Bu yaz\u0131da bili\u015fimin, \u00e7evresel sorunlara sa\u011flayaca\u011f\u0131 \u00e7\u00f6z\u00fcmleri ele alaca\u011f\u0131z.<\/p>\n<h4><strong>1,9 Trilyon Dolar Enerji ve Yak\u0131t Tasarrufu\u00a0<\/strong><\/h4>\n<p>Bili\u015fimin \u00e7\u00f6z\u00fcm\u00fcne katk\u0131 sa\u011flayaca\u011f\u0131 \u00e7evresel sorunlar\u0131n ba\u015f\u0131nda k\u00fcresel \u201c\u0130klim De\u011fi\u015fikli\u011fi\u201d geliyor. \u0130klim de\u011fi\u015fikli\u011fi sorunu, \u00e7\u00f6z\u00fcm\u00fc m\u00fcmk\u00fcn olan, ancak pek \u00e7ok bile\u015fenin bir araya gelmesiyle \u00e7\u00f6z\u00fclebilecek karma\u015f\u0131k bir alan. Avrupa Birli\u011fi de 2009 y\u0131l\u0131nda yay\u0131nlad\u0131\u011f\u0131 bir tavsiye karar\u0131yla \u00fcye devletlere bili\u015fim uygulamalar\u0131n\u0131n karbon sal\u0131mlar\u0131n\u0131n azalt\u0131lmas\u0131nda \u00f6nemli bir rol\u00fc oldu\u011funu belirtiyor (<a title=\"Recommendation on Mobilising ICT\" href=\"http:\/\/ec.europa.eu\/information_society\/newsroom\/cf\/\/itemdetail.cfm?item_id=9720\" target=\"_blank\">Commission Recommendation on Mobilising ICT to Facilitate the Transition to an Energy-Efficient, Low-Carbon Economy<\/a>, 2009).<\/p>\n<p>GeSI raporu sonu\u00e7lar\u0131n\u0131n basit bir aritmetik hesaplamayla, T\u00fcrkiye verilerine oranlanmas\u0131 sonucu \u00fclkenin 2020 y\u0131l\u0131nda ta\u015f\u0131d\u0131\u011f\u0131 sal\u0131m azalt\u0131m potansiyelinin sa\u011flayaca\u011f\u0131 tasarruf yakla\u015f\u0131k 20 milyar dolara denk geliyor. Ancak, tabii ki bu hesaplama olduk\u00e7a y\u00fczeysel kal\u0131yor. Mobil ileti\u015fimin yayg\u0131nla\u015fmas\u0131 ile internet eri\u015fiminin artmas\u0131, hizmet kullan\u0131c\u0131lar\u0131n\u0131n zamandan ve mek\u00e2ndan ba\u011f\u0131ms\u0131z olarak \u00e7e\u015fitli hizmetlere eri\u015fimini sa\u011fl\u0131yor; b\u00f6ylelikle s\u00fcre\u00e7lerden kaynaklanan karbon sal\u0131mlar\u0131n\u0131 d\u00fc\u015f\u00fcr\u00fcyor. \u00d6rne\u011fin banka m\u00fc\u015fterileri, evlerinden sanal ortamda i\u015flemlerini ger\u00e7ekle\u015ftirirken ula\u015f\u0131m kaynakl\u0131 karbon sal\u0131mlar\u0131ndan ve ka\u011f\u0131t t\u00fcketiminden tasarruf sa\u011fl\u0131yorlar.<\/p>\n<p>T\u00fcrkiye\u2019de bili\u015fim vas\u0131tas\u0131 ile karbon sal\u0131m azalt\u0131m\u0131n\u0131n ger\u00e7ekle\u015fmesi, hangi yenilik\u00e7i teknolojiler ve hangi sekt\u00f6rlerde ne b\u00fcy\u00fckl\u00fckte olabilir sorusuna net bir yan\u0131t vermek zor. A\u015fa\u011f\u0131daki tablo, T\u00fcrkiye\u2019de ve d\u00fcnyada yenilik\u00e7i teknolojilerin farkl\u0131 sekt\u00f6rlerde kullan\u0131m e\u011filimleri incelenerek olu\u015fturulmu\u015ftur. \u00dclkemizde \u00f6zellikle ula\u015f\u0131m ve hizmet sekt\u00f6rlerinde g\u00f6z ard\u0131 edilemeyecek geli\u015fmeler kaydediliyor. Enerji, \u00fcretim, tar\u0131m ve bina sekt\u00f6rlerinde de\u011ferlendirilebilecek y\u00fcksek sal\u0131m azalt\u0131m potansiyeli bulunuyor.<\/p>\n<h4><strong>Ya Bili\u015fimin Kendi Karbon Sal\u0131m\u0131 Ne Olacak?<\/strong><\/h4>\n<p>T\u00fcrkiye\u2019nin karbon sal\u0131m\u0131 ekonomik b\u00fcy\u00fcmesinin biraz \u00fczerinde ger\u00e7ekle\u015ferek 1990 y\u0131l\u0131ndan 2011 y\u0131l\u0131na %124 art\u0131\u015fla 187 MtCO2e\u2019den 422,4 MtCO2e\u2019ne \u00e7\u0131kt\u0131. Bu rakam\u0131n y\u00fczde 71\u2019i enerji sekt\u00f6r\u00fcnden kaynaklan\u0131yor. T\u00fcrkiye, 2011 y\u0131l\u0131nda enerji talebinin kar\u015f\u0131lanmas\u0131nda y\u00fczde 72 gibi y\u00fcksek bir oranda d\u0131\u015fa ba\u011f\u0131ml\u0131 durumda. Ayn\u0131 y\u0131l i\u00e7in 54 milyar dolar olarak ger\u00e7ekle\u015fen enerji ithalat\u0131 cari a\u00e7\u0131\u011f\u0131n y\u00fczde 69\u2019una denk geliyor. Enerji verimlili\u011finin artmas\u0131n\u0131n cari a\u00e7\u0131\u011f\u0131n azalmas\u0131na da katk\u0131 sa\u011flayaca\u011f\u0131 a\u00e7\u0131k bir ger\u00e7ek. <strong><a title=\"\u0130klim De\u011fi\u015fikli\u011fi Ulusal Eylem Plan\u0131\" href=\"http:\/\/iklim.tarim.gov.tr\/dosya\/idep.pdf\" target=\"_blank\">Ulusal \u0130klim De\u011fi\u015fikli\u011fi Eylem Plan\u0131<\/a><\/strong> da, T\u00fcrkiye\u2019nin enerji verimlili\u011finin art\u0131r\u0131lmas\u0131n\u0131 ve karbon sal\u0131mlar\u0131n\u0131n azalt\u0131lmas\u0131 i\u00e7in bili\u015fim uygulamalar\u0131n\u0131n yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131n\u0131 hedefliyor.<\/p>\n<p>Bili\u015fim sekt\u00f6r\u00fcn\u00fcn karbon sal\u0131m azalt\u0131m\u0131ndaki bu \u00f6nemine kar\u015f\u0131l\u0131k, sekt\u00f6r\u00fcn kendisinin de g\u00f6zard\u0131 edilemeyecek bir karbon ayak izi s\u00f6z konusu. Energy Saving Trust 2020 y\u0131l\u0131na gelindi\u011finde evlerde t\u00fcketilen elektri\u011fin y\u00fczde 45\u2019inin bili\u015fim ve t\u00fcketici elektroni\u011fi \u00fcr\u00fcnlerinden kaynaklanaca\u011f\u0131n\u0131 \u00f6ng\u00f6r\u00fcyor (<a title=\"The Ampere Strikes Back\" href=\"http:\/\/www.inference.phy.cam.ac.uk\/sustainable\/refs\/TheAmpereStrikesBack%2024thJuly07.pdf\" target=\"_blank\">The Ampere Strikes Back, Energy Savings Trust, 2007<\/a>). Avrupa Birli\u011fi\u2019nin yukar\u0131da bahsi ge\u00e7en tavsiye karar\u0131nda vurguland\u0131\u011f\u0131 \u00fczere, \u00fcye \u00fclkelerin toplam enerji t\u00fcketiminin y\u00fczde 8\u2019i, toplam karbon sal\u0131m\u0131n\u0131n ise y\u00fczde 2\u2019si bili\u015fim sekt\u00f6r\u00fc \u00fcr\u00fcnlerinden kaynaklan\u0131yor. Bu rakamlar\u0131n da art\u0131\u015f g\u00f6stermesi bekleniyor. Konu bu a\u00e7\u0131dan ele al\u0131nd\u0131\u011f\u0131nda, karbon sal\u0131mlar\u0131n\u0131n azalt\u0131m\u0131nda bili\u015fim uygulamalar\u0131n\u0131n kullan\u0131lmas\u0131n\u0131n yan\u0131nda, bili\u015fim \u00fcr\u00fcnlerinin de karbon sal\u0131mlar\u0131n\u0131n azalt\u0131lmas\u0131 ihtiyac\u0131 ortaya \u00e7\u0131k\u0131yor. Enerji t\u00fcketimi, bili\u015fim sekt\u00f6r\u00fcn\u00fcn en \u00f6nemli maliyetlerinden biri; dolay\u0131s\u0131yla sekt\u00f6r firmalar\u0131 i\u00e7in enerji g\u00fcvenli\u011fi ve enerji maliyetlerinin d\u00fc\u015f\u00fclmesi \u00f6nemli hedeflerden biri haline geldi. \u00d6rne\u011fin yeni nesil televizyonlar\u0131n bekleme konumunda enerji t\u00fcketimi 1996 y\u0131l\u0131ndan 2005 y\u0131l\u0131na y\u00fczde 93 oran\u0131nda azalt\u0131m g\u00f6sterdi.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde T\u00fcrkiye bili\u015fim uygulamalar\u0131 \u00e7er\u00e7evesinde \u2018teknolojiyi kullanan\u2019 \u00fclke durumundad\u0131r. Bu anlamda, T\u00fcrkiye\u2019nin yerli ve yabanc\u0131 firmalar\u0131 <a title=\"Ye\u015fil Sat\u0131n Al\u0131m\" href=\"http:\/\/www.yesilalim.info\/yesil-alim-nedir\/avrupa-birligi-ve-yesil-satin-alim-politikalari\" target=\"_blank\">Ye\u015fil Sat\u0131n Al\u0131m<\/a> y\u00f6ntemleri ile do\u011fa dostu \u00fcr\u00fcnlere y\u00f6nlendirmesi m\u00fcmk\u00fcn olabilir.<\/p>\n<p>Bili\u015fim uygulamalar\u0131 yoluyla karbon azalt\u0131m\u0131nda en \u00f6nemli nokta ise, kurumsal ve bireysel davran\u0131\u015f de\u011fi\u015fikli\u011fi ihtiyac\u0131 gibi g\u00f6r\u00fcn\u00fcyor. Kurumlar\u0131n ve bireylerin davran\u0131\u015flar\u0131ndaki k\u00fc\u00e7\u00fck gibi g\u00f6r\u00fcnen de\u011fi\u015fikliklerin etkisi \u00e7ok b\u00fcy\u00fck olabiliyor. \u00d6rne\u011fin, \u00f6nl\u00fc arkal\u0131 \u00e7\u0131kt\u0131 alman\u0131n yayg\u0131nla\u015fmas\u0131 k\u00e2\u011f\u0131t t\u00fcketiminde y\u00fczde 50\u2019ye varan tasarruf sa\u011flayabilir. Bir ileri a\u015famada, e-evrak sistemleri k\u00e2\u011f\u0131t t\u00fcketimini \u00e7ok daha d\u00fc\u015f\u00fck seviyelere \u00e7ekebilir. Bili\u015fim teknolojilerinin bir ba\u015fka katk\u0131s\u0131 ise, bireylerin \u00e7evre \u00fczerinde olu\u015fan tahribat\u0131 takip edebildi\u011fi, geli\u015fmeleri ve sesini sosyal medya \u00fczerinden payla\u015fabildi\u011fi bir altyap\u0131 da sunarak bir oto-kontrol yap\u0131s\u0131 kurmas\u0131d\u0131r.<\/p>\n<p>Bili\u015fim teknolojilerindeki yenilikler, beraberinde bilgi toplumu diye adland\u0131rabilece\u011fimiz yeni bir sosyal kavram yaratm\u0131\u015f durumda. Bilgi toplumu, end\u00fcstri devriminden farkl\u0131 olarak verimlilik kavram\u0131 \u00fczerinde duracak yeni bir yap\u0131 olu\u015fturacak.
