Orman yang\u0131nlar\u0131, seller, kurakl\u0131k ve tar\u0131msal \u00fcretimdeki kay\u0131plar toplumun b\u00fct\u00fcn kesimlerini olumsuz etkiliyor. Bu nedenle iklim krizine kar\u015f\u0131 bizi daha diren\u00e7li hale getirecek etkili bir iklim hedefine her zamankinden daha \u00e7ok ihtiya\u00e7 duyuyoruz. \u00c7\u00fcnk\u00fc g\u00fc\u00e7l\u00fc bir iklim hedefi, ekonomilerin karbonsuzla\u015fmas\u0131n\u0131 m\u00fcmk\u00fcn k\u0131larak toplum i\u00e7in adil d\u00f6n\u00fc\u015f\u00fcm\u00fcn zaman\u0131nda ger\u00e7ekle\u015fmesini sa\u011flayacak.<\/p>\n<p>Ancak a\u00e7\u0131klanan hedef, kat\u0131l\u0131mc\u0131l\u0131k ilkesini yine g\u00f6z ard\u0131 ederek iklim alan\u0131nda uzman sivil toplum kurulu\u015flar\u0131n\u0131n g\u00f6r\u00fc\u015fleri dikkate al\u0131nmadan haz\u0131rland\u0131. Cumhurba\u015fkan\u0131 Erdo\u011fan\u2019\u0131n a\u00e7\u0131klad\u0131\u011f\u0131 2035 \u0130klim Hedefi, emisyonlarda art\u0131\u015ftan azalt\u0131m hedefliyor. Asl\u0131nda emisyonlarda mutlak bir azalma de\u011fil, \u00f6ng\u00f6r\u00fclen art\u0131\u015ftan bir azalt\u0131m i\u00e7eriyor. Yani T\u00fcrkiye\u2019nin referans ald\u0131\u011f\u0131 mevcut b\u00fcy\u00fcme senaryosunda sera gaz\u0131 emisyonlar\u0131 artmaya devam ederken, iklim hedefiyle bu b\u00fcy\u00fcme senaryosu \u00fczerinden bir azalt\u0131m \u00f6ng\u00f6r\u00fcl\u00fcyor. Bu durum asl\u0131nda 2035\u2019te sera gaz\u0131 emisyonlar\u0131n\u0131n 2023\u2019e k\u0131yasla y\u00fczde 16 artaca\u011f\u0131 anlam\u0131na geliyor.<\/p>\n<p>Cumhurba\u015fkan\u0131 Erdo\u011fan a\u00e7\u0131klamas\u0131nda &#8220;<em>T\u00fcrkiye\u2019nin k\u00f6m\u00fcre dayal\u0131 enerji politikalar\u0131na de\u011finmedi. \u00a0Ancak Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019n\u0131n bu ay ba\u015f\u0131nda a\u00e7\u0131klad\u0131\u011f\u0131 k\u00f6m\u00fcrl\u00fc termik santrallere te\u015fvik plan\u0131, elektrik \u00fcretiminde k\u00f6m\u00fcre daha fazla alan a\u00e7\u0131lmak istedi\u011fini g\u00f6steriyor. Oysa yap\u0131lmas\u0131 gereken \u00e7\u00f6k\u00fc\u015fe ge\u00e7en k\u00f6m\u00fcr ekonomisinin etkiledi\u011fi i\u015f\u00e7iler ve yerel ekonomiler i\u00e7in adil ge\u00e7i\u015f mekanizmas\u0131n\u0131n kurulmasayd\u0131. \u0130klim kriziyle m\u00fccadelede ileriye gitmemiz gerekirken, bu hedefle geri ad\u0131m at\u0131yoruz. \u00d6te yandan, yenilenebilir enerji yat\u0131r\u0131mlar\u0131n\u0131n \u00f6n\u00fcn\u00fc a\u00e7ma gerek\u00e7esiyle yasala\u015fan 7554 say\u0131l\u0131 Torba Yasa, izin s\u00fcre\u00e7lerini de\u011fi\u015ftirerek do\u011fa koruma ilkelerini ve yerel halk\u0131n kat\u0131l\u0131m\u0131n\u0131 g\u00f6z ard\u0131 ediyor. Yenilenebilir enerji, do\u011fay\u0131 tahrip ederek ve toplumsal r\u0131zay\u0131 hi\u00e7e sayarak de\u011fil; do\u011fay\u0131 koruyan, y\u00f6re halklar\u0131n\u0131n kat\u0131l\u0131m\u0131n\u0131 ve faydas\u0131n\u0131 temin eden mekanizmalarla hayata ge\u00e7irilmeli. Aksi durumda, iklim dostu olmas\u0131 gereken \u00e7\u00f6z\u00fcmler, yeni ekolojik ve toplumsal sorunlar yaratacakt\u0131r.&#8221;<\/em> dedi<\/p>\n<p>Ayr\u0131ca, 7554 say\u0131l\u0131 Torba Yasa ile suyumuz, topra\u011f\u0131m\u0131z, zeytinimiz, ormanlar\u0131m\u0131z ve k\u00fclt\u00fcrel varl\u0131klar\u0131m\u0131z\u0131 madencili\u011fe a\u00e7\u0131larak tarihte hi\u00e7 olmad\u0131\u011f\u0131 kadar tehlike alt\u0131na girdi. Bu yasan\u0131n ilk somut uygulamas\u0131 da Akbelen\u2019de zeytin a\u011fa\u00e7lar\u0131n\u0131n s\u00f6k\u00fclmesi oldu.<\/p>\n<p>2035 iklim hedefinde, korunan alanlar\u0131 art\u0131rmaya ve g\u00fc\u00e7lendirmeye ya da iklim krizine kar\u015f\u0131 uyum ve diren\u00e7lili\u011fe dair tek bir tedbir yok. \u015eehirlerimizi afetlere kar\u015f\u0131 nas\u0131l daha diren\u00e7li k\u0131laca\u011f\u0131m\u0131z, artan kurakl\u0131k kar\u015f\u0131s\u0131nda g\u0131dam\u0131z\u0131n s\u00fcreklili\u011fini nas\u0131l sa\u011flayaca\u011f\u0131m\u0131z belirsiz.<\/p>\n<p>Oysa do\u011fa iklim krizi ile m\u00fccadelede m\u00fcttefikimiz. Hem iklimi korumak hem de toplumu iklim krizine kar\u015f\u0131 diren\u00e7li hale getirmek i\u00e7in sera gazlar\u0131n\u0131 bug\u00fcnden itibaren azaltmam\u0131z gerekiyor. T\u00fcrkiye\u2019nin 1,5 derece e\u015fi\u011fi ve 2053 net s\u0131f\u0131r hedefine uyumlu olarak \u015fu ad\u0131mlar\u0131n at\u0131lmas\u0131 gerekiyor:<\/p>\n<p><strong>&#8211; Fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f: <\/strong>T\u00fcrkiye\u2019nin iklim kriziyle m\u00fccadele i\u00e7in emisyonlar\u0131n\u0131 bug\u00fcnden ba\u015flayarak azaltmas\u0131 gerekiyor. Elektrik \u00fcretiminde k\u00f6m\u00fcr t\u00fcketiminin s\u0131f\u0131rlanmas\u0131na ve gaz ile petrol i\u00e7in yeni yat\u0131r\u0131mlar\u0131n sonland\u0131r\u0131lmas\u0131na y\u00f6nelik bir tarih a\u00e7\u0131klanmal\u0131. N\u00fckleer enerji, n\u00fckleer enerjiden hidrojen \u00fcretimi, karbon yakalama ve depolama gibi yan\u0131lt\u0131c\u0131 \u00e7\u00f6z\u00fcmlerden uzak durulmal\u0131. 2030 y\u0131l\u0131na kadar fosil yak\u0131t te\u015fvikleri kald\u0131r\u0131lmal\u0131. \u0130letim ve da\u011f\u0131t\u0131m \u015febekesinin kapasitesi geli\u015ftirilmeli.<\/p>\n<p><strong>&#8211; Adil ge\u00e7i\u015f: <\/strong>Fosil yak\u0131t sekt\u00f6rlerinde i\u015fg\u00fcc\u00fc d\u00f6n\u00fc\u015f\u00fcm\u00fc ve enerji yoksullu\u011funa ili\u015fkin tedbirleri de i\u00e7erecek bi\u00e7imde k\u0131r\u0131lgan gruplar\u0131n \u201cgeride kalmamas\u0131n\u0131\u201d sa\u011flayacak bir \u201cAdil Ge\u00e7i\u015f Mekanizmas\u0131\u201d 2030 y\u0131l\u0131na kadar kurulmal\u0131.<\/p>\n<p><strong>&#8211; Do\u011fa koruma:<\/strong>\u00a02030\u2019a kadar korunan alanlar\u0131n pay\u0131 y\u00fczde 30\u2019a \u00e7\u0131kar\u0131lmal\u0131 ve bozulmu\u015f ekosistemlerin (orman, sulak alan, tar\u0131m alan\u0131 vs.) en az y\u00fczde 30\u2019u onar\u0131lmal\u0131.<\/p>\n<p><strong>&#8211; G\u0131da g\u00fcvencesi: <\/strong>Agroekoloji ve onar\u0131c\u0131 tar\u0131m uygulamalar\u0131n\u0131n (organik tar\u0131m da dahil olmak \u00fczere) mevcut \u00fclke tar\u0131m topraklar\u0131 i\u00e7erisinde pay\u0131 y\u00fczde 10\u2019a \u00e7\u0131kar\u0131lmal\u0131. Tar\u0131mda do\u011fru \u00fcr\u00fcn planlamas\u0131 ve tasarruflu sulama sistemleriyle su t\u00fcketimi y\u00fczde 50 azalt\u0131lmal\u0131.<\/p>\n<p><strong>&#8211; Orman yang\u0131nlar\u0131yla m\u00fccadele: <\/strong>Geleneksel yang\u0131n \u00f6nleme y\u00f6ntemleri yeni iklim projeksiyonlar\u0131 \u0131\u015f\u0131\u011f\u0131nda uygulanmal\u0131, orman yang\u0131nlar\u0131 ile m\u00fccadele te\u015fkilat\u0131 e\u011fitim ve donan\u0131m ihtiya\u00e7lar\u0131 yeni yang\u0131n rejimine g\u00f6re g\u00fc\u00e7lendirilmeli.<\/p>\n<p><strong>&#8211; Sa\u011fl\u0131k: <\/strong>Ekosistem odakl\u0131 \u00e7\u00f6z\u00fcmlerle, ki\u015fi ba\u015f\u0131na d\u00fc\u015fen ye\u015fil alan miktar\u0131 yakla\u015f\u0131k iki kat\u0131na \u00e7\u0131kmal\u0131. S\u0131cak hava dalgalar\u0131na maruz kalarak sa\u011fl\u0131k sorunlar\u0131 ya\u015fayan n\u00fcfusa dair planlama yap\u0131lmal\u0131. T\u00fcm hava kirleticiler \u00f6l\u00e7\u00fclerek izlenmeli, \u00e7evre mevzuat\u0131nda fosil yak\u0131tl\u0131 elektrik \u00fcretim santralleri ve sanayi tesislerine tan\u0131nan kirletme istisnalar\u0131 kald\u0131r\u0131lmal\u0131.<\/p>\n<p><strong>ClientEarth\u2019ten avukat Gizem Ko\u00e7<\/strong>:&#8221; <em>\u0130klim hedefinin bildirilmesi ayn\u0131 zamanda yasal bir zorunluluk. Paris Anla\u015fmas\u0131 do\u011frultusunda T\u00fcrkiye, k\u00fcresel s\u0131cakl\u0131k art\u0131\u015f\u0131n\u0131 1,5 derece ile s\u0131n\u0131rland\u0131rma amac\u0131na uygun, iddial\u0131 ve bilim temelli bir iklim hedefi a\u00e7\u0131klamakla y\u00fck\u00fcml\u00fc. Ge\u00e7ti\u011fimiz Temmuz\u2019da Birle\u015fmi\u015f Milletler\u2019in en y\u00fcksek yarg\u0131 organ\u0131 olan Uluslararas\u0131 Adalet Divan\u0131, NDC\u2019nin yaln\u0131zca devletlerin takdirine b\u0131rak\u0131lan bir konu olmad\u0131\u011f\u0131n\u0131, Paris Anla\u015fmas\u0131\u2019n\u0131n amac\u0131n\u0131 ger\u00e7ekle\u015ftirmeye uygun ve elveri\u015fli olmayan iklim hedeflerinin ulusal mahkemeler \u00f6n\u00fcne ta\u015f\u0131nabilece\u011fini, uygun iklim hedeflerinin belirlenmesi y\u00f6n\u00fcnde her t\u00fcrl\u00fc \u00e7aban\u0131n g\u00f6sterilmesi gerekti\u011fini belirtti. \u00d6ncesinde de Avrupa \u0130nsan Haklar\u0131 Mahkemesi, iklim hedef ve politikalar\u0131n\u0131n yetersizli\u011fi nedeniyle \u0130svi\u00e7re\u2019nin insan haklar\u0131n\u0131 ihlal etti\u011fine karar vermi\u015fti. Say\u0131s\u0131z \u00fclkede mahkemeler bu y\u00f6nde kararlar verdiler.<\/em>&#8221;\u00a0 dedi.<\/p>\n<p><strong>WWF-T\u00fcrkiye \u0130klim ve Enerji Program\u0131 M\u00fcd\u00fcr\u00fc Tanyeli Behi\u00e7 Sabuncu: &#8220;<\/strong><em>T\u00fcrkiye\u2019nin a\u00e7\u0131klad\u0131\u011f\u0131 2035 iklim hedefi 1,5\u00a0<sup>o<\/sup>C e\u015fi\u011fiyle uyumlu de\u011fil. B\u00fcy\u00fcme senaryolar\u0131 g\u00f6zetilerek hesaplanan art\u0131\u015ftan azalt\u0131m 10 y\u0131l sonra emisyonlar\u0131n bug\u00fcnk\u00fcnden daha y\u00fcksek olaca\u011f\u0131 anlam\u0131na geliyor. \u0130klim krizi \u00fclkemizi kurakl\u0131k sel, g\u0131da krizi gibi sorunlarla tehdit ederken, kaybedecek zaman\u0131m\u0131z yok. T\u00fcrkiye bug\u00fcnden itibaren emisyonlar\u0131n\u0131 azaltmal\u0131, k\u00f6m\u00fcrden \u00e7\u0131k\u0131\u015f plan\u0131n\u0131 a\u00e7\u0131klamal\u0131 ve toplumu merkeze alan adil bir enerji d\u00f6n\u00fc\u015f\u00fcm\u00fc ba\u015flatmal\u0131d\u0131r.&#8221;<\/em> dedi.<\/p>\n<p><strong>Avrupa \u0130klim Eylem A\u011f\u0131 (CAN Europe) T\u00fcrkiye \u0130klim ve Enerji Politikalar\u0131 Koordinat\u00f6r\u00fc \u00d6zlem Kat\u0131s\u00f6z:<\/strong> &#8220;<em>Cumhurba\u015fkan\u0131 Erdo\u011fan, 2021\u2019de 2053 net s\u0131f\u0131r hedefi a\u00e7\u0131klad\u0131\u011f\u0131nda, bu hedefin ancak istihdam, yat\u0131r\u0131m ve \u00fcretimde k\u00f6kl\u00fc d\u00f6n\u00fc\u015f\u00fcmlerle m\u00fcmk\u00fcn oldu\u011funu s\u00f6ylemi\u015fti. Aradan ge\u00e7en d\u00f6rt y\u0131lda T\u00fcrkiye bu iddiadan uzakla\u015ft\u0131. Bunun en somut \u00f6rne\u011fini de Anayasa Mahkemesi\u2019ne de ta\u015f\u0131nan son torba yasaya dayanarak Akbelen\u2019de zeytinliklerin k\u00f6m\u00fcr madeni i\u00e7in s\u00f6k\u00fclmesiyle g\u00f6rd\u00fck. Bizim k\u00f6m\u00fcr \u00e7\u0131karmak yerine acilen ba\u015fta k\u00f6m\u00fcr olmak \u00fczere fosil yak\u0131tlardan \u00e7\u0131k\u0131\u015f\u0131 da kapsayan iddial\u0131 emisyon azalt\u0131m hedeflerine ihtiyac\u0131m\u0131z var. \u015eu anki 2035 hedefi, k\u00fcresel iklim \u00e7abalar\u0131na katk\u0131 sunmak bir yana, \u00fclkemizi daha k\u0131r\u0131lgan ve daha b\u00fcy\u00fck krizlere a\u00e7\u0131k hale getiriyor. T\u00fcrkiye\u2019nin tercihi g\u00fcn\u00fc kurtarmak de\u011fil, uzun vadeli \u00e7\u00f6z\u00fcmleri planlamak ve iklimin taraf\u0131nda olmakt\u0131r.&#8221;<\/em> dedi.<\/p>\n<p><strong>S\u00fcrd\u00fcr\u00fclebilir Ekonomi ve Finans Ara\u015ft\u0131rmalar\u0131 Derne\u011fi (SEFiA) Direkt\u00f6r\u00fc Bengisu \u00d6zen\u00e7<\/strong>: &#8220;<em>T\u00fcrkiye\u2019nin \u00f6nceki ulusal katk\u0131 beyan\u0131nda a\u00e7\u0131klad\u0131\u011f\u0131, ekonominin ola\u011fan halinde i\u015fledi\u011fi, herhangi bir azalt\u0131m \u00f6nlemi al\u0131nmad\u0131\u011f\u0131 durumda ortaya \u00e7\u0131kacak emisyonlar\u0131 ifade eden referans senaryonun bilimsel bir senaryo olmad\u0131\u011f\u0131 konusu uzun zamand\u0131r dile getirdi\u011fimiz konulardan bir tanesiydi. \u00a02015 y\u0131l\u0131ndan bu yana g\u00fcncellenmeyen bu senaryonun son 10 y\u0131ldaki geli\u015fmeler ve bilimin \u0131\u015f\u0131\u011f\u0131nda ele al\u0131nmas\u0131, b\u00f6ylelikle de T\u00fcrkiye\u2019nin iklim politikalar\u0131n\u0131 daha inand\u0131r\u0131c\u0131 bir temele oturtacak \u015fekilde g\u00fcncellenmesi temel taleplerimizden bir tanesiydi. Yeni a\u00e7\u0131klanan ulusal katk\u0131 beyan\u0131nda yap\u0131lan \u00f6nemli de\u011fi\u015fikliklerden birinin bu referans senaryodaki g\u00fcncelleme oldu\u011funu g\u00f6r\u00fcyoruz. Referans senaryoda yap\u0131lan g\u00f6receli iyile\u015fme olumlu olsa da T\u00fcrkiye bu senaryo alt\u0131nda halen emisyonlar\u0131n\u0131 ge\u00e7ti\u011fimiz 30 y\u0131ldaki temposundan 2 kat daha h\u0131zl\u0131 art\u0131raca\u011f\u0131n\u0131 s\u00f6yl\u00fcyor ve iklim hedeflerine g\u00f6lge d\u00fc\u015f\u00fcr\u00fcyor.&#8221;\u00a0<\/em>dedi.<\/p>\n<p><strong>\u0130klim \u0130\u00e7in 350 Derne\u011fi Ba\u015fkan\u0131 Efe Baysal<\/strong><em>: &#8220;\u0130klim politikas\u0131n\u0131n en \u00fcst makam\u0131 olan \u0130DUKK\u2019ta iklim de\u011fi\u015fikli\u011fini durdurma misyonu olan hi\u00e7bir iklim uzman\u0131 kurum yok. Bunun iklim politikas\u0131n\u0131n yetersizli\u011finin ba\u015fl\u0131ca sebebi oldu\u011funa inan\u0131yoruz.
