Ru\u0308zgardaki art\u0131s\u0327 yavas\u0327larken kurak do\u0308nemlere rag\u0306men hidroelektrik u\u0308retimi yu\u0308kseldi.<\/p>\n<h3><strong>G\u00fcne\u015f Enerjisinde Rekor B\u00fcy\u00fcme<\/strong><\/h3>\n<p>T\u00fcrkiye&#8217;de g\u00fcne\u015f enerjisi 2024 y\u0131l\u0131nda da h\u0131zla artmaya devam ederek bir \u00f6nceki y\u0131la g\u00f6re y\u00fczde 39 (+7,3 TWh) gibi rekor bir oranda b\u00fcy\u00fcd\u00fc. Sadece 2024 y\u0131l\u0131ndaki bu ilave g\u00fcne\u015f enerjisi, T\u00fcrkiye&#8217;nin 2018 y\u0131l\u0131ndaki toplam g\u00fcne\u015f enerjisi seviyesine (7,8 TWh) neredeyse e\u015fit.<\/p>\n<p>2023\u2019teki g\u00fc\u00e7l\u00fc b\u00fcy\u00fcmenin ard\u0131ndan, 2024 y\u0131l\u0131 g\u00fcne\u015f enerjisi kapasitesi i\u00e7in bir ba\u015fka d\u00f6n\u00fcm noktas\u0131 oldu. G\u00fcne\u015f enerjisi kapasitesi 2022&#8217;de 10,9 GW iken 2024 sonunda 19,8 GW&#8217;a ula\u015farak neredeyse iki kat\u0131na \u00e7\u0131kt\u0131. G\u00fcne\u015f enerjisinin g\u00fc\u00e7l\u00fc performans\u0131, r\u00fczgar ve g\u00fcne\u015f enerjisi birlikte ge\u00e7en y\u0131l T\u00fcrkiye&#8217;nin elektri\u011finin y\u00fczde 18&#8217;ini \u00fcretti.<\/p>\n<h3><strong>Fosil Yak\u0131tlar\u0131n Elektrik \u00dcretimindeki Pay\u0131 Y\u00fczde 55\u2019e D\u00fc\u015ft\u00fc<\/strong><\/h3>\n<p>K\u00f6m\u00fcrden elektrik \u00fcretimindeki art\u0131\u015fa (+4 TWh) ra\u011fmen k\u00f6m\u00fcr\u00fcn T\u00fcrkiye&#8217;de elektrik \u00fcretimindeki pay\u0131 2024 y\u0131l\u0131nda y\u00fczde 36,9&#8217;dan y\u00fczde 35,6&#8217;ya d\u00fc\u015ft\u00fc. Do\u011fal gazdan elektrik \u00fcretimi ise 3 TWh (- y\u00fczde 4) d\u00fc\u015ft\u00fc. B\u00f6ylece fosil yak\u0131tlar\u0131n elektrik \u00fcretimindeki pay\u0131 1993&#8217;ten bu yana en d\u00fc\u015f\u00fck seviye olan y\u00fczde 55&#8217;e indi.<\/p>\n<p>Ayr\u0131ca T\u00fcrkiye&#8217;de elektrik \u00fcretiminde kullan\u0131lan k\u00f6m\u00fcr ve do\u011fal gaz b\u00fcy\u00fck \u00f6l\u00e7\u00fcde ithal ediliyor. 2024\u2019te k\u00f6m\u00fcr yak\u0131tl\u0131 elektrik \u00fcretiminin y\u00fczde 61&#8217;i ithalata dayal\u0131 k\u00f6m\u00fcr santrallerinde ger\u00e7ekle\u015fti. Do\u011fal gaz i\u00e7in de \u00e7ok az yerli \u00fcretim s\u00f6z konusu; ge\u00e7en y\u0131l T\u00fcrkiye&#8217;de t\u00fcm sekt\u00f6rlerde t\u00fcketilen do\u011fal gaz\u0131n y\u00fczde 96&#8217;s\u0131 ithal edildi.<\/p>\n<h3><strong>Fosil Yak\u0131t \u0130thalat\u0131n\u0131 \u0130kame Etmek \u0130\u00e7in Hedeflere Ula\u015f\u0131lmas\u0131<\/strong><\/h3>\n<p>COP29 s\u0131ras\u0131nda a\u00e7\u0131klanan T\u00fcrkiye&#8217;nin yeni 2035 kurulu g\u00fc\u00e7 hedefleri, \u00fclkenin mevcut r\u00fczgar ve g\u00fcne\u015f enerjisi kapasitesini d\u00f6rt kat\u0131na \u00e7\u0131karmay\u0131 ama\u00e7l\u0131yor. Bu hedeflere ula\u015f\u0131lmas\u0131 halinde, 2035 y\u0131l\u0131na kadar fosil kaynakl\u0131 elektrik \u00fcretiminin pay\u0131 y\u00fczde 20&#8217;nin alt\u0131na d\u00fc\u015febilir, r\u00fczgar ve g\u00fcne\u015f enerjisinin pay\u0131 ise y\u00fczde 49&#8217;a y\u00fckselebilir.<\/p>\n<p>Ancak bu hedeflere ula\u015fmak i\u00e7in r\u00fczgar ve g\u00fcne\u015f enerjisinin elektrik talebindeki y\u00fckseli\u015fi a\u015fmas\u0131 gerekiyor. Son be\u015f y\u0131lda talep 42 TWh artarken, r\u00fczgar ve g\u00fcne\u015f enerjisindeki art\u0131\u015f 31 TWh&#8217;te kald\u0131. Talepteki arta kalan art\u0131\u015f ise ithal k\u00f6m\u00fcr ve do\u011fal gazla kar\u015f\u0131land\u0131.<\/p>\n<p><strong>Ufuk Alparslan<\/strong> s\u00f6zlerini \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<em> \u201c2035 y\u0131l\u0131 i\u00e7in \u00f6ng\u00f6r\u00fclen iddial\u0131 hedefler \u00e7er\u00e7evesinde, r\u00fczgar ve g\u00fcne\u015f enerjisi T\u00fcrkiye&#8217;nin elektri\u011finin yar\u0131s\u0131n\u0131 kar\u015f\u0131layabilecek d\u00fczeye gelebilir. Ancak hem artan elektrik talebini kar\u015f\u0131lamak hem de fosil yak\u0131t ithalat\u0131n\u0131n yerini almak i\u00e7in r\u00fczgar ve g\u00fcne\u015f enerjisinin daha h\u0131zl\u0131 b\u00fcy\u00fcmesi gerekiyor. Bundan sonraki hedef, yerli yenilenebilir enerji kaynaklar\u0131n\u0131n o\u0308nu\u0308nu\u0308 ac\u0327acak ad\u0131mlar atmak olmal\u0131.\u201d<\/em><\/p>\n<h3><strong>Hidroelektrikten \u00dcretilen Elektrik Artt\u0131<\/strong><\/h3>\n<p>Hidroelektrik, 2024 y\u0131l\u0131nda toplam elektrik u\u0308retiminin y\u00fczde 22\u2019sini kars\u0327\u0131layarak Tu\u0308rkiye\u2019nin enerji gu\u0308venlig\u0306ine gu\u0308c\u0327lu\u0308 bir katk\u0131 sag\u0306lasa da y\u0131ll\u0131k u\u0308retimindeki dalgalanmalar nedeniyle ru\u0308zgar ve gu\u0308nes\u0327 enerjisi gibi tamamlay\u0131c\u0131 o\u0308zellig\u0306e sahip kaynaklarla desteklenmesi gerekiyor.<\/p>\n<p>Bununla birlikte hidroelektrik santrallerinin 2024 y\u0131l\u0131nda 2023\u2019e k\u0131yasla 11 TWh (+ y\u00fczde 17) daha fazla elektrik u\u0308retti\u011fi saptan\u0131rken ilkbaharda ya\u015fanan kurakl\u0131k \u00fcretimi olumsuz y\u00f6nde etkiledi. Akarsu tipi hidroelektrik u\u0308retimi kurakl\u0131k kos\u0327ullar\u0131nda azal\u0131rken barajl\u0131 hidroelektrik u\u0308retimi suyu depolayabilmesi sayesinde yu\u0308kselis\u0327 kaydetti.<\/p>\n<h3><strong>R\u00fczgardan Elektrik \u00dcretiminde T\u00fcrkiye Baz\u0131 G7 \u00dclkelerinin \u00d6n\u00fcnde<\/strong><\/h3>\n<p>T\u00fcrkiye&#8217;de r\u00fczgar enerjisi, 2022 y\u0131l\u0131na kadar istikrarl\u0131 y\u00fckseli\u015fini s\u00fcrd\u00fcrd\u00fc. O zamandan bu yana r\u00fczgar\u0131n b\u00fcy\u00fcmesindeki yava\u015flamaya ra\u011fmen, r\u00fczgar\u0131n elektrik \u00fcretimindeki pay\u0131 y\u00fczde 11 olan T\u00fcrkiye hala \u0130talya<\/p>\n<p>(y\u00fczde 8,5) ve Fransa (y\u00fczde 7,7) gibi G7 \u00fclkelerinin \u00f6n\u00fcnde yer al\u0131yor.<\/p>\n<p>G\u00fcne\u015f enerjisindeki rekor b\u00fcy\u00fcmeye ra\u011fmen T\u00fcrkiye, g\u00fcne\u015f enerjisi potansiyeli daha d\u00fc\u015f\u00fck olan Polonya&#8217;n\u0131n gerisinde kald\u0131, 2024 y\u0131l\u0131nda Romanya taraf\u0131ndan da ge\u00e7ildi. Tu\u0308rkiye ile benzer gu\u0308nes\u0327 potansiyeline sahip I\u0307talya, I\u0307spanya, Portekiz ve Yunanistan gibi gu\u0308ney Avrupa u\u0308lkelerinde gu\u0308nes\u0327in elektrik u\u0308retimindeki pay\u0131 y\u00fczde 14 ile y\u00fczde 22 aras\u0131nda deg\u0306is\u0327iyor.<\/p>\n<h3><strong>\u00c7\u00f6z\u00fcm \u00d6nerileri<\/strong><\/h3>\n<p>\u2018T\u00fcrkiye Elektrik G\u00f6r\u00fcn\u00fcm\u00fc\u2019 \u00e7al\u0131\u015fmas\u0131nda, ru\u0308zgar ve gu\u0308nes\u0327 kurulumlar\u0131n\u0131n art\u0131r\u0131lmas\u0131 ve yeni 2035 y\u0131l\u0131 hedeflerine ula\u015f\u0131lmas\u0131 i\u00e7in \u00e7\u00f6z\u00fcm \u00f6nerileri de getirildi:<\/p>\n<p><strong>K\u0131s\u0131tl\u0131 bag\u0306lant\u0131 kapasitesi art\u0131r\u0131lmal\u0131<\/strong>: Tu\u0308rkiye, hedefledig\u0306i gibi 2035\u2019e dek gu\u0308nes\u0327te 76,9 GW\u2019l\u0131k kurulu gu\u0308ce ulas\u0327abilir; bunun i\u00e7in her y\u0131l 5,2 GW\u2019l\u0131k gu\u0308nes\u0327 kapasitesi devreye al\u0131nmal\u0131. O\u0308te yandan bir ru\u0308zgar ya da gu\u0308nes\u0327 santralinin kurulabilmesi ic\u0327in o bo\u0308lgedeki trafo merkezinde kullan\u0131labilir kapasitenin olmas\u0131, yeni bag\u0306lant\u0131 kapasitelerinin tahsis edilebilmesi ic\u0327in de yeni s\u0327ebeke yat\u0131r\u0131mlar\u0131 gerekiyor. Bu nedenle yeni ac\u0327\u0131klanan hedeflerde ilk kez yer alan yu\u0308ksek voltajl\u0131 dog\u0306ru ak\u0131m (HVDC) iletim hatt\u0131, 90 bin km yeni s\u0327ebeke bag\u0306lant\u0131s\u0131 ve 942 yeni trafo merkezi hedeflerinin gerc\u0327ekles\u0327tirilmesi de o\u0308nem ta\u015f\u0131yor.<\/p>\n<p><strong>Hibrit santrallere kolayl\u0131k sa\u011flanmal\u0131<\/strong>: K\u0131s\u0131tl\u0131 bag\u0306lant\u0131 kapasitesine c\u0327o\u0308zu\u0308m alternatiflerinden biri de hibrit santraller. Mevcut hidroelektrik ve ru\u0308zgar santrallerine ait bag\u0306lant\u0131 kapasitelerinin gu\u0308nes\u0327 gibi ikincil bir u\u0308retim kaynag\u0306\u0131 ile daha verimli bir s\u0327ekilde kullan\u0131ld\u0131g\u0306\u0131 hibrit santrallerde, farkl\u0131 u\u0308retim kaynaklar\u0131n\u0131n birbirini tamamlay\u0131c\u0131 o\u0308zelliklerinden de faydalan\u0131labilir.<\/p>\n<p><strong>I\u0307halelerde iyiles\u0327tirmeler:\u00a0<\/strong>2025 itibar\u0131yla her y\u0131l du\u0308zenleneceg\u0306i duyurulan 2 GW\u2019l\u0131k ihaleler, 2035 hedeflerine ulas\u0327\u0131lmas\u0131 ic\u0327in o\u0308nemli. I\u0307halelerdeki yerli oran\u0131 s\u0327art\u0131, uzun izin su\u0308rec\u0327leri ve bag\u0306lant\u0131 kapasitesi elde etme zorlug\u0306u nedeniyle rekabetin artt\u0131g\u0306\u0131 ihaleler sonucunda ortaya c\u0327\u0131kan du\u0308s\u0327u\u0308k fiyatlar, gelecekte ihale ile elde edilen projelerin de hayata gec\u0327irilmesine engel olabilir.<strong>\u00a0<\/strong><\/p>\n<p><strong>Bag\u0306lant\u0131 kapasitesinde yer ac\u0327\u0131lmal\u0131:\u00a0<\/strong>Mevcut proje stokunun bir an o\u0308nce hayata gec\u0327irilmesini sag\u0306layacak politikalar izlenmeli.<strong>\u00a0<\/strong>Proje stokunda devreye girme ihtimali olmayan projeler varsa, bunlar iptal edilerek yeni bag\u0306lant\u0131 kapasitesi ac\u0327\u0131labilir.<\/p>\n<p><strong>Yeni ihale c\u0327es\u0327itleri eklenmeli:\u00a0<\/strong>Gu\u0308nes\u0327 ic\u0327in yu\u0308zer gu\u0308nes\u0327 santrali ihalesi, ru\u0308zgar ic\u0327in ise denizu\u0308stu\u0308 ru\u0308zgar santrali ihaleleri d\u00fczenlenebilir.<\/p>\n<p><strong>Koms\u0327u u\u0308lkelerle s\u0327ebeke bag\u0306lant\u0131lar\u0131n\u0131 gu\u0308c\u0327lendirme:\u00a0<\/strong>Ru\u0308zgar ve gu\u0308nes\u0327ten elektrik u\u0308retiminin artmas\u0131yla birlikte koms\u0327u u\u0308lkelerle s\u0327ebeke bag\u0306lant\u0131s\u0131n\u0131 gelis\u0327tirmek daha da o\u0308nem kazanacak. O\u0308zellikle Nahc\u0327\u0131van ile Azerbaycan anakaras\u0131 aras\u0131nda bag\u0306lant\u0131n\u0131n kurulmas\u0131yla gelecekte ins\u0327a edilebilecek Nahc\u0327\u0131van-Tu\u0308rkiye enterkonneksiyonu, Tu\u0308rkiye\u2019nin henu\u0308z planlama as\u0327amas\u0131nda olan Azerbaycan ve Orta Asya u\u0308lkeleri aras\u0131ndaki enterkonneksiyon projelerinin de parc\u0327as\u0131 olmas\u0131n\u0131 sag\u0306layacak.
