Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n \u00fc\u00e7 temel sacaya\u011f\u0131 \u00fczerinde kurdu\u011fu enerji stratejisi kapsam\u0131nda, 2022 y\u0131l\u0131ndan bu yana yenilenebilir enerji ve n\u00fckleer enerji \u00fclkemizin enerji yol haritas\u0131nda merkezi bir konumda yer almaktad\u0131r. Bundan hareketle, 2022 y\u0131l\u0131ndan bu yana lisanss\u0131z \u00f6z t\u00fcketim, depolamal\u0131 lisansl\u0131 yat\u0131r\u0131mlar ve YEKA projeleri gibi farkl\u0131 mekanizmalar \u00fczerinden yenilenebilir enerji projeleri yat\u0131r\u0131mc\u0131lara arz edilmekte; projelerin geli\u015ftirme s\u00fcre\u00e7leri ad\u0131m ad\u0131m ilerlerken yat\u0131r\u0131mlar da peyderpey tamamlanarak devreye al\u0131nmaktad\u0131r. 2035 y\u0131l\u0131 i\u00e7in g\u00fc\u00e7l\u00fc bir vizyon ortaya koyan \u201cEnerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 \u2013 2035 Yenilenebilir Enerji Plan\u0131\u201d ile de bu yat\u0131r\u0131mlar\u0131n kararl\u0131l\u0131kla desteklenmesi ve s\u00fcrd\u00fcr\u00fclmesi hedeflenmi\u015ftir.<\/p>\n<h3><strong>DEPOLAMA D\u00dcZENLEMELER\u0130NDE MEVZUATIN OLU\u015eUMU<\/strong><\/h3>\n<p>Bu minvalde, ulusal 2035 Yenilenebilir Enerji Plan\u0131 do\u011frultusunda yap\u0131lan depolama d\u00fczenlemeleri, santrallerde kurulu ilave mekanik (ya da DC) g\u00fcc\u00fcn Kurum\u2019dan ayr\u0131ca istisnai izin almadan verimli kullan\u0131m\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7acakt\u0131r. Bu s\u00fcre\u00e7, son y\u0131llarda depolama ve yenilenebilir enerji alan\u0131nda ad\u0131m ad\u0131m olu\u015fturulan mevzuat\u0131n do\u011fal bir devam\u0131 niteli\u011findedir.<\/p>\n<p>1- Elektrik depolama faaliyetine y\u00f6nelik mevzuat haz\u0131rl\u0131klar\u0131 2020 y\u0131l\u0131nda ba\u015flam\u0131\u015f; 9 May\u0131s 2021 tarihinde Resm\u00ee Gazete\u2019de yay\u0131mlanarak y\u00fcr\u00fcrl\u00fc\u011fe giren \u201cElektrik Piyasas\u0131nda Depolama Faaliyetleri Y\u00f6netmeli\u011fi\u201d ile depolama ilk kez mevzuat kapsam\u0131na al\u0131nm\u0131\u015ft\u0131r. 26 May\u0131s 2022 tarihinde ger\u00e7ekle\u015ftirilen \u201cEnerji Yat\u0131r\u0131mlar\u0131 Takip ve Koordinasyon Kurulu\u201d toplant\u0131s\u0131nda, r\u00fczgar ve g\u00fcne\u015f enerjisine dayal\u0131 elektrik \u00fcretim tesislerine b\u00fct\u00fcnle\u015fik elektrik depolama \u00fcnitesi kurulmas\u0131 \u015fart\u0131yla kapasite yar\u0131\u015fmas\u0131 yap\u0131lmaks\u0131z\u0131n \u00fcretim lisans\u0131 al\u0131nabilmesine y\u00f6nelik d\u00fczenlemenin kanunla\u015fmas\u0131na karar verilmi\u015ftir. Ayn\u0131 kapsamda, kapasite art\u0131\u015flar\u0131na da depolama \u015fart\u0131yla imk\u00e2n tan\u0131nmas\u0131 kararla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>2- Bu stratejik kararlar ve ilk d\u00fczenlemelerin ard\u0131ndan, 5 Temmuz 2022 tarihinde Resm\u00ee Gazete\u2019de yay\u0131mlanan 7417 say\u0131l\u0131 Kanun ile, elektrik depolama tesisi kurmay\u0131 taahh\u00fct eden t\u00fczel ki\u015filere, kurmay\u0131 taahh\u00fct ettikleri depolama tesisinin kurulu g\u00fcc\u00fcne kadar Kurum taraf\u0131ndan r\u00fczg\u00e2r ve\/veya g\u00fcne\u015f enerjisine dayal\u0131 elektrik \u00fcretim tesisi kurulmas\u0131na ili\u015fkin \u00f6n lisans verilmesi hakk\u0131 getirilmi\u015ftir.<\/p>\n<p>3- Elektrik depolama faaliyetine ili\u015fkin di\u011fer kapsaml\u0131 mevzuat de\u011fi\u015fiklikleri 19 Kas\u0131m 2022 tarihinde Resm\u00ee Gazete\u2019de yay\u0131mlanm\u0131\u015f, \u00e7ok say\u0131da y\u00f6netmelikte depolama faaliyetini kapsayan \u00f6nemli d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r. \u0130lgili mevzuat\u0131n yay\u0131mlanmas\u0131n\u0131n ard\u0131ndan ba\u015flayan ba\u015fvuru s\u00fcrecinde yakla\u015f\u0131k bir y\u0131l i\u00e7inde y\u00fczlerce \u015firket taraf\u0131ndan binlerce proje ba\u015fvurusu yap\u0131lm\u0131\u015f; Kuruma gelen 6.000\u2019in \u00fczerindeki ba\u015fvurunun toplam b\u00fcy\u00fckl\u00fc\u011f\u00fc 260 GW seviyelerini a\u015fm\u0131\u015ft\u0131r. De\u011ferlendirmeler sonucunda 700\u2019\u00fcn \u00fczerinde proje ve y\u00fczlerce yat\u0131r\u0131mc\u0131ya 34 GW\u2019a yak\u0131n kapasite tahsisi yap\u0131lm\u0131\u015ft\u0131r. Bu tahsisler, r\u00fczg\u00e2r ve g\u00fcne\u015f enerji yat\u0131r\u0131mlar\u0131n\u0131n k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli \u015firketlere de a\u00e7\u0131lmas\u0131n\u0131 sa\u011flayarak yat\u0131r\u0131mlar\u0131n tabana yay\u0131ld\u0131\u011f\u0131 rekabet\u00e7i bir piyasa yap\u0131s\u0131n\u0131n olu\u015fmas\u0131na katk\u0131 sa\u011flam\u0131\u015ft\u0131r.<\/p>\n<h3><strong>DEPOLAMALI YATIRIMLARDA P\u0130YASA GEL\u0130\u015e\u0130M\u0130 VE TE\u015eV\u0130K ETK\u0130S\u0130<\/strong><\/h3>\n<p>T\u00fcm d\u00fcnyada <strong>b\u00fcy\u00fck ve h\u0131zl\u0131 bir yap\u0131sal d\u00f6n\u00fc\u015f\u00fcmden ge\u00e7en enerji sekt\u00f6r\u00fc<\/strong> ve piyasalar\u0131n\u0131n gelece\u011finde daha fazla yenilenebilir enerji entegrasyonu yap\u0131labilmesi i\u00e7in en \u00f6nemli ba\u015fl\u0131klardan birisi de \u00fclkemizde de elektrik depolama faaliyetleri olacakt\u0131r. \u00dclkemizde de d\u00fcnya ile e\u015f zamanl\u0131 olarak geli\u015fen elektrik depolama faaliyetine y\u00f6nelik mevzuat \u00e7al\u0131\u015fmalar\u0131 ile birlikte T\u00fcrk \u015firketleri de elektrik depolama faaliyeti yat\u0131r\u0131mlar\u0131 i\u00e7in teknik, finansal ve proje geli\u015ftirme \u00e7al\u0131\u015fmalar\u0131na h\u0131zl\u0131 bir \u015fekilde ba\u015flam\u0131\u015f, ilgili mevzuat haz\u0131rl\u0131klar\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131 d\u00f6nemde haz\u0131rl\u0131klar\u0131n\u0131 b\u00fcy\u00fck oranda tamamlam\u0131\u015ft\u0131r.<\/p>\n<p>\u00dclkemizde uzun y\u0131llard\u0131r on binlerce MW kapasite tahsisinin yap\u0131ld\u0131\u011f\u0131 lisanss\u0131z r\u00fczgar ve g\u00fcne\u015f enerjisi santralleri, hibrit santraller (HES\u2013GES, RES\u2013GES, JES\u2013GES vb.) ve kapasite art\u0131\u015f projelerinde uygulananlarla benzer y\u00f6ntemle depolamal\u0131 r\u00fczgar ve g\u00fcne\u015f enerjisi santrallerinin kapasite tahsisleri de ilgili mevzuat \u00e7er\u00e7evesinde bir katk\u0131 pay\u0131 ya da benzeri bir edinim maliyeti olu\u015fmadan bedelsiz olarak ger\u00e7ekle\u015ftirilmi\u015ftir. Bu uygulama neticesinde yat\u0131r\u0131mlar\u0131n maliyetlerinin a\u015fa\u011f\u0131 \u00e7ekilmesi, finanse edilebilirli\u011finin kolayla\u015ft\u0131r\u0131lmas\u0131 ile yat\u0131r\u0131mlar\u0131n daha h\u0131zl\u0131 bir \u015fekilde ve daha az \u00f6z kaynakla ger\u00e7ekle\u015ftirilmesi sanayicilerimiz i\u00e7in tahsis edilen lisanss\u0131z projelerde oldu\u011fu gibi enerji santral yat\u0131r\u0131mc\u0131lar\u0131m\u0131z i\u00e7in \u00f6nemli bir te\u015fvik arac\u0131 olacakt\u0131r.<\/p>\n<h3><strong>DEPOLAMALI YATIRIMLAR ENERJ\u0130 D\u00d6N\u00dc\u015e\u00dcM\u00dcN\u00dcN TEMEL UNSURU<\/strong><\/h3>\n<p>Depolamal\u0131 yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131n kritik \u00f6nemine dikkat \u00e7eken <strong>T\u00dcREB Y\u00f6netim Kurulu Ba\u015fkan\u0131 \u0130brahim Erden<\/strong>, <em>\u201cDepolamal\u0131 r\u00fczgar ve g\u00fcne\u015f enerjisi santral projeleri, enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n ve enerji ithalat maliyetlerinin azalt\u0131lmas\u0131, 2053 net s\u0131f\u0131r hedefine ula\u015f\u0131lmas\u0131, t\u00fcketicilere rekabet\u00e7i ve uygun fiyatl\u0131 elektrik sa\u011flanmas\u0131 ve enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn s\u00fcrd\u00fcr\u00fclebilir \u015fekilde ilerleyebilmesi a\u00e7\u0131s\u0131ndan kritik bir \u00f6neme sahiptir. Depolamal\u0131 r\u00fczgar ve g\u00fcne\u015f enerjisi santralleri iletim ve da\u011f\u0131t\u0131m sistemine ne kadar h\u0131zl\u0131 ve g\u00fc\u00e7l\u00fc \u015fekilde entegre edilirse, sisteme o \u00f6l\u00e7\u00fcde daha fazla yenilenebilir enerji kayna\u011f\u0131 dahil edilebilir. Bu da T\u00fcrkiye\u2019nin ucuz, temiz ve t\u00fckenmeyen enerji kaynaklar\u0131ndan daha fazla yararlanmas\u0131na, dolay\u0131s\u0131yla cari a\u00e7\u0131\u011f\u0131n azalt\u0131lmas\u0131na \u00f6nemli katk\u0131 sa\u011flayacakt\u0131r. Son d\u00f6nemde Portekiz ve \u0130spanya\u2019da ya\u015fanan kesintilerin de g\u00f6sterdi\u011fi \u00fczere, depolamal\u0131 santraller sadece daha fazla yenilenebilir kapasitenin sisteme entegrasyonunu m\u00fcmk\u00fcn k\u0131lmakla kalm\u0131yor; ayn\u0131 zamanda iletim sistem g\u00fcvenli\u011fi a\u00e7\u0131s\u0131ndan hayati bir dengeleme ve destekleme g\u00f6revi \u00fcstleniyor. Enerjide 2035 hedefleri i\u00e7in de \u00f6nemli bir kilometre ta\u015f\u0131 olan depolamal\u0131 r\u00fczgar ve g\u00fcne\u015f santralleri, 35 milyar dolar\u0131n \u00fczerindeki yat\u0131r\u0131m hacmiyle T\u00fcrkiye a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck bir yat\u0131r\u0131m hamlesidir. Bu yat\u0131r\u0131mlarla birlikte her y\u0131l d\u00fczenlenen 2.500 MW seviyesindeki YEKA RES ve GES yar\u0131\u015fmalar\u0131, yerli ekipman kullan\u0131m\u0131n\u0131n da g\u00fc\u00e7l\u00fc \u015fekilde te\u015fvik edildi\u011fi bir yap\u0131 olu\u015fturarak 10 y\u0131lda 25.000 MW yenilenebilir YEKA santralinin devreye al\u0131nmas\u0131na imk\u00e2n tan\u0131yacakt\u0131r.\u201d<\/em> dedi.<\/p>\n<h3><strong>S\u00dcPER \u0130Z\u0130N KANUNU YEN\u0130 D\u00d6NEM\u0130 BA\u015eLATIYOR<\/strong><\/h3>\n<p>Ge\u00e7ti\u011fimiz Temmuz ay\u0131nda yenilenebilir enerji projeleri i\u00e7in \u2018S\u00fcper \u0130zin\u2019 Kanunu\u2019nun Meclis\u2019te kabul edilerek yasala\u015fmas\u0131yla birlikte, t\u00fcm bu yat\u0131r\u0131mlar\u0131n \u00f6n\u00fcn\u00fc a\u00e7an yeni bir d\u00f6nem ba\u015flad\u0131\u011f\u0131n\u0131 belirten <strong>Erden,<\/strong> <em>&#8220;&#8216;S\u00fcper \u0130zin&#8217; Kanunu, uzun s\u00fcredir sekt\u00f6r\u00fcn h\u0131z\u0131n\u0131 etkileyen izin s\u00fcre\u00e7lerini h\u0131zland\u0131rarak, yat\u0131r\u0131mc\u0131lar i\u00e7in daha net ve \u00f6ng\u00f6r\u00fclebilir bir \u00e7er\u00e7eve sunmaktad\u0131r. Bu d\u00fczenleme, depolamal\u0131 projelerin de daha h\u0131zl\u0131 hayata ge\u00e7ebilmesine imk\u00e2n tan\u0131yarak, yenilenebilir enerji kaynaklar\u0131n\u0131n elektrik sistemine entegrasyonunu kolayla\u015ft\u0131racakt\u0131r.
