 d\u00fczenlenerek giri\u015fimcilik \u00f6zendirildi. Tek tek \u015fah\u0131slar\u0131n mali veya teknik gerek\u00e7elerle yapamayacaklar\u0131 yat\u0131r\u0131mlar\u0131n \u00f6n\u00fc a\u00e7\u0131ld\u0131. B\u00fcy\u00fck \u00f6l\u00e7ekli yat\u0131r\u0131ma elveri\u015fli olmayan yenilenebilir kaynaklar ve \u00fclke potansiyeli de\u011ferlendiriliyor. T\u00fcketiciler \u00fcretici yap\u0131larak girdi maliyetleri azalt\u0131lacak ve cari a\u00e7\u0131\u011f\u0131n azalmas\u0131na katk\u0131 sa\u011flanacakt\u0131r.<\/p>\n<p>Yerli aksam te\u015fvikine ili\u015fkin d\u00fczenleme yap\u0131larak \u00fclkemiz makine sanayinin ve enerji teknolojilerinin faaliyet alan\u0131 geni\u015fletildi. Elektri\u011fi \u00fcreten daha verimli kullanacak ve enerji verimlili\u011fi hedeflerine katk\u0131 sa\u011flanacakt\u0131r. Sistem kay\u0131p ka\u00e7aklar\u0131n\u0131n azalt\u0131lmas\u0131 sa\u011flanarak elektri\u011fin ticari ve teknik kalitesinin h\u0131zla iyile\u015ftirilmesine katk\u0131 sunulacakt\u0131r.\u00a0 \u0130letim ve da\u011f\u0131t\u0131m sistem yat\u0131r\u0131m ihtiyac\u0131nda azalma olacakt\u0131r.
