K\u0131\u015f boyunca bara\u015flarda su tutulamamas\u0131 yaz aylar\u0131nda tar\u0131m arazilerini sulamak isteyen T\u00fcrkmenistan, \u00d6zbekistan ve Kazakistan\u2019\u0131n kurakl\u0131k ya\u015famas\u0131na neden oluyor.<\/p>\n<h2>B\u00f6lgedeki b\u00fcy\u00fck hidroelektrik santrali projeleri<\/h2>\n<p>Tacikistan\u2019\u0131n ba\u015fkenti Du\u015fanbe\u2019nin 110 kilometre do\u011fusunda yerle\u015fen ve eski Sovyetler Birli\u011fi d\u00f6neminde ba\u015flat\u0131lan Rogun Hidroelektrik Santrali\u2019nin in\u015fas\u0131na yeniden ba\u015flamas\u0131 da b\u00f6lge \u00fclkelerinden baz\u0131lar\u0131n\u0131n tepkisini \u00e7ekiyor.<\/p>\n<p>Ceyhun nehrinin \u00fcst k\u0131sm\u0131ndaki Vah\u015f \u0131rma\u011f\u0131nda yakla\u015f\u0131k 335 metre y\u00fckseli\u011fe sahip olacak Rogun Hidroelektrik Santrali\u2019ni tamamlamay\u0131 hedefleyen Tacikistan, bu santralde \u00fcretilecek elektri\u011fi Pakistan ve Afganistan\u2019a satarak gelir elde etmeyi hedefliyor. Ancak \u00d6zbekistan ve Kazakistan, s\u00f6z konusu baraj\u0131n belirtilen y\u00fckseklikte kurulmas\u0131n\u0131n b\u00f6lgede su sorunu ya\u015fanaca\u011f\u0131n\u0131 ve \u00e7evre felaketine yol a\u00e7aca\u011f\u0131n\u0131 ileri s\u00fcr\u00fcyor.<\/p>\n<p>B\u00f6lgenin ekonomik y\u00f6nden az kalk\u0131nm\u0131\u015f \u00fclkesi Tacikistan, bu baraj\u0131n tamamlanmas\u0131 i\u00e7in toplam 2,5-3 milyar dolara ihtiya\u00e7 duyuyor. Tacikistan\u2019\u0131n, finansal ve teknik destek bekledi\u011fi Rusya ve di\u011fer \u00fclkeler, \u00d6zbekistan\u2019\u0131n tepkisini \u00e7ekmemek i\u00e7in projede yer almak istemiyor.<\/p>\n<p>Projeye 200 milyon dolar harcayan Tacikistan\u2019\u0131n, in\u015faat\u0131n ilk a\u015famas\u0131n\u0131 tamamlamak i\u00e7in 700 milyon dolar daha harcamas\u0131 gerekiyor.<\/p>\n<h2>Rusya, HES\u2019lere verece\u011fi deste\u011fi pazarl\u0131k unsuru yapabilir<\/h2>\n<p>B\u00f6lge \u00fclkeleri, K\u0131rg\u0131zistan\u2019da kurulacak Kambarata-1 Hidroelektrik Santrali i\u00e7in de g\u00f6r\u00fc\u015f ayr\u0131l\u0131\u011f\u0131 ya\u015f\u0131yor.<\/p>\n<p>K\u0131rg\u0131zlar, Kambarata-1 ile Nar\u0131n nehrinin yukar\u0131 k\u0131s\u0131mlar\u0131nda kuralacak Akbulunk, Nar\u0131n-1, Nar\u0131n-2 ve Nar\u0131n-3 hidroelektrik santrallerine Rusya\u2019n\u0131n deste\u011fini ge\u00e7en y\u0131l ald\u0131. Rusya Devlet Ba\u015fkan\u0131 Vladimir Putin, projelere destek vereceklerine ili\u015fkin imzay\u0131 att\u0131.<\/p>\n<p>Rusya ile K\u0131rg\u0131zistan aras\u0131ndaki bu i\u015fbirli\u011finin \u00d6zbekistan\u2019\u0131n tepkisini \u00e7ekece\u011fini vurgulayan uzmanlar, Rusya\u2019n\u0131n Kambarata-1 HES in\u015faat\u0131na verece\u011fi deste\u011fi \u00d6zbekistan ile pazarl\u0131k konusu yapabilece\u011fini ileri s\u00fcr\u00fcyor.<\/p>\n<p>Baraj y\u00fcksekli\u011finin 270 metre olmas\u0131 planlanan ve Seyhun nehrini besleyen ana kaynaklardan Nar\u0131n nehri \u00fczerinde in\u015fa edilecek Kambarata-1 Hidroelektrik Santrali\u2019nin faaliyete ba\u015flamas\u0131yla K\u0131rg\u0131zistan, y\u0131lda yakla\u015f\u0131k 6 milyar 300 milyon kilovatsaat elektrik \u00fcretecek.
