Ancak hedefe ula\u015fmak i\u00e7in sadece elektrik sisteminde de\u011fil; sanayi, ula\u015f\u0131m, binalar gibi temel sekt\u00f6rlerde de k\u00f6kl\u00fc bir d\u00f6n\u00fc\u015f\u00fcm gerekiyor.<\/p>\n<p>SHURA\u2019n\u0131n\u00a0Net S\u0131f\u0131r 2053: T\u00fcrkiye\u2019de Karbonsuz Enerjiye Ge\u00e7i\u015fin Sosyoekonomik Etkileri\u00a0raporu, d\u00f6n\u00fc\u015f\u00fcm\u00fcn toplam faydas\u0131n\u0131n maliyetlerinin yakla\u015f\u0131k iki kat\u0131na ula\u015faca\u011f\u0131n\u0131, ancak \u00f6zellikle ge\u00e7i\u015f d\u00f6neminde geleneksel sekt\u00f6rlerdeki olumsuz etkilerin telafisi i\u00e7in politikalar geli\u015ftirilmesi gerekti\u011fini ortaya koyuyor.<\/p>\n<h3><strong>Ana G\u00f6stergelerdeki Toplam Etkiler Olumlu<\/strong><\/h3>\n<p>D\u00f6n\u00fc\u015f\u00fcm\u00fcn toplam faydalar\u0131, maliyetlerinin yakla\u015f\u0131k iki kat\u0131na ula\u015facak. 2021-2055 d\u00f6neminde y\u0131ll\u0131k ortalama ek maliyetin 26 milyar ABD dolar\u0131, y\u0131ll\u0131k ortalama ek faydalar\u0131nsa 51,4 milyar ABD dolar\u0131 olaca\u011f\u0131 hesaplan\u0131yor. Toplam faydalar\u0131n y\u00fczde 55\u2019inden fazlas\u0131, \u00f6nlenen hava kirlili\u011fi ve karbon emisyonlar\u0131yla ilgili sosyal refah etkilerinden kaynaklan\u0131yor.<\/p>\n<p>Net s\u0131f\u0131r enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc, d\u00f6n\u00fc\u015f\u00fcm\u00fcn olmad\u0131\u011f\u0131 (baz) senaryoya k\u0131yasla sosyoekonomik refah, istihdam ve enerji g\u00fcvenli\u011fini belirgin \u015fekilde art\u0131r\u0131yor. Ulusal gelir net s\u0131f\u0131r senaryosunda baz senaryoya k\u0131yasla y\u00fczde 1 civar\u0131nda daha y\u00fcksek ger\u00e7ekle\u015febiliyor. Enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn en belirgin \u00f6zelliklerinden biri, enerjide ithalat ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n azalmas\u0131yla d\u0131\u015f ticaret dengesinde GSY\u0130H\u2019nin y\u00fczde 1,8\u2019i b\u00fcy\u00fckl\u00fc\u011f\u00fcnde olumlu bir etki yaratmas\u0131. Enerji g\u00fcvenli\u011findeki bu kazan\u0131mlar, stratejik ticaret ve sanayi politikalar\u0131yla daha da g\u00fc\u00e7lendirilebilir.<\/p>\n<p>Baz senaryo: T\u00fcrkiye\u2019yi daha y\u00fcksek katma de\u011fer ve daha d\u00fc\u015f\u00fck karbon\/enerji yo\u011funlu\u011fu ikili hedefine yakla\u015ft\u0131racak sanayi d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc i\u00e7eriyor; net s\u0131f\u0131r enerji d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc kapsam\u0131yor.<\/p>\n<p>Net s\u0131f\u0131r senaryosu: T\u00fcrkiye\u2019nin 2053 y\u0131l\u0131na kadar net s\u0131f\u0131r karbon hedefine ula\u015fmas\u0131na y\u00f6nelik eylem, yat\u0131r\u0131m ve ana varsay\u0131mlar\u0131 kaps\u0131yor.<\/p>\n<h3><strong>Sekt\u00f6rel Etkilere ve Ge\u00e7i\u015f D\u00f6nemindeki \u0130stihdam Etkilerine Dikkat<\/strong><\/h3>\n<p>D\u00f6n\u00fc\u015f\u00fcmden en \u00e7ok fayda sa\u011flayan sekt\u00f6rler; hizmetler, in\u015faat ve temiz enerji ekipman\u0131 \u00fcretimi. Baz senaryoya k\u0131yasla \u00fcretim art\u0131\u015f\u0131 elektrikli ara\u00e7larda y\u0131lda 8,4 milyar ABD dolar\u0131, enerji ekipman\u0131nda 1 milyar ABD dolar\u0131, ev aletleri ve ekipman\u0131nda 0,8 milyar ABD dolar\u0131 d\u00fczeyinde hesaplan\u0131yor. \u00d6te yandan geleneksel imalat sekt\u00f6rlerinde \u00fcretimin baz senaryoya k\u0131yasla y\u00fczde 2 daha d\u00fc\u015f\u00fck olaca\u011f\u0131, toplam imalat sanayi y\u0131ll\u0131k b\u00fcy\u00fcme oran\u0131n\u0131n da y\u00fczde 2,6\u2019dan y\u00fczde 2,5\u2019e d\u00fc\u015fece\u011fi saptan\u0131yor.<\/p>\n<p>Yap\u0131lan analizler, stratejik \u00fcretim alanlar\u0131na ve adil d\u00f6n\u00fc\u015f\u00fcm ilkelerine gerekli \u00f6zeni g\u00f6steren dengeli bir sanayi politikas\u0131n\u0131n, net s\u0131f\u0131r karbon ekonomisinin i\u015flerli\u011fi i\u00e7in kilit role sahip oldu\u011funa i\u015faret ediyor. Di\u011fer taraftan d\u00f6n\u00fc\u015f\u00fcm senaryosu, baz senaryoya k\u0131yasla k\u00fcm\u00fclatif olarak 432 bin daha fazla ki\u015fiye istihdam sa\u011flayabilecek potansiyele sahip. Bununla birlikte iki senaryo aras\u0131ndaki aradaki fark\u0131 s\u0131f\u0131ra yak\u0131n oldu\u011fu 2040 y\u0131l\u0131na kadar olan d\u00f6neme \u00f6zellikle dikkat etmek gerekiyor. D\u00f6n\u00fc\u015f\u00fcmle birlikte geli\u015fecek yeni alanlar \u00f6nemli alternatif istihdam f\u0131rsatlar\u0131 yarat\u0131yor, ancak\u00a0fosil yak\u0131t kullanan ekipman ve ara\u00e7lar\u0131n\u00a0\u00fcretimi ile di\u011fer fosil yak\u0131tla ilgili sekt\u00f6rlerdeki olas\u0131 istihdam kay\u0131plar\u0131 dikkate al\u0131nmal\u0131, istihdam ve \u00fccretlerin korunmas\u0131na y\u00f6nelik dikkatle tasarlanm\u0131\u015f adil d\u00f6n\u00fc\u015f\u00fcm politikalar\u0131 s\u00fcrecin ayr\u0131lmaz bir par\u00e7as\u0131 haline gelmeli.<\/p>\n<p>D\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde olumlu etkilerin art\u0131r\u0131lmas\u0131 ve olumsuz etkilerin en aza indirilmesi a\u00e7\u0131s\u0131ndan finansman kritik \u00f6nem ta\u015f\u0131yor. Enerji yat\u0131r\u0131mlar\u0131 i\u00e7in uygun ko\u015fullarda orta-uzun vadeli finansmana eri\u015fim GSY\u0130H ve istihdam \u00fczerindeki olumlu etkileri art\u0131racak, imalat sanayi \u00fczerindeki olas\u0131 olumsuz etkileri s\u0131n\u0131rlayacak. Orta-uzun vadeli finansman sa\u011flanan senaryoda GSY\u0130H\u2019nin kendi kendini finanse eden senaryoya k\u0131yasla y\u00fczde 1,6 daha y\u00fcksek olaca\u011f\u0131, imalat sanayi \u00fcretiminin de baz senaryodakinden y\u00fczde 2,2 yerine y\u00fczde 0,6 oran\u0131nda daha d\u00fc\u015f\u00fck kalmas\u0131n\u0131 sa\u011flayaca\u011f\u0131 hesaplan\u0131yor.<\/p>\n<h3>Yap\u0131lmas\u0131 gerekenler hakk\u0131nda rapor \u015fu \u00f6nerilerde bulunuyor:<\/h3>\n<p><strong>Enerji ve \u0130klim Politikalar\u0131:\u00a0<\/strong>Net s\u0131f\u0131r karbon hedefine dair eylemler net bir \u015fekilde belirlenmeli.
